Terms of Competitions – Men (Revised Feb-2021) Competition Entry: To enter a competition a player must ensure the following before starting to play:- o For all Singles and Team competitions, enter his GUI number or swipe his card in the computer in the Pro Shop. o He must be entered on the BRS timesheet for all competitions before he begins play. o The identifiable entry fee has been paid. On the BRS system most competitions are designated ‘prepaid’ and the members account will be debited to secure the booking; o If a competition is cancelled after players start, such fees will be credited back to their accounts. Members will be charged the competition fee if they do not attend for their reserved tee time. If a member is unable to play he must remove his booking by the time stipulated by the Men’s Committee (currently 10pm the night before play) for an automatic refund. In certain circumstance members may seek refunds in writing to the Competition Committee if their non-attendance was caused by events of urgent or serious nature. Times of Starting The player shall start:- o At the time reserved on the BRS time sheet or as instructed by the proshop staff. o At the time set out by the Competition Committee (in respect of specific competitions). o Players shall not compete in a competition prior to the official start time except with the permission of the Competition Committee or Proshop staff. o Players shall not compete in a competition after the last designated tee time on the time sheet unless they have the permission of the Competition Committee or Proshop staff. Groups: Competitors shall remain throughout their round in the group as arranged by the Competition Committee or Proshop staff unless a major reason arises and such must be reported to the Competition Committee or Proshop staff on completion of the round. Match Play: The Conditions under which Club match play competitions are to be played shall be laid down by the Competition Committee and displayed on notice boards, web forum and draw sheets. Members must familiarise themselves with these before playing matches. All match play competitions shall be played under the jurisdiction of the Men’s Competition Committee Time Sheets: When Time Sheets are in operation players:- o Shall not play unless they have an allocated time slot (i.e. may not cut in between groups); o Be present on the tee box and ready to play, ten minutes prior to their designated start time, having checked in at the Proshop first. Failure to tee off on time may result in players being penalised; Rule 5.3a o Must notify their opposition/playing partners in good time if they are withdrawing from the event. (Reserving a time slot is a commitment to play with and/or mark other player’s scores on that time slot). Page 1 of 7
Handicap Rules and Allowances: The rules and allowances that shall apply for handicapping are those prescribed by Golf Ireland and set out in the WHS (World Handicap System) Rules of Handicapping effective January 2020. Players are asked to familiarise themselves with the system. In all Club Competitions including Semi Opens, Invitation and Open events as organised by the Competition Committee, the only handicaps acceptable and recognised for prize eligibility shall be for players of affiliated Clubs. See list of these below. They are allowed to win any of the other prizes. They can compete and win any prize on all other club and open competitions Juniors/Students They can participate in all eligible competitions. However in GOY events they are only eligible to win the Gross and Class prizes. They can compete and win any prize on all other club and open competitions. Juniors under the age of 15 must be accompanied by an adult who also holds an official handicap. New Members New members who have been allocated a handicap in Kilcock after submitting 3 cards must play a minimum of 3 ‘acceptable score’ 18 hole club competitions in Kilcock before being eligible to win any of the ‘acceptable score’ competitions. However they are eligible to win any of the other prizes during this period. This does not apply to members who have transferred handicaps from another club and who have played 3 ‘acceptable score’ 18 hole competitions in the past 6 months in their previous club. New Members must have been accepted as a member of Kilcock Golf Club at least 6 months prior to the qualifying competition for the Captain’s and Presidents Prizes in order to be eligible to win 1st prize in either of these competitions. Competitions for Golfer of the Year The following 11 competitions will count for Golfer of the Year, all of which will be stroke competitions Captains Prize Qualifier President’s Prize Qualifier Vice Captains Prize Lady Captain’s Prize to Men Professional Prize Six Medals The best 7 rounds by each player count towards their total So to win GOY you must play a minimum of 7 GOY competitions Please note: Flex and Pay and Play members are not eligible to win the Net GOY. However they are eligible to compete in the Gross GOY and the GOY Category prizes. Where players have the same total, players are ordered by best last 9 holes (summed using the players’ best scores). If there is still a tie, the best last 6 holes are matched (then last 3 holes and finally best last hole, as required). Handicap Categories From 2019 the handicap categories for competitions that give category prizes has changed from being specific handicap ranges to equal number of players in each category. The computer will ‘Auto Balance’ the players so that each category has the same number of players. Maximum Score in Stroke Competitions All Stroke competitions will be set as maximum score. The Maximum score for acceptable score competitions is 5 above the par of the hole Scoring in Maximum Score (1) Player’s Score on Hole. A player’s score for a hole is based on the player’s number of strokes (including strokes made and penalty strokes), except that the player will get only the maximum score even if the actual score exceeds the maximum. A player who does not hole out under the Rules for any reason gets the maximum score for the hole. To help pace of play, players are encouraged to stop playing a hole when their score has reached the maximum. The hole is completed when the player holes out, chooses not to do so or when his or her score has reached the maximum. (2) Score Entered for Each Hole. To meet the requirements in Rule 3.3b for entering hole scores on the scorecard: If Hole Is Completed by Holing Out When Score Is Lower Than Maximum. The scorecard must show the actual score. When Score Is Same as or Higher Than Maximum. The scorecard must show either no score or any score at or above the maximum. If Hole Is Completed Without Holing Out If the player does not hole out under the Rules, the scorecard must show either no score or any score at or above the maximum. Buggy Use during Competitions Buggies may be used during general, closed and open competitions unless otherwise stated. Buggies may not be used in the Captain’s or President’s Prize competitions. The exception to this is members who have prior authorisation due to medical incapacity and/or disability to use a buggy. Page 3 of 7
