TILLICUM ELEMENTARY PAC MEETING MINUTES **DRAFT** Wednesday, January 13, 2021 via Zoom In Attendance: • Executive: Lisa Connell (Chair), Mandy Greyling Holmwood (Vice Chair), Manjit Braich (Treasurer), Lauren Blakely (Secretary) & Lisa Gelling, (VCPAC Rep) • Admin: Jeff Duyndam (Principal) & Rhonda Leduc (Vice Principal) • Parents: Genevieve Arnold, Carli Connolly, Elise Cote, Sarah Galuska Thomas Kizuk, Keja Lake, Jaydeep Mohan, Nicole Nyvall, Celeste Slow, Lauralee Wood • Special Guest: Corey Volk – Tillicum’s Police Liaison Officer 6:30 pm – Meeting brought to order by Lisa C, welcome and introductions. • Motion: Nicole Nyall • Second: Elise Cote Meeting Minutes – Review and approval of last meeting’s minutes • Motion: Keja Lake • Second: Lisa Gelling Update from Tillicum Road Safety Working Group – Lisa Connell & Elise Cote Intro by Police Liaison Office - Corey Volk introduced himself and gave an overview of what he does in his role as our police liaison office. Corey then went on to discuss the ongoing parking issues at Tillicum. He recommends creating a five-year plan to tackle the parking issues. There are basically only 7 parking spots on Orillia as parking on the boulevard is illegal. Essentially there is pretty much no parking at Tillicum. Suggested that we could eliminate bus zone (bus could stop in the middle of the street like they do everywhere else). We could also add a pullout.. many options exist but we need to collect data on how many cars are coming, etc. Data pushes change at the municipal level. Visual data is great i.e. photos of pickups from different perspectives, map of school showing where they is legal parking. As an immediate solution, supervision is what will help. Schools that have presence / supervision everyday have success. The use of pylons is also an immediate help for urgent safety issues. Once we have our plans in place, recommends a meeting with the School District and Municipality (preferably on a rainy, busy pick up time) to present our issues, data and asks. Also talked about outreach with our neighbours and trying to get them onboard with our proposed plans. Working Group Motion - Elise and Lisa provided an update from the committee on and debriefed on the things that have cumulated so far including the motion that was presented and signing Tillicum up for the “ready set roll” program (Lauralee spearheading). A workshop style meeting was held last Saturday and Elise presented the following motion to the PAC for endorsement:
TILLICUM ELEMENTARY PAC MEETING MINUTES **DRAFT** Wednesday, January 13, 2021 via Zoom The Tillicum School Parent Advisory Committee (PAC) has identified that traffic safety, access to safe active transportation, and parking are serious issues for our school community. (1)The PAC has identified the following urgent road safety issues that we believe merit swift action for improvement: crosswalk safety at Burnside and Orillia, Orillia and Maddock, Maddock and Albina, Albina and Burnside, Tillicum and Maddock/Arena, Tillicum and Obed; and, unclear and inadequate traffic signs in the vicinity of the school. (2)The PAC has also identified the following issues constituting underlying problems that must also be addressed in order to fully rectify the road safety problems in our school community: parking including lack of parking space, boulevard parking, lack of designated drop-off zones and lack of clarity and enforcement for accessible parking spots; driver speed and lack of school zone adherence; emergency lane access (currently controlled by school staff using cones to dissuade parking in the emergency lane); and, lack of a designated cyclist drop-off zone and ease of access to drop off areas and covered bike storage for cyclists. (3) In order to address these issues, members of the Tillicum Road Safety Working Group will be taking the following actions: contact the District of Saanich to request safety upgrades such as flashing lights, painted curbs, advance pedestrian intervals, and additional painted crosswalk markings as applicable to the intersections noted in section (1); contact the District of Saanich and request improvements to signage on the streets bordering Tillicum School, including clearer markings for the accessible parking spaces near the Orillia Street entrance to the school; contact the District of Saanich to open a discussion about the feasibility of adding speed bumps on Orillia between Maddock and Burnside; contact both the District of Saanich and School District 61 to request an updated rationale for the removal of funding for crossing guards on Burnside Road and Tillicum Road; write to the District of Saanich and School District 61 formally requesting that the section of Burnside Road involved with Tillicum School be designated a school zone; contact the District of Saanich to formally request that the planned upgrades for Burnside Road as described in the Active Transportation Plan be completed on a faster timeline and that Tillicum Road be considered for similar active transportation upgrades in order for our school community to access safe routes