1 FINA Olympic Games Synchronised Swimming Qualification Tournament 2016 TO ALL WORLD SYNCHRONISED SWIMMING MEMBERS The Rio 2016 team and the Brazilian Swimming Federation (CBDA) are pleased to announce that the FINA Olympic Games Synchronised Swimming Qualification Tournament 2016 is schedule for March 2nd to 6th 2016. This event, organised by Rio 2016 and CBDA and managed by FINA, is part of the Rio 2016 Test Events Programme and is a great opportunity for the Nations to test the Field of Play and get the atmosphere of the Games. We would like to invite your National Federation to participate in our event. 4 1.4 VENUE AND FACILITIES The FINA Olympic Games Synchronised Swimming Qualification Tournament 2016 will be held at Parque Aquático Maria Lenk, Rio de Janeiro, Brasil. The venue includes a 30m diving pool, a 50m competition pool and a 50m warm-up pool, (all outdoors), and will be open for competition and training during all the period. Field of Play Competition Pool 50m x 25m x 3m depth (The field of play for competition will contain 30m by 25m area and 3m-depth. The water temperature will be set in accordance with FINA Rules). Warm-up Pool 50m x 25m x 3m depth, it will be available for warm-up and training. Diving Pool 30m x 25m, it will be available only for training. 6 1.6 REGISTRATION PROCESS All federations affiliated to FINA are eligible to participate, except the champions of the five Continental Championships (the host federation duet and team will participate as presentation). Each federation shall be entitled to enter one duet and one team. All Registrations and Entries shall take place through the FINA General Management System (FINA GMS) which can be accessed by https://data.fina.org using your National Federations login details. For registration help and assistance please contact: aquaticsdb@fina.org Competitors younger than 15 years of age (on 31th December 2016) shall not be permitted to compete at the event (FINA Rules SS 3). Each federation is entitled to participate with a maximum of ten (10) athletes if participating in Teams or Teams and Duets. For those participating in Duets only, the entitlement is a maximum of three (3) athletes. In addition to athlete numbers, a maximum of 10 officials will be entitled to a full event accreditation. PRELIMINARY & FINAL REGISTRATION There will be three successive entry steps to provide information to FINA and the Organizing Committee in order to register for the event. All the communication between the OC and National Federations will be confirmed by email. The Preliminary Entry has the purpose of indicating to the Organizing Committee the maximum number of competitors, representatives, coaches, official delegates, etc., which each Federation intends to register in the event. 7 FINAL NOMINATION (ENTRIES BY NAME) To be submitted through the FINA GMS by 25 January 2016 at 23:59 (GMT). The Final Nominations is the final deadline to register all Athletes and Team Officials that includes all relevant data for the purposes of Accreditation, Visa free entry, travel details and accommodation. After this deadline, it will not be possible to register any more individuals to the event. The number of registrations must not exceed the numbers submitted in the Preliminary Entry. The data must contain the exact number of named competitors, representatives, coaches, official delegates, etc., all requested information must be fully and correctly completed in the FINA GMS. At this date, the NF must also have completed the final room requests (exact number of rooms, dates, etc.) and provide the Organising Committee (OC) with the complete rooming list. FINAL EVENT ENTRY To be submitted through the FINA GMS by 11 February 2016 at 23:59 (GMT). Each Athlete must be registered for the event (s) they will be participating in by this date. No late entries will be accepted. FINA and the OC will use all collected data for the purposes of event registration and accreditation. Please note that all deadlines will be at 23:59 (GMT) on the respective dates. ACCOMMODATION ENTRY To be submitted through the FINA GMS by 22 December 2015 at 23:59 (GMT). All accommodation request must be submitted through the FINA GMS. For any questions relating to accommodation please contact the OC on synchrotestevent@rio2016.com ATHLETES UNDER 18 YEARS OLD According to Brazilian Federal Law 8.069/14 (Child and Adolescent Statute), athletes up to the age of 18, must have the appropriate authorization form completed and provide proper documentation to be eligible to compete. 8 This authorization is obtained through a Mandatory Court Permit, which requires a special procedure. The procedure for minors participating in this Event requires the follow documents: • Registration form, signed by the parent or legal guardian of the athlete, expressly containing the name of the person authorized to accompany and be entirely responsible for the minor during competition; • Copy of the ID or passport of the athlete that contains her photo and the name of her parents or legal guardian; • Copy of the ID or passport of the athletes’ parent or legal guardian that signed the authorization form; • Copy of the passport or ID of the person indicated in the authorization form to be responsible for the athlete during the competition days; • Medical certificate; • Schooling statement; • Personality rights assignment agreement This documents must be sent no later than February 11th 2016 to email synchrotestevent@rio2016.com For immediate access to the above documents, please write to synchrotestevent@rio2016.com After 2nd December 2015 you can download them at www.cbda.org.br/synchroqualifying The lack of documentation or proper procedure to obtain authorization of the minor, may obligate the athlete to abandon the competition due to on-site inspection from Minor’s Court authority or even cause the cancelation of the competition. When Rio 2016 is the responsible for the licensing and management of the competition, the lack of these documents will cause the athlete to become ineligible to compete. 