1. NPF and NDP background Increased Investment in Roads Programmes • Investment in national, regional and local road infrastructure will be delivered in accordance with the NPF. • It will be guided by the findings of the Department of Tourism, Transport and Sport’s SIFLT analysis. o Roads will be maintained to a high quality. o Roads will be improved to reduce journey times, remove bottlenecks and improve safety. o New roads will be built to connect communities and encourage economic activity. • A full list of projects and programmes included in the National Development Plan, are set out on the Department of Public Expenditure and Reform website www.per.gov.ie.

Dunkettle Interchange, Cork • June 2018 – Contractor led Design & Enabling works • August 2019 – TII issue statement confirming Contractor will deliver advance works but not main Construction works. • Sept 2019 – TII to advertise new competition • Works on site continuing for next 10 months on Service diversions and further enabling works • Summer 2020 – BC review by DPER &Recommendation to Government to Award Main Works • 2022 – Sectional opening of Ramps & access roads envisaged • End 2023 – Completion of Main Works

M28 Cork to Ringaskiddy • JR decision in Oct 2019 • Leave to appeal? • Advance works contracts • Access to land critical • Site clearance • 2 yrs min Archaeology • Powerline diversions • Watermains diversions • Fencing contracts • Other service work and enabling works • Earliest Main Works start is mid/late 2023 (but could realistically 2024) • 3 to 4 years to complete
N21/N69 Foynes to Limerick (incl. Adare Bypass) • Ready to Publish late Sept • Awaiting DPER Review • Need Government Approval ??? • Strategy under development to bypass Adare before 2026 (Ryder Cup)
4. M20 Cork to Limerick (NDP) • The previous application was in 2010 and withdrawn in 2011 • NDP has 2027 completion date (subject to appraisal, planning & procurement) • Estimated cost in the NDP of €850-900m………… • Cork NRR will be “examined”…..complimentary scheme • It may take 5 years to achieve ABP consent. • Safety dividend significant due to high level of fatal head-on collisions. p46 of the NDP
16 fatalities on the N20 since 2014…… plus 19 seriously injured Approx 85 killed since 1994. Ranked second highest in the Country for fatal & serious collisions……
Populations • NPF - Cork City and Suburbs: +105,000 – 125,000 people • NPF – Limerick City and Suburbs: +50,000 – 55,000 • Mallow - +20,000

The Cork NRR….. • CMATS envisages it will not be delivered in advance of substantive PT elements • Latter end of Strategy 2031- 2040 • Finalisation of its route and protection from development is an objective (short term) • Potential for earlier delivery?? • Commencement on scheme planning & Design envisaged • M20 scheme will examine its impact…….”complimentary” 23

Summary • The Southwest is doing well out of the NDP • €2-3bn + in Major Road Schemes • CMATS ~ €3.5bn • Delivery timescales will be dependent on many factors….. • TII will always do our best …… 27
