What is Title I? What services are provided by Title I? What students does Title I serve? How are Title I students identified? What is the timeline for Title I services? Title I is the largest federally funded kindergarten through 12th grade educational program. Authorized by WHAT IS Congress, Title I provides supplemental funds to school districts to assist schools TITLE I? with the highest student concentrations of poverty to help ensure that all children meet challenging state academic standards.
WHAT IS TITLE I? (continued) Federal regulations require that districts provide access to academic support services in private schools that qualify to receive Title I funds. Academic assistance includes remedial reading and math tutoring services that support the regular instructional program for eligible students in qualifying private schools.
SERVICES PROVIDED BY TITLE I Tutoring in Reading and Math Third-party provider (currently Catapult Learning) provides tutoring services at 22 private school campuses Parent Involvement/Family Engagement Parent education sessions, take-home reading and math materials, invitations to participate in district- sponsored events, newsletters, etc. Professional Development Decisions regarding the delivery of services are made annually through consultation
Homeless Students Identified homeless students automatically qualify for Title I services Section 725(2) of the McKinney-Vento Act, as amended by ESSA, defines “homeless children and youth” as individuals who lack a STUDENTS fixed, regular, and adequate nighttime residence, including: Children and youth who are sharing the housing of other SERVED BY persons due to loss of housing, economic hardship, or a similar reason; are living in motels, hotels, trailer parks, or camping TITLE I grounds due to lack of alternative adequate accommodations; are living in emergency or transitional shelters; or are abandoned in hospitals. Children and youth who have a primary nighttime residence that is a public or private place not ordinarily designed for, or ordinarily used as, a regular sleeping accommodation for human beings.
STUDENTS SERVED BY TITLE I (continued) Homeless Definition (continued) Children and youth who are living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings. Migratory children who qualify as homeless because they are living in circumstances described in this definition.
STUDENTS SERVED BY TITLE I (continued) Migrant Identified migrant students automatically qualify for Title I services Migratory Child – a child or youth who made a qualifying move in the preceding 36 months as a migratory agricultural worker or a migratory fisher; or with, or to join, a parent or spouse who is a migratory agricultural worker or a migratory fisher.
Student must live in a Title I public school attendance area. STUDENT Student must meet the educational IDENTIFICATION criteria on a multi-criteria checklist. FOR Student must be at risk of failing to TITLE I meet State Standards in reading and/or math. SERVICES Parent must be informed of the student’s qualification for Title I services.
TIMELINE OF TITLE I SERVICES • Title I services for students in private schools begin at the same time as Title I services for students in public schools. • Tutoring schedule is decided upon through consultation with each participating private school.

TITLE I FUNDING FOR PRIVATE SCHOOLS Proportionate share must be calculated before any allowable expenditures or transfer by the District Proportionate Share Formula: District determines the participating public school attendance areas District determines number of children from low- income families residing in each participating area who attend public and private schools District determines proportion of children from low- income families residing in each participating area who attend private schools District applies the private school proportion to the District’s total Title I allocation to determine the equitable services proportionate share

POOLING FUNDS AND CONSOLIDATING FUNDS POOLING FUNDS Schools combine funds as opposed to each school receiving a separate allocation CONSOLIDATING FUNDS Title I funds remain separate, but multiple programs may coordinate their funds to provide equitable services (braiding funds)
Participate in ongoing consultation. Designate a coordinator to handle Title I responsibilities. Establish a dedicated space for tutoring. PRIVATE SCHOOL’S Encourage teacher/staff support. RESPONSIBILITIES Submit required paperwork in a timely manner. Comply with all federal and state laws and requirements.
PRIVATE SCHOOL’S RESPONSIBILITIES (continued) Sign and abide by all contracts and agreements. Attend Title I meetings for private schools. Apply annually to continue participation in Title I program. Maintain required paperwork for current year plus five previous years.
A private school official shall have the right to file a complaint with the SEA when the official deems that the LEA has not engaged in consultation that was meaningful and timely, COMPLAINT has not given due consideration to the views PROCEDURE of the private school official, or has not made a decision that treats the private school students equitably. (ESEA section 1117(b)(6)(A)).
If you are interested in participating in the Title I program during the 2021-2022 school year, complete the “Intent to Participate” form and check the “Title I” box. Submit all applicable forms to Amelia Durst by Friday, February 26, 2021. NEXT The district Title I office will contact you to confirm your interest in the Title I program. STEPS Complete the whole school roster and send it to the district Title I office. The district Title I office will review your roster and will send you an income verification packet if your school does not participate in the National School Lunch Program.
Return the completed income verification forms to the district Title I office. NEXT The district Title I office will notify you of your Title I allocation for the 2021- STEPS 2022 school year. (continued) Service Delivery Plan Meetings will be held in August (individual meeting at each school).
