Seattle Public Schools | Special Focus An intentional focus on African American Boys & Teens We are committed to promoting a strength-based and accurate narrative about our African American boys and teens, normalizing excellence and making sure they have the resources and support they need to reach their fullest potential.
Seattle Public Schools | Our Goals 1. Reading. Increase the percentage of Black boys who achieve English Language Arts proficiency or higher on the 3rd grade Smarter Balanced Assessment from 28% in June 2019 to 70% in June 2024. 2. Math. Increase the percentage of Black boys and teens in 7th grade who achieve proficiency or higher on the 7th grade Smarter Balanced Assessment in math from 23% in June 2019 to 45% in June 2024 and to 70% in June 2026. 3. Graduation. Increase the percentage of Black boys and teens in each cohort/class who graduate and also successfully completed at least one advanced course from 52% in June 2019 to 62% in June 2024.

Why do school districts need levies? School districts are funded through state, local and federal dollars. In addition, every three years, the district asks voters to consider renewing the operations levy and a capital levy, which are local education property tax. These levies bridge the gap between what the state funds and what our students and schools need. 9

Our Current Budget Climate 11
The state still does not fully fund K-12 education We rely on voter-approved levies to fund about 15% of our day-to-day funding and to pay for building and maintaining our schools. Technology funding also primarily comes from local levies. 12
Our Funding Gap
Our Funding Gap Special Education $180M To ensure our 7,600 students who need special education services have the supports they need, we spend $180 million a year for special $82M education. That’s an $98 million gap. EP&O Levy Renewal What is on the EP&O levy? Funding to bridge the gap between what the state funds and what Seattle students need. 16
EP&O Levy Renewal: School Staff Helps pay for teachers’ salaries and support staff, including nurses and custodians. 17
EP&O Levy Renewal: Supports and Programs Continues funding for: • Special education • Advanced learning • Child nutrition programs • Social-emotional health • Programs such as Science, Technology, Engineering and Math (STEM) 18

What Does EP&O Levy Renewal Cost? This is not a new tax. If approved by the voters, the levy would generate $646.8 million over three years. BTA Capital Levy: Memorial Stadium SPS owns Memorial Stadium, and the levy includes funding to invest in new grandstands so it can continue to be used for high school athletics, for graduations, and by the community. 25
