Girls “earn and learn” by earning funds for their Girl Scout activities while learning 5 skills that will help them in business and in life. 1 Goal Setting Girls set cookie goals and, with their troop, create a plan to reach them. This matters because girls need to know how to set and reach goals to succeed in school, on the job and in life. 2 Decision Making Girls decide where and when to sell cookies, how to market their sale and what to do with their earnings. This matters because girls must make many decisions, big and small, in their lives. Learning this skill helps them to make good ones. 3 Money Management Girls develop a budget, take cookie orders and handle customers’ money. This matters because girls need to feel confident dealing with money - from their lunch money to their allowance and future paycheck - and the Girl Scout Cookie Program helps girls build financial literacy. 4 People Skills Girls learn how to talk (and listen!) to their customers, as well as learning how to work as a team with other girls. This matters because it helps them flourish while collaborating for group projects, teams and clubs, get along on the playground and eventually, perform well at work. 5 Business Ethics Girls act honestly and responsibly during every step of the cookie program. This matters because the world needs ethical leaders. 1
What’s New for the 2018 Cookie Program 1 2018 Level Cookie Reward Family Trip for 4 to the Mt. Olympus Water & Theme Park in the Wisconsin Dells. Families that achieve this Reward will have the choice of two trip dates: either June 3-6 or July 15-18. 2 Updated Order Card Little Brownie Bakers has updated their order card. A new line has been added to the bottom of the card to allow parents and girls to write down the number of boxes sold online for which the customer has selected Girl Delivery. 3 S’Mores & Toffee Tastics The Girl Scout S’Mores Cookie is back! Both S’mores and Toffee Tastic (gluten free) cookies will be available to order through Cookie Cupboards. 4 Super Sellers Troop Incentive Troops that earn both a Nut, Candy & Magazine Program per-girl-average (PGA) of $200 and a Cookie Program per-girl-average of 200 boxes sold will earn an additional $.04 per each box of cookies sold. Troops could then earn $.79 per box sold. Additional proceeds earned will be distributed after the 2018 Cookie Program. ram Troops must be in good financial standing with GSSI to participate. 5 New Gift of Caring Level At 24 boxes donated, each girl receives the Tagalong Turtle (pictured). 6 Reminder: Cookie Return Policy • • January Cookie Booths have a 100% return rate for unsold cookies up until January 11 by 5 p.m. After that date, GSSI will no longer be able to accept any cookie returns. February/March Cookie Booths have a 0% return rate. Troops can exchange cookies for different varieties but will NOT be able to return any unsold cookies. Program Basics What are the benefits of participating in the Cookie Program? By participating in the annual Girl Scout Cookie Program, not only do girls learn 5 Skills linked to leadership and financial literacy, but also raise funds for troop activities and help support council-wide opportunities. Funds earned will help support your troop goals and activities throughout the year, which may include meeting activities, program fees, campouts, community service projects, etc. Your troop may even be saving for a large trip! Funds earned through the Girl Scout Cookie Program also help Girl Scouts of Southern Illinois continue to deliver quality programs to girls, recruit and train adult volunteers, maintain camp properties and provide financial assistance so Girl Scouting is available to all girls. Who can participate? All registered Girl Scouts with a signed permission slip can participate in the Cookie Program. All troops must be clear of any debt due to GSSI in order to participate. The troop must have: • A current financial report on file at GSSI. • At least two approved adults registered with the troop, one being the leader. • A registered, volunteer-approved adult as Troop Cookie Manager (must sign troop manager agreement form). What are the ways my troop can participate in the Cookie Program? 1. Traditional Order Taking - During this time period, Girl Scouts will take the order card door to door and call friends and family members asking them to support their Girl Scout troop by buying Girl Scout Cookies. • This time period runs from January 6-27. 2. Gift of Caring Program - Operation: Sweet Treats - Donation to Operation: Sweet Treats can be made from January 6 to March 18. Girl Scouts can take orders for this through every part of the program. Troops will collect the money for these orders, but will not receive cookies, as they will be in our virtual warehouse. Once the cookie program is over, GSSI will send all of the donated cookies to H.E.R.O.E.S. Care in Fenton, MO, which supports area U.S. military members before, during and after deployment. Another way to participate in Operation: Sweet Treats is through the Business Gift of Caring program. Now in its fourth year, this program allows Girl Scouts to go to any local business owner and ask if they would like to be a cookie sponsor. Girl Scouts who secure a business sponsor will get the credit for selling those cookies, and the troop will receive the proceeds from that cookie sponsorship as well! 3. Cookie Booths - Troops can also participate in booth sales. This is a great way for troops to earn additional proceeds and work towards achieving the Troop PGA reward. Troops can pick up booth cookies at their local cupboard and participate in any or all of the council-wide cookie booth weekends, or hold a cookie booth at any time until May 31, depending on cookie availability. Cookie Booths are a great way for troops to work together as a team! 4. Digital Cookie (also referred to as DOC) - Digital Cookie is the online business tool girls can use to reach customers and reach higher cookie sales! Girls can send secure emails through Digital Cookie to ask customers to help them reach their goals by purchasing packages online. Customers can choose from either having the cookies shipped directly to them by mail, having them delivered by the Girl Scout who sent the e-mail or donating cookies to GSSI’s Gift of Caring program, Operation: Sweet Treats. The girl delivery option will only be available from January 6-27. All cookies purchased through Digital Cookie will be paid for online (shipping and handling fees will be applied). Digital Cookie resources are available on our website, www.gsofsi.org under Cookie+. Please see the following page for more information on using Digital Cookie. 4