9 1.7 COMPETITION RULES The FINA Olympic Games Synchronised Swimming Qualification Tournament 2016 will be held according to the rules of the FINA Handbook 2013–2017. FINA assumes the responsibility for the technical control and direction of the event. The FINA Technical Synchronised Swimming Committee is the management committee for the event and has the exclusive right to decide in all matters related to the conduct of the event and to nominate the technical officials. The FINA Olympic Games Synchronised Swimming Qualification Tournament is the last qualification event to the Rio 2016 Olympic Games. All the information related to the athletes’ eligibility, quota places and timeline are available at FINA website: http://www.fina.org/event/rio-2016-olympics/details-0 Protests and appeals Protests and appeals are possible and shall be resolved under FINA Rule GR 9.2 and GR 9.3. Competition format Teams Duets Technical Routine Technical Routine Free Routine Free Routine (first round and second round) Teams Technical Routine: each team of eight competitors will perform the technical routine (SS 4.2) Free Routine: each team of eight competitors will perform the free routine (SS 4.3) The total result will be the combined score of the technical routine (100 per cent) and the free routine (100 per cent). Teams that finish in the first three (3) places will be qualified for Rio 2016 Olympic Games Duets Technical Routine: each duet will perform the technical routine (SS 4.2) Free Routine first round: each duet will perform the free routine (SS 4.3) After the free routine first round, 20 duets will have qualified: duets with team (the eight (08) NOCs qualified for the team competition), continental championships (the best ranked NOCs in each of five Continental Championships), plus the next better duets in first round. Free Routine second round: the duets, which placed 21-28 after the first round, will swim again the free routine. 10 1.8 TRAINING PRE-COMPETITION DAYS Scheduled and open training opportunities will be available at the Parque Aquático Maria Lenk from 28th FEB to 1st MAR. Two of the scheduled sessions will be with music, one session in the competition pool and the other in the warm-up pool (30mx25mx3m). When all final entries are received, a final training schedule will be produced. Training schedules will be sent to the lead team contact one week before arrival. The latest copy will be available from the hotel information desk. COMPETITION DAYS Competition Pool Before each competition session, there will be time available for warm-up. Groups will be formed in accordance with the start list and each group will get warm-up time in this pool. Please note that there will be no music directly before competition. Every day, after the competition the competition pool will be open for training with music from 15:00 to 19:50. The training will be organised according to the start list for the next day of competition. Warm-up Pool During competition days, the warm-up pool will stay open up to 1 hour after the end of competition for cool-down. It will be opened up to 3 hours before the beginning of the competition. Every day, after the competition, the warm-up pool will be open for training with music from 15:00 to 19:50. In the competition days it will be closed 1 hour before the competition start. Please note that the diving pool will not be available for Synchronised Swimming training during the Olympic Games. 11 1.9 MEETINGS Team Leader Meeting Venue: Press Conference Room, Maria Lenk Date: 01 March 2016, 10:00 (data checks from 9:30) Technical Officials Meeting Venue: Press Conference Room, Maria Lenk Date: 01 March 2016, 11:00 (data checks from 10:30) 1.10 VICTORY CEREMONY The Duets Victory Ceremony will take place on March 03rd, 2016 after Duet Free Routine First Round event, and the Teams Victory Ceremony will take place on March 06th, 2016 after Team Free Routines, where Gold, Silver, and Bronze medals will be awarded, respectively, to the first, second and third place in each event. All the athletes will receive a Diploma. 1.11 DOPING Minimum of 12 (twelve) doping control tests will be made in accordance with the FINA Rules. All athletes may be subject to doping control sample collection and testing throughout the event in accordance with FINA Doping Control Rules. On completion of an event, an anti-doping representative will notify the athletes of their selection. 13 2.2 TRANSPORT AIRPORT ARRIVALS/ DEPARTURES For this event OC will provide arrival and departures services for all delegations, from February 27th to March 07th, at Tom Jobim International Airport (GIG) or Santos Dumont Airport (SDU). In order to ensure an efficient service upon your arrival, it is essential that you provide flight details in your entries forms (GMS). FINA delegates, officials and teams will be informed of their departure transport arrangement at least 12 hours prior to departure time. LOCAL TRANSPORTATION During the entire event, will be available a special transport (hotel-pool-hotel) for athletes, team officials, judges and FINA members. 2.3 VISA PROCESS Rio 2016 has developed a thorough Visa Programme that will also cover those participating in all Test Events. Prior to making arrangements for your travel, we recommend you check the Rio 2016 Visa and Work Permit Guide. For immediate access to the above documents, please write to synchrotestevent@rio2016.com, and after 2nd December 2015 you can download them at www.cbda.org.br/synchroqualifying For all participants that are nationals from countries who need a visa to enter in Brazil, Rio 2016 will provide introduction letters that must be submitted with the visa application at the chosen Brazilian Consulate/Embassy abroad. To request an Invitation Letter, please ensure that all personal information is submitted in the FINA GMS by the final nomination deadline of 25 January 2016 at 23:59 (GMT). If you have any questions about visa assistance, please contact: synchrotestevent@rio2016.com It is also important to be aware that the time frame for issuing a Visa to Brazil will depend on the country where the participant is applying. Please check the website of the chosen Brazilian Consulate or Embassy for further information on turnaround times.
