Thurston Fire Authority.................................. 38 Position Descriptions Port Commissioners: Port districts are empowered to levy taxes, promote economic development, create incidental park and recreation facilities, and adopt and enforce regulations for moorage and toll facilities. The commissioners set objectives, policies, and overall port direction through comprehensive plans. City & Town Councils: Thurston County has two types of city government: council- manager or mayor-council. Under both, the council is the legislative and policy making body. School District Directors: Five directors make a board whose responsibilities include: budget, policy development, curriculum approval, planning and communications for the school district. Fire District Commissioners: Commissioners oversee districts that provide fire prevention services, fire suppression, emergency medical services and the protection of life and property in the county. With voter approval, they may issue bonds and make excess levies. 2
A message from Auditor Mary Hall Dear Voters, Despite the COVID-19 pandemic, 2020 was a great example of how our election system works best. Last year we saw record turnout. We had 75% turnout the day before Election Day and almost 84% when we certified. The number of registered voters in Thurston County surpassed 200,000. We mailed our ballots earlier than normal due to a USPS reorganization and voters returned them promptly. We improved transparency by live-streaming the Ballot Processing Center so you can watch in real time. Despite how well our election system performed last year, I know our democracy is fragile. Voters like you are the glue that holds it together. In Thurston County you can be confident your elections are free, fair, safe, and secure. Democracy works when people show up by voting. Many voters in Thurston County were first time voters last year. Congratulations! This year I hope you will continue to be a voter. And while last year’s elections got a lot of attention and participation, this year’s elections are also important! The candidates on the ballot this year are the closest government to you. Mayors, City Council members, Port Commissioners, Fire Commissioners, and School Board members will be making a lot of important decisions on your behalf. Issues that you care about, like access to housing, homelessness, environmental protection and education, are all impacted by the people on this year’s ballot. This Voters Pamphlet contains information on local elected offices, what each office does, and information submitted by the candidates themselves. It provides an opportunity to get to know the candidates. Once you have returned your ballot you can be sure it will be counted. I value our Vote-by-Mail environment and the strong rules and laws that govern our elections in Washington State. Because we check the signature on every ballot envelope, we know each ballot we count was filled out by the intended voter. Our signature checkers are trained by the Washington State Patrol Fraud division. Our election system in Washington State is as close as you can get to a perfect balance between access to voting and security of elections. Remember, you can register to vote up to 8:00 pm on Election Day. DEMOCRACY CALLING: OBSERVERS NEEDED. Thurston County Elections needs you! Observe our pre-election test and post-election audit! What is a Post Election Audit? A Post Election Audit is conducted to ensure that the tabulation system is counting ballots accurately. In accordance with state law, it’s conducted no later than 48 hours after Election Day. Three precincts are chosen at random. One race or measure is selected for the audit. Those ballots are ran through the scanners and a report is printed from the tabulation system. The results are placed into an envelope and sealed. The ballots are then hand counted for the specified race/measure to ensure they match the machine count. Why do we do this? A Post Election Audit ensures the accuracy of the tabulation system. We also conduct tests prior to the election to ensure votes are counted correctly. The Logic and Accuracy Test is conducted prior to the election to ensure that the election programming is correct and the tabulation system is counting the ballots accurately. This test is open to the public. Why are we requesting observers? Our goal is for the public to understand the election process. This public audit is a great way to learn more about how elections are free, fair, safe, and secure. As an observer, you will be able to ask us questions about what you are seeing and witness the path of the ballot’s end journey first hand. Anyone can observe the entire election process.