Digital Cookie Program Basics How we use Digital Cookie? Troop Leader Registration/Log in Watch for your registration email from the Girl Scout Cookie Program (email@email.girlscouts.org). Troop Leaders will receive a volunteer email before parents have access. In the email is a “Register Now” button to take you to the Digital Order Card registration site. Simply click that button! If you have roles in addition to Troop Leader, you will be taken to a “role selector” screen once parent access opens. This may be a week after you get volunteer access. If one of your roles is parent, choose “parent” from the drop down menu. Next, you will next be taken to a screen that helps parents register their girl(s). • If the Girl Scout you are registering is over 13, you will enter her email address and she will complete her own registration process. • If she is under 13, an email address is not required for her. Use your email address. • After registering all of your girls, you will click the “Access Site” button to be taken to the first girl’s home page. • Each time you log in you can indicate what role you want in order to get to the correct homepage. You can also navigate to your other roles at the top of all of your screens using the “Select a Role” dropdown. Orders Received via Shipped, Donated or Delivered In eBudde, you can look on the “Girl Orders” tab to see how many boxes each girl has sold. You do not need to provide any inventory to her for those orders. You will see a credit for the full amount paid for those orders. All Digital Cookie sales will add to your troop’s total cookies sold and each girl’s total cookies sold. They will be reflected in your sales and per-girl-average (PGA) and count towards any rewards the girl may be eligible to receive. Delivered Orders - On your Digital Order Card troop dashboard, you can see if any of your girls have pending orders. When the parent approves the order, the amount the customer paid will show as a credit on the “Girl Orders” tab for that girl. NOTE- the program does NOT automatically assign cookies for delivered orders to the girl. You will check cookies out for all orders she needs to deliver the same way you do for traditional deliveries. Please verify if the parent did or did not include in-person delivery orders on the girl’s order card. In-person delivery orders are essentially a deposit only. 5
Program Basics All girls who participate in the Girl Scout Cookie Program are eligible to earn the annual Cookie Activity Pin and badges representing their proficiency in the 5 Skills learned and practiced during cookie season activities. Cookie Activity Pin (available in council shop or online) 1 Goal Setting Set personal learning goals. What do you want to learn this year? What do you want to improve? Share this with at least one other person or your group. Set personal sales goals for yourself based on your personal and group goals. Keep a record of your accomplishments each year! 2 Decision Making Develop a basic business plan for your cookie sale. Work as a team with other Girl Scouts to decide when and where you’ll sell cookies and what you’ll do with the money you earn. 3 Money Management Develop a budget for accomplishing at least one of the goals you set in the Goal Setting step. Use this budget to help determine your sales goals. Be able to explain how the money earned in the Girl Scout Cookie Program helps you, your group and your council. 4 People Skills Practice your “elevator speech” for customers about what you are selling, why you are selling it and why they should purchase it. Make a list of customers you will approach. Don’t forget people you sold to last year! 5 Business Ethics Discuss how living the Girl Scout Promise and Law applies to what you do in the Girl Scout Cookie Program as a business woman. Program Basics These cookies are $4 per package* These cookies are $5 per package* The gluten-free Toffee-Tastic and S’mores cookies will be on the paper order card. These cookies will now be availble to order for the February/ March Cookie Booth Weekends through area Cookie Cupboards. *There are 12 packages per case of cookies. Your initial order will be rounded to make full cases. What’s the return policy on cookies? Troops are able to return 100% of unsold cookies that were picked up for the Kick-Off January Booth Weekend, but these cookies MUST be returned to the Glen Carbon or Mt. Vernon offices before 5 p.m. on January 11. After this date, GSSI will NOT take back any unsold cookies. The return policy for other booth weekends is 0%. Cookie cupboards and offices will not accept unsold cookies. Troops will be able to exchange cookies at the cupboards if they are available. Troops will have to check with the cupboard manager on availability of cookies they are seeking for exchange. The cupboard manager will have final say if cookies are in stock. Selling Cookies Online Girl Scouts should not sell cookies through sites such as Craigslist, eBay, Facebook swap sites or any other sites with a money-transaction other than GSUSA’s approved Digital Cookie. Girl Scouts can announce via social media that they are participating in the Cookie Program and taking orders. All internet safety guidelines should be followed for social media promotions. These guidelines are in place for the safety of the Girl Scout. 7
