Camp Muskoka Summer Camp Operational Plan and COVID-19 Safety Plan Covid Safety Plan for Workplace 1. Drew “Pike” Black, Camp Director, is Camp Muskoka’s Compliance Officer, responsible for the implementation of our COVID-19 safety plan (as described in the Reopening Ontario Act and/or its Regulations, as amended) and its compliance, as well as the implementation and compliance with all required and recommended occupational health and safety and infection prevention and control measures. 2. Camp Muskoka encourages a ‘work from home’ program for workers where reasonably possible, to reduce the number of workers exposed to the workplace. 3. Camp Muskoka conducts daily active screening, using an online questionnaire, for all workers and campers attending the camp. Screening occurs before a worker or camper arrives on-site at the beginning of their day. Camp Muskoka also performs COVID-19 Rapid Testing (nasal) with provided test kits. Rapid testing occurs when a staff member or camper arrives to camp on their first day of their contract / camp session and continues for employees twice per week. For campers, Rapid Testing (nasal) will be conducted one other time during the same week, if inventory of test kits are available. Workers or campers with COVID-19 symptoms, or who have been identified as a close contact of a person diagnosed with COVID-19, will be immediately excluded from work / the camp program and will self-isolate and seek assessment and testing. Workers and campers who do not pass the pre-screening are advised to follow our on-site summer medical team’s instructions and public health guidelines regarding self-isolation and testing requirements for themselves and members of their household / camp accommodations / cabin. Active screening documents are stored in accordance with provincial guidelines, by Camp Muskoka’s Human Resources employee, Marnie “Spirit” Stora. Rapid testing reporting is completed on-line, as directed by The Chamber of Commerce and will follow additional reporting guidelines as directed. 4. Physical distancing is required by at least 2 metres throughout the workplace, where reasonably possible, and during eating and rest periods. One-way walkways and workflows are provided where applicable to reduce the potential for and occurrence of close physical interaction between individuals, including between workers. 5. Physical barriers (such as Plexiglas) will be used where reasonably possible, in environments where physical distancing cannot take place. Physical distancing is preferable to the use of barriers where reasonably possible. 6. Indoor areas of the premises, which is accessible to workers/campers, each person will wear a face covering in a manner that covers their mouth, nose and chin, and as best as possible, maintains a physical distance of at least two metres from every other person, unless they are in their cohort, while in the indoor area. A face shield alone is not considered adequate covering of the face. Reasonable exceptions are permitted for 2 06172021DB

Masks can be removed for eating and drinking in the Dining hall, and when engaged in Sports in the Pavilion. 7. If a worker, or our summer medical staff is providing direct care to a suspect or confirmed case of COVID-19, regardless of where in the premises this occurs, the worker will wear appropriate personal protective equipment (PPE). A point-of care risk assessment will occur and at a minimum, PPE will include a medical mask and eye protection. A face shield is not a replacement for a medical mask. 8. If a worker, in the course of providing a service indoors, is required to come within two metres of another person who is not wearing a face covering and there is no separation (by physical barrier) between the worker and the other person, the worker wears appropriate personal protective equipment (PPE). At a minimum, this includes a medical mask and eye protection. A face shield is not a replacement for a medical mask. 9. Supplies and facilities are provided for adequate hand hygiene to take place in work/program/activity and rest/eating areas within the workplace including the supply of 60-90% alcohol-based hand rub for workers and clients. 10. Appropriate infection prevention and control measures such as environmental cleaning in all areas accessible to staff and campers, including washrooms, program/activity areas, and other high-touch surfaces (i.e. doorknobs, light switches, accessible buttons, etc.) are taken. See “area specific safety, disinfection, and safety protocols” for more information. 11. When there is more than one individual per vehicle for driving associated with work, and when unavoidable, face coverings (preferably medical masks) are supplied to and used by each individual, ensure distancing to the degree most possible, and ensure the use of increased ventilation to the outdoors (i.e. through a partially open window) in vehicles, where possible. 12. The Facilities Manager and Maintenance staff conducts regular review of heating, ventilation, and air conditioning (HVAC) systems in the workplace, except motor vehicles, to ensure they are functioning and in good working order. 13. Accurate and updated contact information for all workers and campers (and clients if prescribed in the Reopening Ontario Act and/or its Regulations, as amended) is available to be produced to SMDHU within 24 hours of request from SMDHU in support of case management and contact tracing requirements for COVID-19. 14. In addition to legislated requirements under the Occupational Health and Safety Act, 1990, Camp Muskoka’s Compliance Officer will ensure any further 3 06172021DB
