OVERVIEW The RC2 Relief Tool is a customized application built on the ODK-X Tool Suite. It facilitates the collection, storage, analysis, and visualization of data more quickly and efficiently. This increases the effectiveness of field workers and thus, improves humanitarian interventions.
OVERVIEW RC2 Relief improves relief cycle processes from emergency assessment through to distribution, reporting, and monitoring. Adaptable for a variety of humanitarian contexts including cash transfer programming and the distribution of relief items.
OVERVIEW RC2 Relief Tool is applicable to many scenarios: • Basic delivery using a re-usable barcode (e.g., serving a meal) • Registration of “Beneficiary Entities” with criteria based on delivery of relief items. • Multiple individuals can be grouped in “Beneficiary Entities” (e.g., households) • Beneficiary follow-up for long-term rebuilding programs
DOWNLOAD The volunteer downloads the application onto their smartphone. DATA COLLECTION Field workers collect, update, or verify HOW DOES information from people who may receive assistance, all without the need for an RC2 RELIEF internet connection. WORK? DATA ANALYSIS “Relief Officer” uses RC2 Relief modules to facilitate the management and analysis of the collected information. DECISION MAKING The analysis supports data-driven decision making for the planning and distribution of humanitarian aid.

ODK-X TOOL SUITE It is an open-source suite of tools that helps organizations create, administer, and manage mobile data collection solutions. ODK-X had an iterative requirements gathering process: • Surveys • Pilot deployments in 18+ countries by a variety of organizations, • The ODK-X tool suite went through a significant redesign from the original ODK-X vision
ODK-X TOOL SUITE To validate the derived requirements, ODK-X has been tested in 6 case studies. USERS PROFILE IM RELIEF FIELD FIELD OFFICER OFFICER SUPERVISOR WORKER
RELIEF OFFICER • “Relief Officer” uses desktop modules to configure RC2 Relief Tool. • Automatically generates the “business” logic for the ODK-X Tool Suite • Modules are designed to be a pipeline of smaller processing steps to enable National Organizations to customize their business logic.
FIELD WORKER • Disconnected/Offline is standard operating mode • Synchronize data when connectivity is available • Can limit worker’s view of data based on permissions • “User” & “Group” permission model 15
FIELD SUPERVISOR To support flexibility during deployments, where rule enforcement may need to be “overridden” Example Abilities: • View all data (can avoid permission filters) • Authorize a distribution without connectivity 16 • Give multiple distributions
Modular design for changes to “disaster distribution pipelines.” DESIGNED • Enables each National Society to FOR customize or share their forms and FLEXIBILITY templates • Multiple output stages as simple CSVs for human customization in the field A design priority was making the RC2 Relief tool • Enables innovation as small changes to based on the needs of the disaster flexible so National response or other field conditions can Societies could customize RC2 Relief based on their easily introduced • Future modules can incorporate varying available resources business logic while still remaining compatible with the rest of the application
• Use Spring Security to connect to standard user/groups providers. Examples DATA are LDAP, ActiveX, etc. PROTECTION • Use secure HTTPS which requires obtaining certificates for servers AND • Use Docker so the ports available are SECURITY limited with private networks created isolating the database from the public Internet.
