COVID-19 PROTOCOLS The Oregon Horse Center is excited to welcome back our Arabian Horse Show family! Coronavirus has changed the requirements for how we operate to keep everyone safe and follow federal, state, local and CDC guidelines. At this time masks are required for everyone who is unmounted inside buildings and for people outside who cannot maintain a MINIMUM of 6 feet from all other individuals per the Oregon governor’s announcement on June 29, 2020. This is subject to change based on any additional guidance. We ask that people practice excellent hygiene at our facility. This means thorough handwashing for at least 20 seconds (there are songs and signs posted in our Silverado restrooms to help with this!) or, when handwashing is not available, using hand sanitizer after touching shared surfaces such as light switches, door handles, auto and trailer latches and handles. We ask that you go above and beyond the minimum requirements because we want to protect you and our show staff. We ask that you do NOT attend the show if you feel symptoms of COVID-19, have been, or suspect you have been, exposed to someone with COVID-19 within the last 14 days. Please be mindful of more vulnerable populations that are susceptible to complications when practicing your hygiene and social distancing. Lastly, we ask that you respect and protect your horse show family, including the Oregon Horse Center by complying with these safety protocols. We are extremely excited to be able to show again and we want to keep it that way! We will be following the guidelines and best practices outlined by AHA and USEF to the absolute best of our ability. Wednesday, March 23, 2022 and will be subject to the Management’s decision. Refunds will be considered for any exhibitor suffering from illness or injury upon the presentation of a doctor’s letter to the Show Secretary PRIOR to 7 P.M. Wednesday, March 23, 2022 and will be subject to the Management’s decision. All other requests for refunds shall be made in writing and submitted to Management for consideration. On approved refunds, class fees will be refunded. No refunds will be made on stalls or tack room after March 23, 2022. Once the show commences, no refunds will be issued. Substitution of horses will be permitted in accordance with USEF GR911. Horses may be scratched from a class or the entire show at the exhibitor’s option but will not be entitled to a refund. As a COURTESY to the Gate person, Announcer and the Show Office exhibitors are requested to notify the gate person & show office when it is necessary to scratch or cancel a class entered. These classes will be run using class specifications from the USEF rulebook. The Judge’s Command Class is a suitable class for the well-trained animal. Soundness is required. In addition to the requirements of the regular pleasure class, the collected and extended gaits may be called for as well as additional tests to demonstrate the horse’s training, i.e. turns on forehand or haunches, halts, rein backs, and any other tests at judge’s discretion. Think “Simon Says” on horseback. Cross-entry into breed-restricted classes is allowed at this competition. (Arabians & HA/AA can show all classes at this show). Membership and horse registration requirements will apply for non-Opportunity classes only. Opportunity Classes do not count toward USEF or AHA awards or championships, regardless of memberships/horse recording. Entries in Opportunity Classes are still subject to and must comply with the Drugs and Medication rules and may be tested.

GENERAL INFORMATION AND RULES EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. EACH PARTICIPANT IS RESPONSIBLE FOR KNOWLEDGE OF AND IS SUBJECT TO THE USEF RULE BOOK. THE USEF RULE IS AVAILABLE AT WWW.USEF.ORG THE SHOW COMMITTEE SHALL DECIDE QUESTIONS NOT COVERED BY USEF RULES AND ITS DECISIONS WILL BE FINAL. AGE OF HORSES – For horse show purposes, any horse shall be considered to be one year old on the first day of January following the actual date of foaling. A JUNIOR horse is one that is 5 years old and under. AMATEUR OWNER CLASSES - Horses entered in Amateur Owner & Junior Owner must be registered in the name of the competitor or a member of the competitor’s family. Contracts of sale or bill of sale will not be accepted on horses in Amateur Owner or Junior Owner Classes. The sale of a horse does not eliminate this registration requirement. Horses registered in a farm/ranch/syndicate/partnership/corporation name may be shown in Amateur Owner classes provided the family is the sole owner of the farm or entity as defined by USEF. ARABIAN REGISTRATION - Horses shown in the Arabian division must have been issued a certificate of registration from the Arabian Horse Association Registry and/or the Canadian Arabian Horse Registry or, if under one year of age, be eligible for registry, and registration applied for and must be entered under their full registered name. Half-Arabians and Anglo Arabians must be registered with the AHA Registry in the Half-Arabian and/or the Anglo-Arabian registry or be eligible for registration and registration applied for and must be entered under their full registered name. ARENAS (SHOW AND WARM-UP) - There are three (3) arenas for your use. The main Silverado Arena is 285x115. The Logan Arena is 160x100, and the Emerald Warm-Up Arena is 300x100. Arenas are mostly sand with some native sandy loam. AWARDS - Ribbons, cups, vetwrap or towels through sixth place in all halter and performance classes. In JACKPOT CHAMPIONSHIP classes will pay for judge’s placings. 