Camp Muskoka Summer Camp Operational Plan and COVID-19 Safety Plan instructions, directions and guidance provided by SMDHU, the Government of Ontario and/or the Government of Canada pertaining to COVID-19 are followed. This may include ensuring adherence to isolation orders issued to employees, ensuring the required public health measures such as active screening and physical distancing are always maintained within a workplace and supporting all aspects of investigations and outbreak management related to communicable diseases, including COVID-19, conducted by SMDHU. Camp Muskoka Overnight Summer Camp Details Overnight Summer Camp Operational Overview • Each cabin group will contain 20 campers, and 5 staff. • Cabin groups will function as independent cohorts for meals, activities, washroom use, tuck, and all other aspects of camp. • Camp will function on its traditional one-week schedule with campers arriving on Sunday afternoons and many departing the following Saturday. • Programs will be prescheduled on a weekly rotation to ensure appropriate distance between cohorts. • Once staff have arrived at Camp Muskoka, they will remain in the Camp Muskoka bubble for the duration of their employment. • Camp will utilize 4 cabins for boys, and 6 cabins for girls. • Camp will utilize 5 tents for boys and 5 tents for girls for the LIT program. • Cougar Lodge will no longer be used as camper accommodations but will instead be used as an isolation facility. • Counselling staff will travel with their campers to prescheduled activities. • Program heads will set up and facilitate activities with the assistance of counselling staff. • Camp will utilize 2 separate mealtimes to appropriately space and distance Pine Hall during meals. • Any interactions outside of a cohort will require the use of masks, social distancing and be in an outdoor environment. • Each cabin will have a cabin head and 4 other staff consisting of counsellors and/or C.I.T.s. • Specific Program areas will have a dedicated program head. Some program heads may be responsible for more than 1 program area. Program heads will observe the same protocol as any staff interacting with people outside of their cohorts, using PPE, and using appropriate physical distancing. • Once staff are on site, they will remain in the Camp Muskoka bubble for the duration of their employment. • Staff will remain with their campers throughout their day including travel to and from activities, during activities, between activities and during meals. • Staff will be given one 24-hour period off per week as well as a rotation of periods off regularly throughout the week. • Staff will also receive rotating periods off throughout the week. 4 06172021DB
Camp Muskoka Summer Camp Operational Plan and COVID-19 Safety Plan • Staff will be asked to remain onsite within the Camp Muskoka bubble during days and period off times. • An on-site staff only location will be available to allow staff to get some distance and privacy from campers during their days off. All covid policies and practices will be followed in this location. Screening Procedures Pre-Arrival All staff and campers are requested to limit their exposures to the greatest extent (limiting contact with individuals outside their immediate household) 14 days prior to arrival at camp. Camp Muskoka will provide a template for a written attestation to bring on arrival day. The purpose of this attestation is to indicate that individuals have taken all reasonable measures to limit their exposures for the 14 days prior to their arrival. Camp Muskoka recommends each staff and camper visit their local participating pharmacy to have a COVID PCR test within 72 hours of their arrival to camp and bring a printout of the negative results upon arrival, if you can. Prior to scheduled arrival, individuals are also sent an on-line active pre-screening that they must fill out. One pre-screening submission is required per person. Parents/guardians may complete a screening form on behalf of children. The pre-screening is based on provincial screening guidelines and is subject to change if the provincial guidelines change. All pre-screening forms will be reviewed prior to staff and campers arriving on site, and anyone who does not meet the required screening criteria will be informed they cannot come to camp, and that they should follow Public Health guidance regarding self-isolation, and testing for themselves, members of their household, etc. Arrival Before being permitted to enter main