Program Basics Money Management with Cookies Money management could be one of the hardest parts of the annual Girl Scout Cookie Program. The most important task to remember is to fill out receipts for everything. If a troop needs more receipt books, all they need to do is contact either their Service Unit Product Manager or GSSI’s Product Program Department, as extra books are always available. Another key point is that troops can decide they want girls to collect money up front during the order taking period. If a troop decides to do this, and all the money is turned in when girls return their order cards, troops will have all the money in the bank before the ACH dates occur. A Financial Timeline is available on page 2 of the Cookie Manual About ACH (Automated Clearing House) What is ACH? ACH (Automated Clearing House) refers to an electronic banking network often used for direct deposit and electronic bill payment. There are great benefits to ACH sweeping. For instance, no worries for the troops about writing a check to GSSI for the incorrect amount and then waiting for a refund as well as less work for the Service Unit and Troop Cookie Manager. How does ACH work? ACH works by allowing a third party (GSSI) to determine the amount of money to either be debited from or credited to your troop account. The ACH Debit/Credit Authorization Form is filled out by the troop that authorizes these actions. This paperwork includes information such as the troop’s account and routing numbers and a voided check from the troop’s bank account. Troops will deposit all money collected from the Cookie Program into their troop’s account. On Wednesday, March 7, 40% of the troop’s traditional order money (money that is due to GSSI - this does NOT include troop proceeds) will be “swept” from the troop’s bank account by The Bank of Edwardsville. The formula to calculate the first sweep amount: Total Initial Order which includes Gift of Caring cookies (less troop proceeds) x 0.4. On Wednesday, March 28 the remaining 60% of the troop’s traditional order plus all cupboard/booth cookies and additional Gift of Caring cookies) will be “swept” from the troop’s bank account by The Bank of Edwardsville as the troop’s FINAL payment. What should I do if I know that the money will not be in the bank on the date of the ACH sweep? We understand that emergencies happen and that there may be an outstanding debt. Please send the ACH Cookie Adjustment Request Form, along with any required paperwork, THREE BUSINESS DAYS (by 3 p.m.) before GSSI debits the account. If your account will not have the ACH funds, please notify us by the ACH Cookie Adjustment Date as GSSI will sweep accounts if the proper paperwork is NOT in place PRIOR to the ACH sweep. Troops will incur non-sufficient funds fees (NSF charges) associated with insufficient funds, similar to fees charged for a bounced check. These fees differ with each bank. Please contact your bank if you have any questions. What if the money is not there due to a girl being delinquent with her payment to the troop? You will need to send a Product Program Collection Form to your Service Unit Cookie Manager. In addition, submit the ACH Cookie Adjustment Request Form to GSSI Product Program Department within THREE business days from the sweep date. Please allow at least three business days for deposited checks to clear. 8
Program Basics Who’s responsible and for what? The Troop Cookie Manager is responsible for: 1. Making sure any time cookies or money exchanges hands that a receipt is written, dated, and signed. 2. Managing cookies ordered through eBudde and picked up at delivery, cookies exchanged or swapped with another troop or cookies picked up at a cookie cupboard. (Always count and verify your cookies and complete a receipt.) 3. Managing gll girl payments received from parents or at booth sales. Always complete a receipt. 4. Managing all girl rewards earned by the troop. Troop Cookie Managers should distribute girl rewards within two weeks of receiving them. 5. Utilizing eBudde and receipts to manage the cookies received by each girl and obtaining the parent permission slips and signed receipts. 6. Ensuring all Digital Cookie Girl Delivery Orders (if applicable) are included with the girls Initial Order. 7. Entering all Booth Site locations into eBudde. 8. Completing and submitting to Girl Scouts of Southern Illinois all required paperwork for those girls/parents with an outstanding cookie debt by the ACH sweep date. Each family is responsible for: 1. All cookies ordered and picked up by their Girl Scout. 2. All monies collected from customers for the purchase of cookies. Families must turn in all payments to the Troop Cookie Manager by set deadlines. All checks should be written to the troop. 3. Setting up their girl(s)’ online Digital Cookie page. 4. Turning in Initial Order Card, monies due and picking up cookies and rewards on the date requested by the Troop Leader. Rewards & Incentives How much will my troop earn? GSSI has a flat box proceed of $0.75 per box sold. Girl Scout Cadettes, Seniors and Ambassadors have the choice of opting out of rewards. If these troops decide to opt out of rewards, they will receive an extra $0.10 per box sold. Will my Service Unit earn anything? Each Service Unit will receive a $300 advancement of proceeds in October, then when the cookie program is over, each Service Unit will be credited with $0.02 per box sold. The original $300 will be deducted from this total and any additional proceeds will be sent to the Service Unit. No Service Unit will pay back the advancement money; each will get a minimum of $300 total. Super Seller Incentive For each troop that has a selling per-girl-average (PGA) of $200 in the fall Nut, Candy & Magazine Product Program and also a 200 box PGA in the Cookie Program, a $.04 proceed will be awarded to every box sold. Additional proceeds will be awarded after the 2018 Cookie Program ends. Troops must be in good financial standing with GSSI. 9

