For seventy-four years, residents of Howard County and surrounding communities have brought their exhibits to be judged. The Howard County Fair Board has gone to great lengths to preserve the tradition so the youth of today may be part of the experience. While the appearance of the county may be changing in many places, agriculture will always be an important part. We are proud of the growth and success of the Howard County Fair. We are constantly trying to improve, and we welcome your suggestions. We are deeply appreciative for the volunteer help that is given each year and our exhibitors help make this community event something to be proud of. I am looking forward to this year’s fair and urge all of you to come out and share in the tradition of family oriented fun, education, and entertainment. HORSE DEPARTMENT General Superintendent - Peggy Schultz 15021 Frederick Road, Woodbine, MD 21797 410-489-5168 RULES: (See General Rules & Regulations and Health Regulations) 1. Entry fee shall constitute an agreement that the person making it, along with the lessee, trainer, agent, coach, driver, rider and the horse: (1) shall be subject to the rules of the Howard County Fair Association and the sponsoring club; (2) that each rider is eligible as entered; and (3) that the owner and any of his representatives are bound by the rules of the Howard County Fair Association and the sponsoring club, and will accept as final the decision of the hearing committee on any questions arising under said rules and agree to hold the Howard County Fair Association and the sponsoring club, their officials, directors, employees and agents harmless for any injury or loss suffered during, or in connection with, the show, whether or not such injuries or loss resulted, directly or indirectly, from the negligent act or omission of said officials, directors, employees or agents, or the Howard County Fair Association and/or the sponsoring club. 2. Admission to the fairgrounds continues to be based on a TWO-PERSONS- FREE-PER-HORSE system. Please try to accompany your horse through the entrance to eliminate the question of whether you are a horse show entry. Otherwise, admission will be charged and, upon request, reimbursed by horse show staff at the entry booth. No charge for parking. All other exhibitors must pay admission at the main gate. GATE OPENS AT 8:00 am ADMISSION: $5.00 per person, 10 years and older. Children under 10 years old admitted FREE. Any disputes will be resolved at the entry booth. 3. All Shows will be held Rain or Shine. 4. See individual show prize list for pre-entry deadlines. Entry fees are non- refundable without a Veterinarian’s Certificate. 5. All horses must be accompanied by a record of a negative Equine Infectious Anemia (Coggins) test within the last 12 months. All equine exhibitors must fill out a Self Certification of Equine Health prior to loading animals, and shall be presented upon request to the designated fair and show representative. See Health Regulations or go to the MD Dept. of Ag. website, www.mda.state. md.us, for current health regulations and a copy of the Self Certification of Equine Health form. 6. NO DOGS ARE ALLOWED ON THE FAIRGROUNDS. THIS RULE IS ALL- INCLUSIVE AND APPLIES TO THE HORSE SHOW GROUNDS AS WELL AS THE MIDWAY--SO PLEASE LEAVE YOUR DOGS AT HOME. 7. Classes will be shown in the order listed in the Prize List. 8. Foaling dates to be considered in all foal classes. Foals must be led while in the ring. Foals may accompany their dam in the ring. 9. No alcoholic beverages or controlled substances allowed. 4

HEALTH REGULATIONS 2019 Fair and Show Requirements The Maryland Dept. Of Agriculture’s (MDA) Animal Health Program strives to safeguard Maryland’s animal industries at our Fairs and Shows. With an increased potential of disease transmission occurring when large numbers of animals gather for exhibition, MDA has set forth requirements for exhibitors to follow at Maryland Fairs and Shows. As an exhibitor you can help reduce the potential risk of introduction and spread of infectious and/or contagious diseases by following the species specific health requirements as below. CVI’s marked “Exhibitions” are valid for 120 days provided status of herd or f lock has n o t ch an ged. Http://mda.maryland.gov/animalHealth/pages/default.aspx Animal Identification Requirements: In 2019, All cattle and swine entering Maryland Fairs and Shows must have for official identification a radio frequency identification (RFID) tag. All animals except rabbits must have “Official Identification” to enter exhibitions .Official Identification criteria and examples are provided at http: //www.aphis.usda.gov/tracebility/materials.html These requirements specifically affect: a. Swine: Swine must have RFID tags bearing official identification. C. Sheep/Goats: All sheep and goats must be officially scrapie identified. 