CONTEXT With the current COVID-19 / Novel Coronavirus outbreak proving to be a situation that has led to disruption in businesses and general way of life amongst all individuals, the authorities have laid out safe distancing and safe management measures in order to minimise the spread of the virus in a bid to ensure that infection rates will continue to drop and, ultimately, be fully contained. As a transport provider, Westpoint forms part of the essential frontline services that ensure business continuity for its many customers. As such, the safety and health of its staff, passengers, and partners are of paramount importance. To that, the company has set out a 5-pronged plan - laid out in this procedure manual - to ensure not only compliance with regulations, but the preservation of wellbeing for all that work within / are served by the Westpoint network.

MASK WEARING • In line with national requirements, it is mandatory for all Westpoint’s employees (drivers, bus attendants, onsite employees) and employees of sub-contractors to don masks while performing their duties, as well as when commuting to and from their workplace. • The company provides all employees with masks to ensure a daily change, as well as additional pieces in the event of an emergency (tear, snapping of mask’s straps, etc.); and keeps a record of all issuances to ensure that every employee is provided with the needed equipment. • Site supervisors are also provided with masks in the event that passengers do require some - but only in genuine emergencies, as it is the duty of the individual and respective Example: Masks issuance record company to provide these necessary equipment

SAFE DISTANCING SEAT MARKERS • To ensure safe distancing between passengers, alternate seats on all buses must be marked with coursed-out labels / red-and-white tape to demarcate no-sitting areas. • Specifically, each row of seat/bench can only allow for a maximum 1 passenger (instead of the usual 2 passengers per bench) to ensure that all individuals onboard are seated at least 1 metre apart.
SITE SUPERVISION & CHECKS • As part of ensuring measures are complied with, Westpoint’s site supervisors are to conduct regular checks across all pick-up and drop-off locations twice-daily. • In addition to standard safety and operational checks, site supervisors are to also monitor the following: • Physical distancing between passengers while embarking or disembarking from the vehicle • Ensuring compliance with safe distancing seat markers • Checking of drivers’ / staff members’ donning of masks • Checking availability of hand sanitisers • General cleanliness of vehicle interior • To record any incidences of non-compliance within daily report to Safe Management Officer (SMO) • Assist with temperature-taking amongst passengers (where applicable)

2. FLEET SANITIZATION
VEHICLE CLEANING & DISINFECTION 1. ALL buses plying routes under Westpoint must be cleaned and sanitised twice-daily with KLENCO SANIFECT (High-level Example: Sanifect issuance record disinfectant), specifically high-touch surfaces such as: • Grab poles; • All seats (passengers’ and driver’s included); • All window panes; and • Driver’s dashboard and instrument cluster 2. Drivers are to also clean high-touch surfaces with the use of sanitised wipes. 3. Westpoint will be providing all bus drivers with the necessary sanitisers and wipes. 4. All Westpoint buses are to report to Westpoint HQ for deep cleaning as per routine schedule provided.
VENTILATION OF BUSES To ensure that buses are well-ventilated, all bus drivers are to implement the following ventilation schedules: • All buses are to be ventilated upon: • Before start of trips; • After end of trips; and • Each round of complete disembarkation of passengers • The duration of each ventilation is to be carried out for at least: • 5 minutes during peak hours; and • 30 minutes during off-peak hour
HAND SANITISERS 1. All buses plying routes under Westpoint will be provided with a bottle of hand sanitiser - to be made available to all Example: Hand sanitisers issuance record incoming passengers and staff members. 2. It is the responsibility of each driver to check to ensure adequate amount of sanitising solution is available in the on-board bottle for the next day after the end of his/her shift. 3. Site supervisors will also carry a contingency bottle of sanitising solution in the event of an emergency. Note that should a check be conducted by the site supervisor where the hand sanitising dispenser is found not to be present, or contains insufficient amount of solution, the matter will be considered as a non-compliant event.