Please note that Cookie Dough is a council gift card that can be redeemed for shop purchases, upcoming program events, registration fees and anything put on by GSSI. January 6-27, 2018 Initial Order How do I get started with my troop? Follow these easy steps! 1 Have a parent meetings prior to January 6, 2018 Set up a meeting with your parents and girls to explain the Girl Scout Cookie Program, get their permission slips signed and recruit help for various cookie program tasks. Don’t forget to: • Complete the girl order cards with important dates. • Use the 2018 Family Guide to explain the Girl Scout Cookie Program to parents. • Explain sale deadlines and what will be expected of families. • Have parents complete a parent permission and responsibility form before handing them an order card. • Collect these slips and keep them in a safe place. Do not lose them. • Work with the girls and parents to set a troop goal. Think about what the girls would like to do with their proceeds. • Work backwards starting with the cost of the activity to calculate how many packages you will need to sell as a troop to reach your goal. • Encourage girls to set their own goals based on the troop goal and reward level they would like to earn. • Encourage girls and parents to use Digital Cookie - it’s a fast and easy way for girls to reach their goals! Remember, when adults understand the importance of the Girl Scout Cookie Program, they will give their full support and help their girls do everything it takes to be successful. Let the girls inspire their families and show them what girls can do when they lead. What materials do I get to help me? • This handbook • 2018 Family Guide • Girl Order Card • Money Envelope What if a girl has separated parents? • Have each parent complete their own parent permission slip. • Provide each parent with their own order form. • You should handle the program as if two girls were selling. • Each parent picks up their cookies and keeps separate receipts. This alleviates confusion about who is responsible for the product. 2 How does my troop participate in the Kick-Off Booth Weekend? If your troop would like to participate in this special booth weekend, you will need to order your cookies. • Troops will need to go to www.gsofsi.org and select Cookies+ tab • Click on For Cookie Sellers • Click on Resources • Click the Kick-Off Booth Order Form This form will need to be completed by December 8, 2017. Once this form is completed, it will be sent to the Product Program Department. Just a friendly reminder that cookies for this weekend can be picked up from either GSSI office the week of January 3-5. The hours of operation will be sent out to everyone that ordered cookies. When does a troop have to return any unsold cookies from the Kick-Off Booth Weekend? All unsold cookies after the Kick-Off Booth Weekend are allowed to be returned. All returns have to be made before 5 p.m. on January 11 at either the Glen Carbon or Mt. Vernon offices. 11
Initial Order January 6-27, 2018 3 Order taking begins • • Girls are on their honor not to sell until January 6, 2018. Provide parents with clear instructions about the start and end dates of the program. Girls can go door to door, visit friends and family, pick up the telephone and log into Digital Cookie to start taking orders. Remind them a week ahead of time when you need their order card. Give yourself at least one day of time to enter their orders in eBudde. • Log into eBudde after your parent meeting to become familiar with the website and ordering system. Make sure your registered girls are listed. • You can begin entering girls’ orders at any time in eBudde. Click Save to save your progress without submitting your order. See below for step by step eBudde instructions. 4 eBudde eBudde is the online cookie ordering system from Little Brownie Bakers. You will use eBudde to place your initial order, track girls’ totals and final rewards and order additional cookies after your initial order. The initial order is due in eBudde on January 31 by 11:59 p.m. Girls take initial orders with their order cards and through Digital Cookie. Initial Log In • Go to https://ebudde.littlebrownie.com. • Enter your e-mail address and temporary password: Toff8979 • Click Log In. A new window will appear asking you to update your information and answer security questions. • Write your new password on the front of this book. Your Troop Dashboard Your troop dashboard is the screen you will see every time you log into eBudde. Any important updates from GSSI or your Service Unit will be listed here. eBudde Tips Contact your Service Unit Cookie Manager if: • You hit the Submit button instead of Save and need to make changes to your orders. • You need assistance on how many packages to order for your cookie booths. 12
https://ebudde.littlebrownie.com eBudde Basics Updating your information • Click the Contacts tab. • Click Edit next to your contact information to update your personal information as needed. • Click Submit to update your information. Setting up your troop in eBudde • Click the Settings tab and then the Edit Settings button. • Enter your troop’s goal in packages. • Your grade level will be picked for you based on our uploads. • If you are a Cadette, Senior or Ambassador troop, you must click the Opt Out of Rewards box before January 31, 2018. After this date, if you have not clicked this, you can no longer opt out of rewards for the additional proceeds. Registered Girls • On the Girls tab, which is locked, you can view all the girls registered with your troop. • This will continue to update throughout the program. • Only girls with cookies in eBudde will count as selling And used to calculate your per girl average (PGA). Note: If there are girls missing, fill out the Girls Missing From Troop form. This document can be found in the forms section of our website, www.gsofsiorg. Placing your troop’s initial order into eBudde Don’t forget to collect your girls’ order cards a day or two before the deadline to allow time to enter into eBudde. Initial Order Tab • Click on each girl’s name. • At the bottom of the screen, you will enter her orders, tab through the columns and enter her totals by variety. • Remember the first column is for the Council Gift of Caring (CGOC), not Savannah Smiles. • Click the OK button on the far right of the screen when you are done entering her order. • Repeat for each girl. • If your troop would like to order your booth cookies to receive them with your initial order, click the Booth line. Please order cookies by amounts of 12 (case total). Booth Cookies that are ordered with the initial order will be paid for on the first ACH Sweep on March 7. • When you are finished, click Save at the top. Your troop’s order is saved. • When you are positive you are finished with your order, click Submit Order. You cannot make changes after this. See next page for screen shot example. 13