to school; contact the District of Saanich and request that the block of Maddock between Orillia and Albina bordering on school property be designated as parking and the boulevard paved or otherwise treated to facilitate this, and that a similar treatment be considered for the South-West side of Orillia Street where the school community and residents are using the boulevard for parking; work with our school liaison officer and the Saanich Police Department to develop an enforcement plan to discourage parking in no parking zones such as the corner of Orillia at Maddock where reduced visibility and traffic lanes are a serious concern; contact School District 61 and the District of Saanich to initiate a conversation about the feasibility of creating a pull-out drop off zone for the school; and, identify and

We will also be doing an outreach to our neighbours and community associations and beginning data collection for submission (photos, metrics, etc.) • Motion to Endorse: Keja Lake • Second: Lisa Connell Administration Updates Principal/Vice-Principal Report – Jeff Duyndam & Rhonda Leduc Home Reading Reward - Popsicle Friday this coming Friday for 5,000 hours of reading!! Congrats to all the students of Tillicum! This will be done in conjunction with jersey spirit day. Fantastic Fridays – Tillicum has started a Fantastic Friday program where classes can sign up to participate and share various things over the intercom. Mrs. Grubb’s class did the first one last Friday and it was well received. Staffing Update - Ms. House is off now to have her Knee replacement surgery, Megan has moved into her role for now and Heidi into Megan’s role. Mrs. House is expected to be back after spring break. Some staff have been moved around. Cari Tremblay has come on as the new school counsellor from Oak Bay High. Facilities Update - Boiler room was flooding, but problem has been addressed. We got all new chips for both playgrounds. Saanich has committed to re-paint bus zone. Winter Concert – The online concert was a success this year! A debrief was held with staff today and Jeff asked the PAC to share their thoughts. Well enjoyed by all, nice to be able to share link with family members, liked the flexibility of watching the whole thing or only a portion, liked being able to see our kids as sometimes its difficult to see when you are seated in the back of the gym. Thanks to Mr. Leonard for all his hard work as this online version of the concert was much more work for him. Registration - Registration and transfers moving online this year. Pink Shirt Day – Each class will be creating art and decorating their hallway and then each class will walk through to admire the work. Literacy Week – January 24 to 31, staff coming up with ideas on this. Annual Skipping Day - Erica and Sarah, our two PE teachers, will facilitate more of a skipping week in February as due to Covid this event cannot happen in it’s normal fashion.
TILLICUM ELEMENTARY PAC MEETING MINUTES **DRAFT** Wednesday, January 13, 2021 via Zoom Treasurer Report – Manjit Braich Fundraising Profits - $2521.97 from Purdy’s & $300 from December Tillicum Gear Account Balances: Tillicum PAC Chequing = $3781.36, high interest savings: $3884.29 & gaming account = $14,752.82 VCPAC Update – Lisa Gelling Summary – Lisa provided a general summary of VCPAC items discussed at their last meeting Upcoming Fundraisers – All Purdy’s - Nicole reviewed our amazing successes for the Purdy’s Christmas fundraiser. We did $10,087 in sales, doubling our highest sales record from the past. We still have our 5% rebate (approx. $500) coming as well. We will be distributing Easter catalogues shortly. Lisa C volunteered to help with distribution again this year. Food for Fun – discussed the low profits from December snack attack and reviewed pizza pricing research done by Lauren (pricing gathered and reviewed from Esquimalt Panago, Villages, Domino’s, Ali Baba and Pizza Hut). Best pricing was from Esquimalt Panago for $2 / slice. The PAC voted to do a cheese pizza only FFF on Friday, February 19th. We will be proceeding with Esquimalt Panago as they have really supported us in the past and to limit contact and packaging, we will be ordering large pizzas and asking Panago to sort and box them accordingly per class. In addition to cheese pizza we will also offer drinks, chips and bear paws. Lauren will coordinate directly with Panago, Lisa C will setup school cash online with the office, Lisa G will do the shopping and Mandy, Keja, Lisa G and Carli will assist with packing. Planning to be discussed offline. Plant Sale for Mother’s Day – Lisa C contacted Hilltop and got us added to their mailing list. Will be receiving pricing in February and looks like they have a variety of options. Typically plants are shipped out end of April, beginning of May Old Business – All N/A New Business – All Playground – Lisa C advised the PAC had been contacted by a playground supplier and inquired if anyone thought we needed any upgrades. It was determined that our playgrounds aren’t that old so Lisa C will tell them we do not need any further info.
