1. 0 I NT R O DUC T I O N 1.1 PU R POSE OF T HE S TAT E M E NT This Design & Access Statement has been prepared on behalf of Merlin Entertainments Limited (Alton Towers Resort). It is submitted to accompany a planning application for full planning permission for a proposed lodges development consisting of 70 additional keys, associated service buildings and reception adjacent to that completed in March 2015. It should be read in conjunction with all relevant submitted drawings and reports that accompany the planning application submission. CONTENT The structure and content of this statement has been informed by the need to: • provide a review of the site’s immediate and wider context in terms of its physical, social and economic characteristics and relevant planning policy guidance; • provide a rationale for the scheme’s design based on the above and demonstrate the proposed three point phasing plan; • explain and illustrate the design principles in terms of the development’s layout, density, scale, landscape and visual appearance; • explain how future users of the site will be able to access the development from the existing transport network and how public access routes will operate on and around the site; • explain how the development will meet the local authority’s planning and urban design objectives. PROJECT TEAM The proposals and Design and Access Statement have been prepared by the Principal Architect, The Manser Practice Architects (Manser), who have extensive experience in Hotel Developments in London, the UK and abroad. Final submission of the application, relevant drawings and reports have been coordinated and managed by Planning Consultants Nathaniel Lichfield & Partners (NLP). 1. 0 I NT R O DUC T I O N 1.2 R EPORT S T R U CTU RE This statement is structured thus: • Section 2.0 ‘Context’ provides a review of the existing physical, social and economic characteristics of the site and its surroundings in terms of its history, land uses and public transport accessibility. • Section 3.0 ‘Design Related Planning Policy’ provides an overview of relevant design related policies and guidance. • Section 4.0 ‘Proposals’ describes the proposal and the approach taken in terms of phasing, use, size, scale, layout and appearance. • Section 5.0 ‘Landscape’ provides an overview on the approach to landscape and the buildings setting within the Alton Towers Resort site. • Section 6.0 ‘Sustainability’ provides a review of the proposed energy strategy. It also sets out the design considerations raised in the relevant consultation reports on matters relating to flood risk, drainage and the environment. • Section 7.0 ‘Access & Inclusive Design’ provides a review of the proposal in terms of access, security and inclusive design in line with the current UK Regulations and Guidance. • Section 8.0 ‘Assessment Against Policy’ provides a review against relevant policies in the development plan. 2. 0 C O NT E XT TO STOKE TO MANCHESTER This section demonstrates that a clear understanding of the site’s characteristics and its CAULDON context has been used to inform the design. This relates to the physical, social and economic characteristics of the area together with the planning policy context - namely the policies and FROGHALL guidance that affect and shape the development of the site. WHISTON 2.1 S T R AT EGIC CONTEXT COTTON Alton Towers Resort is located approximately 19km (12miles) east of Stoke on Trent and 29km (18 miles) west of the City of Derby. The smaller towns of Leek, Ashbourne and KINGSLEY STANTON Uttoxeter are located to the north-west, north-east and south respectively (Fig.01). HOLT The largest major urban cities are Manchester to the north and Birmingham to the south. RAMSHORN Each lies approximately 43 and 50 miles from the site respectively. WOOTTON OAKAMOOR 2.2 LOCAL CONTEXT Alton Towers Resort is surrounded by countryside designated as a Special Landscape Area FARLEY and small villages. It is bounded to the north by Wootton Lane and there are a small number of dwellings and small villages on the north side of this road. In general the main adjoining land uses to the Resort lands are agricultural. To the east, there is the JC Bamford excavator manufacturers test track and agricultural land. ALTON River Dove CHEADLE TOWERS To the south is the River Churnet, including the route of a dismantled railway now used as a APPLICATION ELLASTONE cycle path, and the villages of Alton and Denstone. SITE To the west is Farley Park, comprising open agricultural land, parkland and woodland. NORBURY The village of Farley is to the north-west of the park. 2. 