eBudde Basics https://ebudde.littlebrownie.com Choosing your delivery site • On the Delivery tab, click who is picking up your order. • Click if you will be picking up for more than one troop. • Choose your delivery station. • Choose a pick up time from what is available. • Click the Submit My Information button at the top of the page. The system will confirm your submission. You can click View Confirmation and print this page to bring with you to delivery. Initial Order Rewards If your girls sold 130+ packages you will need to submit your troop’s initial order rewards. Initial order rewards will be delivered to your Service Unit Product Manager with the final rewards. For the 2018 Cookie Program, the initial rewards are pictured to the left. For selling 130 packages, girls will get a Cookie CEO Patch Pin; for selling 165 boxes, they will get a money/electronic belt. • On the Rewards tab, click Fill Out next to initial reward orders. • Review total initial rewards earned. • Click Submit to submit the troop’s initial order rewards. • Click OK in the pop up box to confirm your submission. February 19-23, 2018 Cookie Delivery Basics What should I expect at cookie delivery? Each delivery site is a bit different but here are the basics: • Arrive at your assigned or chosen time. • Use a vehicle large enough to hold all of your cookies at once. See the chart below for general guidelines on how many cases will fit in your car. Please note that this is accurate if your car is free of car seats, strollers, etc. If you need multiple vehicles to pick up your order, be sure to arrive and get in line together. • You are required to get out of your car and count the cookies as they are loaded. Your troop is responsible for the cookies that you sign for. • If there is an error, notify a worker immediately. If you get home and find an error, contact your Service Unit Product Manager. How much does my car hold? Is it important to provide a receipt? Car Type Case Capacity Providing a receipt each time cookies exchange hands Compact Car 1-35 keeps a record of who is financially responsible for those cookies. Protect yourself, protect your troop Standard Car 35-50 and protect your Girl Scouts - always give a receipt. Standard Wagon 50-75 • Always date the receipt; include the troop number Standard Pick Up 100 and girl’s name. SUV/Mini Van 75-150 • You and the parent should sign the receipt. Keep Standard Van 150-200 one copy and give the other to the parent. Delivery to your Girl Scouts and families Follow these easy steps to ensure a successful delivery to your parents and girls! 1. Notify parents of the date, time and location that they can pick up their order. Give yourself enough time to get home, unload the cookies and prepare the orders. 2. Sort all cookies and orders before you let any parents pick up cookies. This will help you identify a problem with your order before anyone picks up. 3. Prepare cookie receipts for each girl. When parents pick up, have them count and verify their order. Complete a receipt for every cookie transaction. Provide each girl with a money envelope with their balance and the date the money is due. 4. Remember, parents are responsible for all cookies that they sign for. You must write a receipt each and every time cookies or money exchanges hands. Keep your receipts in a safe place with the parent permission slips. 5. If you have a girl with separated parents, be sure that the parents pick up their separate orders. 6. You should collect money from the girls for their initial order within two weeks. Delivery to customers As the girls pick up their cookies to deliver to customers, please remember to cover the following: • It’s important to deliver the cookies to customers as soon as possible. Booth sales begin February 23, 2018, and if customers see that other people have their cookies before they do, they will be upset. • As the girls deliver cookies, they should collect any remaining payment at that time and put inside their money envelope. • Checks should be made payable to the troop. • Customer receipts, Operation: Sweet Treats thank you cards and other marketing materials for the girls can be found on our website, www.gsofsi.org, under the Cookies+ tab. • All cookies are $4 per package, except for Toffee-Tastic and S’mores, which are $5 per package, and they should not be sold at any other price. • Girls should turn in money to you often and shouldn’t hold a check for over a week. Make frequent deposits. • When girls deliver their cookies, they should ask the customers if they would like to order additional packages as the ones they ordered are likely to be gone within a short time. 15
Booth Sales February 23-March 18, 2018 What is a Cookie Booth? Cookie booths allow girls an opportunity to reach their goals and make a difference in their community! Troops can use their extra cookies or pick up additional cookie from the cookie cupboard. Then, they sell to customers at booth locations set up in front of high-traffic locations in the community. The Girl Scout Cookie Booth is not just a “booth,” it’s the girls’ storefront for their business. There are two types of booth sale weekends: • Council Sponsored Booth Weekends - These booth sales weekends are set by GSSI. On these weekends, GSSI guarantees cookies to be stocked at all the local cupboards. • Non-Council Sponsored Booth Weekends - Girl Scout troops can sell cookies on any weekend during the Cookie Season (January 6 - March 18). Troops that want to participate in a weekend that is not a Council Sponsored Weekend need to get in contact with the Product Program Department to make arrangements for pick up and to verify that GSSI has the cookies they are requesting. GSSI cannot guarantee stock of cookies outside of the Council Sponsored Booth Weekends. Where can a troop have a cookie booth? Service Unit Cookie Managers will plan schedules for the stores listed below. This information will be uploaded into eBudde as Council Booth Sites, but troops can secure any other business or location in your troop’s Service Unit area. Troops must stay within their area; however, this does not mean that troops have to stay in the town they are from. Troops are only required to stay within their Service Unit jurisdiction. Troops are able to go over Service Unit lines only with the approval of the other Service Unit. Troops will have to fill out a form and submit with a 7 day grace period for approval. Troops must also visibly display their troop number and Service Unit at their booth location. Council Booth Sites will be all Wal-Mart, Rural King, Lowes’, Flying J, Love’s and Travel Centers stores in the GSSI