Philadelphia Low Response Map In 2010, 73.1% of the county's households mailed back their 2010 census questionnaire, requiring more costly and difficult in-person follow up to enumerate the remaining 26.9%. Based on the latest census estimates, approx. 54% of Philadelphia County's current population (or 851,037 people) lives in hard-to-count neighborhoods (These are census tracts where almost a quarter or more households did not mail back their census questionnaires in 2010.) Without higher self-response, more households in these and other neighborhoods in the state are at risk of being missed in the 2020 census.

Historically low trust in Government Proposed Citizenship Question • Numerous legal challenges • 6/27/2019: SCOTUS ruled that the citizenship question will not be added to the 2020 Census form “for now.” • 7/16/2019: Judge Jesse Furman signed an order that permanently blocks the current administration from including the citizenship question to the 2020 census, giving closure to the Supreme Court case in New York - THE CITIZENSHIP QUESTION WILL NOT BE ADDED TO THE 2020 CENSUS.

Cost of an Undercount ● If undocumented immigrants in Philadelphia — estimated to number 50,000 — decided not to respond to the census, that would translate to a loss of $1 billion in federal funding over 10 years.

Philly Counts 2020 Action Fund The Philly Counts 2020 Action Fund is a partnership between the City of Philadelphia and the Philanthropy Network of Greater Philadelphia. It was created to support Philadelphia organizations in promoting a complete and accurate count of all residents in the upcoming 2020 Census. The fund will provide grants to nonprofit community-based organizations with 501(c)(3) tax exempt status that agree to advance the work of the 2020 Census in neighborhoods that are identified to be at risk of being undercounted.
Philly Counts 2020 Action Fund Principles ● Community Involvement and Empowerment: The Fund will undertake activities collaboratively with community based organizations. Grants will aim to develop the skills and capacity of the communities at risk of being undercounted in order to lay the groundwork for a complete count. ● Responsive Flexibility: The Fund is structured to allow for quick decisions and swift disbursement of funding to local organizations. This functionality puts donations to work quickly. It also enables us to pivot easily as we receive real-time information from our grantees regarding priorities.
Philly Counts 2020 Action Fund Sponsorship $100,000 Census Champion $50,000 Friend of a Fair Count $25,000 Complete Count Sponsor $10,000 Community Contributor Please note, should you decide to contribute, your contribution neither advantages nor disadvantages you from pursuing contracting opportunities or in obtaining services or other benefits from the City of Philadelphia. We expect that contributions to support Philly Counts 2020 Action Fund are for a public purpose and are made without the expectation of private benefit or concern about adverse effect as a result. In addition, please note that City law requires transparency of solicitations made by a City official or employee to current or prospective City professional services contractors, recipients of financial assistance or principal contractors or subcontractors for best value contracts. Therefore, if you seek or already have either a professional services contract or a best value contract with the City, or seek or already receive financial assistance from the City, and in the prior two years any City officer or employee directly solicited you or a representative of your organization for your contribution, you must disclose the name and title of the soliciting City officer or employee, the date of the request, the amount/nature of the request, whether/when the request was fulfilled, and the amount/nature of your response (e.g., amount of contribution).
