CITY OF ROSEBURG ELECTION INFORMATION

General Information

Welcome to the May 2020 City of Roseburg Election Information. This City of Roseburg Election
Information is to provide you with valuable information about candidates and measures that will
appear on your ballot in Roseburg, Oregon. Printed copies of the City of Roseburg Election
Information are available at the Roseburg City Recorder’s Office and Roseburg Public Safety
Center.

Candidates

Candidates for the City of Roseburg Mayor and Council, Roseburg Public School Board,
Roseburg Urban Sanitary Authority (RUSA), Umpqua Community College (UCC), and Douglas
Education Service District (ESD) may submit information for the City of Roseburg Election
Information. No other candidates will be included in the City of Roseburg Election Information.

Candidate statements are printed as submitted. The City does not correct punctuation,
grammar, syntax errors or inaccurate information. The City may, but is not required, to
correct spelling errors if the word as originally submitted is in the dictionary.

Measures

Measures, as well as arguments for or against measures, for the City of Roseburg, Roseburg
Public Schools, Roseburg Urban Sanitary Authority (RUSA), Umpqua Community College
(UCC), and Douglas Education Service District (ESD) may be submitted for inclusion in the City
of Roseburg Election Information. No other measures will be included in the City of Roseburg
Election Information.

Registering to Vote:

You may register to vote online at the Oregon Online Voter Registration page or you can get a
voter registration card at Douglas County Elections, the City Recorder's Office (900 SE Douglas
Avenue, Roseburg, OR), the DMV, or other locations around the community. Your voter
registration card must be postmarked no later than 21 days before the election at which you
intend to vote. In order to register to vote in Oregon, you must be at least 16 years old, a
resident of Oregon and a citizen of the United States. (Note: If you are 16 years of age, you will
not receive a ballot until an election occurs on or after your 18th birthday.)

For the May 19, 2020 Primary Election, your completed voter registration card must be either:
   • postmarked by Tuesday, April 28, 2020;
   • delivered to a county elections office by Tuesday, April 28, 2020; or
   • delivered to any voter registration agency (e.g. DMV) by Tuesday, April 28, 2020.

If you register to vote online (with a valid Oregon Drivers’ License or State issued ID card), your
registration must be submitted by 11:59pm on Tuesday, April 28, 2020.

Voter Information

In Oregon, elections are all vote-by-mail. Registered voters are mailed a ballot approximately
two weeks before an election. To vote, follow the instructions on the official ballot. Your return
identification envelope must include your signature. Return your ballot by mail to any official
ballot drop site location or by mail to Douglas County Elections, 1036 SE Douglas Avenue,
Room CH124, Roseburg, OR 97470. Ballots must be received at an official drop site location by
8:00pm, Election Day, November 3, 2020.

A list of drop site locations is included with your ballot material. Drop site locations in Roseburg
include:
    • Douglas County Courthouse, Front Lawn – 1036 SE Douglas Avenue
             o Walk-up: 24 hours per day
             o Election Day: until 8:00pm
    • Library East Parking Lot – Corner of Fowler St & Diamond Lake Boulevard (Drive-up)
             o Drive-Up: 24 hours per day
             o Election Day: until 8:00pm
    • Umpqua Community College Library – 1140 Umpqua College Rd (Drop slot at the
         ADMINISTRATIVE BUILDING)
             o Monday-Friday: 8:00am-5:00pm
             o Election Day: 8:00am-8:00pm

May 19, 2020 Primary Election

Candidates:

There are no candidates for the City of Roseburg, Roseburg Public Schools, Roseburg Urban
Sanitary Authority (RUSA), Umpqua Community College (UCC), and Douglas Education
Service District (ESD) on the May 19, 2020 ballot.

Measures:

  MEASURE 10-173
  Roseburg Public Schools Bond Levy

  CAPTION:
  Bonds to Improve Safety, Security, Vocational Education, Improvements District-Wide

  QUESTION:
  Shall Roseburg Public Schools issue $94,000,000 in bonds and, if approved, receive a
  $5,888,160 state matching grant to renovate schools? If the bonds are approved, they will
  be payable from taxes on property or property ownership that are subject to the limits of
  sections 11 and 11b, Article XI of the Oregon Constitution.

  SUMMARY:
  The Roseburg School District is proposing a bond measure that, if approved, is expected to
  fund:
     • Safety and security improvements district-wide, including controlled school
        entrances, automatic door locks, security cameras, and communications systems;
     • Renovations district-wide, including improving indoor air quality, replacing roofs,
        paint, siding, plumbing, and other capital repairs;
     • New multi-purpose gymnasiums located at elementary schools across the district
        that would serve as community emergency shelters;
     • Infrastructure upgrades in the district for improved technology and vocational
        education access;
     • Replacing the Heritage (Old Main) with construction of new building for vocational
        opportunities and classroom space;
     • Site improvements, furnishing and equipment and bond issuance costs.

  The district would establish a citizen oversight committee to ensure proceeds are used for
  purposes indicated.

  Bonds would mature in not to exceed 20 years from issuance and may be issued in series.
  The estimated tax rate is $1.27 per $1,000 of assessed property value, a $0.63 per $1,000
  assessed value increase over current rates, on average. Actual levy rate may differ due to
  interest rates changes and assessed value.

MEASURE 10-173
Roseburg Public Schools Bond Levy

The Roseburg School District is currently proposing bond measure 10-173 which, if passed,
would make repairs or improvements to safety and security systems, vocational education,
indoor air quality, heating and cooling systems and technology infrastructure at every school
in the district.

This proposal would also include dedicated gymnasium space that would be open to the
community as emergency shelters at five elementary schools, and replacement of the
Heritage (Old Main) building, built in the 1920’s at the high school.

The Roseburg School Board has identified $99.8 million in proposed projects. The current
proposal includes a “matching” grant from the State of Oregon for $5.88 million. If the
measure passes, taxpayers pay $94 million over 20 years, but the grant from the state is not
an additional taxpayer expense. The sale of bonds will be delayed so that taxpayers will not
see an increase in their taxes until November 2021.

If the levy passes, the projects identified by the Roseburg School Board are:
     • Safety and security improvements district-wide, including controlled school
         entrances, automatic door locks, security cameras, and communication systems;
   •   Renovations district-wide, including improving indoor air quality, replacing roofs,
       paint, siding, plumbing, and other capital repairs;
   •   Energy-saving projects at every school, such as heating and ventilation systems, and
       upgraded electrical systems, for consistent learning environments during both warm
       and cold weather months;
   •   New multi-purpose gymnasiums located at elementary schools across the district that
       would also serve as community emergency shelters;
   •   Infrastructure upgrades such as wiring, cabling and wireless access points
       throughout the district so students and staff have improved access to technology;
       and
   •   Rebuilding the Heritage, (Old Main) building at the high school with the latest security
       and safety standards, and would meet all the new building codes including seismic
       and fire codes and provide additional classroom space and vocational opportunities
       for high school students.
Currently, taxpayers have been paying an average of $0.64 per $1,000 of assessed property
value on the bond levy approved in 2000. If approved, the new rate will increase by $0.63 to
$1.27 per $1,000 assessed value beginning November 2021. For more information about
