Sierra Nevada Swimming Presents 2021 SNS Bill Rose Classic Summer Championship July 15th - 18th Hosted by Elk Grove Aquatics and Sierra Marlins Swim Team SANCTION: Held under USA Swimming/Sierra Nevada Swimming Sanction # SNS21-70 In accordance with USA Swimming Rule (USA-S Rule) 202.4.10, “In granting this sanction, it is understood and agreed that USA Swimming shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event.” NOTICE: By entering this meet, the athlete or his/her guardian consents to the publication, via electronic, print or other media, information and/or imagery related to their participation at this meet. Such information and imagery may include, but is not limited to, photographs, video, webcasting, television, psych sheets and live meet results. USA SWIMMING An inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an COVID extremely contagious disease that can lead to severe illness and death. According to the Centers for Disease Control LANGUAGE: and Prevention, senior citizens and individuals with underlying medical conditions are especially vulnerable. USA Swimming, Inc., cannot prevent you (or your child(ren)) from becoming exposed to, contracting, or spreading COVID- 19 while participating in USA Swimming sanctioned events. It is not possible to prevent against the presence of the disease. Therefore, if you choose to participate in a USA Swimming sanctioned event, you may be exposing yourself to and/or increasing your risk of contracting or spreading COVID-19. SAFE SPORT: Pursuant to USA-S Rule 202.4.11H use of audio or visual recording devices, including a cell phone is not permitted in changing areas, rest rooms or locker rooms. Sierra Nevada Swimming and the Sierra Marlins Swim Team would like to further state that, "The use of audio or visual recording devices, including a cell phone, is not permitted behind the starting end of the pool at any time." The use of flash devices at the start is also prohibited. Pursuant to USA-S Rule 202.4.11I deck changes are prohibited. According to 202.4.11J, the operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open-ceiling locker rooms) any time athletes, Coaches, Officials and/or spectators are present. Exceptions may be granted with prior written approval by the Program & Events Committee Coordinator (or his/her designee). Current USA Swimming Rules, including the Minor Athlete Abuse Prevention Policy (“MAAPP”), will govern this meet. Attention Swimmers: All adult athletes (age 18+) are required to complete and keep current their Athlete Protection Training, before they are allowed to enter the meet. LOCATIONS: Elk Grove Aquatics Center (EGAC): 9701 Big Horn Blvd, Elk Grove, CA 95758 PARKING: Free parking in the Big Horn parking lot. Do not park in the Civic Center Drive parking lot. Do NOT park in the red zones. White loading zones require a driver to stay in the vehicle and are for active loading and unloading only. Folsom Aquatic Complex (FAC): Lembi Park, 1200 Riley Street, Folsom, CA 95630 PARKING: Free parking in designated areas of Lembi Park. Do not park in the parking lot directly across the street from the Aquatic Center, nor in the Walgreen’s parking lot. Please use overflow parking at Wal-Mart. Do NOT park in the red zones. Spaces marked as 20-minute parking are strictly enforced. White loading zones require a driver to stay in the vehicle and are for active loading and unloading only. FACILITIES: EGAC: Outdoor heated 25-yard by 50-meter pool. Ten (10) Short Course lanes will be used for competition with touch pads will be used for competition; a separate 25-yard pool will be used for warm-up and warm-down during scheduled competitions. FAC: 16 Lane-outdoor heated 25-yard by 50-meter pool. Ten (10) Short Course Yard Lanes with touch pads will be used for competition; bulkhead will separate warm-up Lanes, a separate 25-yard pool will be used for warm-up and warm-down during scheduled competitions. CERTIFICATION: The competition pools at both sites will be outdoor heated 10-lane, 25-yard pools. EGAC: USA-S certification for the competition pool is not on file in accordance with USA-S Rule 104.2.2C(4). In accordance with USA-S Rule 202.4.11C, the competition course has a pool depth of 7 to 13 ft. at 3’3.5” and 7 to 13 ft. at 16’ 5” at the start end. At the turn end it is 7 to 13 ft. at 3’ 3.5” and 7 to 13 ft. at 16’5” FAC: USA-S certification is on file in accordance with USA-S Rule 104.2.2C(4). In accordance with USA-S Rule 202.4.11C, the competition course has a pool depth of 7 ft. at 3’3.5” and 7 ft. at 16’ 5” at the start end. At the turn end it is 7 ft. at 3’ 3.5” and 13 ft. at 16’5”. The water depth of the separate warm-up lanes, in accordance with USA-S Rule 202.4.11C, has a pool depth of 3 ft. at 3’ 3.5” and 3 ft. at 16’ 5” at the start end. At the turn end it is 3 ft. at 3’ 3.5” and at 16’5”. RULES: Current USA-S and Sierra Nevada Swimming rules will govern the meet. ● All events are SHORT COURSE YARDS. ● Sierra Nevada