"Program" is the issue or issues that will be the central focus of work for a League for a specific time period. Leagues at each level—national, state, local—select a "program" PROGRAM PLANNING? WHAT'S PROGRAM? Why? Selecting a program keeps the League focused. Focusing brings results. If other needs arise, we adapt and our focus may change.
PROGRAM PLANNING: WHAT IS IT? Program Planning is the heart of the League's commitment to grassroots participation. Program Planning is an opportunity for members to recommend to their local, state, and national boards which issues are most important to them.
PROGRAM PLANNING PROCESS How it works... Did you know? Local Leagues gather. LWVUS holds its convention in even Members discuss and weigh issues. years. BUT WAIT! THERE'S MORE!!! Program Planning is also an opportunity for each League to tell the LWVUS which other issues concern our League. If enough Leagues have the same concern, the LWVUS Board may decide to recommend other issues to the delegates at convention.
OTHER TIMELY ISSUES The LWVNY would like our League to voice support for concurrence on two issues: ▪ Healthcare ▪ Digital Equity
REACHING MEMBER AGREEMENT CONSENSUS OR CONCURRENCE? Before the League can take action, members must agree in broad terms on what they think about various aspects of the policy issue. The nature of the issue will affect how it is studied and how positions are reached. The technique most often used in the League for The board usually selects the method to be used: reaching member agreement is CONSENSUS by group ✓Consensus (where agreement is reached using discussion. It is not a simple majority, nor is it unanimity; League responses to specific questions) or rather it is the overall sense of the group as expressed ✓Concurrence (where agreement or a vote on a through the exchange of ideas and opinions, whether in a pre-stated position is required) meeting of the full membership or a series of smaller discussion meetings.
REQUESTS FOR CONCURRENCE UPDATE TO LWVUS HEALTHCARE POSITION Why support? Adding the proposed new language to LWVUS Health Care Position will not require outlay of resources by either local Leagues or LWVUS. Concurrence will support of our Diversity, Equity and Inclusion (DEI) efforts by allowing Leagues to support improvements to our health care system that will benefit poor, BIPOC, rural, and other socially and economically disadvantaged residents. REQUESTS FOR CONCURRENCE DIGITAL EQUITY Why Support? Concurring with the LWV Connecticut's position at Convention would— give the LWVUS a much needed position on what is now usually termed “broadband access” without requiring any outlay of resources by either local or state Leagues or LWVUS. support our Diversity, Equity and Inclusion (DEI) efforts by enabling all Leagues to advocate for Digital Equity, and support the campaign for Making Democracy Work® by enabling advocacy for the public’s access to local and state government activities via digital and other community access and public affairs media.
