TRAFFIC MANAGEMENT PLAN V5.1 INTRODUCTION The Gold Coast Convention and Exhibition Centre (GCCEC) is committed to the provision of a safe and healthy workplace for all workers, contractors, and visitors. To meet this requirement the GCCEC will endeavour to eliminate or manage risks to health and safety through the implementation of effective traffic management. 1. PURPOSE This document specifies the traffic requirements for mobile equipment, all vehicles and pedestrians operating within the GCCEC to ensure safe traffic practices are followed 2. SCOPE This document is relevant to all individuals accessing GCCEC. Therefore, it is the GCCEC responsibility to ensure the procedures outlined in this document are observed and performed by all people in the organisation. This includes principal contractors, exhibitors and other agents involved in the planning and execution of an event, delivery of goods and services. This document has been developed in consultation with workers, mobile plant operators and relevant people involved in the supply chain process. 3. ROLES AND RESPONSIBILITIES Event Planner • Ensure that any changes to the event are documented and communicated to the Logistics Manager. Department Managers • Monitor contractors, whilst working in their Department • Assist with the review of a contractor’s safety performance • Ensure the designated loading areas are kept clear at all times • All deliveries to be scheduled with the Logistics Manager or next senior logistics team member in his absence. • Ensure the traffic management plan (TMP) is enacted and all workers, contractors, exhibitors, and visitors adhere to the TMP procedure. Logistics Manager • Ensure early contact is made with customers to ensure appropriate information is sourced for event traffic management and continued contact and updating is occurring as required with customer and other internal departments • Conduct risk assessment for changes to the traffic management plan in consultation with workers, WHS team and customer. TRAFFIC MANAGEMENT PLAN V5.1 Loading Dock Marshal (LDM) • LDM is engaged by GCCEC to manage traffic on the loading docks. LDM should be rostered on loading dock duty for the entire bump-in and bump-out periods for an event. The exact number of LDM’s required for an event will be determined by GCCEC. • All LDM’s are instructed to conduct random checks of forklift licences. Contractors who cannot provide a valid forklift licence will be asked to stop operating the equipment immediately. Loading Dock Attendant (LDA) • Assist Department Managers to ensure the traffic management plan (TMP) is enacted and all workers, contractors, exhibitors, and visitors adhere to the TMP procedure. TRAFFIC MANAGEMENT PLAN V5.1 PROCEDURE 1. TRAFFIC MANAGEMENT OVERVIEW All traffic management, loading dock management and access to areas will be managed by GCCEC. If traffic management is required for the public roads surrounding GCCEC, this will remain the responsibility of the Client. Supervision of the loading dock will be the responsibility of the GCCEC Management in conjunction with the Security team and their designated LDM and LDA. GCCEC will staff the loading dock with LDM during the bump- in and bump-out dates to control vehicular movements and create a safe working environment. There must be a minimum of one (1) LDM, however in some cases; more than one marshal will be required. GCCEC recommend anywhere from 1-5 loading dock marshals depending on the size of the event. Arrangements can be made with the Event Manager/Logistics Manager regarding scheduling times and marshal requirements. Please note: a minimum engagement of four (4) hours is applicable. When managing traffic flow, the following areas will be considered: • Access roads to designated loading docks and subsequent holding lane areas. • The Gold Coast Hwy is the main access point; however other access points may need to be considered depending on the size and type of freight being delivered. GCCEC, in consultation with the Client/Contractors will be responsible for the traffic management of the site. Specifically, the GCCEC Event planner and the Logistics Manager are responsible for ensuring that the traffic management is executed in a way that accommodates different types of event traffic across the venue and surrounding roads. Bump-in / Bump-out days It is GCCECs responsibility to have a dedicated Security Officer on duty within the contracted space to allow access for deliveries via the loading dock into the event areas. As a standard rule, if there is no security on duty, then no access to the loading dock or event area will be granted. GCCEC Management in consultation with the Client/Contractors will ensure that appropriate barricading and spotters are in place to provide safe access and egress of traffic into the event area. Bump-in and bump-out schedules will be developed by the Event Manager, Client and Contractors. The Client /Contractors must provide GCCEC with sufficient notice of any changes to the Bump-in and bump-out schedule and ensure that these changes are reflected in the loading dock traffic control schedule. As GCCEC has limited storage facilities for exhibitor and client freight, delivery of items earlier than 24 hours prior to the event will require prior approval from the Logistics Manager. All items will be placed into the appropriate area prior to client access on the first day of the event. Additional storage and labour charges may be incurred for goods stored or relocated by the GCCEC outside the contracted booking period. Note that there is no crate or pallet storage on site. If you require storage of crates and pallets on site, you must contact the Logistics Manager for approval prior to the event. PO-LD-CMP-0001 ISSUED 27 March 19 REVIEW DUE 1 March 2022 4