1st/60%; 2nd/40%, no additional award. BREEDING, IN-HAND & PERFORMANCE HALTER CLASSES – will follow the in-ring halter procedure and will be judged using the Comparative System outlined in the 2022 AHA Handbook and 2022 USEF Rulebook. DOGS AND OTHER COMPANION ANIMALS are not permitted to be OFF LEASH on competition grounds and must be held on a leash or otherwise restrained in a safe place away from horses, people and other dogs at all times. There will be a $50 fine from OHC for any dog caught off-leash. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs’ behaviors. Dog owners failing to comply with this rule will be issued a Yellow warning card from the USEF Steward. GATE RULE/GATE HOLDS - When it is found that a gate hold must be requested by an exhibitor, such request shall be made to the Paddock Master prior to the close of judging of the class immediately before the class requiring the gate hold. The reason for the request must be stated. The gate- hold will be a maximum of three (3) minutes. Appropriate warning will be given to all exhibitors if there is a gate hold in effect. AR 107.1: When horses are competing collectively, if a first horse does not enter the in-gate ready to participate within one minute from when the class is called into the ring, a warning is issued. a. Exhibitors will then have one additional minute to start the steady stream of horses into the in-gate. b. If no horses have entered the gate at the conclusion of the additional one minute, the gate shall be closed and the class is deemed concluded. c. Once the first horse has entered the in-gate, a steady stream of horses must be maintained. d. Should the steady stream be broken after the two minutes have elapsed, the gate shall be closed and judging will commence. e. A steady stream is defined as a constant flow of horses moving forward through the in-gate with a reasonable and safe distance between them (i.e. two to four horse or horse and buggy lengths in between). f. Show Management in conjunction with the Steward may deviate from this procedure as circumstances warrant. GR831.2: A starting order will be established in all classes in which horses compete individually and one minute allowed for an entry to enter the ring. Contact H & E Feed for pre-orders (541) 688-3214 MOTORIZED VEHICLES - Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian (s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.
OPPORTUNITY CLASSES - OPEN to all riders and horses of any breed who complete an entry blank and are assigned a number. Show attire is not required. Class will be judged using corresponding USEF class specifications. Horses may be any breed and do not have to be registered as an Arabian or HA/AA. Riders are exempt from paying Drug Fees, Resolution 9- 90 Fees and USEF/AHA Memberships in these classes. Cross entries are permitted, but you will have to meet the requirements of other classes and pay appropriate fees. PLUS ONE HORSES - A “Plus One” horse is a horse brought to the show but not entered in any classes. A “Plus One” may be a training horse, a horse for sale or a babysitter to a competing horse. “Plus One” horses are welcome at this show as long as they adhere to the same guidelines as competing horses. All horses on the grounds are required to complete a liability waiver at the show office, pay for stabling and a nominal fee for use of the facilities and liability insurance coverage. RV/OVERNIGHT PARKING – Exhibitors may stay overnight in an RV, Trailer or Camper in the designated RV spaces. Spaces are preassigned through OHC office so check in when you get to the show for your spot. There are electrical hook-ups (limited water). Improper disposal of needles and other sharp instruments subject to a fine. SHOW OFFICE AND REGISTRATION – Registration at the Horse Show Office by the exhibitor is required. The Horse Show Office will open for exhibitor check-in on Wednesday, March 23 at 1 PM & remain open until 7 PM. During the show, office will be open 1⁄2 hour before start of each session through 1⁄2 hour after each session ends. Prizes / ribbon pick up hours may be more limited depending on staff. SMOKING is never permitted in any of the Oregon Horse Center buildings (stables, office, arenas, concourse etc.) STABLING ASSIGNMENTS – Exhibitors wishing to be stabled together must note that on your entry form. Regular stalls with full doors are available. Each horse must be assigned to a separate stall. Horses must be placed in the stalls assigned. No changes will be permitted without express consent of management. No straw allowed for bedding on the grounds. Every horse is required to pay a stall fee, daily stall fee or a grounds/trailer in fee. Reminder per USEF Rule GR845 All horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus rhinopneumonitis vaccinations within six months prior to stabling. STALL CLEANING – Manure dumping will be at the North and South corners of the show stall barn. Barrels are placed at the end of aisles for refuse. Deposit refuse directly in barrels provided. Do not mix manure and other refuse. SHOWING FROM TRAILERS – Exhibitors may show from their trailers at the fee of $25.00 PER HORSE PER DAY. Every horse is required to pay a stall fee, daily stall fee or a grounds/trailer in fee. Horses on the grounds overnight must be stalled.