jurisdiction area. Can troops contact businesses? Yes you can! Troops can contact any stores that are not on the above list. As soon as your troop has found their location you will need to add this information in eBudde in the Booth tab under My Sales. Once this is done GSSI or your SU Cookie Manager will approve or deny this location. If your site is approved, the information will be uploaded into the Cookie Finder App provided by Little Brownie Bakers. How will the girl receive credit for cookies sold during booth weekends? Once a booth weekend is over, troop leaders will need to go back into eBudde and give the boxes sold at the sale to each girl that sold. • Go to the Girl’s Order. • Click a girl’s name. • Click Add Transaction. • Enter the number of boxes the girl should get credit for under the Booth column. • Click OK on the bottom right side. • Click Save on the top left. • Follow these steps for all the girls that are participating in the booth sales. 16
February 23-March 18, 2018 Booth Sales Should troops enter booth information in eBudde under My Sales? Yes!! Troops have to enter this information into the eBudde system. GSSI gets several e-mails and phone calls daily during the cookie season from people asking to buy cookies. With every troop entering their booth information into eBudde, GSSI will be able to send customers your way! How do troops order booth cookies? This is easy! Just follow the steps below and you will be able to order your cookies. 1. Log in to eBudde. 2. Go to the Transaction tab. 3. Click Add a Transaction. 4. In the Pickup box, choose a date and time. NEW - Cupboard Hours of Operation will now be shown when placing booth cookies. 5. In the 2nd Party box, Cupboard needs to be selected. In the next box, choose the cupboard in which you plan on picking up your cookies. 6. Enter your troop order. Make sure you put your order in as full cases. 7. Click Save/Print. Please take this receipt with you when you pick up the cookies. The following page shows a list of Cookie Cupboard locations with contact information. More Cupboard locations may be added before the start of the cookie season. 17

Bling your booth with an advertisement that you are taking donations for the Operation: Sweet Treats program. How do I set up a No Cookie, Cookie Booth? • It’s easy! Contact your local place of worship or mom and pop stores in your community. • Set up the date and time to attend. • Customers support your troop and Operation: Sweet Treats; you collect funds for those donations at the booth. • Enter your No Cookie, Cookie Booth in eBudde as a non-council sponsored cookie booth. Are there any other rules or guidelines? • You may not contact any businesses listed on the eBudde booth scheduler. What are the benefits of having a No Cookie, Cookie Booth? • There’s no inventory to manage - only money to collect for Operation: Sweet Treats donations. • This gives girls the opportunity to practice their booth sale speech before the booth sale phase begins. • Sales count toward girl rewards and your troop proceeds! 18
February 23-March 18, 2018 Booth Sales Cookie Tech: Can my troop accept credit cards at booth sales? Yes, your troop can opt to accept credit cards at your booth sales! For some troops, this is a great way to reach higher sales, provide great customer service and reach more customers. Please keep in mind that using any credit card processor involves fees, and troops should evaluate those fees prior to making a decision regarding credit/debit card sales. Troops will be responsible for the setup, tracking and fees related to their merchant account. Here are a couple of popular outside processor companies (please note that GSSI is not endorsing or promoting the use of these processors, but simply stating some popular options): • Square - https://squareup.com/ • PayPal Here - https://www.paypal.com/webapps/mpp/credit-card-reader Benefits - Why spend $$$ on credit card processing? • Girls increase their aptitude for technology • More proceeds for the troop • Customers without cash can make purchases • Girls reach higher reward levels • Instantly improve the opportunity to increase sales at low-traffic booths • Per-Girl-Average increase equals a better chance to earn sales bonuses • Credit cards eliminate the chance of counterfeit money and bounced checks Can I swap cookies to take cookies from another troop? Absolutely! We suggest that you work with other troops in your area to help with inventory management. If a troop has cookies that you need, you can swap or transfer them. Cookie Swap: • You swap cookies for cookies with another troop. • You give them six packages and take six packages; no receipt is needed. Cookie Transfer: • You need Thin Mints and another troop has a case that they are willing to give you. • A troop is giving you the case of cookies and transferring the financial responsibility to your troop. • Complete a receipt; both troops must sign. • The giving troop enters this transaction into eBudde. How to enter a Cookie Transfer: • Go to the Transaction tab and click Add a Transaction. • Select the types as normal and enter under the 2nd Party to Troop. Enter the troop number of the receiving troop. Remember, all the troops in eBudde are in 5-digit numbers. Ex: if the troop is 8447 enter 08447. • Under Product Movement, select Remove Product because you are removing product from your inventory. • Click OK to save the transaction, then click Save to complete the transaction. Both parties will now see the transaction in eBudde. What does a troop do after the last booth weekend? Troops need to go into eBudde and make sure all the transactions are correct. If there is a problem, troops can call the Cookie Cupboard manager or contact GSSI Customer Care at 800.345.6858 or customercare@gsofsi.org. Make sure you have a copy of every receipt of pick up, return or exchange made. At this point in the sale, troops need to make sure all the money is deposited and that all the money matches what eBudde says should have been collected. 19