1. Exhibitor Requirements: Exhibitors at state, county and district fairs, along with other livestock exhibitions, expositions, and shows are required to comply with regulatory provisions of the State of Maryland relating to animal health. These requirements are summarized below. 2. Requirements Apply to All Livestock: Livestock means those species of animals used for human food or fiber or those species of animals used for service to humans. This includes but not limited to cattle, sheep, new world camelids (llamas, alpacas, vicunas, and guanacos), goats, bison, privately owned cervids, swine, equine, and rabbits. Livestock does not include dogs, cats and exotic pets. Poultry is defined as any living domestic bird raised for food or other purposes including, but not limited to chickens, turkeys, ostriches, emus, rheas, cassowaries, any other ratite, waterfowl, and game birds 3. Documentation: Documentation is required for entry of all livestock and is described below. E xam ples of form s can be obtained by going to http://mda.maryland.gov/animalhealth/pages/fairs-shows.aspx . For out of state animals, see species specific out of state requirements. Out of State Entries: Interstate Certificate of Veterinary Inspection - a legible record, made on an official form of the state of origin, issued by an accredited veterinarian, issued for animals being imported to or exported from this state within 30 days before the importation or exportation of the animals it describes which shows that the animals listed thereon meet the health requirements of the state of destination. Intrastate Certificate of Veterinary Inspection - a legible record, made on an official form of the state of origin, issued by an accredited veterinarian, issued for animals being shown within the state and not crossing a state line, which shows that the animals listed thereon meet the health requirements of that state. In Maryland good for 120 days from inspection. Self Certification - a document signed by the owner/caretaker/transporter stating that the animals presented for exhibition are not showing any signs of, or having recent exposure to (within 21 days) infectious or contagious diseases. Must be completed within 24 hours of loading. See species specific requirement for copies of species specific Self Certification Forms. 10
HEALTH REGULATIONS (Continued ) Test Report Forms - Testing is required for some species. Examples are Avian Influenza Testing Report, Pullorum-Typhoid Testing Report, Coggins Test Report (Equine Infectious Anemia) or Tuberculosis Test Report. Maryland Poultry Premises Identification - All premises with poultry are required to be registered in Maryland. All poultry for exhibition must be tested for Avian Influenza, within 21 days prior to entry, entire flock if 15 birds or less; flocks larger need to test 15 birds, or originate directly from an NPIP clean or state H5/H7 monitored status. 4. A. Failure to provide completed documentation is grounds for rejection. B. A skin lesion suspicious of ringworm to be considered no longer contagious to other animals or people, new wool or hair must completely cover that lesion. C. Livestock with clinical signs of infectious or contagious diseases or external parasites are not permitted entry or allowed to remain at the exhibition. Clinical signs include but are not limited active lesions of ringworm with resulting loss of hair, sore mouth, sore nose, caseous lymphadenitis, prolapse, mange or multiple warts easily visible without close examination. D. Suspicion of communicable disease is adequate grounds for rejection. Confirmed diagnosis is not required, since timely removal of suspicious animals is required by law to protect the remaining animals. E. Exposed animals may be rejected: If is believed that there is a potentially serious communicable disease present, all animals originating with the suspect animal may be rejected. Vesicular diseases are of particular concern. F. All decisions are FINAL. G. All parties involved will be notified of all rejections, including exhibit sponsors and supervisors. H. Animal rejections can be made by MDA Animal Health Veterinarians or Field Inspectors, private veterinarians contracted by the show, Maryland Extension Employees or individuals designated by the fair or show as a “responsible person”. 