PUBLIC WORKS
Operational Updates:

Building Inspections
   • The next Sign Control Board meeting is scheduled for March 10, 2022.
          o Navy Federal Credit Union, located at 280 W. Highway 67, is requesting
              approval for additional signs on the south and east elevations of the
              building.
          o Giant Sign, representing Automann, is requesting approval for an additional
              monument sign at 1250 N. Duncanville Road.
          o Hancock Sign Co., representing Auto Savvy, is requesting approval to
              increase the maximum area allowed for their highway sign at 611 E. I-20.
   • A total of 1,771 single-family rental properties are registered to date; twenty
      properties were registered since the last update. Thirty inspections were
      completed since the previous update; twenty-two passed and eight failed. The
      primary reason for the failures was a lack of access to the property (an inspection
      was scheduled, but no one was there to allow access). Fifty-six Residential
      Certificates of Occupancy were issued since the last update, and a total of 817
      Certificates of Occupancy have been issued since the inception of the Single-
      Family Rental Registration Program.

   •   Since the start of active lien collection in 2019, $364,427.48 has been collected.
       $780.94 was collected this past week, and a total of $13,257.61 has been collected
       since January 1, 2022.

Street Division
   • Repaired street pavement at 302 Harrington and 224 Merribrook Trail.
   • Repaired utility cut at 318 Melody.
   • Inspected sixty-two inlets, cleaned twenty-three inlets, and removed 4.75 cubic
       yards of trash and debris.
   • Marked twenty-two ROW locates in advance of franchise utility work.
   • Repaired sidewalks at 306, 313, 321, and 325 Merribrook Trail.

Traffic Division
   • Pedestrian Crosswalk at Santa Fe and Wheatland – traffic signal work and
       crosswalk markings are complete.

Utilities Division
    • Water usage was 30.165 MG this reporting period, February 28 – March 6, 2022,
        up from 28.735 MG the previous week. The daily peak water demand occurred on
        Tuesday, March 1, 2022, when 4.394 MG was used. There were 0.0 inches of
        precipitation this reporting period.
    • There was an estimated water loss of 811,546 gallons of water, fourteen hydrants
        were flushed, and thirty-three valves were exercised.
    • There was one service line repaired, and one water main break repaired.
    • Crews responded to four sewer calls and cleaned 17,325 feet of sewer lines in the
        Fairmeadows Addition.
    • Set a new 1” meter for a new residential construction.
    • Completed 30+ ROW locates for contractors.
    • The Solid Waste Division distributed four recycle bins this week. For future
        dispersal, an additional fifty bins were ordered from Republic Services. Three calls
        were received regarding the March 26, 2022, Operation Clean Duncanville event.

CIP Construction
   • Green Tree Lane Water & Wastewater Improvements – FM Utilities is
      substantially complete with project construction. The City performed a pre-final
      walkthrough with the contractor, and this week they are completing items on the
      punch list prior to a final walkthrough.
   • E. Danieldale Road Reconstruction and Utility Improvements (Main Street to
      US-67) – Pavecon has completed all westbound lane paving except a few small
      locations. Traffic was transitioned to the recently paved northbound lanes of S.
      Main St., and subcontractor FM Utilities began the water and wastewater
      improvements under southbound lanes. We estimate all utilities under the
      westbound lanes will be completed by the end of the week. The sidewalk
      subcontractor completed much of the westbound trail and retaining walls.

   •   The Highway 67 Green Ribbon Construction Project – Work continues on the
       Green Ribbon Project. Construction commenced on October 11, 2021, with an
       expected completion scheduled to occur in April 2022. In addition to site and
       irrigation improvements, the contractor is installing piers for the Wintergreen Road
       monument. Landscape planting is expected to occur in March of 2022.

   •   Fire Station #1 – Staff and BRW Architects conducted a review of the 50%
       Construction Drawings on November 4, 2021. Staff met with the architects on
       December 30, 2021, and the 95% Construction Drawing review was held on
       February 17, 2022. The construction award is scheduled for Spring 2022.
       Construction completion is scheduled for Summer 2023.

Other Construction
   • ONCOR Transmission Line Work at W. Camp Wisdom Road and N. Cedar
      Ridge – On July 29, 2021, staff met with ONCOR to discuss the upcoming project
      to replace transmission lines along Camp Wisdom Road. Starting from the
      substation on W. Camp Wisdom Road to N. Cedar Ridge Road, the transmission
      lines will relocate from the north side of the road to the median in order to
      prevent significant vegetation removal in front of the homes. This project is
      expected to start in Spring of 2022.