Finances & Ordering Rewards First ACH Sweep Information The first sweep of troop accounts will be on March 7, 2018. This sweep will be for 40% of what is due to GSSI from the initial order placed from the troop’s paper card orders. Here is how you would calculate this, since there are currently two different prices for cookies: • Multiply the number of $4.00 cookies by $3.25 (a) - ($3.15 for CSAs who opt out of rewards) • Multiply the number of $5.00 cookies by $4.25 (b) - ($4.15 for CSAs who opt out of rewards) • Add those numbers together and multiply by 40% ( (a+b) x 0.4 ) • If you need additional assistance, email nutsandcookies@gsofsi.org and we will look up a total for you. • If a troop participated in the Kick-Off Booth Weekend, the boxes sold during that time period will be included in the final sweep on March 28, 2018. Final ACH Sweep The final sweep will be on March 28. If a troop knows that they are not going to make this payment, they MUST contact GSSI Customer Care at 800.345.6858 or customercare@gsofsi.org immediately. What do I do if a parent still has a balance? If a family fails to pay their cookie bill, the Troop Cookie Manager should make every effort to collect the money. If unsuccessful, the Troop Cookie Manager must complete a collection form to report the delinquency. In order to collect on unpaid debt, it is imperative that, along with the collection form, the following forms be turned in to the Service Unit: • Signed Permission and Responsibility Form • Signed receipt for product issued • Signed receipt for any money received • Other (copies of e-mails, texts, etc.) Troops are RESPONSIBLE for all the money due from their product sales. Troops will be held liable for the funds due if the appropriate paperwork is NOT collected from the parent/guardian. Please do NOT pay GSSI for cookies if payment has not been received from the parent/guardian. GSSI will refund troops their proceeds only when the debt is paid in full. Girls who have parent/guardian delinquent debt will not be allowed in future Product Programs and the incentives for the current program (in which the debt occurred) will be held until the debt is paid. How do I enter my troop’s final reward order? Before you can enter the girls’ final rewards you must finish allocating all the cookies. Do not complete your final rewards selections until this is done. Note: In the following directions we suggest the Edit All feature, where you can make the girls’ selections on the same page. There is not a save feature, so if you use this be prepared to complete all rewards selections at once. 1. Go to the Rewards tab. 2. Click Fill Out next to Final Rewards Order. All messages showing Size/Catalog Selection Needed means you must enter a choice for the girl at a certain level. 3. Click Edit All and scroll down to each girl’s name to make her selections at the required levels. 4. Once this is complete, select Submit All Reward Orders. The system will alert you if a choice has been missed. 5. Review your troop’s total order and scroll to the bottom to select Submit Rewards Order. After this point you cannot make any edits. If you need to make changes contact your Service Unit Product Manager. 20

Customers who purchase five boxes of cook- ies will have a chance to win five cases of cookies. Once the cookies are purchased, customers will receive a business card with five a QR code (as well as a website URL). That code will link the customer to a web page for them to complete their entry form to be eligible to win. Cards will be available at your local cupboard to pick up. 21
Product Program Policies 2017 – 2018 Product Program Department Policies Girls in Pathways (Independent Girls) 1. It is the girl/parents responsibility to pick up all product/rewards from the assigned delivery location (individual boxes can be picked up at the local cupboard) and to turn in all the required paperwork to the SU by the deadline date. 2. ALL sales/profits will be handled in the manner of a GSSI Gift Card. All activities/events must follow GSUSA’s guidelines set forth for Troops. (Girls who wish to use funds for Destination Trips must contact Council prior to the end date of the NCM or Cookie Program). a. Girl Scouts of Southern Illinois will not replace lost or stolen Gift Cards. b. GSSI Gift Cards are non-transferable. 3. GSUSA has provided Councils with strict guidance and clarification due to the Department of Treasury, “IRS Directive 6-27 Booster Club Dues and Non-Exempt Activity”, issued on June 27, 2011. Per the IRS, “a section of 501 (c) (3) organization must not be organized or operated for the benefit of private interest...” If appropriate actions are not fol lowed, actions could be considered a “private benefit” to the participant (impacting the tax situation of the individuals) by the IRS and could also result in the organization (Girl Scouts of Southern Illinois) paying “unrelated business income tax” or losing its tax-exempt status altogether. 4. Mixed-Level Troop 1. In regards to product sales, troops who contain an age range of girls will be considered the age level of the majority. (for example, a Troop contains 3 Brownies, 8 Juniors and 3 Cadettes the Troop would classify themselves as a Junior Troop). The registration system will now reflect this change for Troops as there will no longer be a Multi- Level option – for those Troops who have this option selected, it will be changed to reflect the level of the majority. In order for Troops to opt out of rewards, the entire Troop must consist of only Cadettes, Seniors and Ambassadors. Delivery 1. At the delivery sites, the Delivery Agent is responsible for unloading the trucks. SU Cookie and NCM Managers, Troops and/or Volunteers are NOT to touch any of the unloaded product until ALL the product has been unloaded, counted and signed for. 2. The Delivery Agent will set up the delivery time (consisting of a two-hour window). Please be courteous with your volunteers and have them arrive at the end of the two-hour window as it could take up to two hours to unload a large delivery. The delivery agent does not have to call if they are arriving closer to the later part of the two-hour window. 22
