OBJECTIVE OF BID To appoint a suitably qualified service provider for the provision of professional programme/project management, lead (mechanical, electrical & instrumentation and civil & structural) engineering, quantity surveyor and occupational health and safety services on a Tank Farm 1 refurbishment project. at O.R. Tambo International Airport.

PRE EVALUATION CRITERIA
Pre Evaluation Criteria • Only bidders with a B-BBEE status level 2 will be considered. • Therefore we will consider bidders from BBBEE level 2 or lower (1) • Combined B-BBEE verification certificate in the name of the JV can be submitted.
MANDATORY REQUIREMENTS
MANDATORY REQUIREMENTS • Tenderer must sign and confirm Form of Offer C1.1; • All entities must be registered within the Republic of South Africa and on the National Treasury CSD; • Tenderer must indicate their commitment to ACSA Transformation Strategy Appendix L
FUNCTIONAL EVALUATION
FUNCTIONALITY EVALUATION Bidders must first meet the Pre-qualification criteria and Mandatory Administrative Requirements before proceeding to technical evaluation. – No bid will be regarded as an acceptable bid if it fails to achieve the minimum qualifying score for functionality; – Only tenderers scoring at least the minimum threshold points for each criterion of functionality will be considered for further consideration. The functional evaluation will be based on a threshold, where bidders which fail to achieve an overall minimum of 60 points out of 100 on the functional stage will not be considered further in the evaluation. Please note bidder must score a minimum score per each sub-criteria and an overall minimum threshold of 60 points out of 100.

PRICE AND B-BBEE Phase Two: Bidders who have successfully met the total minimum qualifying score for functionality will be considered. This phase is based on the 80/20 preferential formula with 80 points for price and 20 points for B-BBEE recognition. In order to qualify for B- BBEE recognition, ACSA shall only accept B-BBEE verification certificate issued in terms of the Codes of Good Practice on Black Economic Empowerment as per the Broad Based Black Economic Empowerment Act. 1. SCOPE OF WORKS Objectives ▪ To prepare the designs in consultation with the Employer and Operator (AirBP) ▪ Procurement and monitoring of the construction works for the implementation of a ORTAFS Tank Farm 1 refurbishment programme over the next five (5) years to ensure that the fuel storage depot continues to operate efficiently and comply with required safety and environmental protection standards. ▪ The services will be phased and progress from one stage to the next on completion of a gate review by the Employer and Others. Applicable Legislation, Codes and Standards (a) Occupational Health and Safety Act No. 85 of 1993 (b) Relevant SANS and International Standards e.g. SANS 10089-1, Joint Inspection Group (JIG), American Petroleum Institute (API) etc.
SPECIFIC ACTIVITIES Without limitation the Services include the following specific activities; - Mechanical Engineering - Electrical Engineering - Civil Engineering - Structural Engineering - Process Engineering - Project and Contract Management - Engineering Management - Procurement - Construction Supervision - Control and Instrumentation - Cathodic Protection - Fire Detection and Suppression The works to be designed to have an operating life of more than 50 years in a Highveld environment.

SITE INFORMATION The airport fuel facility consists of three tank farms, three fuel pipeline receipt systems and one airport fuel supply system and a multitude of appurtenant mechanical, electrical, civil, control and fire protection systems. SITE LAYOUT
ACCESS TO SITE • The Consultant shall liaise with ACSA Security Staff in order to obtain access permits. • Personnel and vehicles entering or leaving the site will be subjected to routine searches. • The Consultant shall include in his/her rates the costs for access permits and no extra payment or claim will be allowed. • The Consultant shall familiarize him/herself with ACSA Safety and Security requirements at the fuel depot.
INSURANCE REQUIREMENTS Contract Works • All Civil Work and Earthworks excluding Runways – R300 000 deductible (excess); • All other claims – R300 000 deductible (excess); • Other property insured – R700 000 deductible (excess); • Consultants should re-insure the deductibles. Public Liability • In the event of a claim brought against the consultant for 3rd party property damage, the consultant will be responsible for a deductible (excess) of R1 025 000; • In the event of a claim brought against the consultant for removal of lateral support, the consultant will be responsible for a deductible (excess) of R1 250 000; • In the event of a claim for damage to aircraft, the consultant will be responsible for a deductible (excess) of R1 250 000; • Consultants should re-insure the deductibles. Professional Indemnity • All consultants are responsible for Professional Indemnity cover of R10 million; • In the event of a claim above R10 million, the ACSA PI cover will kick in for the amount in excess of R10 million; • Proof of cover in the form of a certificate of insurance should be provided to ACSA before a contract is signed between ACSA and the contractor and/or consultant.