0 C O NT E XT 2.3 ACCES S VEHICULAR ACCESS The area is served by country roads which form a ‘web’ of routes bringing visitors to the site. The Main routes to the park are via the M1 and M6 with links from the A50 and A52. These routes are well sign posted. Access to the site is more fully described in the Transport Assessment. Closer to the resort the area is served by a number of country roads spread across the locality and these bring visitors and hotel guests to the site (Fig.02). PUBLIC TRANSPORT Use of public transport to the Resort is limited as trips are more often long distance journeys. However, there is reasonable provision for train services in good proximity to the Resort including (but not limited to) Uttoxeter, Blythe Bridge, Longton, Barlaston, Wedgwood, Tutbury & Hatton and - for routes directly to Manchester Piccadilly to the north and London to the south - Stoke on Trent. Alton Towers Resort provide information for bus services on their web site. There are bus services running to and from the Resort from conurbations in the area. These are the 32A, X32 and X52 (Fig.03). Alton Towers also operates a bus service for its employees and currently operates an Employee Travel Plan encouraging staff to reduce their dependence on use of private vehicles. Public Transport and Vehicular Access is described in more detail in the Transport Assessment compiled by John Taylor and submitted alongside this application. MOVEMENT AND ACCESS The existing hotel access is via the main Park entrance gate and via the security gate when the park is closed. Both entrances are from Farley Lane. The hotel complex (consisting of The Alton Towers Hotel, Spa and Conference Centre, The Splash Landings Hotel and The Enchanted Village Lodges Development) is at the eastern end of the resort, reached by a wide internal access road with traffic light control at key junctions within the site. Consequently the effects of hotel guest traffic on public roads at the site entrance will be minimal. Figure 02: Access to Alton Towers and the Proposed Site. 2. 0 C O NT E XT 2.4 ECONOMIC CONT EXT Alton Towers Resort is operated by Merlin Entertainments Group Ltd. It is the UK’s most popular and largest theme park and the only top 10 visitor attraction in the West Midlands. It is a significant contributor to the local and regional economy both directly and indirectly. It is a large employer in SMDC providing employment to a range of skill and occupation levels. The majority of employees live locally. ECONOMIC BENEFITS OF THE LODGES PHASE 2 The proposed Phase 2 lodges development will have a positive effect on the local visitor economy by extending the accommodation offer and thus encouraging visitors to stay at the park for a longer period of time. The development will create new employment opportunities at the Resort and will contribute to the local economy through direct and indirect spending. 2. 0 C O NT E XT 2.5 APPLICATION SIT E AND S UR R O UNDI NG S The application site covers approximately 2.09ha (including the proposed lodges, reception, village centre, service buildings, areas for landscaping, associated works to the existing restaurant, associated parking and sustainable drainage designs) - Fig.04. It is located to the north of the recently completed Enchanted Village Lodges Development (ref SMD/2014/0107) located to the south east of the theme park. The proposal will form an extension to the existing lodges development. 2. 0 C O NT E XT 2.5 APPLICATION SIT E AND S UR R O UNDI NG S (cont .) EXISTING LANDSCAPE The site sits between Car Park J to the north and phase 1 of the Enchanted Village to the ALTON TOWERS south and east and will allow the village to grow into a larger and more coherent whole with HOTEL a centre and a formal reception building. The phase 2 site occupies an area of grassed land used for overflow car parking which follows a slopes down toward the south of the site, toward the existing Enchanted Village ALTON TOWERS and woodlands. LODGES PHASE I There are a small number of existing mature trees on the site along with a dividing line of trees of varying age and species between the proposed development site and Car Park J to the north. Details of any tree loss are outlined in the site layout drawings and the accompanying Arboricultural Report. 2. 0 C O NT E XT 2.6 PLANNING HIS TORY ALTON TOWERS HOTELS The Alton Towers Hotel was originally granted planning permission in 1993. The Splash Landings Hotel, Conference Centre and Water Park were permitted in 2002, following an earlier consent for a similar form of development. 2006 HOTEL APPLICATION - 06/01004/FUL In 2006 planning permission was granted for a 74 bedroom hotel extension (4,488m² GEA) APPROVED SITE FOR NEW 76 to the south of the existing hotel and spa and 74 new parking spaces (ref.06/01004/FUL). BEDROOM HOTEL EXTENSION 2011 HOTEL PERMISSION EXTENSION - 11/00402/REM1MJ ALTON TOWERS HOTEL The planning permission was renewed in 2011 and following this a non material amendment SPLASH LANDINGS (NMA approved in 2014 ref.NMA/2013/0005) application was submitted to amend the HOTEL scheme, through the replacement of the approved balconies with Juliet balconies and a CONFERENCE reduction in the height of the roof by 375mm. CENTRE The planning permission has been implemented through the laying out of foundations and conditions were discharged in full. 2014 APPLICATION FOR EXTENSION TO SPA - SMD/2014/0144 EXISTING SPA In 2014 planning permission was also granted for an extension to the existing spa (ref.SMD/2014/0144). This permission remains extant but has not been implemented. 