INTRODUCTION The purpose of this document is to set out the changes to the Security Plan that Rhythm & Vines Festival are proposing to make for the 2018 edition of the festival and to address system weaknesses identified during the R&V management debriefing process, as well as concerns raised by New Zealand Police at the 2017 Agency Debrief on the 22nd March 2018, at the Gisborne District Council offices. It is important to recognise that the changes set out in this document are not wholesale sweeping changes, they are improvements on the already successful operating procedures in place at Rhythm and Vines, as stated by all parties at the 2017 debrief. This document does not intend to cover all aspects of the festival security plan, purely the changes in operational procedure to feature in the 2018 Security Plan. R&V believes in partnership working with all agencies including the Police, and through effective co-ordination and co-operation the goals of all parties can be best achieved – which at the end of the day is a successful and safe R&V festival for Gisborne. SECURITY COMMAND AND CONTROL STRUCTURE The 2017 Rhythm and Vines Festival operated utilising 3 security companies: Concept Security, Multi Events Limited and Platform 4 Group. It is the intention of the festival to continue using these same companies, whilst recognising more co-ordination around the Command and Control structure under which these companies operate is vital to improving the delivery of the overall security plan. It is the intention of R&V to employ a dedicated Security Manager, reporting directly into the R&V senior management team and whose key duty is the co-ordination and delivery of the security plan, through liaison with the 3 individual security contractors. Key Responsibilities of the R&V Festival Security Manager are: • Responsibility for the delivery of the Security Plan as set out by R&V Senior Management. • Oversee Security Deployments and Scheduling • Oversee Security Staff Welfare eg: breaks, food, water, sanitary facilities • Oversee Event Ejection Centre • Keep Festival Management updated with all security related issues OPERATIONAL SECURITY CHANGES Dedicated Zones and Areas of Responsibility It has been noted that blurred lines caused through different security companies operating in the same area, can cause confusion and dilute the effectiveness of the overall security plan. Therefore it is intended to separate the areas and zones in which each security company works, giving them a clearer understanding and ownership of their responsibilities, in the hope of driving a more cohesive overall security team across the festival as a whole. Ejection Centre / Time Out Zone It is to be noted that it is the intention of R&V, for all customers to arrive, experience the festival and leave safely at the end of it. There is no desire to eject customers from the festival site without due cause. R&V will make every effort to maintain customers on site and only carry out an ejection if absolutely necessary. That being said, there are occasions where ejecting a customer is the only recourse for their actions and an ejection will be carried out, with the wellbeing of the person or persons being the primary concern. Due to the myriad of reasons why someone may need to be ejected, it is impossible to list these and the resulting actions for these, therefore the management of incidents and ejections is to an extent subjective to the person making the decision. It has been noted that in the past the subjectivity of the decisions around ejections has differed between the people making them. As a solution to this, following best practice from leading global festivals it is planned for R&V to have a centralised Ejection Centre / Time Out Zone that will be operated by R&V staff reporting directly into the Festival Security Manager, in order to get the continuity and consistency desired. Any customer who is to be reprimanded by security, will be taken to the Ejection Centre, whereby the incident can be logged and a decision made as to what the necessary outcome is eg: timeout / ejection / refer to Police / etc. Numbered Bibs With a large number of individual security personnel onsite, it can be difficult to identify individuals or even companies responsible for areas. In order to allow for feedback around staff, both good and bad, and to ensure communication around the site is at its optimum level it is planned that all security personnel will be issued and wear an easily identifiable bib with a unique ID number. These bibs will be issued at the start of the festival to each member of staff and kept in a log against their name. The log will be held in the Event Control Room. Text Help Line There is a growing concern worldwide around vulnerable people, mainly female, on their own at events. R&V takes their responsibility around keeping their customers safe extremely seriously and wants to take all reasonable steps to ensure R&V is seen as a safe place for people to come and enjoy themselves. In line with best practices at major festivals and venues around the world, R&V are looking to instigate a Text Helpline which will enable customers to communicate directly to festival management to alert