warm-up procedures will be in effect and a copy of the procedures will be posted at the meet. ● All events are trials and finals format, except for all 500 free (10&Under Only), 1000 Free, 1650 Free and all relays. ● Swimmers are limited to a maximum of three (3) individual events per day, and by Sierra Nevada Swimming Rules are limited to a maximum of 7 individual events for the entire meet. ● No converted times will be accepted. ● Those entries more than the above limitations will not be refunded. ● There is no limit to the number of swimmers that a Team can enter in the meet - all swimmers with qualifying times will be able to enter this meet, so long as entries are submitted within the entry window. There is no total swimmer cap. ● Any swimmer entered in the meet must be certified by a USA Swimming Member-Coach as being proficient in performing a racing start or must start each race from within the water. ● In accordance with USA-S Rule 202.4.11D when unaccompanied by a Member-Coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requireme 12 & UNDER 102.8.1.F SWIMWEAR (USA Swimming Rulebook) “No Technical Suits Shall be worn by any 12 & under USA RESTRICTIONS: Swimming athlete member in competition at any sanctioned, approved or observed meet. 1) Exceptions for the foregoing restriction are only for Junior nationals, U.S. Open, National championships, and Olympic Trials. 2) A Technical Suit is one that has the following components: a. Any suit with any bonded or taped seams regardless of its fabric or silhouette: or b. Any suit with woven fabric extending past the hips. i. (Note: WOVEN FABRIC – a suit with woven fabric and sewn seams that does not extend below the hips is permitted.) ii. (Note: KNIT FABRIC – a suit with knit fabric and sewn seams not extending below the knee is permitted.). 2 | Page
WARM-UP RULES: The following rules apply to the warm-up period before each session, and to warm-up/down during the meet: ● Swimmers shall enter the water feet first while maintaining at least one hand on the pool deck until both feet touch the water (3-point entry), except for starts, which are limited to specified lanes. ● If used, Lifeguards shall be on the pool deck during the entire warm up period. ● Coaches shall stand at the starting end of the pool and verbally start swimmers for sprint or pace work. ● The use of hand-paddles, kickboards, fins and other devices are not allowed during general warm-up. The use of hand-paddles at any time during which touch pads are installed is forbidden. All USA Swimming athlete members entered in the meet must be under the supervision of a USA Swimming Member Coach during warm-up, competition, and warm-down. Any swimmer without a Coach in attendance must report to the Meet Director or Meet Referee who may assist the swimmer in planning for such supervision. It is the swimmer's responsibility to make such arrangements prior to the start of the meet. Swimmers that are observed being warmed- up or being started by anyone other than a registered Coach, will be removed from all events for the day. The Meet Referee, Meet Director or a designee may remove a swimmer, Coach, and/or Team from the deck for violations of these rules. Warmup lanes are limited to 6 swimmers per lane at a time. During the meet, Marshals will ensure that there are only 6 swimmers per lane unless things have changed by the time of the meet. All swimmers must have a current Year-Round USA Swimming Membership. The SNS Registrar will verify all swimmers’ memberships prior to the meet and, if valid, will be allowed to check-in and compete. Note that SNS does not allow swimmers to register for a USA Swimming Membership at the meet. The Club will be fined $100 for every entered swimmer that shows unregistered on a Registration Recon five (5) days prior to the meet. Flex members needing to upgrade to Premium will be exempt from the fine, however will need to be upgraded prior to the start of the meet to be eligible to swim due to Flex members not eligible for Championship meets. According to 302.3 in the 2021 Rulebook and in effect now — If a swimmer who is not properly registered with USA Swimming competes in a sanctioned competition, the host LSC may impose a fine of up to $100.00 per event against the individual, Member Coach or Member Club submitting the entry. MEET FORMAT: PRELIMINARY EVENTS will be run at 2 sites where Teams are separated based on the registered City of the respective Club. FINALS will then be based on the combined top 10 times for each event and will be contested at the EGAC site in the evening. Subject to change and based on COVID limitations, number of entries, warm-up limitations at each site, and other restrictions on the dates of the event, Teams traveling from outside the greater Sacramento area are planned to primarily be placed at Elk Grove site for prelims. Teams within the greater Sacramento area will be divided between Elk Grove and Folsom sites with the goal to not