TRAFFIC MANAGEMENT PLAN V5.1 Goods must be collected from the loading dock within 24 hours after the conclusion of the event. Storage charges will apply for goods remaining after this time. The GCCEC reserves the right to dispose of any remaining goods one (1) week after the conclusion of the event. Disposal of any remaining goods may incur a removal charge. Operational Days If there is a substantial delivery requirement on any of the operational days, then the Client will need to ensure that TMP procedures are in place, as above, at the Clients cost. Event Security Officers are responsible for ensuring that any person delivering to the Client’s contracted space leaves the loading dock once the delivery is complete. Exiting the loading dock is via following the marked directional arrows on the ground to the boom gates at the southern end of the site. It is mandatory that Event Security officers are present within the contracted space to monitor vehicle and pedestrian access for the duration of Event. Client Responsibility To assist with the preparation for effective event traffic management the Client must forward the following information to GCCEC prior to the Event period commencing: • Bump-in date and times • Operational dates and times • Bump-out date and times • Bump-in and bump-out schedules • Expected traffic peak periods during each day of the event • Details of any external logistic company engaged to provide transport or full site services and timings onsite • Road Closures and Council Permits (see further details below) • Vehicle/Oversized freight register for entry approval of larger items (see further details below) It is also the Client’s responsibility to ensure their staff, exhibitors and contractors are aware of the following: • Upon request and prior to arrival, client’s, contractors, and exhibitors must ensure all drivers of vehicles requiring access to the loading docks have provided the appropriate documentation to our GCCEC loading dock team to gain access. • All vehicles entering the GCCEC loading dock are to allow for delays in gaining access to the loading dock. The GCCEC will make every attempt to notify persons entering the loading dock of delays, it will be the responsibility of the driver to make a decision to remain and wait or return at a later time in line with Chain of responsibility requirements as well as HVNL. • A 30minute unloading time limit applies to all vehicles on the loading dock. Extended times for larger vehicles are at the Logistics manager, LDM or security team’s discretion • Parking of oversize vehicles on the loading dock during the bump-in, operation and bump-out of an event requires prior approval from the Logistics Manager. • Client/Exhibitors access into the event area for bump-in and/or bump-out will be via the Carpark (unless large items are being delivered – 30minute unload time applies). • Access to the loading dock will only be granted for the delivery of goods for the event area. The delivery vehicle will be required to leave immediately once the delivery of goods has occurred unless permission has been granted by GCCEC. • No access will be permitted to the loading docks outside the scheduled event period, unless approved by the Logistics Manager, Event Manager or Security team. TRAFFIC MANAGEMENT PLAN V5.1 • GCCEC has five (5) loading docks, which can be accessed from the Gold Coast Highway at the northern end of the GCCEC. Goods will not be accepted at any other point. • Delivery Times Loading dock hours: Monday to Friday 7.30am – 4.00pm • Please note: Arrangements outside these hours would need to be organised with Management. A labour surcharge may apply. • It is the responsibility of the contractor or sub-contractor to supply sufficient team members for unloading of transport vehicles in the loading bay in a timely, safe and non-disruptive manner. • Client’s, contractors, and logistics companies must provide SWMS and carry SWMS with them for the duration of the task they are performing, all persons working on this task must read and sign onto the SWMS. • The Logistics Manager or security team if the Logistics Manager is not on site, is responsible for allowing access from the loading dock to the Event area. • The loading or unloading of equipment from access roads is not permitted, unless previously agreed by the GCCEC Event Manager or Logistics Manager, and therefore forms part of the loading dock management procedure for the event. • Contractors requiring pedestrian access to the building must enter the building via the B1 carpark stairs staff entry (southern end) and reporting to the security office. • High-visibility clothing and closed in shoes are mandatory and a wrist band issued via the security team must be in place prior to entering the restricted work area all persons entering the GCCEC during these times must have completed an induction to site, please see the security control room located at the Southern end of the loading dock for instructions. • Legislation requires GCCEC to maintain clear access for egress from all emergency exit doors. This responsibility encompasses