Pro-Enterprise Ranking (PER) Survey 2018 PER Survey Commissioned by the Ministry of Trade and Industry (MTI). Conducted annually since 2004. For Year 2018: 5 NEA Customer Segments including General Waste Collectors (GWCs) were surveyed. Pro-Enterprise Index (PEI) for GWCs = 60.01.
Feedback / Comments received from PER Survey 2018 i. To seek feedback from the industry before implementing new requirements ii. More rules & regulations to follow iii. High compliance cost iv. To have more sharing sessions, especially with SMEs
Action Plan Improve communication plans through the following means: o NEA will continue to consult with WMRAS before introducing new requirements. o NEA will conduct more sessions for GWCs. NEA appointed consultant to organise a Focus Group Discussions (FGDs) to consolidate feedback from industry o The first FGD was conducted in Jan 2019 o Next FGD will be held in Mar 2019 (tentative)
No Pro-Enterprise Ranking Survey 2019 2019 survey will not be conducted. Current survey mechanism will be reviewed to strengthen whole- of –government (WOG) pro-enterprise efforts before next survey.
Requirement for Hook-lift, OTC & Compactor/ Containers Certification All hook-lift mounted trucks, OTCs, compactors/containers used for waste collection are to be inspected and certified by accredited Inspection Bodies (IBs). Inspection certificate is valid for one year. A copy of the inspection report shall be produced upon request. Hook-lift OTC Compactors
Labelling of Vehicles & Equipment Both sides of all vehicles and equipment used for waste collection must be labelled according to the requirements specified in the Code of Practice for Licensed GWCs. The content and dimensions of the label must conform to the following:

Requirements for Rear End Loaders (RELs) Licence Condition (6Ai) RELs must be fitted with a mechanical cover which must be closed when travelling to minimize: o Smell nuisance o Accidental refuse spillage
Requirement for Open Top Containers (OTCs) Licence Condition (6Aii) Total height of OTC when carried on hook-lift mounted trucks ≤ 3.7m o Prevent damage to incineration plant infrastructure/equipment Max Height = 3.7m
Requirement for hook-lift trucks Licence Condition (6Aiii) Hook-lift trucks must be fitted with a reversing camera, with live feed into driver’s cabin o Reminder letter issued on 12 Feb 2019 o Camera and in-vehicle monitor display shall be in good working condition Reversing camera: In-vehicle monitor screen:
3 Introduction of the Waste & Resource Management System (WRMS)
Introduction of WRMS NEA will be introducing a new Waste & Resource Management System (WRMS) as part of our efforts to digitalise and automate current processes to improve efficiency. The WRMS aims to: o Streamline business processes and operations by accessing a single portal to submit requests and declarations. o Reduce the no. of documents required to be submitted during licence renewal
What can you do with WRMS 1) Register & de-register vehicles and equipment Interface with Land Transport Authority (LTA) and SAC Accredited Workshops o Not required to submit log card and inspection report For hook-lift trucks and equipment (OTCs, Compactor, PWCS Container), system will send reminders at a stipulated frequency before the certification expires. 2) Update and submit drivers and crew information Interface with SkillsFuture Singapore (SSG) o Not required to submit WSQ certificate 3) Open Disposal Account to facilitate disposal activities at the Incineration Plants/Landfill 4) Submit UCO Quarterly Declaration (For GWC Class B.1)
WRMS Implementation Relevant user guides will be prepared and training sessions will be conducted. Information will be disseminated closer to the launch of WRMS.
What to prepare for WRMS Companies are required to have CorpPass (Singapore Corporate Access) to access WRMS. o For more information on CorpPass and to apply for one, please visit www.corppass.gov.sg
4 General Waste Disposal Facility (GWDF) Licensing
GWDF Licensing Scheme (since 1 Dec 2016) According to Environmental Public Health (General Waste Disposal Facility) Regulations: • “General waste disposal facility” means a disposal facility that receives, stores, sorts, treats or processes general waste. • “General Waste” includes: » Refuse or industrial waste, excluding toxic industrial waste; » Recyclable waste. 23