Practicing on the Course 18-hole competitions being conducted over more than one day Members and Committees are directed to interpretation 5.2bl3: When a competition is scheduled on a course over consecutive days and some players are scheduled to play on the first day and others to play on a later day, a player is allowed to practise on the course on any day that he or she is not scheduled to play his or her round. For example, if a competition is scheduled for Saturday and Sunday and a player is only scheduled to play on Sunday, that player is allowed to practise on the course on Saturday. However if a player is booked on BRS to play in the competition on the Saturday of a 2 day competition, and decides not to play the competition that day but to play on the Sunday instead, he cannot practice on the course on the Saturday. Teeing Ground: The stipulated round commences from the first tee and consists of playing the holes in sequence prescribed by the Competition Committee, unless otherwise authorised by them. There are two tee positions for each hole, White for Club and Major events; Green for Seniors, Society and other competitions as deemed by the Competition Committee. When mats are in use players MUST stand on the mat and MUST tee their ball on the mat. Priority: Players in a club competition shall have precedence both in starting and in the general area over players not in a club competition. Pace of Play: Groups shall play without delay in accordance with pace of play guidelines as laid down by the Committee. Players are expected to keep their place on the course directly behind the group in front rather than immediately in front of the following group. If any player in the group notices that they are losing pace with the group in front he must bring this to the attention of his playing partners and all have a responsibility to speed up and regain ground on the group in front. Players have a responsibility to ensure their normal pace is up to that expected for play and if they are often losing ground they should make adjustment as to how they manage their round. o Competitors playing in an Inter Club or Club Championship Match should, if practical be extended the courtesy of being called through by a slower group; o Players in a Club Competition shall have priority over players who are not competing; o The maximum grouping allowed is four players. o Players are also requested to pay attention to course signs where trollies and buggies are prohibited and to respect roped off areas using the gaps for entry to and exit from greens. These are designed to protect the course from damage. Score Cards: All competitors must ensure that the date of competition, name of competition, name(s) of player(s) and their playing handicap(s) are on the card. o A competitor should not mark or alter his own score card; o Score cards should be marked and signed before entering the Club House, except where adverse weather dictates otherwise. Members are reminded that failure to sign the score card will result in disqualification. o A scorecard is considered returned as soon as the player places it in the competition box. o Players are responsible for ensuring the accuracy of their scores on each hole and promptly returning the scorecard to the Committee at the completion of the round. o The Committee will tell players where to return scorecards. Any potential issues the players might have during their round should be brought to the attention of the competition committee Page 4 of 7
and the proshop staff immediately after their round. All scores must be validated prior to the competition being closed. Members must: o Enter the points scored for each hole on the scorecard in Stableford o Total the scores or, in a Four-Ball competition, determine the score that counts for the side o Enter all singles scores into the computer and return the card as soon as possible after the round, whether the player completed the course or not. Failure to comply with these requests could result in a player being sanctioned by the Competition Committee for repeatedly failing to comply with competition rules. General Play This occurs when an organised competition is not being contested and golfers are playing A casual round; or Competitively, but not in an event organised by the Committee. A player must pre-register their intent to submit an acceptable score in general play for handicap purposes. Such pre-registration must be made: Before the player starts the round, and According to the requirements or conditions established by the Handicap Committee. The Handicap Committee may consider a player to have pre-registered their intent to submit an acceptable score for handicap purposes when playing in an authorised format of play in a regular, organised event with other players. The only people authorised to pre-register a player are: The Club Professional, The assistant office manager, The Handicap Secretary or the Competition Secretary. Once permission is granted to the member the authorised person will indicate which tee (white or green) the member must play off, the default being white tees. The card must be marked by a Golf Ireland member and preferably a member of Kilcock Golf Club. Both player and marker must include their full Golf Ireland number on the card. Once the round is complete the card should be left in the Pros Shop and marked clearly as a general play card for handicap. Match Play Result: This is final when the result is verified by the competition committee after being recorded on the Matchplay sheet in the locker room. Stroke Play Result: This is final when the competition is closed, verified by the competition committee and the results posted. Non Return of Cards in Acceptable Score Singles Competitions: The Club will apply the World Handicap System recommendations. These may be viewed online on the Golf Ireland or