RESOLUTION 8.2022 Request for CoC Steering Committee Agenda Item 1. Brief Description of Proposed Item: In advance of the Annual HUD CoC NOFA competition program announcement, it is necessary to adopt an updated (to HUD’s guidance) project renewal scoring tool. The Scoring Tool encourages stronger competition, ensuring projects recommended for funding are among the strongest in the community. Additionally, it focuses on spend-down, active grant management, and equity advancement for CoC awardees. A NOFO Scoring Review Committee made up of members from the community has been meeting to make needed recommendations. Meetings were held between May 2022 – June 2022 with Scoring Review Committee members; members were encouraged to provide feedback on all aspects of the scoring tool. The lead agency also sent a partner feedback survey to CoC NOFO agencies to gather input on priority areas for the competition. Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) Special NOFO
• The Continuum of Care (CoC) Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local Continuum governments to quickly rehouse homeless individuals and families while minimizing the of Care trauma and dislocation caused to homeless Program individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.
Special NOFO – CoC Supplemental FR-6500 • Purpose: Target efforts to reduce unsheltered homelessness, particularly in communities with very high levels of unsheltered homelessness & homelessness in rural areas. Implement coordinated approaches, grounded in Housing First & public health principles. Reduce the prevalence of unsheltered homelessness, & improve services engagement, health outcomes, & housing stability among highly vulnerable unsheltered individuals & families. Provide resources to enhance data collection & develop a more comprehensive understanding of people living in unsheltered situations, including encampments.
• Unsheltered homelessness in the U.S. has increased by 7% since 2019 and by 30% Unsheltered since 2015. homelessness • 2020 was the first year since data collection trends began where more individuals experiencing homelessness were unsheltered than sheltered. • Between 2019 & 2020, the number of unsheltered people with chronic patterns of homelessness increased by 21%. • The number of encampments nationwide is at levels not seen in almost a century.

• Formula amount that is based on cities and counties claimed by the CoC as part of its geographic area during the CoC Program Preliminary Registration process. • To determine the amount of funding available for Pro Rata each city and county, HUD uses the formula set forth at 24 CFR 578.17(a). Need • Each year, HUD publishes the PPRN on the HUD Exchange website. (PPRN) • The PPRN for each area is calculated based on population as set forth in 24 CFR 578.17(a). • After enactment of the annual appropriations act for each fiscal year, and issuance of the NOFA/NOFO, HUD will publish the Preliminary Pro Rata Need (PPRN) with funds available.

NOFO Application Information Applications can be for PSH, RRH, SSO (preference is housing) • Must serve either Category 1 or 4 of the HUD Homeless Definition • Must participate in Coordinated Access Lead Agency can apply for SSO-CA, HMIS, & CoC Planning • All of these projects must be scored & ranked • No project will be "protected" as in regular NOFOs No Joint TH-RRH applications Grants will be for 3 years • After that the funds will become part of the CoC's Annual Renewal Demand (ARD)

Unsheltered homelessness: • Continuing to rise in many areas of the Special country • People experiencing unsheltered NOFO homelessness report significantly greater health challenges & Priorities - 1 experiences of trauma & violence than their sheltered peers • Support CoCs in their efforts to identify people living in unsheltered situations, including encampments, & connect them to health & housing resources • Support CoCs in their efforts to enhance their HMIS to collect more comprehensive data on people experiencing unsheltered homelessness
Special NOFO Priorities - 2 Advancing Equity: • In nearly every community, Black, Indigenous, & other people of color as well as individuals who identify as LGBTQ+ & individuals with disabilities are substantially overrepresented in the homeless population. • HUD is emphasizing system & program changes to address equity within CoCs through identifying & addressing the needs of subpopulations who are disproportionally more likely to experience homelessness. • CoCs should review strategies to support & serve underserved communities in their geographic areas, identify barriers that led to any disparities in communities being served, & take steps to eliminate these barriers.
Housing First: • Prioritizes rapid placement & stabilization in PH & does not have service participation requirements or preconditions. • Projects should help individuals & families move quickly into PH, reducing the Special NOFO length of time homeless. Priorities - 3 • Engage landlords & property owners to identify an inventory of housing available for RRH & PSH participants, remove barriers for entry, & adopt client-centered service methods.
Special NOFO Priorities - 4 Broad Array of Stakeholders : • Ending homelessness cannot be achieved by homeless service organizations alone • CoC needs coordination with a variety of other stakeholders, including: Affordable Housing Developers Mainstream Service Providers Business Community Victim Service Providers Political Leaders Healthcare Providers
CoC Application In addition to submitting applications for each CoC project, the Lead Agency must also complete a CoC Application Narrative. The application scores the entire CoC on a 100-point scale on several factors including: Project Capacity, Review, & Ranking – 4 points Demonstrate the existence of a coordinated, inclusive, & outcome-oriented community process for developing the application. CoC Review, Scoring, & Ranking Procedures. New scoring tool in development System Performance – 18 points CoC system-wide performance measurement process related to reducing homelessness (LSA). Decrease of at least 5% in the number of unsheltered homeless individuals from 2019 to 2020 PIT.

CoC Plan for Serving Individuals & Families Experiencing Homelessness with Severe Service Needs Points will be allocated as follows: • Leveraging Housing Resources - 18 points Commitment letters from PHAs, use of non-CoC funds, landlord engagement efforts & incentives • Leveraging Healthcare Resources – 10 points Written commitment for a health care organization • CoC Strategy to Identify, Shelter, & House Individuals & Families Living Unsheltered – 9 points Outreach strategies, access to low-barrier shelter, Housing First • Updating the CoC's Strategy for the above with Data & Performance – 8 points Connect street outreach with HMIS & CA • How the CoC will prioritize individuals & families living unsheltered – 12 points • How the CoC involves people with lived experience in decision-making – 5 points • How the CoC will support & serve underserved communities & offer equitable housing interventions – 8 points
All applications must demonstrate the following in order to be recommended for funding: 1. Provide SAM Registration & UEI Number (www.sam.gov) How 2. Nonprofit documentation 3. New Special NOFO ranking tool applications 4. Past Performance will be a. Evidence of timely & regular expenditures of any prior government award(s) of similar amounts for the preceding 12 months evaluated b. Evidence of timely reimbursement of subrecipients (if applicable) c. Evidence of timely resolution of monitoring findings d. No outstanding obligation to HUD that is in arrears or for which a payment schedule has not been agreed upon e. No audit finding(s) for which a response is overdue or unsatisfactory f. Evidence of having met performance targets as established in prior grant agreements 5. Project Quality Thresholds as outlined in the Project Eligible & Threshold document 6. Evidence of 25% project match