Cookie Program 1. It is expected that there be 100% Troop participation in the cookie program. a. If a Troop chooses to not participate in the Cookie Program their financial assistance might be affected and they will not be approved to participate in other fundraisers. 2. Troops cannot start selling Cookies before the start/go date. This includes door to door selling, and selling through social media. 3. Troops can transfer cookies to another Troop. This needs to be done through the Transaction Tab in eBudde. The Troop who received the transfer of cookies will be charged/responsible for those cookies and can allocate those cookies to their girls for the rewards. 4. It is the Troops responsibility to ensure that ALL girls participating in the Cookie Program have a current Girl Scout membership and all required paperwork is submitted to GSSI. a. If non-registered girls incur a cookie debt, the Troop is responsible for the debt of those non-registered girls. Product Program Debt 1. GSSI’s Product Program Department will make every attempt over a two month period to collect on girl/family and Troop delinquent debt. 2. Debt Collection Process: a. GSSI’s Product Program Dept. will make an initial phone call to the debtor. b. GSSI’s Product Program Dept. will then either email or mail a letter to the debtor stating the funds owed to Council. c. Finally, GSSI’s Product Program Dept. will turn the debtor’s file over to the Finance Department, which if unpaid will be turned over to either the States Attorney’s Office, Lawyer or Collection Agency. 3. In order to collect on unpaid debt, it is imperative that the following forms be collected and turned into Council: a. Signed Permission and Responsibility Form (parent/guardian) b. Signed Statement of Responsibility Form (Troop Leader) c. Signed receipts for product issued d. Signed receipts for money received e. Other; copies of emails, etc 4. Key Points: a. Troop Leaders – i. Sign up for Check Redi. It is FREE (for most banks) and will actively go after bad checks written to the Troop. Please do not have parents write one big check to the Troop as they are then responsible for the collection of the bad debt. All customer checks should be made payable to “Troop #xxxx”. Parent/Guardians who receive cash can deposit that amount and then issue a check to the Troop. ii. Troops are RESPONSIBLE for all money due from their product sales. Troops will be held liable for funds due only if the appropriate paperwork is not collected from the parent/guardian (ex. signed receipts & permission slips). iii. For the NCM Program – Please do NOT order product that has not been paid for. iv. For the Cookie Program – Please do NOT pay Council for Cookies if payment has not been received from the parent/guardian. (Please do not pay for parent/girl delinquency. If a check from a parent/girl bounces, Council may be able to help collect on the debt if the required Collection Form is completed within the provided time frame. Council will refund Troops their proceeds only if the debt is paid.) v. Troops are responsible for submitting their ACH Authorization form by the program due date. If the ACH Authorization Form has not been provided to Council by the ACH Sweep dates and/or banking information has not been provided to Council, a Collection Form will be completed by Council for that Troop since Council will be unable to collect on the Funds Due to Council. (Council will make several attempts to help Troops complete the ACH Authorization Forms.) b. Service Units – (SU NCM and Cookie Product Managers) i. Please ensure ALL correct paperwork is turned in by the Troop. If the amount paid does not match the amount due, then a collection form needs to be submitted for that Troop, unless the completed parent/girl Collection Form is included (along with the required paperwork) to cover the shortage. ii. Service Unit Product Managers are RESPONSIBLE for all money due from their Troop Sales and will be held liable for the funds due only if the appropriate paperwork is not collected from the Troop Leader (completed collection information, signed receipts and responsibility forms. 5. Girls who have parent/guardian delinquent debt will not be allowed in future Product Program Sales and the incentives for the current program (in which the debt occurred) will be held until the debt is paid. 6. Funds due to Council that are returned for Insufficient Funds will be ACH Swept for a 2nd time within a one to three week time period. Council will notify Troops of the 2nd attempt at sweeping their account. If the funds due to Council are returned for Insufficient Funds for the second time, it will automatically be turned over to the State Attorney’s Office for collection. 23
Troop Checklist Check each item as completed to have a successful Cookie Program! My troop is registered and I have two approved adults for troop leadership. All of my girls are registered. I have signed my Troop Manager Position Agreement Form and have agreed to take responsibility of the annual Cookie Program for my troop. I attended the cookie training given by my Service Unit Cookie Manager. I held a parent meeting in which I explained deadlines and expectations, collected signed parent and permission responsibility forms and distributed girl order cards. I logged into eBudde to update information and become familiar with the online ordering system. I verified that all of my registered girls are listed. I collected all girls’ order cards and provided the girls with Goal Getter order cards. I entered the girls’ orders into eBudde, selected a delivery site and entered the girls’ initial rewards if they earned them. I was sure to finish this by January 31, 2018. I placed my initial cookie booth cookie order before February 5 and then on or before each Tuesday of every booth weekend after February 25. This guarantees that my troop cookie order will be at the cupboard that I chose. I picked up my troop’s initial order at delivery. I arrived home and sorted all product and prepared receipts for each girl before anyone picked up their cookies. This helped me to identify if there were any issues. I was sure to complete a receipt for each cookie pickup (sign and date) and kept one copy. I prepared for cookie booths by getting our bling together and setting a schedule for parents and girls. We promoted Operation: Sweet Treats and the 5 for Five promotion to maximize booth sales. After the booth weekends, I reconciled all sales with girl orders, collected the rest of the cookie money due from each girl and then entered all the final reward selections. I was sure to make all final deposits before the final ACH sweep on March 28, 2018. Notes 24 Date of Publication: October 2017