WHS websites. If a player fails to submit a score and has not provide a valid reason for a score not being submitted the Handicap Committee will consider withdrawing the players Handicap Index and/or applying a penalty score. If there are genuine reasons a player or group have to terminate their round they should send a written explanation to the Handicap Secretary by email to info@kilcockgolfclub.ie within three days. Disputes and Rules of Golf: Any dispute or doubtful point should firstly be reported to the competition secretary or any member of the competition committee as soon as possible. If a member is unhappy with the outcome on the rules or dispute he can appeal to the Men’s Committee whose decision shall be final. Contact details for the competition secretary are available in the members’ area of the club website How Ties Will Be Decided Match Play o If a match is tied after the final hole, the match is extended one hole at a time until there is a winner (see Rule 3.2a(4)). o If play stops due to darkness, weather conditions or other emergency at the finish of a hole, it must resume from the next hole at an agreed date. In these circumstances the players must inform the competition secretary that they are continuing at another date. o A tie in a match cannot be decided by a stroke-play play-off. Stroke Play - Scorecard Count-Back o The winner is based on the best score for the last round. If the tying players have the same score for the last round or if the competition consisted of a single round, the winner is based on the score for the last nine holes, last six holes, last three holes and finally the last hole. If there is still a tie, then the last six holes, three holes and final hole of the first nine holes will be considered in turn. o If the round is less than 18 holes, last nine holes played, last six holes, last three holes and last hole will determine the winner. o If this process does not result in a winner, the computer will pick the winner at random. o If the Competition Committee allows play to start at 10th and 1st Tees simultaneously the last nine holes for the purpose of deciding ties will be from 10th to 18th Hole. Prizes and Presentations: Notice will be sent to all competition winners and notice of official presentations will be posted on the notice board in advance. Prize winners of Golfer of the Year competitions are expected to attend Prize Presentations as a courtesy to our Officers, Sponsors and Members. If due to exceptional circumstances a member is unable to be present he must nominate another person to collect the prize on his behalf and inform the competition secretary that he is unable to attend. A failure to attend could lead to the prize being forfeited. Prizes for other weekly competitions will be available for collection in the Pro shop. The Club will not be responsible for the safety or security of prizes not collected. A prize not collected within three months of presentation may be forfeited. General Conditions: The Competition Committee reserves the right to:- o Refuse entry to a competition citing the reason; o Correct any mistakes made in the checking of score cards; o Alter published competition or conditions if it is deemed necessary up to the time the competition commences; o Cancel any competition due to insufficient entries or to postpone or abandon it at any stage due to exceptional circumstances. If, for any cause the Course Superintendent, Captain, or in his absence the Vice-Captain, Competition Secretary, Pro or any other officer or member of the Club duly authorised by the Men’s Committee, consider it expedient to postpone or abandon any competition, he shall have the power to do so under any circumstances, and at any stage of the competition. Qualification for Captain’s and President’s Prizes To be eligible to win the Captain’s and President’s prizes members must have played 3 acceptable score 18 hole competitions in Kilcock Golf Club since the 1st January that year, prior to the Captain’s/President’s qualifying competition. The committee may change this in exceptional circumstances e.g. non acceptable score conditions in place for an extended period due to bad weather. Full terms of these competitions will be posted in the locker room prior to the qualifying rounds. Mandatory Conditions of Competition for all clubs from the Golf Ireland: a) Eligibility: To be eligible to compete in a Singles acceptable score Competition at an Away Club, except for all events listed in Golf Irelands Tournament Conditions Book, a Member of a Golf Ireland Affiliated Golf Club must have returned at least three scores in Singles acceptable score Competitions at his Home Club, at any time on or after the corresponding date one year before the Singles acceptable score Competition at the Away Club. b) Entries: The use of a Golf Ireland Member Card is mandatory for members of clubs affiliated to the Golf Ireland for entry into all Open Singles acceptable score Competitions, which shall be by Computer Entry and uploaded to the WHS following close of Competition. Notification of Sanctions For Non Attendance (no-Show) If you book a time slot and are unavailable to play, you must remove your name from the timesheet by the time stipulated by the Men’s Committees (currently 10pm the night before play). If a member fails to appear for his allotted tee time the competition fee on the day will be automatically deducted from his BRS account and a possible fine of €20 for repeat offenders. The member may be suspended from competition until the fine is paid and an explanation for the no-show is given to the Competition Committee. Team Events: If a member cancels his allotted tee time resulting in his partners not being able to play in a team event, the member MUST pay the appropriate competition for all other players on his team and/or line. Non return of score cards: In a small number of cases the incidence of not returning score cards after singles competitions is still occurring and this has an effect on compiling results and Playing Conditions Calculation (PCC) on the day. Competition cards must be returned and entered into the computer. A weekly report will be issued for all members who fail to return their score card. If a member commits more than two breaches the Handicap Committee will contact the member to remind him of his obligation to return a score card in all competitions, acceptable score and non-acceptable score. The Handicap Committee reserve to right to impose sanctions on repeat offenders. Page 7 of 7
