OFFICIAL 2019 BASEBALL RULES 1. Playing Numbers and Times K-1 -Maximum 12 players per team. -All players play the field each inning. -Practices are 40 minutes. Games will be limited to a maximum of 30 minutes. -Depending on numbers, players can be split into two teams for the games. Two games will be played simultaneously. This allows more involvement for each child. Minors (2/3 grade) & Majors (4/5 grade) -Maximum 11 Players per team. -All players will play the field, with six playing the infield (catcher, 1st, 2nd, 3rd base, short stop and pitcher). All remaining players will play in the outfield. The outfield will be determined by the baseball diamond. All fielders must begin in their respective positions for each new pitch. -Each player must rotate their fielding position from infield to outfield each inning. -Games are limited to l hour and 30 minutes or 6 innings. No new innings may start after 1 hour and 15 minutes.
2. Batting K-1/T-Ball ALL players are placed into a batting order at the beginning of the game. Coaches please have a line-up of your team. Players will receive up to 5 swings off the tee. If the player does not hit the ball into fair territory after the 5th swing, then the coach will “guide” the player into hitting the ball into fair territory. Coaches may also choose to pitch to the players (in the second half of the season). In this instance, the players will get 3 pitches to try and hit the ball. In either case, the key is for the coach to keep the tempo of the game moving. Teams continue batting until all players in attendance have batted once in that particular inning. Every child will have one chance to bat per inning. There are no outs for KA. Whether or not to call outs for K-1 should be determined by the coaches before the game. Coaches you will be very important in educating 5- to 6-year olds (and to their parents) that getting out is ok and that it is just part of the game. Minors ALL players are placed into the batting order at the beginning of the game. Players will receive up to 3 pitches from the machine. If the batter does not hit the ball into fair territory on any of these 3 pitches, he/she will be allowed to place the ball onto a TEE and take 1 final swing. If he/she does not hit the ball into play then he/she will be called out. Majors ALL players are placed into the batting order at the beginning of the game. Players will receive up to 5 pitches from the machine. A batter will be allowed 3 strikes per at bat. The 5th pitch will be the final pitch regardless of the strike count UNLESS the batter hits a foul ball. The batter can continue to foul off subsequent pitches.
All Leagues Bunting will not be allowed. Balls must be batted outside the 3-meter zone in front of home plate to be counted as fair. We will be playing with 3 outs. We will also play with the “mercy rule”. If a team is getting beaten by a lot of runs (let’s say by 10+ runs) and time is running out the losing coach can call on the “mercy rule”. This means that the game is over and the team that is losing will be allowed more at bats for those kids that have not batted much. The team that is batting must stay in the dugout for Field 6. For Field 5 they must stay next to the fence and behind the screen. For Fields 1 and 2 they must stay seated behind the back stops. Assistant coaches need to enforce this. Safety is paramount. Only one batter is allowed on the batter’s cage. One warning per team for every thrown bat. The second thrown bat will be an automatic out. 3. Six-Run Rule (not for K-1/T-Ball) No team may score more than 6 runs per inning. The only exception would be the last inning. If the losing team is behind by more than six runs in the last inning, then that team may score as many runs as needed to tie the game. Example: Team B is behind 8 runs in the last inning. Team B is allowed to score 8 runs maximum to tie the score. Team B cannot score more than 8. 4. “Free Hit Zone” (not for K-1/T-Ball) There will be a 10-foot circle (3 meters) marked around the pitching machine. This area is called the “free hit zone.” • Any ball that lands in this area and stays is dead. Or, • Any batted ball that comes in contact with the machine or ADULT (18+) operator is dead. • Players are not allowed to field the ball in this area. Any defensive players stepping into the “free hit zone” will be penalized. All runners will be deemed safe. • The ball remains “live” if it rolls through the “free hit zone” without coming in contact with the pitching machine or the Adult operator. For Majors: only forced runners can advance. 5. Base Running Runners must stop when any fair play ball is thrown back to and caught by the pitcher position player (who is standing on or very close to the pitching circle) or adult
umpire standing at pitcher’s mound. All players who are not half way to the next base must return to the last base they touched. The player is automatically ruled safe at that base. (This rule should not be used as a defensive strategy.) No stealing or leadoffs. Each base runner must stay on the base until contact has been made by the batter. (Batting team coaches must help with this, the umpire will not be able to watch for this) No sliding will be allowed. A warning per team will be given to each team for the first slide. The second offense will be an automatic out. No catcher blocking. The runner will be deemed safe if the catcher is blocking the 3rd base line or home plate. No taking the defender out on a play. The runner will be out if he is trying to break up a play. A base runner who gets hit by a ball that is hit by his/her team is out. 6. Overthrows All overthrows to first and third will result in all base runners advancing one extra base only (we want to encourage our players to attempt to make the play). Overthrows to second are live. 7. Catcher (not for K-1/T-Ball) The catcher will only wear the face mask, helmet and chest protector. As we will not be using leg protectors, the catcher will not crouch behind the batter. Instead, the catcher will stand to the side during pitches and step in after the ball has been missed or hit into play. There will be a bucket for the catcher to place all missed balls into. 8. Coaches K-1/T-Ball Coaches please ask parents on a weekly basis to help you out. The team that is at bat should have one parent at each base to guide the batters around base. One of the co- coaches should be at home plate helping kids to bat. The other co-coach should be at one of the bases or getting the rest of the team to stay together and to be ready to bat. This means that a total of 5 adults (including the 2 co-coaches) are needed every Saturday for a successful day. Of course, you can still do it with just 2 coaches. The team fielding only needs the two co-coaches in the field. This is when the parents who are helping out can take a short break.
Minors and Majors The fielding team may have two coaches in the field. The batting team will have one coach organizing the dugout and batting order and one coach positioned at home plate. The batting team may also have extra coaches at 1st base and 3rd base. 9. Infield Fly Rule The infield fly rule will not be in play for Minors or Majors. 10. Visitors The first team named will be the visitor team and they will bat first. I.e. Astros vs. Giants, the visiting team is the Astros. 11. Uniforms Players MUST always wear their uniforms and caps. Helmets MUST be worn while at bat, on deck and while on base. 12. Rain-Outs and Poor Air Quality On most weeks, we have booked indoor facilities as a back-up venue in case of rain. Due to limited indoor space the schedules will have to be slightly altered, meaning game times may change on the day of the event. Coaches will be notified by TYPA at 10am that morning via email. On weeks where we cannot have access to the gyms we will potentially have to cancel the games for that day. In that case we will try to hold a “Rain-Out Day” to make up for the cancellation. 13. TYPA Tradition Coaches appoint parents on a weekly basis to bring water and/or snacks after each game. A drink/snack list for parents to fill out will be helpful. Most parents are very willing to bring drinks. VERY IMPORTANT!! In order to protect our fantastic Upper and Lower Field surfaces, there will be strictly no food or drink allowed. WATER IS ok but any other kinds of juice, sodas or sports drinks will not. Also, gum is strictly prohibited. We need to make sure all players and parents know of this situation. 14. Disclaimer The TYPA Sports Director has the right to add, change or delete any rule during the season.