5.. Upon request, a person who exhibits livestock shall present for inspection all reports, test charts, and appropriate health certificates required to accompany the livestock. 6. All Maryland entries must be accompanied by an Intrastate Certificate of Veterinary Inspection (CVI) for show, except Equine, Poultry and Rabbits. The Intrastate CVI is valid for 120 days, providing that the status of the herd or animal(s) does not change. 7. The Intrastate CVI must be filled out, completed and signed by an accredited veterinarian using the proper CVI form. The veterinarian is required to send the original top (white) copy to MDA Headquarters, the middle (yellow) transport copy is to be retained by the owner of the livestock, and the last (pink) copy is for the veterinarian’s records. 8. All out-of-state entries must be accompanied by an Interstate Certificate of Veterinary Inspection. An APPROVED copy of this certificate must be forwarded by the State of Origin to the Animal Health Section. The Interstate CVI is valid for 30 days from the date of inspection. 9. Each animal must be properly identified on the Intrastate or Interstate CVI. CATTLE All Cattle General Requirements: Identification: Individual identification of each animal shall be an official RFID ear tag. Maryland Cattle Brucellosis: Maryland is a Bovine Brucellosis Class-Free State. Brucellosis testing is not required for Maryland cattle. 11
HEALTH REGULATIONS (Continued ) Tuberculosis: Maryland is an Accredited Tuberculosis-Free State. Tuberculin test is not required for Maryland cattle. Immunization: Bovine Respiratory Complex is required on all Maryland cattle to include Bovine Respiratory Syncytial Virus, Bovine Viral Diarrhea, Infectious Bovine Rhinotracheitis and Parainfluenza. Leptospirosis vaccination is recommended. Out-of-State Cattle Brucellosis: 1. Bovine Brucellosis Class Free State, Region or Zone a. No brucellosis test required 2. Non-Bovine Brucellosis Class Free State, Region or Zone a. Be official vaccinates under 24 months old with vaccination dated recorded on the Interstate CVI, or Be tested negative within 30 days before entry Tuberculosis: 1. Accredited Tuberculosis Free States, Region or Zone a. No tuberculin test required 2. Modified Accredited Advanced or lower Tuberculosis Free Areas or States (Not TB Free) a. All cattle over 6 months of age shall comply with the following: (1) Cattle must originate from a herd where a complete herd test was conducted within the past 12 months; progeny from such herds born since that test may be imported without a tuberculin test, or (2) any Individual animal, over 6 months, entering Maryland must have a negative tuberculin test within 60 days before import. b. Status of herd and area must be shown on certificate. SWINE Maryland Swine Identification: Swine shall be individually identified by an official RFID ear tag. . Brucellosis: Maryland is a Brucellosis Class-Free State. Brucellosis testing is not required for Maryland swine. Tuberculosis: Maryland is an Accredited Tuberculosis-Free State. Tuberculin test is not required for Maryland swine. Immunization: Leptospirosis is recommended. Out-of-State Swine Identification: Swine shall be individually by an official RFID ear tag. . Brucellosis: All swine, except barrows, 6 months of age and older, shall be negative to an official test for brucellosis within 30 days prior to exhibition entry, or originate directly from a validated brucellosis-free herd or brucellosis-free state. Pseudo rabies: Swine over 6 months of age shall be negative to an official test for Pseudo rabies conducted within 30 days prior to exhibition entry, or originate immediately and directly from a qualified Pseudo rabies negative herd or Stage 4 or Stage 5 Pseudo rabies free state. Immunization: Leptospirosis is recommended. SHEEP All Sheep: General Requirements: Identification: All sheep must be officially scrapie-identified. Maryland and Out of State Sheep - No additional requirements Market Lambs - It is recommended that all lambs be slick shorn prior to entry for inspection for club lamb fungus. 12
