PROVINCIAL NOTICE P.N. ./2020 . 2020 WESTERN CAPE PROVINCIAL TREASURY DIVISION OF REVENUE ACT, 2020 (ACT 4 OF 2020) AMENDED ALLOCATIONS TO MUNICIPALITIES I, David John Maynier, Provincial Minister of Finance and Economic Opportunities in the Western Cape, in terms of section 30(2)(c) of the Division of Revenue Act, 2020 (Act 4 of 2020)(the Act), read with the Western Cape Adjustments Appropriation (COVID-19) Act (2020/21 Financial Year), 2020, publish the amendments to the (a) allocations made by the Province to municipalities in terms of section 30(2)(a)(i) of the Act, as published under Provincial Notice 21/2020 dated 10 March 2020; and (b) conditions imposed and other information indicated in respect of such allocations in terms of section 30(2)(a)(v) of the Act, as published under Provincial Notice 21/2020 dated 10 March 2020. This notice takes effect on the date of commencement of the Western Cape Adjustments Appropriation (COVID-19) Act (2020/21 Financial Year), 2020. Signed at Cape Town on this .. day of July 2020. COMMUNITY LIBRARY SERVICES GRANT Responsibilities of the municipalities Municipalities to cost business plans and sign memorandums of agreement (MOAs) with the Department of Cultural Affairs and Sport. Submit monthly expenditure reports of municipalities to Department of Cultural Affairs and Sport (DCAS). The Municipal Manager to apply for roll-overs and if necessary to pay back unspent funds. Process for approval of The Department of Cultural Affairs and Sport must submit draft allocations, allocations for the 2021/22 based on above allocation criteria, to the municipalities by the 30th September financial year 2020. The municipalities must submit their draft business plans to Department of Cultural Affairs and Sport by the 31st of October 2020. The Department of Cultural Affairs and Sport must evaluate the business plans and return it to municipalities by the 31st of January 2021. The Department of Cultural Affairs and Sport must ensure that final allocations are gazetted in March 2021. The purpose of this letter is to inform you of the revised Conditional Grant allocation for 2020/21. It will serve as an addendum to your recently signed MOA and CG business plan. 2. The Covid-19 outbreak was declared a global pandemic by the World Health Organization (WHO) and classified as a national disaster by the National Health Disaster Management Center. On the 23 March 2020 the President announced a national lockdown which came into effect on 27 March 2020. 3. On 21 April 2020, President Ramaphosa announced the measures that government is taking to protect livelihoods, to stave off hunger and destitution and to set our economy on a path of recovery. Cabinet considered various proposals and finalised the social relief and economic support package that stands at the centre of the second phase of the economic response. This involves firstly, an extraordinary health budget to respond to coronavirus, secondly, the relief of hunger and social distress, thirdly, support for companies and workers, and fourthly, the phased re-opening of the economy. 5. The impact of the coronavirus requires an extraordinary coronavirus budget – of around R500 billion – to direct resources towards fighting the pandemic. This will include the reprioritisation of around R130 billion within the current budget. 6. It is within this context that I have to inform you of the reduction in your current Conditional Grant allocation. 7. The National Department of Sport, Arts and Culture (DSAC) was requested by National Treasury to reduce the Conditional Grant for Community Libraries by R 312 491 000 during this financial year. This amounted to each province’s allocation being cut by R 34 700 000. 8. As the majority of our Conditional Grant goes towards funding of personnel, we’ve had to rethink our funding approach. The following steps have been taken to minimize the impact on municipalities: 8.1. Freezing of staff vacancies: No current vacancies will be funded. 8.2. The department will contribute to the funding of all filled positions for 9 months until 31 March 2021 with the current Conditional Grant allocation. 8.3. A transfer will be done in April 2021 from the 2021/22 Conditional Grant allocation to contribute to the cost of salaries for April 2021 to June 2021. 8.4. The July 2020 transfers will go ahead as planned, based on the revised allocations as stipulated this letter. There will be another transfer in October and the above mentioned transfer in April 2021. 8.5. The transfer schedules will be updated through an Extraordinary Gazette. 8.6. The funding for the two infrastructure projects planned for this year will go ahead as planned. 8.7. The funding to maintain the 32 Mini Libraries for the Blind will continue as planned. 2

KNYSNA MUNICIPALITY: CONDITIONAL GRANT FINAL ALLOCATION FOR 2020/21 1. The allocation for your Municipality’s Conditional Grant for Community Libraries for 2021/21 is R8 275 000.00 (Eight Million Two Hundred and Seventy Five Thousand Rand) 1.1. This grant will be apportioned as followed: R8 209 000.00 to contribute to your Municipality’s library staffing cost; R66 000.00 to prevent the spread of COVID-19 in libraries including but not limited to the procurement of hand sanitizers and disinfectants, sanitation of libraries and provision of personal protective equipment for staff.