2014 APPLICATION FOR LODGES PHASE 1 - SMD/2014/0107 ALTON TOWERS LODGES PHASE 1 PROPOSED SITE In May 2014 planning permission was granted for Phase 1 of the lodges development comprising 122 keys (61 double lodges), 10 tree houses and associated work. The permission was subject to a number of non-material amendments (references CAR PARK J NMA/2014/0002, NMA/2014/0004 and NMA/2014/0010). The attraction opened in April 2015. 2015 PERMISSION FOR NEW 76 BEDROOM HOTEL - SMD/2015/0488 In 2015 planning permission was granted for a new 76 bedroom hotel extension adjacent to the existing spa building (SMD/2015/0488). 3. 0 DE S I G N R E LAT E D PL A N N IN G PO LI CY 3.1 NAT IONAL PLANNING P O LI CY The National Planning Policy Framework (NPPF) outlines a set of 12 core planning principles to inform planning decisions, and requires that planning should: “…always seek to secure high quality design and good standard of amenity for all existing and future occupants of land and buildings.” In addition, section 7 ‘Requiring Good Design’ is dedicated to ensuring developments are of high quality design, noting that good design is a key aspect of sustainable development, is indivisible from good planning, and should contribute positively to making places better for people. Paragraph 58 of the NPPF notes that planning decisions aim to ensure that developments: • Will function well and add to the overall quality of the area • Establish a strong sense of place • Respond to local character, history and identity • Create safe and accessible environments • Are visually attractive as a result of good architecture and landscaping 3.2 DEVELOPMENT PLAN P O LI CY The Statutory Development Plan for Staffordshire Moorlands District Council comprises the Core Strategy (CS, adopted March 2014). The Churnet Valley Masterplan (March 2014) is also a material consideration in the determination of planning applications at the site. CS Policy DC1 ‘Design Considerations’ states that new development should be of high quality design, value the local area and respect the site and its surroundings. It should reinforce local distinctiveness by positively contributing to and complementing the special character and heritage of the area. The Churnet Valley Masterplan notes that in relation to Alton Towers Resort, development must be sensitively designed not to harm the landscape within the site and the wider area, or the heritage character. Moreover, section 8.7 requires that all new development should be of high quality design and seek opportunities to incorporate high quality locally distinctive design features. 4. 0 PR O PO S ALS 4.1 OVER VIEW This section outlines the final principles of the proposals in terms of use, size, scale and layout. In particular, this section focuses on the project phasing and design description of the individual elements of the phasing plan. The project will be developed in three development sections. For the purposes of this document and all other application documents related to the application these will be referred to as phases 2.1, 2.2 and 2.3. It is proposed to build 52 keys in phase 2.1 with 18 keys to follow in phase 2.3. The site has been located to create a more cohesive village setting for the development, drawing a more effective and safer main entrance from Car Park J. The location of the latter phase (2.3) has been chosen so that it can be easily serviced from Car Park J during the construction period and can be safely screened from the completed areas while it is built causing minimal disruption to visitors. By completion of all three phases the scheme will comprise of the following: • 35 Double Lodges. (70 keys, of which 4 Keys will be accessible) • 3no. Service Huts. • Reception Building. • Tipi Entertainment Space. • Service Core Building. • Cellar Extension to Existing Restaurant. • Water Tank enclosure adjacent to the existing restaurant. • New Footpaths to Connect the existing Enchanted Village and new works. • New Access Road to Car Park J • Pedestrian Footpath Connecting Car Park J and Phase 2 Lodges • New storage area to the north east of the main development site. 4. 0 PR O PO S ALS 4.2.1 PHASE 2.1 26no. Double lodges (52 keys) Phase 2.1 consists of a mix of standard level access lodges (located for accessible units) and stepped access lodges. Of the 52 keys in this phase 3 are accessible. The lodges have been laid out in clusters in a village style to resemble that of the existing Enchanted Village Development surrounding landscaped play areas. 2no. Service Huts The proposed service huts will be independent buildings at each end of the site to best serve the new development. These will act as storage and intermediate points for cleaning and maintenance between the new Service Core and lodges around the site. Service Core Buildings Phase I As part of the phase 2 works a new maintenance centre is proposed. This centre will not only optimise the efficient operation of the new development but also serve to maintain the existing development and immediate landscape. The core has been positioned off set from what will be a ‘Village Centre’ for the development providing a new looping maintenance/refuse/fire tender access route through the service core. This area will include maintenance storage, staff rooms, workshops, additional bar storage and refuse areas. Landscaping will create a new Village Green and Village Centre for guest entertainment purposes. Car Park J Works and associated landscape preparation for Phase 2.2 Car Park J (an existing hard surface tarmac car park) will be realigned and 6 new disabled car parking spaces will be provided. The car park will be accessed from the south via a new internal road that will adjoin the existing internal road network. Associated landscaping with this car park is detailed in section 5.0 alongside landscape proposals. 