all workers, contractors, and clients. • When there is a traffic holding lane in use for loading dock access, all drivers must remain with their vehicles until directed to proceed. Road Closures and Special events • The Client is responsible for liaison with the Event Manager and Local Council to arrange any road closures and appropriate traffic controllers for events or preparation of events. • Planning will include preparation of a risk assessment and traffic management plan specifically for the event. • Should closures or disruptions impact on the roads located around GCCEC, the appropriate council permits, and traffic management requirements must be followed. Vehicle/Oversized item access • Any equipment or item to be displayed, or used during an event, which weighs more than 500kg (1st Floor), 1500kg (Ground Floor) or measuring over 2.4m in length or height, must be assessed prior to the item or the equipment being approved for delivery to the GCCEC. (A structural engineer’s report maybe required this will be at the stand holders’ cost). The organiser is required to notify their event manager and provide the following information: - The dimensions of the base of the item - The gross weight of the item - Provide a picture or a diagram of the item - Indicate on the floor plan where the item is to be located and positioned. • Contact your events manager or the GCCEC logistics team for an oversized freight checklist and register template to assist in providing all relevant information. • If the client has engaged an external logistics company to provide transport or full site services, the logistics company must provide any details on any oversized/overweight items immediately on becoming aware of such items. COMMUNICATION To ensure that clear and consistent information is communicated to the key logistical personnel, two-way radio will be assigned to the following: GCCEC Logistics Manager/Security Control/LDM/LDA GCCEC will provide a radio channel for communication associated with loading dock traffic control. A logistic and traffic control meeting may be arranged prior to the bump-in commencing and during the operational hours to discuss any potential conflicts that may arise prior to bump-out. The meeting may include the Client (or a representative), freight forwarding company, Event Security Supervisor, GCCEC Logistics Manager or representative and Event Manager. During the course of each day, the GCCEC Logistics Manager or a representative may meet with the Event Security Supervisor, Floor Manager and Client to obtain any recently added information which may affect the loading dock and general access. Once the information has been gathered, the GCCEC Logistics Manager or representative will communicate with internal GCCEC departments to affect any changes. 3. GCCEC SECURITY The GCCEC loading dock is secured by an electronic boom and intercom system to control and restrict access and egress. A manned Security point will be located at the entry point of the loading dock ramp. CCTV is also maintained within the loading dock area. All vehicle movements on the loading dock will be recorded and kept on file by the security team. All persons entering the GCCEC will be required to complete a QR code and their details will be recorded for contact tracing purposes in line with the GCCEC COVID safe plan. Persons not attending events found to be loitering, utilising GCCEC premises for sport/recreation or other activities will be given a verbal move on notice from security to ensure the safety of themselves and other/s attending the GCCEC premises. In the event of an incident occurring on the Loading Dock, GCCEC Security are to be notified immediately by calling 999 or 5504 4050 (external line) 4. LOADING DOCK USAGE Contractors accessing GCCEC during bump-in/bump-out are entitled to drop off equipment via the loading dock and then move immediately to the car park (B1). A 30-minute grace period applies to all vehicles, whereby payment is not required. Should this period be exceeded, a parking fee will apply. All vehicles over 2.1 metres must make alternative parking arrangements. Emergency Access Points Emergency access points must always remain clear. This will enable emergency vehicles to access the fire system and personnel to egress the building in a safe manner in the event of an emergency. Forklift/ EWP Bays Forklift /EWP bays are located at the southern end of the Loading Dock. No other mobile plant, equipment or materials are to be placed in this designated area. Any team members or contractors requiring use of a forklift/ EWP must follow the barricaded green walkway located along the eastern wall of the exhibition centre and proceed across the crossing at the southern end of the loading dock to access the bays. If the item of equipment required is located towards the northern end of the bay the worker or contractor may walk to the nearest adjacent point on the barricaded green walkway and proceed across to the bay only when they have checked that it is safe to do so. No plant or equipment is to be brought onsite without prior authorisation from the GCCEC Logistics team and the required forms completed please speak with the logistics team for further details. TRAFFIC MANAGEMENT PLAN V5.1 Compactors/Open-Top Bin Locations There is no contractor access to our compactors, bins will be supplied inside the bump in and out zones. If you require further rubbish deposit please advise the