them to issues or incidents, with the plan to reduce response times. SECURITY/ STAFF TRAINING AND BRIEFINGS It was noted at the Rhythm & Vines Management debrief, and also the Agency debrief on 22nd March that there was a concern raised by NZ Police around the level of training and briefings given to certain security staff for the festival. Whilst some elements of the Festival security team have been contracted to companies outside of Gisborne to bring specialist experience and knowledge into the festival, Rhythm and Vines is committed to retaining the provision of services from local staff and people, to ensure that the economic benefits of the festival are experienced by the people and region of Gisborne. The nature of the event security industry in Gisborne is small, and most people employed to work in this capacity at Rhythm & Vines do not do so as their primary job, and use it to supplement income and because of an enjoyment for working the festival. It is for this reason that Rhythm & Vines accepts responsibility for dedicating more time and resources into ensuring that the staff working on the festival are given the appropriate training and briefings to carry out the tasks assigned to them. Security - Certificate of Approval COA As previously mentioned a large number of the staff being provided to work in a security/ crowd management capacity do so not as their primary job, and as a result a large percentage will not have a COA and getting them to complete the course and get one is not economically viable for the individuals or the festival. Rhythm & Vines is completing a security review of the whole site and operations, identifying key positions which require the person to hold a COA and also matching best suited individuals to the roles. This will mean the security process will be position and task led rather than just simply having an agreed number of COA guards. This will allow us to identify non COA positions for those who are more suited to a steward/ usher customer service role. As an example positions which would require COA are (any position where it may be necessary to go hands on with a customer for whatever reason): • Search teams • Response teams • Stage Barrier Teams Examples of positions not requiring COA: R&V Live Nation Limited SITE | 75 Waimata Valley Road | Waiohika Estate | Gisborne P a g e |5
• Internal pass check points • Ushering/ customer service roles • Internal guarding positions eg: dressing rooms, mix positions, BOH areas Responsibility for carrying out this process pre-event lies with the Rhythm & Vines senior management and the individual security contractors. Responsibility for ensuring the plans are being executed during the event period will lie with the R&V Festival Security Manager. Lists of COA staff will be made available to the Police, however some flexibility has to be maintained due to staff changeouts. Final lists will be submitted no later than two weeks out from the event date. (Friday December 14th) Offsite Training/ Best Practice Training Rhythm & Vines has recently completed a deal with the world’s largest promoter Live Nation Entertainment. As part of the deal there is the opportunity to take some of the key senior staff from the Concept Security team to Auckland to visit Spark Arena and gain some on job experience and get a sense of some best practices from the country’s largest and busiest entertainment venue. Job Description/ Position Briefing Sheets In order to ensure staff have a better understanding of the role they are being asked to carry out. The R&V festival management team will develop and produce individual briefing sheets for each position onsite which will be secured in place at each staff position, therefore taking away the reliance on staff not losing briefing documents or the key messages not being given out at face to face briefings. These briefing sheets are not intended to replace supervisors briefings, but compliment and reinforce them. Onsite Training/ Briefings Central to this new dedicated focus on training is the briefing of individual positions and responsibilities to the staff members that will be carrying out the roles. Following best practice at major festivals and venues around the world, briefing documents will be produced for each role and position at the festival and given to staff prior to starting their shifts. This briefing will also be delivered verbally by the individual security contractors and monitored by the R&V Festival Security Manager. Training Sessions by NZ Police It was discussed at the agency debrief that there had in the past been an offer from the Police to assist with training staff, which hadn’t been taken up. Moving forward the R&V Security Manager will work with NZ Police to help develop content and deliver this training to staff. As previously mentioned R&V festival truly believe that only through effective partnership working with all agencies can a successful and safe event be achieved, so would be delighted to work with the Police on delivering these new security initiatives and getting the security provision to a level that is fitting of the biggest music and camping festival in New Zealand, and at a level to be expected by all parties involved.