4. 0 PR O PO S ALS 4.2.2 PHASE 2.2 Tipi (3 bays) These canopy structures will be located adjacent to the village centre/green and will be designed to act as cover for planned entertainment for guests. The Tipi’s will comprise an open sided structure made of fabric over a timber frame. Service Core Buildings Phase II As part of this phase the service core will be extended to integrate with the new Tipis to add additional services to facilitate the increased entertainment area. This will be the form of a courtyard to the rear with a small kitchen/food offering and bar facilities as well as new public WCs. 4. 0 PR O PO S ALS 4.2.3 PHASE 2.3 9no. Double Lodges (18 keys) The final 18 keys will be constructed (of which there is one additional accessible unit). These will also be, arranged in a cluster in a similar manner to that of the existing Enchanted Village and earlier stages of the Phase 2 development. The final phase has been located in this corner to allow ease of access for construction traffic through Car Park J and general works to progress with minimal disruption to guests using phases 2.1 and 2.2 of the scheme. New Reception Building Reception and check in facilities will be relocated from the existing restaurant to a new dedicated reception building. This will be built adjacent to the pedestrian access from car park J and will serve as the main entrance to the site, giving a clearly definable check in point for guests on arrival at the car park. This reception will include an accessible guest WC, reception area and check in desk as well as a secure office and safe store. 1no. Service Hut There will be an additional service hut constructed to the rear of the Reception building to support the additional lodge capacity. Works to new Storage Area in north east corner A new open storage and maintenance area will be cleared beyond the dividing line of trees to aid with the maintenance requirements of the increased development size. 4. 0 PR O PO S ALS 4.3 AMOU NT The table below provides an overview of the gross internal area of the built forms as part of the proposal. 4.4 T YPICAL LODGE (PHAS E S 2. 1/2. 3) OVERVIEW As with the existing lodge development the proposals will be standardised, modular and are largely constructed and fit out offsite. These will then be transported to site for final fix and site specific additions such as the terraces and roofs. Each lodge consists of 2no. modular units (keys) joined together on site. SCALE & MASSING The Lodge design will be similar to the existing Phase I lodges. The scale of the proposed buildings are acceptable within the surrounding context given that in general the existing hotel to the west and canopy range to the east will have a greater height compared to the proposed development. All lodges will have a maximum height of 4m. USE/LAYOUT Lodge layouts will match that of the existing Enchanted Village. Each key is designed to sleep up to 5 people (therefore one lodge can sleep up to 10). Each key will have an external timber terrace deck (access by steps when necessary to suit Figure 18: Typical Lodge with Stepped Access the site levels) with direct access into the adults bedroom area. The access door will be flanked by 2no. glazed panels to provide the main daylight into the space. The internal area will generally include two bedroom areas and a bathroom. Additional light will be provided by a small themed window on the rear elevation. 4. 0 PR O PO S ALS MATERIALS (TO MATCH EXISTING ENCHANTED VILLAGE DEVELOPMENT) As per Phase I the Lodges have been designed to resemble a traditional lodge from a children’s fairytale to provide a unique themed experience. The materials chosen will match the Phase I Lodges. These are a blend of natural materials to provide a rustic feel. Specifically, the materials will include a timber shingle roof, timber doors and windows, stonework walls and uneven timber boards. • Timber shingle to roof. • Feature Chimney in glass reinforced plastic faux brick. • Uneven, rough sawn timber barge boards. • Waney edge timber corner posts. • Timber columns and fencing. • Lightly textured render (colour to match existing). • GRP faux stonework. • Timber door and window surrounds with feature detailing. 4. 0 PR O PO S ALS 4.6 S ER VICE HU T (PHASE 2. 1/2. 3) USE Small back of house buildings used as general, linen and intermediate storage buildings throughout the site to improve efficiency of cleaning and maintenance site wide. LAYOUT Layout is kept open with space for shelving and loose racking. Huts are located in positions out side of main guest front of house areas where possible. Huts are located as shown in the layout diagram below (fig.24). MATERIALS & APPEARANCE Materials and appearance will match the existing huts on site in the Phase 1 development as follows: • Timber shingle to roof. • Uneven, rough sawn timber barge boards. • Timber door and surrounds. 