loading dock attendance and they will arrange this for you, please not additional charges may apply. Smoking Zones Smoking is only permitted in the undercover area located at the southern end of the Loading Dock. 5. WORK HEALTH AND SAFETY Safety requirements for the loading docks include the following: • In the event of an incident occurring on the Loading Dock, GCCEC Security is to be notified immediately by calling 999 or by call 5504 4050 • In the event of an emergency, GCCEC Security will work with the team member, contractor or visitor to ensure that an adequate response occurs. All personnel are to follow the directions of GCCEC Security and Fire Wardens • Persons under the age of 15 are not permitted at any time on loading docks unless prior arrangements have been made • No person is to work while under the influence of drugs or alcohol • Emergency exits, hydrants and fire extinguishers must remain unobstructed • No riding of bicycles or skateboards on the loading dock (access to bicycle storage rack is via TE Peters drive or via the Gold Coast Hwy and enter B1 carpark – located down southern end) • All vehicles (including forklifts) must drive at a speed no greater than 10km per hour • Forklift operators must be licensed and have that licence easily accessible • Crates, stillage’s, and other storage containers must be stacked in a stable manner • No unauthorised pedestrian access to the loading dock • Deliveries and pick-ups by taxi, motorbike and/or by hand will be re-directed to the main event entry High-visibility clothing • All persons attending or working on the loading docks, bump-in and bump-out and within restricted areas of events, must wear high-visibility vests/clothing and enclosed footwear (no thongs, sandals or open-toed shoes and visibility vests must confirm to Australian Standards) • Safety vests are available for purchase from the loading dock vending machine located next to Goods Receivable and Foyer C. MATERIALS HANDLING/MOVING PLANT/ELEVATED WORK PLATFORMS/GAS BOTTLES AND CAGES Event Forklift GCCEC has multiple forklifts that operate on site during bump-in/bump-out and periods in between. All forklift drivers are to be licenced and a record of the licence is to be kept on file with property operations (if a GCCEC team member) or by the security team if the forklift has been hired by an external company. All forklift operators must ensure they understand their obligations, agree to abide by relevant legislation and venue requirements and provide services in a professional and safe manner. GCCEC team members conduct random checks of forklift licences. Contractors who cannot show a valid forklift licence will be removed from site immediately. Companies which require Materials Handling Equipment (MHE)/Moving Plant for use on-site during events must supply GCCEC with a LIFTING EQUIPMENT HIRE FORM. Contact the GCCEC Logistics team for further details. No plant or equipment is to be brought onsite without prior authorisation from the GCCEC Logistics Manager. External Hired Forklift/EWP’s A request to bring external hired Forklifts (including gas cages)/EWP or other manual handling equipment onto GCCEC must be made through the GCCEC Logistics Manager at least fourteen (14) days prior to the delivery of that equipment. Failure to provide this information may result in denied access to the loading dock. When delivered, all equipment must be labelled with the user company’s details. Any forklift/EWP hired in to be used within the Centre must be fitted with non-marking tyres, service history and log books must abide by the Events Health and Safety Guidelines located at: https://www.gccec.com.au/event-toolkit.html Forklifts (including gas cages)/EWP or other manual handling equipment must not be delivered to GCCEC more than one (1) day prior to the commencement of bump-in and must be collected no later than one (1) day after the event has bumped-out, unless other arrangements have been approved by the Logistics Manager. EWP, forklifts, and other manual handling equipment must be parked in the designated areas on the loading dock during the bump-in, operational and bump-out days of the event for which they are being used. They cannot be parked inside the Event area (internal spaces) when not in use. There is no availability for storage of MHE, EWP, gas bottles or cages within the precinct between events, unless approval has been granted by the GCCEC Logistics Manager or Logistics representative. TRAFFIC MANAGEMENT PLAN V5.1 Weight Load Capacities (floor) All floor areas within the GCCEC have loading limits per square metre. The floor load allowances for GCCEC are as follows: • Arena and Service Road 15 kPa (1500kg/m2) 20 • Halls 20 kPa (2000kg/m2) • Central Rooms 15 kPa (1500kg/m2) • Rooms 1 – 12 5 kPa (500kg/m2) Persons with Disabilities GCCEC has disability access to the event area through the following means: • The GCCEC has designated disability parking bays located in B1 and B2 carparks, there are lifts from both levels that go to all levels of the centre • Disabled access in oversized vehicles can be accessed by the front entrance to the centre and or the rear loading dock. • Access via the loading dock may be granted in special circumstances upon request. Access to the loading dock is via Gold Coast Hwy or TE Peters Drive to access the boom gate entry point to the loading dock • All vehicles accessing the loading dock will be required to talk into the intercom