split teams between two sites, but to ensure that we have a balance of athletes at each site. THIS MEET WILL BE PRELIMS/FINALS: All swimmers are automatically checked into their events for which they are registered. If a swimmer is registered for more than 3 events in a day, they must scratch any additional events prior to the scratch deadline. If a swimmer fails to scratch out of any additional events, they will be checked into the first 3 events they are registered for the day and scratched out of any additional events. PRELIMS: The last three heats of each event will be circle seeded except for the events noted as timed finals. Any swimmer who fails to compete in an individual preliminary event in which they are seeded will be barred from all further individual events of that day. According to Sierra Nevada Rules, at SNS Spring Championships and Summer Championships, if a swimmer misses an individual event, they are barred from competing in any further individual events for that day from their missed event and on. They are still allowed to compete in the Team relays for that day. Swimmers have 30 minutes after results of preliminaries are announced to scratch from final’s competition. A swimmer may (on the same deadline) declare his/her intention to scratch pending results’ announcements of their subsequent event in the prelims (not including the 1000’s and 1650’s) but must notify the Administrative Referee of their decision 30 minutes after the results of their last individual event are announced, 207.11.6E(2). PRELIMINARY EVENTS WITH 10 OR LESS SWIMMERS ENTERED: If ten (10) swimmers or less check in for a particular event, those swimmers shall compete in the prelims and the finals of that event. 102.5.1A(1) If there is only one heat, it shall be swum as scheduled during the preliminaries and finals. FINALS: Finals will be broken out by age group as (10&Under, 11-12, 13-14, 15-16, and 17-18). Finals will not begin any sooner than 90 minutes after the end of prelims (relay events included), not including the 1650’s and 1000’s. There will be one heat of the top ten swimmers. Swimmers will be seeded in the finals unless they are scratched. A swimmer must swim finals to receive points or an award. Any swimmer qualifying for a final that fails to compete shall 3 | Page
be barred from further competition for the remainder of the meet except as noted in USA Swimming rules. USA Swimming Scratch Rule #207.11.6E will be used at this meet. DISTANCE EVENTS: The 500 Free (10-U only), 1000 Free and 1650 Free will compete as timed finals. The 1000 and 1650 will be swum 11-Up but awarded as separate age groups. The 1000 and 1650 will be swum fastest to slowest, one swimmer per Lane, and after a 10-minute break following the relay events Swimmers in the 1000 and 1650 will be required to provide their own Timers (2 are preferred), Lap Counter and lap counting device. ENTRY FEES: $55 per swimmer and $8 per relay ENTRIES: RELAYS: All Team relays for the entire meet must be submitted and payment received by the entry deadline via Swim Connection or a HY-TEK entry file. If a relay is scratched prior to the scratch deadline, Teams may request a refund. No refunds will be given if a relay is scratched after the scratch deadline. There will be no deck entry of relays. In addition, all relay only swimmers must enter the meet and pay the pool surcharge by entry deadline. Relays: A Team may enter no more than 2 relays in each event and both A and B relays may score. INDIVIDUAL: According to Rule 102.2.2, where it states, "In a preliminaries and finals meet a swimmer may compete in not more than three (3) individual events per day." Age group swimmers in 10-U, 11-12, 13-14, 15-18 are limited to compete in a maximum of 3 individual events per day, and by Sierra Nevada Swimming Rules are limited to a maximum of 7 individual events for the entire meet. Refunds will not be given to those swimmers who enter more than 3 individual entries per day. ENTRIES: There is no entry cap for this meet – all swimmers with qualifying times will be able to enter this meet, so long as entries are submitted within the entry window. Enter at: http://ome.swimconnection.com to receive an immediate entry confirmation. Online entries will open on Thursday, June 17th. Entries will close on Thursday, July 8th at 11:59 PM. There are no deck entries at this meet. This method requires payment by credit card. Swim Connection LLC charges a processing fee for this service, equal to $1 per swimmer plus 5% times the amount of the Entry Fees. Please note that the processing fee is a separate fee from the Entry Fees. Teams can also submit a consolidated entry file using Hy-Tek and email the Admin Ref the entry file by the deadline. Payment will be required at the start of the first session. CHECK-IN & Automatic CHECK-IN/Scratch Deadline: All swimmers are automatically checked into their events which they are SCRATCHES registered for. The only way to not be seeded, is to