   •   ONCOR Line Work in the vicinity of Downtown District – ONCOR is planning
       electrical line upgrades along Daniel Street, Main Street, Center Street, Freeman
       Street, and Wheatland Road. The upgrades intend to improve the electrical
       system’s capacity in that area. Work is expected to start in Winter of 2022.

   •   TXDOT I-20 Construction Cockrell Hill Road to Hampton Road – TXDOT is
       planning to construct new service roads and ramps from Cockrell Hill Road in
       Duncanville to Hampton Road in Dallas to include new bridges across US-
       67. Following City Council Resolution in August, TXDOT is planning to relocate
       Cockrell Hill Road Texas U-Turn from the northeast side of the bridge (not desired)
       to the southwest side of the bridge (desired). The project was awarded at
       beginning of December. The Pre-construction Meeting with TXDOT and the
       Contractor was held on February 1, 2022. The contractor, Austin Bridge & Road,
       anticipates starting construction in April of 2022, with an estimated completion date
       of November, 2024.

POLICE DEPARTMENT
PERSONNEL
  • Officer Ralston Marshall is currently in his first phase of field training and
    progressing as expected.
  • Officers Ryan Peterson and Reagan Goodwin have graduated field training and
    will be assigned to a patrol shift once the mentoring phase concludes.
  • Officer Gaston Banks is currently in field training and progressing well.
  • A police entry-level, civil service exam will be given on March 19, 2022. Those
    wishing to test must have an application card on file by 3:00 p.m., March 11,

  • Personnel attended the hiring expo at Dallas Market Hall on March 1, and another
    recruiting event at Sam Houston State on March 2.
  • We currently have six openings.
  • Recruits Saul Vara and Brandon Dunn began the Dallas County Sheriff’s Office
    Police Academy on February 7, 2022, and are doing very well.

FIRE DEPARTMENT
   •   The Fire Department responded to 144 calls for service in the past seven days,
       which included:

                     ▪   96 EMS calls
                     ▪   9 motor vehicle accidents
                     ▪   1 building fire in Duncanville
                     ▪   2 vehicle fires in Duncanville
                     ▪   1 grass fire in Duncanville

   •   The Department held a Civil Service entrance exam on March 5. Twenty-four
       candidates passed the exam, and they now have two weeks to return their
       background packets. The department currently has four vacancies.
   •   Promotional exams for EMS Division Chief, Captain, and Fire Engineer have been
       scheduled for the end of March.
   •   EMS Division Chief Mike Ryan will begin his service as Fire Chief for the City of
       Corsicana on March 14. Chief Ryan’s last day with the City of Duncanville was
       March 11, and a reception was held for him on March 10 at the Senior Center.
       Chief Ryan served the Duncanville Fire Department for over 27 years, achieving
       the ranks of Firefighter/Paramedic, Fire Engineer, Captain, and EMS Division
       Chief. Chief Ryan’s outstanding knowledge of Fire and EMS will be greatly missed
       in our department, but we are extremely excited for him to pursue this new
       opportunity. We wish Chief Ryan all the best in Corsicana!

Economic Development
  • Received a statement of interest for the property known as Project Audit.
  • Met with DRC and a potential business owner seeking assistance.
  • Project meeting with Mayor and City Manger discussing regional Transit system
     for Duncanville.

  • Provided update and presentation on 609 W. Danieldale to City Council.
  • Meetings with UTSW and BSW on job hiring event scheduled for April 27th at the
     Duncanville Field House.

FINANCIAL SERVICES
Finance Director:
      • Water Rate Study
      • Compensation Study
Utility Billing:
    • The Utility Billing department started sending out letters to all customers on
        March 2, 2022 regarding the start of Water disconnections on April 12, 2022 and
        Penalties will resume on March 25, 2022.
    • The Utility Billing departmen is also preparing for the transfer process for record
        retention within our department.
    • Due to the Winter closure days in February, the field crew got behind on daily
        readings needed for all customer accounts and they plan to be back on track by
        Friday, March 11, 2022.

