Dormant Accounts Fund – KickStart Round 2 1. Feasibility and Market Research Fund 2. Start-up, Development and Job Creation Fund As part of the Dormant Accounts Fund Action plan for 2020, the Department of Rural and Community Development and the Probation Service invited applications from social enterprises in Ireland to provide employment opportunities for those with a criminal past who find it difficult to access the labour market. This is the second round of the KickStart Fund. A budget of €1 million is available to allocate to successful applicants. The funding is underpinned by two strategies. The 2017 Department of Justice and Equality strategy A New Way Forward which aims to implement a new and innovative way of tackling re-offending rates, creating safer communities and ensuring fewer victims through providing employment opportunities for people with a criminal past. The National Social Enterprise Policy for Ireland 2019 – 2022 was published by the Department of Rural and Community Development to build awareness of social enterprises and to grow and strengthen social enterprises. Social enterprises were invited to apply for grants from one of two strands: Strand 1: Grants of between €5,000 and €15,000 to carry out a feasibility study or market research to develop or expand their social enterprise to create employment opportunities for those with a criminal past. Strand 2: Grants of between €20,000 and €50,000 to implement actions that will create or maintain employment opportunities for those with a criminal past.

Depaul Ireland Greater Dublin To fund a feasibility study of a new social enterprise strand of the organisation's work which would area primarily target the creation of employment for women with a criminal conviction. The social €14,944 enterprise would provide essential services internally within Depaul’s areas of work and potentially externally to generate additional traded income. These services would fall into three areas: food preparation and distribution, facilities management and the provision of care. Venture Out Nationwide To fund a feasibility study and market research into the expansion the Ember Wilderness Based €13,125 Wilderness Project Personal Development Programme activity with existing clients as well as new sectors and Company Limited By organisations. It will include an examination of the feasibility of employing people with a criminal Guarantee conviction. Bray Area Partnership Greater Bray and To fund a feasibility study of a proposed social enterprise in the area of environmental protection Company Limited By Greystones areas and sustainability employing people with a criminal conviction. The project will include an exploration €13,734 and Dun- Guarantee Laoghaire of the following: potential products/services; operating facilities availability; market size; costing; Rathdown county sales and marketing; and skill requirements. This project will be delivered in collaboration with Southside Partnership DLR. The Michael Davitt Ballina area (Co. To fund a feasibility study into the development of an upcycling/reuse-based social enterprise in the National Memorial Mayo) Ballina area. Treo Port Láirge Waterford city To fund the following: 1) The employment of a part-time tutor with carpentry skills to facilitate existing Company Limited By and hinterland staff in the design, planning and production of saleable wooden items, primarily furniture. 2) €48,301 Guarantee Investment in capital to enhance wood work production. 3) The employment of an additional, full- time operative staff member. Navan Travellers County Meath To fund the organisation to increase its revenue-raising capacity by enhancing and expanding its €49,948 Workshops Company craft and cultural offering and building capacity in the area of online marketing and sales. Among Limited By Guarantee the actions funded will be the employment of two people with a criminal conviction part-time and the design and delivery of three training programmes for additional cohorts of people with a criminal conviction. Wexford Local County Wexford To fund capital investment in a new social enterprise venture aimed at Development creating training, meaningful work experience and supported employment for people with a criminal conviction. The new café will generate revenue from public trade and employ people from the target €50,000 group to fill positions to be created, for example as trainee chefs, cooks, kitchen staff and wait staff. Sunflower Recycling Dublin inner city To fund the expansion of business through the purchase of a five-tonne truck, wrap and permit €46,000 Company limited By enabling the movement of recycled material from the city to suburban depots. This increased activity Guarantee will aim to enhance job and career growth opportunities for people with a criminal conviction. Cork New Life Media Cork city and To fund costs associated with the employment of a person with a criminal conviction and a €45,545 county contribution to employment costs for staff who will be responsible for the support and training of this new staff member. Quality Matters Nationwide To fund a contribution to the Social Enterprise Manager salary, to recruit a Digital Marketing and €50,000 Company Limited By Sales consultant and to invest in printing equipment and support during training for new employees. Guarantee The activity targets the direct employment of two additional, part-time positions for people with a criminal conviction. It will also sustain positions for people with a criminal conviction in supplier social enterprises through increased trade. F2 Social Enterprise Dublin south city To fund the recruitment of a Business Development Manager for the lifetime of the grant to place €50,000 Board Company the Social Enterprise on a sound business footing going forward. Three additional jobs for people with a criminal conviction are targeted as a result of the work of the Business Development Manager over the lifetime of the grant. IRD Duhallow North west To fund the employment of a REVAMP Coordinator to develop the social enterprise's economic €50,000 Company Limited By county Cork and viability. The activity targets the creation of five additional supported employment opportunities for Guarantee south east Kerry people with a criminal conviction. Funding will also contribute to the refurbishment of unused building space to create a safe and healthy REVAMP employee recreation and meeting space. SDC South Dublin South Dublin To fund a contribution to the cost of employing a CEO dedicated to the establishment and €50,000 County Partnership county development of a new start-up social enterprise 'Transform'. Within the lifetime of the funding, Company Limited by Transform will provide meaningful employment activation placements for four people with a criminal Guarantee conviction. After one year of placement, 24-month employment contracts will be provided to scheme participants. Sailing Into Wellness Nationwide To fund a contribution to the ongoing employment of a Business Development Manager responsible €50,000 Company Limited By for developing the organisation and increasing the social enterprise’s traded income. The Salvation Army Greater Dublin To fund the Red Shield Traineeships project involving a contribution to the cost of employing a Chef €36,462 (Republic of Ireland) area Trainer who will be responsible for the production of high-quality food for internal and external customers and the delivery of the Red Shield Traineeship programme. Certified catering industry training and supported work experience will be provided to a minimum of three people with a criminal conviction. Paid traineeship placements with progression into paid employment will be facilitated for a minimum of two of these people. Branding and marketing activity will also be funded. Revenue generated through business growth will be used create at least two new positions for people with a criminal conviction. Treaty Steel Limited Limerick city and To fund the purchase of a forklift for the enhancement of the social enterprise's steel manufacturing €50,000 hinterland operations. This activity targets the employment of one additional General Operative position to be filled by a person with a criminal conviction. Inchicore Community Dublin south city To fund the purchase of a new van for a mobile bike repair and maintenance service and the €44,250 Drug Team Company transport of bikes and parts between the workshop and retail unit. This enhancement of the social Limited by Guarantee enterprise's service will enable increased employment opportunities for people with a criminal conviction in the future.