HEALTH REGULATIONS (Continued ) GOATS All Goats: General Requirements Identification: All goats must be officially scrapie-identified. Official identification for goats include the following: (a) USDA-approved scrapie ear tags; (b) legible registration tattoos, for which the registration paper shall accompany the animals; or ©) legible tattoos consisting of an individual animal number unique within the flock in one ear and the official scrapie premise identification number (flock ID) in the other ear, except that the tail web or flank may be used for earless animals or animals with damaged ears and must be accompanied by an owner statement; and (d) a microchip ID with official scrapie identification is acceptable if the owner provides the reader. Maryland Goats Brucellosis: Maryland is a Brucellosis Class-Free State. Brucellosis testing is not required for Maryland goats. Tuberculosis: Maryland is an Accredited Tuberculosis-Free State. Tuberculin test is not required for Maryland goats. Out of State Goats Tuberculosis: 1. Accredited Tuberculosis Free States, Region or Zone - No tuberculin test required 2. Modified Accredited Advanced or lower Tuberculosis Free Areas or States (Not TB Free) a. All goats over 6 months of age shall comply with the following: (1) Goats must originate from herds in which all animals are tested negative within past 12 months; progeny from such herds born since that test, may be imported without a tuberculin test, or (2) any individual animal entering Maryland must have a negative tuberculin test within 60 days before import. b. Status of herd and area must be shown on certificate. HORSES, PONIES, MULES, AND OTHER EQUIDAE All Equine: General Requirements Identification: Individual official identification shall include the following as applicable: name, registration number, tattoo or brand or microchip, breed, age, sex, color and markings if present. Animals using tattoos or brands for official identification must be accompanied with the breed registration papers. Equine Infectious Anemia (Coggins) Testing: All equine for exhibition , nine months of age or older, shall be accompanied by a valid Coggins Test done within 12 months prior to exhibition entry. Self Certification Requirement and Exemption: An Equine Exhibitor’s Self Certification of Animal Health is required for each equine entering a fair/show-type event where multiple livestock species are present. This includes the Howard County Fair. The form must be available for inspection if requested. Those participating in equine-only shows and events are exempt from this requirement; however, it is good practice to thoroughly double check the health and skin condition of the animal before departing for the event. The form provides an easy checklist to do this. Exhibitors may not bring an animal having apparent or known signs of a contagious or infectious disease to a show. Maryland Equine 1. All horses and other Equidae, 9 months of age and older, shall be accompanied by a negative test for equine infectious anemia (EIA) made within the 12 months before the date of the event. A copy of this test shall accompany every animal. 2. A Maryland CVI is not required for Maryland equine. 13
HEALTH REGULATIONS (Continued ) Out-of-State Equine 1. All horses and other Equidae, 9 months of age and older, shall be accompanied by a negative test for equine infectious anemia (EIA) made within the 12 months before the date of the event. A copy of this test shall accompany every animal. 2. All horses and other Equidae shall be accompanied by a CVI issued within 30 days prior to entry. 3. The following contiguous states and New Jersey are exempted from the CVI requirement: Delaware, Pennsylvania, Virginia and West Virginia. POULTRY All Poultry - General Requirements Private sales will be allowed with proper documentation of the sale by the exhibition operator and maintained for one year 1. Identification: All poultry entering an exhibition shall be identified with a numbered leg or wing band. 2. Testing: All poultry for exhibition shall meet the requirements for Pullorum-Typhoid testing. All poultry except pigeons and doves shall meet one of the following criteria: Originate directly from a US Avian Influenza Clean Flock or from a State Avian Influenza monitored flock or have a negative Avian Influenza teat conducted within 21 days prior to the event. 3. All poultry exhibitors shall complete a Poultry Exhibitor’s Self Certification of Animal Health. Maryland Poultry - 1. Premise Registration: All poultry exhibitors must have valid proof of a registered Maryland Poultry Premises ID Number 2. All poultry including wild birds, except pigeons and doves shown at public exhibitions in this state shall meet one or more of the following requirements: (a) originate directly from a U.S. Pullorum-Typhoid Clean Flock as defined in Title 9 of the Code of Federal Regulations, and all amendments to that publication thereafter adopted pursuant to rules that the director may promulgate, or (b) have a negative official test for Salmonella pullorum-typhoid within 90 days before entry to exhibition. Poultry must remain segregated from any untested birds after a partial flock test. 3. Avian Influenza Testing Requirements: Originate directly from an NPIP U.S. H5/H7 Avian Influenza Clean Flock as defined in title 9 of the Code of Federal Regulations, or from a State Avian Influenza Monitored Flock as defined by the state of origin or Have a negative Avian Influenza test conducted on at least 15 birds from their flock or the complete flock if less than 15 birds within 21 days prior to the event and remain segregated from all birds of unknown or positive Avian Influenza test status. 