scratch before the event is seeded. If a swimmer is registered for more than 7 individual events, they must scratch any additional individual events prior to the scratch deadline. If a swimmer fails to scratch out of any additional individual events, they will be seeded into the first 3 events they are registered for that day; and scratched out of any additional individual events for that day. There will be NO refunds for entering more than 3 events a day. Individual scratches will be handled via online form located here: https://forms.gle/FPYjbShr28jLq8Xo6 and at the scratch desk at each location. Relay scratches must be communicated by Coaches to the Admin Official of each site by the deadline. For all scratches from prelims or finals events taking place at the Elk Grove site, please contact Admin Referee Dominque Parke. For all scratches from prelims events taking place at the Folsom site, please contact Admin Referee Scott Hastings. o The scratch deadline for Thursday prelim events is Wednesday, July 14 by 6:00 PM. o The scratch deadline for Friday prelim events is Thursday, July 15 by 6:00 PM. o The scratch deadline for Saturday prelim events is Friday, July 16 by 6:00 PM. o The scratch deadline for Sunday prelim events is Saturday, July 17 by 6:00 PM. Finals: Swimmers have 30 minutes after announcement of combined preliminary results of their event in which to scratch or declare their intention to scratch. Any swimmer seeded in a Final race in an individual event who fails to compete in said Final shall be barred from further competition for the remainder of the meet unless the swimmer has properly scratched according to the meet rules. AWARDS: INDIVIDUAL & RELAY: • Individual events will be awarded medals 1st through 10th place. • Relay events will be awarded medals 1st through 3rd place. TEAM AWARDS: • 1st through 3rd place in each division. Large, Medium, and Small Team Divisions will be based on the number of individual events entered by a team. INDIVIDUAL HIGH POINT AWARDS & “A” MEDALS: • 1st -3rd place individual High Point winners in each age group, male and female, will receive an award. • “A” Medals will be award to those swimmers achieving a new “A” time at the meet. ADMISSION: The meet will be available on MeetMobile and possibly live stream for distance viewing. There will be NO SPECTATORS inside or outside the facility. Only those parents that are required for running the meet will be allowed on deck. There will be no spectators. Marshals will be working outside the facility to ensure that there is no congregating outside the gates. Any changes to spectators will be communicated as we learn more about facility guidance closer to the date of the event. SNACK BAR & There will be limited hospitality provided at the meet. All volunteers, Coaches, and swimmers please bring refillable HOSPITALITY: water bottles. No Snack Bar will be available at either location. Before the beginning of the meet, the Meet Referee will verify that this condition has been met. All Officials must wear their Officials' credentials visibly while working. MINIMUM Each Team shall, by the entry deadline, provide to the Meet Director or designee a list of Officials who have agreed OFFICIALS RULE: to represent their Team during the meet, in accordance with the following table: Number of a Team’s swimmers entered Number of trained and carded in the meet. Officials required. 0-10 0 11-25 1 26-50 2 51-75 3 76-100 4 >100 5 OFFICIAL’S Official attire at this meet will be: DRESS: • Prelims: White tennis shoes, white socks, white polo shirts and navy-blue pants/shorts/skirts and face mask. • Finals: Officials will be asked to wear a ‘Hawaiian’ style shirt instead of the white polo. For wet or cold conditions, boots and parkas will be allowed. COACHES: All Coaches must have evidence of their USA Swimming Certification and will be required to check-in with the Meet Director and Meet Referee the night before the start of the meet with a screenshot of your Deck Pass. We ask that all Coaches please print out your own meet paperwork prior to coming to the meet. The preliminary meet documents will be posted the night before the sessions starts and final meet documents will be posted after finalized each day. Coaches unable to present evidence of certification will not be allowed to coach on the Pool Deck and the Coach and Club will each be fined $100. Those Coaches without evidence of certification will not be able to be at the competition since this is a no spectator meet. The Meet Referee will conduct a Coaches Meeting electronically before arrival or send pertinent information the day before the meet begins. TIMERS: Clubs will be assigned Lanes during Prelims. Timing is based on the SN Timing Policy. Number of timing chairs per Team is based on the formula – (number of swimmers on a Team in the session [divided by] total number of swimmers in the session) which is then [multiplied by] NUMBER OF timing chairs. This number will be rounded to the nearest whole number. Host Team supplies Timers in the same ratio as the visiting Teams and is responsible for filling unassigned chairs. Assignments will be sent to participating Teams. For Finals we will need help from all Teams that are attending finals. ORDER OF Events will be seeded as follows: SEEDING: ● All times earned previously, whether they are meters, yards or short course meters will be acceptable if they meet the minimum entry times. ● In seeding these times, the conforming times yards will be arranged in time order. ● In a short course championship meet, the non-conforming short course meter times will be arranged in time order next, followed by non-conforming meters times. 5 | Page