system located at the boom gate to gain access or for large events report to the Security point located at the boom gate and speak face to face with a security team member. - Second floor access is via internal lifts Amenities GCCEC has the following facilities available and accessible to all drivers. TRAFFIC MANAGEMENT PLAN V5.1 7. PEDESTRIAN ACCESS Walkways, Workways/Back of House Corridor and crossings • Pedestrian access to the Loading dock and bays is for authorised personnel only. Entry to this area is restricted unless appropriate training or access been authorised by Security or GCCEC Management. • Walkways, Workways/Back of House Corridor and crossings must be used at all times where provided. • Where they are not provided, they must be used to access the point closest to your required destination. • If you must leave a walkway to access an area on site, check to ensure there is no mobile equipment in the area and move directly to your destination. TRAFFIC MANAGEMENT PLAN V5.1 2. PORTE COCHERE/TE PETERS DRIVE ENTRY/EXIT TRAFFIC FLOW 1. All visitors, contractors, exhibitors, and team members can enter via TE Peters Drive to access the Porte Cochere. (See diagram for traffic flow directions) 2. Taxis are to proceed to the designated taxi rank located on the southern side of the Porte Cochere ramp for pick up and drop off of passengers 3. Limousines are to proceed to the main entrance located in the centre of the Porte Cochere for drop off. Visitors, exhibitors, contractors are to proceed to the main entrance located in the centre of the Porte Cochere and drop passenger and equipment (small items) before proceeding along the Porte Cochere and following directions to the B1 or B2 car park. See B1/B2 traffic flow for details 4. Team members are to proceed directly along the Porte Cochere and follow the directions to the B1 or B2 car park. See B1/B2 traffic flow for details Note: The Porte Cochere is one-way traffic flow with entry via TE Peters drive and exit via following the directional signage which leads onto the Gold Coast Hwy. • Porte Cochere access may be closed at times to prepare for up incoming events including bump-in and bump-out to provide safety to all workers, contractors, visitors and public. In such cases, signage will be provided, and vehicles will be re-directed to the entrance from the Gold Coast Hwy. • The Porte Cochere is fitted with speed bumps and 10 Kph speed limits. The speed limit will be strictly enforced by the GCCEC who reserve the right to remove any persons in breach of such safety controls as a duty of care. All visitors, contractors, exhibitors and Team members are to enter via either Gold Coast Hwy or TE Peters Drive to access the boom gate entry point to the B1/B2 carpark when directed to do. (See diagram for traffic flow directions) a) Note: Contractors who do not have large items to be delivered are to park in the carpark at the southern end and follow staff entry directions to report to the security desk for Safety Induction verification. b) Access to B2 carpark is only available when event requirements designate this carpark to be operational. All visitors, contractors, exhibitors and team members must follow the A frame notice boards located on the entrance ways c) B1/B2 carpark has a height restriction of 2.1m d) There are 1400 carparks available for employees, visitors, contractors and exhibitors and 40 carparks for people with disabilities 2. Visitors, exhibitors, contractors and Team members are required to take a ticket from boom gate ticket machine or swipe their access card to gain entry to the car parking area. 3. Visitors, exhibitors, contractors and Team members must follow all directional signage marked on the ground and via hanging signage unless otherwise directed by car park team. No cutting across carparks is acceptable due to the risk of unforeseen interactions with other vehicles, pedestrians, fixtures or fittings. e) Note: All Team members are to park in the Southern end of the carpark to gain direct access to the security desk via the staff entry points. 4. On exiting the carpark, the visitors, exhibitors, contractors and team members must validate/pay their parking ticket prior to following all directional signage marked on the ground and via hanging signage unless otherwise directed by event staff to the exit boom gate. 5. Access through the exit boom gate will be granted through insertion of a validated ticket or by swiping a carpark access card. f) Any visitors, exhibitors, contractors or team members who encounter issues trying to exit through the boom gate may use the intercom system on the exit ticket machine to contact the security team. Vehicles may enter via Gold Coast Hwy or TE Peters Drive to access the boom gate entry point to the loading dock. a) All large or heavy vehicles are to enter via the Gold Coast Hwy entrance unless other prior arrangements have been made 2. All vehicles accessing the loading dock are required to talk into the intercom system located at the boom gate to gain access or for large events report to the Security point located at the boom gate and speak face to face with a security team member. 