Municipal Council ADMINISTRATION Richmond County Municipal Council Message from the Warden Winter is fast approaching. With the new council in place, I am excited to work together on many initiatives, new and old. With the help of our partners, such initiatives include extensions to Water and Sewer, building of a new Water Treatment Plant, Tourism, Policy review and a Strategic Plan. Beginning this year, we will establish Policy and Auditing committees that will include two to three members from the public. We will also begin publishing our expenses on- line to commence a new era of transparency and renewed confidence in our council. It is my goal that by including the public on committees and opening up question period at Council and Committee meetings, we will provide opportunities to engage our residents on the wide array of issues relevant to Richmond. I would like to draw attention to the upcoming Richmond County Winter Festival activities, being held between January 16th and February 19th, 2017. Come out to celebrate our wonderful county of Richmond! I hope that you and your families enjoyed safe, tranquil Holidays and I wish you good health and prosperity in the New Year! FINANCE General Information General Information Department of Finance and Taxation The Finance Department is responsible for coordinating all the financial activities of the Municipality of the County of Richmond. The major areas of responsibilities of the Department are property taxation, other source revenues, accounts payable, payroll, budgeting, accounting and financial management. Accounting The Finance Department is responsible for accurate reporting and for timely presentation of financial information to management, department heads and Council. Consolidated Financial Statements are preapred and then audited by an independent Registered Municipal Auditor for the Province of Nova Scotia. The Municipality of the County of Richmonds fiscal year runs April 1 to March 31. Property Tax Bills Tax and Area Rates Property tax bills will be mailed out on JUNE The 2016-2017 Residential tax rate for the Municipality April 3, 2017 and will be due on of the County of Richmond is $0.80 per $100 of 1 June 1, 2017. assessment. Water and Sewer Bills Property Tax Billing and Interest Rates Water and sewer bills are sent quarterly with billing dates of April 1, July 1, JAN. The Municipality’s tax bills are issued on the 1st of April October 1 and January 1. and September and are due on the first working day of 31 June and November. The next Water & Sewer Bills will be sent out January 3, 2017 and will be due on All taxes not paid by the due date accrue interest at a January 31, 2017. These grants are designed to be developmental in nature; to help initiate a new program, to improve and expand an existing one and/or to increase participation. The grants are also designed to promote self-help on the part of community groups; in no way are they intended to create a dependence on municipal funds for the continuance of a program. 1. Start-Up Grant - This grant is available to any new group that is just starting and has not received assistance from the Department previously. 2. Program Development Grant - This grant is available to existing groups to initiate a new program or service, or further develop, expand or improve an existing program or service. 3. Leadership Development Grant - This grant is available to existing groups to help upgrade or increase its leadership. Emphasis will be placed on improving the quality of existing leadership and establishing new leadership. 4. Special Event Grant - This grant is available to existing groups to assist with the expenses of a particular event. One grant per event only. Priority will be given to events that are County-wide in nature. 5. Annual Program Assistance Grant - This grant is available to existing groups to provide assistance for general program activities on a yearly basis. Snowshoe Rentals The Recreation Department has purchased a quantity of snowshoes with poles that we will be renting out to residents during the winter months. The cost to rent a pair of snowshoes is $1/day and they can be rented for a maximum of one week. For more information please call 902-226-2400. PUBLIC WORKS Emergency Management Organization EMO/Notices Emergency Preparedness Fact Sheet Emergency officials work to ensure the readiness of our communities,municipalities and province in an emergency event. However, individuals alsohave a responsibility to ensure their own safety and that of their family. Being prepared means: • Knowing the risks, • Preparing a plan, and • Getting a kit Knowing the risks Being aware of the potential risks we face in Nova Scotia can help individuals bebetter prepared should an emergency occur. People may find it helpful to make a list of these risks and think about how these might affect them and their family. Preparing a plan Everyone needs an emergency plan. It will help them to know what to do if anemergency should occur. Getting a kit Being prepared for an emergency also means having the necessary supplies on hand. When preparing an emergency kit individuals should consider specific needs and requirements such as baby formula or medications. To find out more about how individuals can be better prepared for emergencies, visit www.gov.ns.ca/emo . WINTER STORM PREPARDNESS This winter when you hear of a major winter storm hitting our area. You should anticipate for a power outage - Ensure if you have a generator its in working condition and topped of with fuel. - Your generator must be located in a well ventilated area to avoid Carbon Monoxide poisoning. - Know where the closest Emergency Relocation Centre is located in your area. - Emergencies call 911. - Any concerns or questions during the power outage contact your local fire department. - Keep a close eye on neighbours that are elderly or have health issues. - Be very careful when using candles, propane heaters or lanterns.