camp, as staff and campers arrive on site they will be asked if any of the answers to the pre-screening questionnaire have changed since the morning and will be given a rapid test (nasal). Parents/guardians may assist or conduct the nasal swab for their children. If conditions have changed and/or if individuals show symptoms of COVID-19 and/or the Rapid Test shows a positive test result, they will be informed they are not permitted to enter main camp, and that they should follow Public Health guidance regarding self-isolation, and testing for themselves, members of their household, etc. On-Site All staff and campers will complete active screening when they wake up, or if staff live off-site, before coming to camp every day. Rapid tests (nasal) will be conducted twice weekly for all staff. For campers, Rapid Testing (nasal) may be conducted one other time during the same week, if inventory of test kits are available through the Ministry of Health. 5 06172021DB
Camp Muskoka Summer Camp Operational Plan and COVID-19 Safety Plan Accommodations - Campers Cabins: There are 10 cabins available for camper accommodations. Each cabin will accommodate a maximum of 20 campers and 5 staff. This will create a cabin cohort. Each cabin is equipped with heating, air conditioning, ceiling fans, functional windows, washrooms, showers, sinks. Campers and Staff assigned to a cabin are to use the washrooms and showers in their own cabin only. No other facilities will be available for their use. Leadership Village: There are 10 camper tents, 8 staff tents, and washroom facility. Each camper tent will accommodate 4 individuals. Each staff tent will accommodate a maximum of 2 staff. The entirety of the Leadership Village of 40 campers and their staff will create a cohort. Campers and Staff assigned to the Leadership Village are to use the washrooms and showers in the village only. No other facilities will be available for their use. All cabins and the Leadership Village are provided with cleaning products and are encouraged to regularly wipe down high-touch surfaces. Accommodations are cleaned and sanitized daily. High touch surfaces are cleaned and sanitized a minimum of twice per day. Accommodations will be ‘fogged’ by a COVID disinfectant after camper departures and before camper arrivals. Accommodations – Staff Staff have a bunkie or a tent and those assigned to that specific staff accommodation will create a cohort. Staff are responsible for the cleaning and disinfection of their own accommodations. Accommodations are cleaned and sanitized daily. High touch surfaces are cleaned and sanitized a minimum of twice per day Staff can use assigned, staff only washrooms. Staff must sanitize washroom and shower before and after each use. Cleaning supplies will be provided by housekeeping staff. Meals Breakfast/Lunch/Dinner Will be served in our dining hall, Pine Hall. There will be two (2) meal services for each meal, to ensure physical distancing between cabin cohorts and staff cohorts. Each cabin cohort will be assigned a dedicated table during their complete stay. 2 Metre distancing between cohorts and dining tables will always be maintained. Masks are required by everyone in the dining hall except while eating. Handwashing will be completed by everyone, immediately upon entering the building. Alcohol based hand-rub dispensers will be positioned at each food station. Food service will be served. A cabin cohort will be called to the food station, where the staff of that cabin cohort will serve the campers of said cabin cohort. They will have dedicated service 6 06172021DB
Camp Muskoka Summer Camp Operational Plan and COVID-19 Safety Plan spoons and tongs for their cohort only. Once a cohort has been served and seated, another cabin cohort will be called, to serve. Any staff not assigned to a cabin will be served by a kitchen staff member. All tables are provided with cleaning products and are cleaned and sanitised after each use. The dining hall is cleaned and sanitized before and after each meal service. High touch surfaces are cleaned and sanitized a minimum of twice per day. Snacks / Tuck There is a morning snack of whole fruit in the morning and there is Tuck (candy) served in the afternoon. Snack and Tuck is to be consumed at each individually assigned cabin, comprised of the cohort. Snack and Tuck will be packed in Milk Crates (dedicated and labelled by cabin). Each cabin milk crate will be picked up by a member of the cabin and taken to their cabin. Snack crates are to be picked up and returned to Pine Hall, including any waste. Tuck crates are to be picked up and returned to the Tuck Shop, including any waste. 