WFP Ukraine Market update—2 (February— March 2015) PRICE MONITORING OF KEY FOOD ITEMS IN GOVERNMENT DONETSK AND LUHANSK OBLASTS UKRAINE
NATIONAL CONTEXT (MACRO-) Inflation at 34% - third highest in the world Recent and steep increase in food prices from Feb-Mar 2014 Food Price Index shows national level inflation of 36% (yoy, Feb- 2015) There is currently no indication that this current trend will change Minimum food basket has increased by 50% compared to March 2014 and according to the last official report is around 765 UAH UKRAINE
FOOD BASKET COST There are indications that the population still consumes relatively diverse diet. However, it is likely that they are reducing the amounts of food consumed to adjust for the ever increasing costs. PRICES IN DONETSK AND LUHANSK OBLASTS, GCA • Fresh produce and fuel have experienced the greatest continuous increases in price with oils/fats slightly lower. • All have seen a recent and sharper increase at the beginning of March. • Increases in other commodities have experienced a similar sharp increase at the beginning of March but to a lower degree • Sugar almost doubled in price in early February but continued to see large increases in prices into March. • Oils/fats, fresh meat and dairy products have remained relatively stable. • Fresh produce has experienced steadY monthly increases of about 20% since the end of January. • Of reasonable concern is the steady increase in the average prices of staple foods. PRICES N DONETSK AND LUHANSK OBLASTS, NGCA In summary prices in these areas are much higher than in government- controlled areas and prices are changing frequently: In Luhansk prices of fresh vegetables are greater than that of NGCA Donetsk; The cost of fresh meat is almost double in both oblasts in NGCA compared to GCAs; Staple food costs are considerably higher in NGCA compared to GCAs (around 50% higher); Indicatively, there is potentially a 50% higher cost in food basket price between GCA and NGCA. WAY FORWARD WFP to establish methodologically sound price monitoring system to cover both GCA and NGCA: - Frequency of data collection; - Access; - Variability of shops/markets; - At least monthly reporting. UKRAINE

• The purpose of the Food Security Cluster (FSC) is to promote responses that are: Proportionate Appropriate Timely Effective • Objectives of the FSC: Support coordination for appropriate response design and strengthen preparedness. Ensure adequate emergency preparedness and support cluster partners to provide timely FS responses to populations of greatest need during emergencies Advocate for entire food security community to improve access and space for humanitarian agencies and financial support to address basic survival unmet needs. Promote use of appropriate minimum acceptable humanitarian standards and best practices in delivery of food security assistance Build partnerships and promote inclusiveness in all aspects of the cluster. Facilitate effective sharing of information and data among FSC cluster partners and across other sector/clusters. • Expected FSC outputs: Functioning coordinating mechanism involving UN agencies, NGOs, CBOs, government authorities, donors, and community members, including between the center and the field, and with other clusters. Up-to-date mapping of FSC actors and activities. Up-to-date information on the FSC situation and needs is available to all stakeholders • Accountability: The FSC is accountable to the Head of the Lead Agency and thorough her/him to the Humanitarian Coordinator. • Governance and Coordination Mechanisms within the Cluster The FSC is managed by a secretariat comprising of the one cluster co-coordinator supported by an information management officer. The cluster coordinator reports to the Country Representatives/Head of Office of WFP. UKRAINE
Meets every 2 the regular weekly coordination meetings. Ad hoc meetings convened as required. Field coordination to be done with one roving sub national officer to be based in Kramatorsk ( partners for other key locations) In order to achieve the objectives of the cluster, the following governance and coordination forum will be required. ToRs for each body will be developed as per below: • FSC Lead • FSC Coordinator (WFP) • FSC Information Management Officer • One subnational focal point (roving) plus partners ( WFP and others) in key spots UKRAINE

Partners /members/ observers In order to increase effective coordination, three categories of cluster participation exist: • Partners organizations who are currently implementing FSC activities, or have completed FSC activities in previous year, as reflected in the FSC reporting tools - planned activities that were never completed, will not be sufficient for partnership. • Members organizations who do not have any FSC activities, but are interested to share information, or are planning to implement or start FSC activities • Observers* are those organizations, who do not want to be affiliated with the cluster, but want to share information. Observers can be active in FSC without being partners. Only FSC partners will be able to vote on operational cluster issues. UKRAINE