3. HEALTH MONITORING
TEMPERATURE-TAKING Example: Westpoint staff température log sheet ALL Westpoint staff members, including drivers, bus attendants, site supervisors, mechanics, and office staff members are to check and record their bodily temperature on a twice-daily basis. They are to update the internal company staff temperature log through: • Office staff: log sheet provided by the SMO daily • Offsite staff: provide log through company’s internal WhatsApp group chat Please note that a failure to do so will be regarded as a non- compliance event.
UNWELL EMPLOYEE In the event that a Westpoint employee feels unwell, 1. He/she is to report immediately to his/her in-charge, even if symptoms may appear to be mild. A. The in-charge is then required to report the matter to the SMO, who in turn will record the incident and identities of the nearest colleagues within the office compound, as well as any individuals that had come into contact with the unwell employee. The SMO is also to establish communication with the unwell employee via Whatsapp/SMS to receive updates on the condition of the employee. 2. The employee is to consult a doctor immediately if physically able to. The recommended clinic for all Westpoint employee is Dr. W.K. Koo Clinic, Jurong Point 1 Jurong West Central 2 #01-16A/16B Singapore 684446 Tel: 6792 2669 3. If the employee is incapacitated or falls unconscious, the office is to be cleared immediately of all employees except for those attending to administer medical aid. The SMO is to call 995 for an emergency ambulance to transport the unconscious employee to the nearest hospital.

4. REPORTING & COMMUNICATIONS

EMERGENCY COMMUNICATION All Westpoint staff members, as well as staff members of sub-contracting companies are to check the WhatsApp group chat/Short Messaging System (SMS), as well as email accounts periodically for updates deployed by Westpoint. VISITOR MONITORING To aid contact tracing and recording of all visitors to Westpoint HQ premise, the following measures have been implemented with immediate effect: • Minimise all physical meetings at Westpoint Transit’s premises to only those of critical nature; • Where physical meetings are absolutely necessary, individuals must maintain a distance of 1 meter apart from each other and minimise number of participants at the meeting. • All employees are reminded that upon entering and exiting of Westpoint Transit’s premise, your visitor/guest must check in and out using the SafeEntry visitor management system. Please note that a failure to do so will be regarded as a non-compliance event, and may result in disciplinary action being taken by the company and/or relevant authorities.

CONTINGENCY: CONFIRMED CASE In the event that a confirmed/positive COVID-19 case emerges from Westpoint HQ OR involves an onsite staff member, the immediate next steps are to be taken are: 1. The SMO is to immediately ensure that the office area where the employee was located at is evacuated, with all employees to gather their belongings, and all essential work documents securely stored. 2. Employees are then to evacuate to the front gate of Westpoint’s premise. In the event of wet weather, employees are to gather at the carpark area in front of the office section. A. All individuals are to wear masks and keep a distance of 1.5m apart from each other at all times. 3. The SMO is to conduct a head count, and check on the wellbeing of all remaining employees. 4. All employees who have come into close contact with the patient are to exercise self-quarantining measures, and work from home with immediate effect. They are to report twice-daily temperatures to the SMO, who will log these as records. 5. In the event of a subsequent confirmed case, steps 4 – 7 are to be repeated.
CONTINGENCY: CONFIRMED CASE As the company’s premise will likely be locked down or closed for deep cleaning, the procedural steps to ensure operational continuity are: 1. ALL office staff members to work from offsite and/or separate venues, including critical functions (Operations, Workshops) 2. The SMO to liaise with the relevant authorities to ensure compliance on closing of office premises, ands subsequent investigations and undergoing of sanitising / cleaning upon clearance from the authorities. 3. Essential functions - diesel pumping: Operations to activate contingency fuel pump site partners to kickstart bus license plate list update and payment card activation immediately; and notify all drivers 4. Essential functions - Bus repair works: Operations to activate workshop / repair shop suppliers to stand by facility for Westpoint usage 5. All customers to be notified as soon as feasibly possible on situation, and twice-daily updates to be blasted through SMS to key stakeholders by Operations team