Municipal Courts:
  • This week, the Municipal Court clerks began Texas Municipal Courts Education
     Center training for certification hours. The training runs through June of 2022.
  • The court will resume in-person hearings in April. Virtual hearings will be available
     to the vulnerable population or by request. Requested virtual hearings will require
     a waiver to an in-person hearing.

PARKS AND RECREATION
Parks:
   •   Keep Duncanville Beautiful is hosting our Annual Garden Workshop in-person &
       online this Saturday, March 12, 2022, at the D.L. Hopkins Jr. Senior Center from
       9am – noon.
   •   Assistant Director of Parks and Recreation, Timothy Hamilton, took part in the in-
       person GCAA judging hosted by Keep Texas Beautiful in Austin, TX as part of
       his board member duties.
   •   Interviews/application reviews are ongoing for the Crew Leader – Irrigation, Crew
       Leader – Parks, Irrigation Technician, and Skilled Maintenance Worker –
       Horticulture open positions. We are short 4 full-time employees and/or 25% of
       the Parks Division staff.

Fieldhouse:
   1. Waiting on the “Notice to Proceed,” to schedule Green gym shot clocks.
   2. We received the “Notice to Proceed” for our PA System. We are now working
      with the vendor to schedule the installation.
   3. Fieldhouse Phase II improvements status update:
   • Working on a detailed cost estimate to finish the project:
          o Light wall and lighting around the Plaza fence.
          o Tables and chairs.
          o Concrete overlay.
          o Security cameras.
          o Marketing and entryway signage.

Senior Center:
  • Staff continues to routinely sanitize the facility and equipment.
  • The Senior Center continues to offer curbside meal pickup, deliveries, and dine-
      in. For more information, contact the Senior Center at 972-707-3864.
  • Meal Update: DAAA – Breakfast (only) for seniors has been temporarily canceled
      due to the lack of federal funds. DAAA has informed the center that they anticipate
      additional funding becoming available soon to offer the breakfast meals again.
      Seniors looking for additional meals are being referred to DAAA for individual
      assistance if needed, as well as area food banks and mobile food pantries. This
      does not affect the lunch meal program.
  • New Class! The eceramic class class meets every Thursday from 6:00 p.m. to 9:00
      p.m. The cost is $18 for the month.
  • On Friday, March 4, Ana Thornton from Cigna hosted a Healthier Together
      seminar. This event focused on mental health and practical steps to becoming a
      better you. Topics included proper diet and exercise, adequate sleep, hobbies,
      meditation, and counseling. Those in attendance also received a Subway
      sandwich. A special thank you to Ms. Thornton for teaching this workshop.

  • Staff continues to routinely sanitize the facility and equipment.
  • New Class! Yoga – Fee $15.00 Daily drop in, $36 weekly. Meets Monday,
     Wednesday, Friday – 7:00 – 8:00 pm.
  • New Class! Tumbling – Fee $60.00 a month. Meets Wednesday – 6:00 pm –
     8:00 pm
  • Open play volleyball continues to draw a crowd. Join the fun every Friday from
     5:00 pm – 8:00 pm. $5 daily pass. Free for Recreation Center members. For

Easter Egg Hunt at Armstrong Park – Saturday, April 9, 2022 | 11:00 a.m. – 2:00 p.m.
The City of Duncanville Parks and Recreation Department has big plans for this year’s
Easter Egg Hunt, and everyone is welcome! The Easter Egg Hunt will feature over 8,000
eggs filled with tasty treats and goodies, fun games for the kids to enjoy, bounce houses,
music, and of course, the Easter Bunny! Be sure to bring the camera to capture special
moments in one of our most beautiful parks!

Princess Tea Party – Saturday, April 23, 2022 | 11:00 am or 1:00 pm
Duncanville’s first ever Princess Tea Party is an event the whole family will enjoy! Escape
to a magical world of fun, laughter, and amusement. Music and videos will grab the
attention of attendees while Disney characters sing songs from your favorite
movies. Snacks will be served, and guests will have the opportunity to visit one-on-one
with various characters and, of course, take photos! The cost for the tickets is $15 per
child and $10 Per adult.Tickets can be purchased at the Duncanville Recreation Center

        Website Redesign Updates
    •    A part of the process of moving to a new website is the creation of a migration
         document that will provide Intrado with a list of pages and their URLs. This
         document will help them organize the new website according to the redesign.
    •    Intrado has provided some feedback to this migration document, which will help
         ensure that the migration goes well.
