Thailand ‘s Planning for the next Census in 2020 (Draft ) Thailand’s Team National Statistical Office ,Thailand 24 Jan. 2018 ; Bangkok 1
Census Objective To collect basic information on population and living quarters To provide data for small administrative units To measure changes of population and living quarters over 10 years 2
Project Schedule 2017-2019 - Planing & Preparing (budget, legislation, cabinet, committee, network, advertising, questionnaire, mapping and EA listing, data collection, processing & dissemination technique,…) - Pilot survey 2020 - Field operation (Recruit & training field staff, data collection) - Data processing - Post enumeration survey (PES.) 2021 - Preliminary report (Listing form) - Advanced report (Enumeration form 1%) - Final report (Enumeration form 100%) 4 (76 provinces , 4 regions , whole kingdom)
Population by census year Population Annual growth rate Year (percent) (Million) 1960 26.3 3.15 1970 34.4 2.70 1980 44.8 2.65 1990 54.5 1.96 2000 60.9 1.10 2010 65.9 0.80 Projection-2020 68.1 5
“Everyone is counted in the Census is a big challenge” ! Why? I. Uncooperative from some particular groups of respondents Various kind of living residence/ People need more privacy/ Urban people work in day time/ People feel less safe in life and asset(fear of thieves and robbers)/ People feel less trust in their security. Significant under-counted number of population and increase of non response rate. High turn over rate of enumerators and field staff. 6
“Everyone is counted in the Census is a big challenge” ! II. Limitation of budget for census taking Budget for the whole project 976.1 Mil Baht 2008 0.5 (mil $) 2009 1.0 2010 30.0 Questionnaire/Manual 4.3 Training 6.2 2011 1.5 Field operation 12.2 Wages 2.3 ICR Device 1.3 Promotion 2.1 Other 1.6 7
“Everyone is counted in the Census is a big challenge” ! III. Obtaining Administrative Data for Register-based Census Since 2013 start to study how to make benefit from administrative data for census via consultative meetings and workshops Main Objective * make use of administrative data * reduce time * reduce cost * reduce response burden 8 * more efficiency
“Recommendations” ➢ Make long term strategic plan ➢ Prepare for ‘a law’ ➢ Create ‘the unique ID’ for People ➢ Build up ‘Data Storage and Processing System’ 9
“Everyone is counted in the Census is a big challenge” ! IV. An innovation of data collection “Lesson Learned of using tablets for data collection from MICS and the Agricultural Census” 10
Innovation Paper MICS Agricultural Census Questionnaires (in 2012) (in 2013) 11
Benefit (Using tablet ) 1) Be able to immediately check for data consistency and completeness 2) Reduce time for data processing; be able to present the result in timely manner 3) Be able to identify the location for the field operation by of each enumerator’s work by using GPS (Fieldwork Quality Control) 4) Be able to constantly upload data to the sever in the cloud computing 13
Benefit (Using tablet ) 5) By using Web Application for monitoring progress in the field operation (real time) 5.1 Be able to track the field work of each enumerator linked to the maps on the tablet 5.2 Be able to monitor progress work in the field operation at all levels, in order to immediately solving the problem in case of delay field work or unmet deadline. 14
Fieldwork monitoring Using Web Application for monitoring and tracking the progress of fieldwork operation Consists of - Monitoring at Headquarter base - Monitoring at Local office base By setting the target of tracking the progress as Real Time 15
Fieldwork monitoring Headquarter Sending out The department Assign Master Mobile team inspectors visited trainers at Setting war room Headquarters throughout the on-site for fieldwork responsible for country monitoring each province High-executives and related Monitoring the progress of managers of both agencies their assignments by each monitored the progress through districts/EA through Web app. Web application Coordinate, give suggestion and supporting (each region reported the progress to the high- executives from time to time) 16
Tracking system in field operation 17

Tracking system through Web Application as Real time basis 19
Tracking the progress (the whole kingdom) 20
Tracking the progress (each province) 21
Percentage of total households and total agricultural holders (as of May 2013) 22
Limitations Some main issues arising from using technology skills 1. Internet Network - some area don’t have Internet - some area have low signal of Internet Solutions 1) Interview on offline mode (send the data later when the Internet is accessible) 2) Send out the provincial officers to copy the data, and send the data at provincial office 3) Ask the supervisors/enumerators to come to some particular places which equipped with Internet access (for example, the district agricultural office, the ICT community learning center, etc.) 4) Install the Router at the community center for the Internet accessible 23
Some main issues arising from using technology skills 2. Synchronizing the data to the Server - especially during the first synchronization which took long time / could not send the data Solutions 1) Schedule the synchronization period of each region at different time 2) Recommend to frequently synchronize the data but not with a big size of data 3) Increase ‘Time out’ (for which the supervisors can check the data at all time) 4) Reschedule the monitoring period to be during 9.00 p.m. – 7.00 a.m. 5) Separate the Server for the monitoring system and the data storing (data sync. from Tablet) system 6) Request the server agency to adjust the CPU of the Cloud Server as from 8 16 32 Core 24
Some main issues arising from using technology skills 3. Geographical and Climate Conditions - Mountain area - Islands - Rainy area (mostly at the southern region) Solutions 1) Allow enumerators to stay overnight in some particular area 2) Hire the boat to the particular islands 3) Wait for the rain to stop and spread out the enumerators at one time 25
The lessons learnt for further improvement Budget Field work operators - Skill for using technology Server - Insufficient performance of server Tablet - Insufficient Memory Application for data entry Internet network Database management 26
Solutions More intensive increase establishing network among alliance agencies, community, high-rise building association More activities on Public relation and media campaigns Multi-modal collection methods 1. Face –to-face interview using PAPI(Paper and pencil Interviewing) and CAPI(Computer-assisted personal Interviewing) 2. Self-enumeration using PASI(Paper questionnaire with self-enumeration) and CASI(Computer-assisted self-interviewing) 3. Phone interview using CATI(Computer-assisted 27 telephone Interviewing)