After arranging the times as provided above, the event will be seeded in normal fashion. Technical rule: 207.11.7B. For prelims the events will be slowest to fastest with the last three heats of each event circle seeded except for the events noted as timed finals and the 11&Over 500-yard freestyle which will have two (2) circle seeded preliminary heats. RESTRICTIONS: Smoking and the use of other tobacco products are prohibited at the Folsom Aquatic Center facility. Anyone desiring to smoke or use other tobacco products must leave the facility to do so. The sale and use of alcoholic beverages is prohibited in all areas of the venue. Glass containers as well as pets are not allowed in the pool area. Personal propane heaters will not be allowed inside the facility. Glass containers are not allowed in the pool area. Elk Grove Aquatics Center prohibits dogs on campus, including animals left in cars on campus. No propane heaters allowed in the swimming venue except for snack bar/meet operations. Destructive devices, to include but not limited to, explosive devices and equipment, firearms (open or concealed), blades, knives, mace, stun guns and blunt objects are strictly prohibited in the swimming facility and its surrounding areas. If observed, the Meet Referee or his/her designee may ask that these devices be stored safely away from the public or removed from the facility. Noncompliance may result in the reporting to law enforcement authorities and ejection from the facility. Law enforcement officers (LEO) are exempt per applicable laws. OQM Details Officials must apply to work this meet. An Official wanting an assigned position of a Chief Judge, Starter or Deck Referee (with or without evaluation) must send his/her application to the Meet Referee, by midnight June 27th, 2021. All other Officials need to apply by sending their applications to the Meet Referee by midnight, July 1st, 2021. This is a qualifying meet for National Officials Certification. We will apply for approval that this meet will be a Qualifying Meet for National Officials Certification. • For the LSC Official to advance, the candidate has to be observed by a National Evaluator indicating that the candidate has demonstrated the appropriate qualities and skills over several sessions and has been recommended for advancement by the National Evaluator. • For the N2 Officials to advance to their highest certification, the Official needs to have officiated at a minimum of eight (8) sessions in that position prior to requesting an evaluation. • For the Qualifying Meet to be valid for the Official, the Official has to work four (4) sessions. All Officials are urged to attend the mini-clinic briefings, whether they desire N2 or N3 certification evaluations. Remember, to be eligible for the N3 certification, an Official must have worked at two (2) LSC Championships, Zones, Sectionals, Futures or OQMs, minimum of four (4) sessions each, in the three years prior to application. It is expected that Swimmers will be capable of swimming National Championships and/or Junior National Championship qualifying times at this meet. This meet is open to all Officials who wish to, and are eligible to, be evaluated for advancement and re-certification. Officials wishing to be evaluated at this meet, please email a request form to the Meet Referee (Thad Winzenz - thad@birdinhand.com). These applications must be received by 27th, 2021, so that the National Evaluator can process your request. We will try to accommodate all requests for evaluation, but this may not be possible, especially at the Deck Referee, Starter and Chief Judge positions. Requests will be considered in the order in which they are received. SCHEDULE OF OFFICIALS BRIEFINGS: Official's Briefing Trials: 8:00 AM to 8:45 AM (required of all Officials) each day each day at the Elk Grove site or Folsom site. PRELIMINARY EVENTS will be run at 2 sites where Teams are separated based on entries. FINALS will then be based on the combined top 10 times for each event and will be contested at the EGAC site in the evening. FINALS will be broken out by age group as (10&Under, 11-12, 13-14, 15-16, and 17-18). *500 10&Under, 1650, and 1000 events will be contested as timed finals during preliminaries after relays.