2 Metre distancing between cohorts will always be maintained. Handwashing will be completed by everyone, prior to snack and tuck, at their cabin. Alcohol based hand-rub dispensers are available at each cabin. Milk crates will be sanitised after each use. Staff of that cabin cohort will serve the campers of said cabin cohort. They will have dedicated service spoons and tongs for their cohort only. Cabins are provided with cleaning products and snack areas are cleaned and sanitised after each use. Staff not assigned to a cabin will also have their snack and tuck in a cohort milk crate, per their assigned accommodations. Each staff cohort milk crate will be picked up by a member of the cohort. Snack crates are to be picked up and returned to Pine Hall, including any waste. Tuck crates are to be picked up and returned to the Tuck Shop, including any waste. 2 Metre distancing between cohorts will always be maintained. Handwashing will be completed by everyone, prior to snack and tuck, at their assigned washroom. Alcohol based hand-rub dispensers are available throughout camp in public areas. Milk crates will be sanitised after each use. Physical Distancing and Mask Policy All camper and staff are required to keep at least 2 metres from anyone who is not a part of their cohort/cabin group for the duration of their stay. This is to ensure the safety and well-being of all campers and staff. In some situations, masks will be required by staff and campers. When participating in activities or events indoors, masks must be worn, except when eating/drinking, and participating in activities as a cohort. Campers who are unable to follow this policy may be required to end their stay early without a refund, staff may be terminated. Handwashing and Sanitization Handwashing and/or sanitizing will be required upon entry to any building or program area. Each building and program area will have hand sanitizer that is ready to use for campers and staff and will be re-filled on a regular basis. Activities and Precautions Camp Activities will be offered in accordance with safety guidelines based on Public Health guidance. Cabin cohorts will travel to and from activities using multiple trails and walkways to ensure there is singe use per cohort or physical distancing of 2 metres between cohorts. Masks may be required when traveling. Masks must be worn by participants and staff in any situation where physical distancing of 2 metres is not maintained when interacting with individuals outside their cabin cohort (ie Activity Instructor). Canoe, Kayak, and Stand-Up Paddleboard Only one cabin cohort at a time will be allowed in the Wharf area. All participants will sanitize their hands before entering the wharf area. If more than one cohort would like access to the area, they will wait, upon the instructions of the Wharf head, before they are allowed to enter the wharf boat loading area. The second cohort can access the boats after the first cohort has left the area. To be done by the program head after the cabin cohort departs: • Sanitize all boats. • Sanitize all paddles. • Sanitize al life jackets. Archery Only one cabin cohort at a time will be allowed at each archery range. When they arrive, they will be asked to sanitize their hands before touching any of the equipment. To be done by the program head after the cabin cohort departs: • Disinfect all bows. • Disinfect all arrows. Climbing Wall Only one cabin cohort at a time will be allowed at the climbing wall. When they arrive, they will be asked to sanitize their hands before touching any of the equipment. Once hands are sanitized and masks are on, they will then put on their safety equipment - harnesses and 8 06172021DB

The instructor, who will be wearing a mask, will check to make sure the equipment is being used properly and then tell them to approach the wall. They will be reminded not to grab the actual rope itself, which will not be disinfected regularly due to manufacturer limitations. The guest will do their climb, and when they return to the ground, they will be asked to sanitize their hands once again before removing their mask or any of their equipment. To be done by the program head after the cabin cohort departs: Spray and wipe used harnesses with an isopropanol solution of 70% to 100% 1 • Spray and wipe used helmets with an isopropanol solution of 70% to 100% 2 • Spray and wipe all holds with an isopropanol solution of 70% to 100%. Flyboarding Only one cabin cohort at a time will be allowed at this program area, and only one camper at a time will be on the Flyboard. To be done by the program head after the cabin cohort departs: • Disinfect all surfaces on the jet ski. • Disinfect all used flyboard equipment. • Disinfect all boots. Beach and Swim Area Only one cabin cohort at a time will be allowed to access each designated area of the beach or main swim area. To be done by the program head after the cabin cohort departs: • Disinfect all ladders, or equipment used. • Disinfect all surfaces used. Mountain Biking Only one cabin cohort at a time will be allowed to use the Mountain bikes. When they arrive, they will be asked to sanitize their hands before touching any of the equipment. To be done by the program head after the cabin cohort departs: • Disinfect all bikes. • Disinfect all helmets. Music Only one cabin cohort at a time will be allowed to use the recording studio. When they arrive, they will be asked to sanitize their hands before touching any of the equipment. As this is an 9 06172021DB