3. All vehicles are to proceed through boom gate and up ramp (keeping as close as possible to the right- hand wall) where they will be met by a Loading Dock Marshall (LDM) or directed via intercom at the entrance point to an allocated parking bay a) All vehicles are to have their hazard lights on once they proceed through the boom gate and are in motion. b) All oversized vehicles e.g. Large vehicles, tractors, forklifts, mowers and other mobile plant will be required to utilise a LDM as a spotter whilst moving around the loading dock area. 4. Drivers may dismount vehicle and un-restrain the load, however, must stay beside vehicle until a GCCEC team member contacts them with further instruction. a) Drivers are to follow instruction of the LDM, LDA, security or Logistics manager at all times. 5. Drivers will be positioned in a driver safe zone whilst the loading/unloading process is being undertaken. If the driver requires access to the vehicle or needs to talk to the forklift driver, he must first gain the attention of the forklift driver before entering the loading exclusion zone. a) The forklift driver will notify the vehicle driver when it is safe to attend to the vehicle to apply restraints. 6. Once vehicle has been loaded/unloaded the driver/vehicle are to proceed to the exit boom gate located at the Southern end of the loading dock. a) Hazard lights must be on when vehicle is in movement MOBILE PLANT AND EQUIPMENT • Moving plant and equipment have right of way on the loading dock at all times. • Forklifts are not to exceed 10Kph. Forklifts brought onto site without governors are to abide by the site speed limit of 10Kph and walking pace (5Kph) indoors with a spotter in place - Spotters are to stop at the last doorway prior to entering the loading dock or remain on the external green walkway. At no stage are spotters to proceed into the main loading dock area. • Forklifts may move in any direction on the loading dock (Red shaded area marked on traffic flow map). - Be aware of blind spots and drive to the conditions of the loading dock - If a pedestrian, driver, team member is on the dock and in the vicinity of your loading zone, STOP, do not proceed until it is all clear (CAN’T SEE, CAN’T LOAD) • Forklifts are to be parked in the forklift parking area when not in use, ignition key must be removed and left with Security • All freight is to be placed in the designated area for the event. At no stage are items to be placed outside the designated area without authorisation from the Logistics Manager or when not on site the next senior loading dock person on site (GCCEC Team member). - Failure to follow this may cause congestion and delays in the bump-in and bump-out of events. PEDESTRIANS (See pedestrian procedure on page #11) A high visibility clothing/vest must be worn if a pedestrian is required to be on the loading dock to identify freight, after identifying the freight the pedestrian must relocate to a safe location away from mobile plant and equipment prior to that freight being moved. HALL 1, 2, 3, 4 AND ARENA MOBILE PLANT AND EQUIPMENT Mobile plant and equipment are to be controlled by a Spotter when entering the Expo Halls, Arena during bump- in and bump-out. At all other times workers, must remain 3 metres away from mobile plant and equipment or have a Spotter in place. The responsibility of the Spotter is to: • Ensure the path of the plant remains clear of pedestrians and hazards. • Always wear high visibility clothing/vest and safety footwear • Never assume that drivers or operators of plant can see you, always make eye contact where possible • Be dedicated and never perform any other task or activity while undertaking spotter duties. • Always be in constant view of moving plant driver. • Walk either to the left- or right-hand side 3 metres forward of the moving plant NOT directly in the pathway of the mobile plant in order to maintain the driver’s view of the spotter. • Warn pedestrians to stand clear of moving plant and loads, if a pedestrian does not clear the pathway then the Spotter must direct the driver to stop until the pedestrian moves or an alternative route should be taken. • Ensure pedestrians are not located under or near a raised load if the driver must raise the load or working platform. • If a Spotter is unable to maintain a clear exclusion area around the moving plant they should direct the driver to stop. A forklift driver should lower the load on the ground until they can find someone to assist them. • Be fully alert to any obstacles in the way, both in front of them and overhead. • Carry a copy of the exhibition floorplan with them indicating where the freight is to be delivered • Direct mobile plant and equipment drivers to an area with adequate space to work safely. PEDESTRIANS • Pedestrians may enter the halls/arena via pedestrian only walkways, foyer area or loading dock/loading bays (if items need to be hand moved to/from loading dock). They must wear a high visibility clothing/vest and enclosed shoes. • Pedestrians may move around the hall/arena in any direction. They must give way to forklifts and must stop and look prior to walking in through any access point especially the pedestrian only access points. VEHICLES If you intend to have a vehicle display anywhere within the GCCEC arena, halls or in any public foyer areas, approval from the GCCEC is required. The company may be requested to: • Ensure that fuel tanks are sealed with a fuel cap. • Provide the GCCEC Safety and Security department with a set of spare keys for the vehicle(s). • Drive at a speed less than 5kph. • Escort moving vehicles with a spotter. • Keep pedestrians clear of moving vehicles. • Ensure fuel tanks are full (vapours are explosive). • Minimise engine running times.
