PRESIDENT’S REPORT SEPTEMBER 2020 HELLO EVERYONE Well that did not work out the way I had hoped, instead of the restrictions winding back we ended locked down even more. Today we are Stage 4 in the Metro area and Stage 3 in the Rural areas. As I write this the numbers are coming down, things could still take a turn in the wrong direction. Everyone is asking the same question, when is it all going to end and just what is a COVID normal? This pandemic has got its negative and positive sides to it. We have all had the opportunity to get on top of that ‘to do list’, learn new technologies; find new ways to do business. I will plug “The Basin Community House” www.thebasincommunityhouse.org.au I am doing an online Digital Camera Course with them, something I have wanted to do for awhile. Check out their website or your local community house, you may find something of interest that may help you through this Pandemic. 2020 RALLIES It looks unlikely that we will be able to return to rallies this year. Our bylaws indicate that we cannot rally while we are under a State of Emergency. All indications are that this will remain in place to the end of this year and has the potential to continue into 2021. The Executive will be meeting early in September; we will be discussing a way we might be able to get together in our caravans while complying with the Directions issued by Victoria’s Chief Health Officer. 3
CAMERONS BIGHT CAMP GROUND Careful with what you see In the media. The headlines “Mornington Peninsular postpones foreshore camping indefinitely” caused a degree of anxiety in my household. A call to the Rangers at the Whitecliffs to Camerons Bight foreshore office confirmed the information was incorrect. The Mornington Peninsular and the Whitecliffs to Camerons Bight camp grounds will not be opening until the 19th December 2020. Most of these camp grounds open much earlier. If there are any changes to this or our access to the camp ground we will inform you as soon as we are aware. Final payment for Camerons Bight Campsite site fees are due 10th October 2020 ANOTHER DIVISION History has repeated itself Division 6 has emerge from Division 4. At the beginning of this year we put a cap on Division 4. This came about as a result of discussion about the difficulty Division 4 was experiencing in finding suitable parks able to accommodate the division and a request from members to us 2 parks for rallies. There was discussion and consultation. It was established that there was a sufficient number of members from Division 4 prepared to transfer to make the division viable. There were members prepared to take on Committee positions for both divisions. A number of Division 4 members sought approval from the Executive Committee to commence another Division. A Motion was moved that THE EXECUTIVE COMMITTEE APPROVED THE ESTABLISHMENT OF DIVISION 6 OF THE RACV CARAVAN CLUB INC. This was Carried: Favour - 7 votes, Abstentions - 2 votes The cap on Division 4 was removed at this meeting. We are aware of people wishing to join we have suggested they wait until the COVID restrictions are removed and we can rally again. ANNUAL GENERAL MEETING This year’s Annual General Meeting will be held on line via Zoom. An email will be sent out with the link to connect to the meeting. You can connect using an electronic device or you can dial in and participate by using your phone. 4
MEMBERSHIP RENEWALS The Membership year starts 1st September and ends 31st August. You have 3 months grace to pay, after that time your membership will lapse and you will have to apply to re-join the club. You must be financial at the time of our AGM or Special General Meeting to have voting rights. The Membership Renewal form is contained in this Newsletter. To renew your membership deposit $48 into our Bendigo Bank account either use the Google form or fill out the attached form and forwarded it to our Club Secretary, email is good, post is fine. COMMITTEE NOMINATIONS Nomination forms for Divisional Committee positions are in this Newsletter. Please consider taking on a position to help your division. We are still looking for someone to take on the role of Club Treasurer John Stone has streamlined our processes and is willing to help a new member get started. ANNUAL GENERAL MEETING 2020 AGENDA ANNUAL GENERAL MEETING RACV CARAVAN CLUB NOVEMBER 15TH 2020 ZOOM ONLINE DUE TO COVID-19 AGENDA Confirmation of Minutes of Annual General Meeting held 17th November 2019. President’s Report. Adoption of Treasurer’s Financial Statement. Election of Office Bearers Election of Activities Director and Financial Review Committee. Election of Divisional Committees. Set the Entrance Fee and the Annual Subscription. Deal with any proposed amendments to the Constitution. Ratification of any changes to the By-laws. Other Business of which notice has been received. ELECTIONS In accordance with the rules and the Divisional organisation of the Club, nominations for the Office Bearers of the Club, namely: President, Secretary and Treasurer, closed with the Club Secretary on the 10th August, 2020. These nominations should be in the hands of the Club Secretary at least seven days before the commencement of meeting (ie Sunday 11th November, 2018). Nomination forms must be signed by the nominee, nominator and seconder in each instance. A nomination form is printed in this newsletter. Voting for each Divisional Committee will be confined to the members of each respective Division. MEMBERSHIP. 4.1 There shall be two Classifications of Membership of the Club, viz: Full Membership and Associate Membership. 4.2 Full Membership shall be open to any person who is – 4.2.1 a member of any of the membership categories of the Royal Automobile Club of Victoria (RACV) Ltd. ACN004060833; and 4.2.2 an owner or user of an approved vehicle; and 4.2.3 admitted to membership by the Executive after completing an Application form and agreeing to abide by the Constitution and By-laws of the Club, and 4.2.4 has paid the Entrance fee and Annual subscription as determined from time to time by the Executive. All such fees are payable in advance 7
4.3 Associate Membership shall be open to any person 4.3.1 who was previously a Full Member of the Club and has sold the previously owned Approved Vehicle,and 4.3.2 has paid the Associate Membership fee as determined by the Executive from time to time. All such fees are payable in advance. RIGHTS AND RESPONSIBILITIES OF MEMBERS 5.1 This Constitution and associated Bylaws shall be taken as a Contract between the Club and both classes of membership and their Partners in accord with Section 46 of the Associations Incorporation Reform Act, 2012 and as amended from time to time. 5.2 All Full Members of the Club and their Partners have the right to: 5.2.1 receive notice of all general and special meetings of the Club; and 5.2.2 receive a copy of the current Constitution and By-laws on joining and 5.2.3 submit items of business, on proper notice, to all meetings; and 5.2.4 attend and be heard at all general and special meetings; and 5.2.5 have proper access to all books of account, all minutes of general or special meetings; and 5.2.6 inspect the Register of Members. 5.3 All Members and Partners of the Club have the responsibility: 5.3.1 to conform to this Constitution and associated Bylaws; and 5.3.2 to behave in a manner as to not cause offence to other members or to other persons at all Club and Divisional functions; and 5.3.3 to, at all times, be responsible for the conduct of their family members and their guests at any official Club or Divisional function; and 5.3.4 to respect the rights and privacy of Members and their Partners concerning the improper use of information in accordance with the Act. 5.4 Associate Members shall 5.4.1 not be eligible for election to any Committee of the Club, and 5.4.2 not be eligible to vote on any Motion put to any Annual General Meeting or Special General Meeting, or any Divisional Meeting, but 5.4.3 shall receive a copy of the Club Newsletter when published. ANNUAL GENERAL MEETING 2019 MINUTES RACV CARAVAN CLUB OF VICTORIA INC. MINUTES OF THE ANNUAL GENERAL MEETING 2019 1. AGM held on Sunday 17th November 2019 at 10.00am 2. Welcome & meeting opened at: 10.05am 3.