Whenever possible, windows and doors will be open for ventilation/air flow. Singing is not permitted indoors. To be done by the program head after the cabin cohort departs: • Disinfect all instruments and microphones. • Disinfect all doorknobs, chairs and surfaces used in the recording studio. • Fog the studio with covid destroying mist. Outdoor Pursuits Only one cabin cohort at a time will be allowed to participate at outdoor pursuits. To be done by the program head after the cabin cohort departs: • Disinfect all program materials and tools. • Disinfect all surfaces used in session. Arts and Crafts Only one cabin cohort at a time will be allowed in the arts and crafts area. All participants will sanitize their hands before entering the arts and crafts area. All materials provided for the activity will either be discarded or sanitized after each use once the activity is completed. To be done by the program head after the cabin cohort departs: • Sanitize all tools used for the activity (scissors, markers, etc.) • Sanitize all surfaces used by the cohort (tables, chairs, etc.) Land sports Only one cabin cohort at a time will be allowed in the land sports area. All participants will sanitize their hands before they enter the land sports area. To be done by the program head after the cabin cohort departs: • Sanitize any and all equipment used during the activity. • Sanitize any surfaces interreacted with during the activity. Low Ropes and CM Blanket Only one cabin cohort at a time will be allowed in the low ropes area. All participants will sanitize their hands before they enter the low ropes area. All participants will sanitize their hands before entering the fishing area. To be done by the program head after the cabin cohort departs: • Sanitize all fishing rods and equipment. • Sanitize any surfaces/materials that were used. Forest games Only one cabin cohort at a time will be allowed in the forest games area. All participants will sanitize their hands before entering the forest games area. To be done by the program head after the cabin cohort departs: • Sanitize any equipment used during the activity. • Sanitize any surfaces used during the activity. Basketball/Dodgeball Only one cabin cohort at a time will be allowed in the indoor pavilion area. All participants will sanitize their hands before entering the pavilion. To be done by the program head after the cabin cohort departs: • Sanitize any equipment used during the activity. • Sanitize any surfaces used during the activity. • Sanitize the doors/ exits and entrances used. There is no reason why anyone outside the cohort should be in the building at the time of cohort use, except in an emergency. Camp Fire Areas Only one cabin cohort at a time will use each campfire designated area. All participants will sanitize their hands before entering the campfire area. To be done by the program head after the cabin cohort departs: • Sanitize any equipment used. • Sanitize all benches and surfaces used around the campfire. Table Sports/Tetherball Only one cabin cohort at a time will use the table sports area at a time. All participants will sanitize their hands before participating in the activity. Tabletop games Tabletop games will be provided in cabin for cohort/cabin group use. At the conclusion of each camp session the games will be discarded. Area-Specific Safety, Cleaning, and Disinfection Protocols Common areas and frequently touched surfaces Regularly cleaned and disinfected by the housekeep staff, at minimum twice daily. Accommodations Cleaned and sanitized daily. High touch surfaces are cleaned and sanitized a minimum of twice per day. Camper accommodations will be ‘fogged’ by a COVID disinfectant after camper departures and before camper arrivals. Pine Hall (Dining Hall) All dining tables are provided with cleaning products and are cleaned and sanitised after each use. The dining hall is cleaned and sanitized before and after each meal service. High touch surfaces are cleaned and sanitized a minimum of twice per day. Main Office & Birdhouse Office Minimum twice daily, disinfect all doors, door handles, and light switches in the office, vacuum floors. Office staff are responsible for disinfecting their individual workstations and emptying their garbage. Office staff do not share workstations. Office access is limited to office staff only. Washrooms Minimum twice daily, sweep/Vacuum floors, Empty garbage bins, Refill supplies as needed (toilet paper, paper towels, hand soap, cleaning supplies), Disinfect exterior doors and handles, disinfect toilets and handles, disinfect sinks, including faucets, taps, and handles, Disinfect showers, including faucets, taps, and handles, Disinfect light switches, Disinfect paper towel dispenser, Disinfect toilet paper dispenser. Maintenance Building To be done daily by maintenance team: Disinfect door and handles, disinfect light switches, disinfect any other commonly touched surfaces, at a minimum, twice daily. Maintenance building access is limited to maintenance staff only. 12 06172021DB
