OPEN SPACE ACQUISITION PRESENTATION – PERSIA TRIANGLE PERSIA TRIANGLE, THE HEART OF THE EXCELSIOR Excelsior and Mission Terrace residents and community based organizations have used sidewalks surrounding the “Persia Triangle”, bordered by Mission Street, Ocean and Persia Avenues, as a de factor town plaza, to hold public events over the past 16 years. The location proposed for open space acquisition has many characteristics identified by the Global Designing Cities Initiative as needed to meet plaza design goals: Create a pedestrian Pavement to Parks Temporary Installation destination. Sunday Streets 2014 Improve access to transit. Improve walkability. Enhance vehicular and pedestrian safety. Support local development and build community partnerships. OPEN SPACE ACQUISITION PRESENTATION – PERSIA TRIANGLE LOCATION Google Maps Image The Persia triangle is situated between three entryways to the Excelsior/Mission Terrace neighborhoods: Silver and Mission (0.5 miles), the Balboa BART and MUNI Transit Station (0.8 miles), and Mission and Geneva (0.6 miles). The Mission Street and Geneva Avenue business corridors have very few public spaces to serve pedestrians and shoppers. One parklet serves two miles of the Mission Street commercial corridor from Silver Avenue to the County Line; the satellite image above references one mile of Mission Street from Silver to Geneva Avenues. The Excelsior/Mission Terrace neighborhoods are bordered on the West by the 280 Freeway and Balboa Park, and the East by McLaren Park. 2|Page

The value of the 10,359 ft2 lot houses a 1 story 1,299 ft2 auto body shop and a 10,060 ft2 parking lot was assessed by the Department of Real Estate at $2,700,000 in 2018. 4680 Mission Street is a 4,386 ft2 lot containing a 10,584 ft2 three story structure. EXAMPLE - Pearl Street, NYC: New York City’s Plaza Program, creates public plazas by converting under utilized open spaces, like this parking lot. 3|Page
OPEN SPACE ACQUISITION PRESENTATION – PERSIA TRIANGLE IMPROVE ACCESS TO TRANSIT The Persia Triangle was first identified as a potential acquisition site in the “Mission – Geneva Neighborhood Transportation Plan Final Report” prepared in April 2007 by the San Francisco County Transportation Authority. Most of the existing land uses bordering the Persia Triangle are auto-oriented in nature, consisting of surface parking and the yard of an auto service shop. The long-term future for the area may be the redevelopment of the block into a more pedestrian-scale use. This can be accomplished by encouraging in-fill development on existing parking surface lots. Such development will increase the intensity of activities around sidewalks and create fine grained urban form more suitable for a pedestrian-friendly environment…Each of the three streets that form the Persia Triangle plays a key role in the neighborhood transportation system. The Persia Triangle is the nexus of two of the most important neighborhood-oriented commercial streets in San Francisco – Mission Street and Ocean Avenue. Persia Avenue is the only through-street in the neighborhood and carries cross-town transit. Persia and Mission: Transfer point for four of the longest bus routes in the MUNI system, the 29 Sunset, 14, 14L, and 14x Mission. Ocean and Mission: Transfer point for 49 Van Ness, 14, 14L, and 14X Mission. Balboa Park Station: The 29 and 49 both transfer at the station, connecting to the J, K, and M lines as well as the BART system. Geneva and Mission: The 29 connects to the 8, 8X, 8BX Bayshore Lines, 43 Masonic, 54 Felton, and SamTrans bus lines. IMPROVE WALKABILITY AND ENHANCE VEHICULAR AND PEDESTRIAN SAFETY In 2011 the Department of Public Health identified Mission Street as part of the High Injury corridor network. Vision Zero safety improvements have included: Widening sidewalks on Ocean Avenue Changing walk signal timing on the crosswalks at the Ocean/Mission and Persia/Mission intersections Installing bulb outs on Ocean Avenue at the intersection at Mission Installing a temporary plaza in 2014 as part of the Pavement to Parks program. The Persia Triangle is one of the suggested locations to install a Ford Go Bike docking station. 4|Page
OPEN SPACE ACQUISITION PRESENTATION – PERSIA TRIANGLE SUPPORT LOCAL DEVELOPMENT AND BUILD COMMUNITY PARTNERSHIPS Over the past five years the City and County of San Francisco has funded various programs creating a sense of place in the heart of the Excelsior/Mission Terrace Districts. 2013 – Excelsior Community Market: This six month pilot project, funded in part by the Community Action Grant program, invited local vendors to sell their products one Sunday each month. 2014 – Pavement to Parks Program Images from Fletcher Studios Website The Persia Triangle temporary installation was designed by Fletcher Studios, in partnership with San Francisco Public Works and SFMTA. Working with the San Francisco Parks Alliance, the Excelsior Action Group facilitated one year of community design meetings collaborating with a variety of community based organizations, including the Filipino Community Center, the Excelsior District Improvement Association, students from Balboa High School via Youth Arts Exchange. Over 100 people were involved in the design process from 2013 to 2014. 5|Page
OPEN SPACE ACQUISITION PRESENTATION – PERSIA TRIANGLE PRESERVE AND PROMOTE NEIGHBORHOOD CHARACTER Excelsior Festival: Starting in 2002 the Excelsior Action Group launched the festival, celebrating the people and history of District 11. 4650 Mission Street has allowed Excelsior Action Group to activate the parking lot, staging musical and dance performances. 2014 Excelsior Festival Pavement to Parks Temporary Installation Image from Pavement to Parks Website 2018 Excelsior Festival Temporary Parklet Installation The Excelsior Action Group received funding from MOHCD to activate 4650 Mission during the Excelsior Festival.