4. Documentation of test results on MDA – E20, VS form 9-2, VS form 9-2 or comparable form. Out-of-State Poultry - 1. Originate directly from a NPIP U. S. H5/H7 Avian Influenza Clean Flock as defined in Title 9 of the Code of Federal Regulations, or from a State Avian Influenza Monitored Flock as defined by the state of origin, OR Have a negative Avian Influenza test conducted on at least 30 birds from their flock, or complete flock if less than 30 birds, within 21 days prior to the event and remain segregated from all birds of unknown or positive Avian Influenza test status. 14

Salmonella Pullorum-Typhoid Testing Requirements: All poultry except waterfowl, wild birds, pigeons, and doves shown at public exhibition in this state shall meet one or more of the following requirements: 3. Originate directly from a U. S. Pullorum-Typhoid Clean flock as defined in Title 9 of the Federal Regulations, OR Have a negative official test for Salmonella-Typhoid within 90 days before fair, exhibitions, expositions, or show facility and remain segregated from all poultry of unknown or positive Salmonella-Typhoid test status. RABBITS All Rabbits: General Requirements 1. See 2019 Rabbit Waiver – Rabbits are not required to have an Interstate or Intrastate CVI. 2. Identification: Individual identification of each animal shall be a tattoo, tag, or microchip if the exhibitor provides the reader. 3. All Rabbits for exhibition shall complete a Rabbit Exhibitor’s Self Certification of Animal Health. Maryland and Out-of-State Rabbits No additional requirements. DOGS, CATS AND FERRETS Exhibitors must have a current rabies certificate as proof of rabies vaccination. PETTING ZOOS Animals exhibited in a petting zoo at a show or fair must have the same health paper certification, testing and immunizations as other exhibited livestock, poultry or exotic species. ALL CAMELIDS - must have individual identification of each animal with an official metal ear tag or microchip if the exhibitor provides the reader. Brucellosis testing is not required for Maryland camelids or out-of-state camelids. Out-of- state camelids are not required to have a TB test if from a free state or region. Modified accredited advanced or lower TB free areas or states (not TB free) shall do the following: over 6 months of age originate from a herd not under restrictions or quarantine for TB and from which a complete herd test was done within the past 12 months; progeny born since that test date may be imported without a TB test, or Any individual animal, over 6 months, entering Maryland must have a negative TB test within 60 days of import. Status of herd and area must be shown on certificate.. *Maryland Law provides penalties for violations of Animal Health Law and Regulations. * Livestock failing to meet Health Requirements will be denied entry or removed from the exhibition (See Animal Health Rejection Policy Above). Proof of Negative Coggins required within the last 12 months (copy must accompany entry form). Original Coggins MUST be brought on show day. All equine exhibitors must fill out a Self-Certification of Equine Health Form prior to unloading animals, and the form shall be presented upon request to the designated fair and show representative. Judged as a pleasure riding class at a walk and trot or jog both ways of the ring. To stand quietly and back easily. No stallions. • ALL exhibitors showing under saddle are to wear protective head gear. (English & Western). • Hitch Classes: Are to be judged at a walk and trot both ways of the ring. Judged on manners, suitability, condition and performance of team and driver. May be asked to back or perform individual test at judge’s discretion. When the judge calls “go as you please”, you may canter/lope or trot/jog your horse. Whichever of these 2 gaits you select, you MUST use the same gait when going the other direction of the ring. • Leadline Flag Class Only: Handler may assist rider by handing flag to rider and depositing flag for rider, but will be assessed a penalty point for each action.
