SW Lubisi Speaker: Mpumalanga Provincial Legislatue Dear Guest, It gives me pleasure to extend a sincere welcome to you to the Official Opening of the Fifth session of the Fourth Mpumalanga Provincial Legislature and delivery of the State of the Province Address for the year 2013 by the Honourable Premier of the Mpumalanga Province. This event is, of course, an eclectic one. Assembled here today are citizens of this province and the broader country from all walks of life. It is, therefore, a great opportunity to expand networks of relations and relate personal experiences among you. This year, we are once again accorded an opportunity to celebrate the commencement of the Fifth session of the Fourth Legislature and, of course, listen to the Premier as he delivers the State of the Province Address for the year 2013. The year 2013 is the penultimate year of the Fourth Mpumalanga Provincial Legislature and the 19th year of the democratic state. We look forward to an eventful year as we move closer to the 20th Anniversary of the democratic breakthrough on the 27th of April 1994. Today we are also accorded an opportunity to showcase our diverse culture and our rich heritage. It, therefore, gives me pleasure to welcome you to the Official Opening of the Fifth session of the Fourth Mpumalanga Provincial Legislature and State of the Province Address for the year 2013 I hope that today will be a rewarding experience for you Wamukelekile. 4 Premier’s Message Hon. DD Mabuza Premier: Mpumalanga Province Every year around this time, the Mpumalanga Legislature officially opens its business of the year by hosting the State of the Province Address – an extremely important event on the political calendar of government. Let me take this opportunity to welcome everybody – young and old, fathers and mothers, employed and unemployed, affluent and poor, and able- bodied and people with disabilities – who have made it to this fifth opening of the fourth Mpumalanga Legislature. As the Head of government, I would be utilising this platform to report back to all citizens of this province about the performance of government with regard to the implementation of the five priorities as contained in the ANC 2009 Manifesto. These priorities are our collective product. Together, we entered into a social contract, committing ourselves to translating these priorities into reality. The achievements that have been made thus far belong to our collective efforts. Therefore, it would be important that we consolidate our gains going forward. Where weaknesses exist, let us, as a collective, show resilience and close those gaps. This will assist us to move forward as a new society in the making. Together, let us continue to shape our own destiny. The future that we envisaged in the Freedom Charter is in our hands. Guided by the principles of democracy, liberty and human rights, we will one day overcome the ills of poverty, unemployment and inequality – ills that will be replaced by peace and prosperity. Together, let us put shoulder to the wheel and create this future society based on the spirit and principles of democracy, liberty and respect for human rights. 5 SOPA 2013 State of the Province Address Order of Proceedings Invited guests and onlookers are treated to performances by traditional / cultural and entertainment groups; Dignitaries / Guests of Honour walk the red carpet as they make their way into the Chamber; The Hon Premier, accompanied by his entourage, arrives; The Police Brass Band performs; The Hon Speaker takes the salute from the Deputy Provincial Commissioner of Police; The Hon Premier takes the salute from the Provincial Commissioner of Police; Mass singing of the National Anthem led and backed by the Police Brass Band; The Sergeant-at-Arms leads the procession into the Chamber where he announces the Hon Speaker who is received by the House standing; The Hon Speaker introduces and calls upon the Hon Premier; The Hon Premier delivers the 2013 State of the Province Address signifying the Official Opening of the Fifth Session of the Fourth Legislature of the Province of Mpumalanga; The Hon Speaker thanks the Hon Premier and makes announcements; SOPA 2013 The House is adjourned.