4. 0 PR O PO S ALS 4.7 VILLAGE CENTR E SERVICE CORE PHASE 2.1 USE As part of creating a larger Enchanted Village, service and maintenance facility developments and improvements are proposed to create a site wide hub in the centre of the Phase I and Phase 2 developments. The service core will be developed in a two phase process to accommodate the unit number increase in each stage of the proposals. Facilities in the first service core phase will focus on providing additional maintenance and staffing facilities as well as incorporating a clear and safe maintenance and fire tender access route into the site. The main building will include: a new staff room and changing facilities, additional storage, dedicated laundry facilities for the lodges, yard space, a garage, workshop area and maintenance green room. Separate to this main building will be a refuse area, delivery drop off and associated hardstanding (together with preparation work to receive the second phase of this area). Additional storage for the existing restaurant will be built along with an enclosure for a new water tank to accommodate the additional lodge capacity requirements. LAYOUT The building is clearly separated between general staff facilities and maintenance area. Maintenance areas will open out directly onto delivery routes as will stores and refuse areas for ease of delivery drop off and refuse collection. These buildings will all be situated within a fenced and gated area, screened with landscaping to the north to provide minimal guest disruption. 4. 0 PR O PO S ALS 4.7 VILLAGE CENTR E (co nt . ) SERVICE CORE PHASE 2.2 USE During phase 2.2 of the development the service core will be increased in size to accommodate the additional front and back of house facilities required by the proposed entertainment tipis and courtyard. At this stage this area will become a fully operational hub for the site with increased administration, service and storage areas. The additional rooms and services will include: a new kitchen and portable bar station to service the new guest courtyard, public WCs, an office and administration area, further storage space. The refuse area will be relocated to accommodate this new built form. LAYOUT The Phase 2.2 service core development will act as an extension to the Phase 2.1 building and have been designed to cause minimal disruption to the operation of the Phase 2.1 building. 4. 0 PR O PO S ALS 4.7 VILLAGE CENTR E (co nt . ) TIPI ENTERTAINMENT SPACE These will be a series of covered canopy spaces with open frontage and sides which would effectively be pre-packaged by an outside company as a unitised system and erected on site. MATERIALS & APPEARANCE Tipis are constructed from a timber pole structure and canvas system stretched across a timber skeleton and pitched to the ground. The adjacent drawing demonstrates an indicative 3no. tipi layout. 4. 0 PR O PO S ALS 4.8 R ECEPTION (PHAS E 2. 3) USE As part of phase 2.3 proposals the main reception for the site will be relocated close to the main entrance to the village from the newly laid out Car Park J. This will involve the removal of the reception in the existing restaurant entrance area (constructed in the original Enchanted Village development) and proposals to develop a stand alone structure to serve the increased number of guests in a dedicated reception building. LAYOUT The reception layout will be similar to that of the guest lodges with the entrance accessed via a timber deck and a central entrance door. This feature door and entrance lobby will lead guests to the main reception and waiting area and will serve the whole Enchanted Village development. Other front of house facilities include an accessible guest WC for both guest and staff (operating out of the reception) to use. Secure back of house provision will include a small office, safe room and store positioned at the rear of the reception building. SCALE & MASSING The reception building has been designed to sit comfortably within the Enchanted Village setting to match the ‘Fairy Tale’ theme of the existing development and those constructed during phase 2.1 and 2.2. To emphasise its prominence as the guest entry, increased proportions of the standard lodge buildings have been used and existing forms and material treatments from the treehouse developments to the south of the site have been incorporated. Whilst proportionally modelled on the surrounding lodges, due to its increased size it is intended that the reception building will be of traditional construction methods, in-situ, on site. MATERIALS & APPEARANCE This reception building has been designed to appear similar to the lodges with theming elements of the lodges to correspond with the enchanted village fairytale theme. • Timber shingle to roof. • Timber shingle roof to entrance tower with rough sawn timber boarding at high level to match tree house detail (adjacent). • Feature Chimney in glass reinforced plastic faux brick.
