Founded in 1951, the NCFL is a nonprofit organization ABOUT THE NCFL committed to providing speech & debate education to all secondary school students. Based upon the ideal of open membership, the NCFL welcomes membership to all schools, public and private, in the United States and Canada. The purpose of the NCFL is: to encourage and to assist in the development of articulate leaders through whose skills truth may be widely spread and become an influence in the life of the nation, to promote curricular and co-curricular speech and debate activities in Catholic, private, and public secondary schools throughout the nation, to establish, to maintain, and to coordinate a system of Diocesan Leagues with the purpose of administering schedules of interscholastic speech and debate activities, to assist individual schools in speech and debate activities where no Diocesan League has been established, to sponsor and to administer the annual Grand National Tournament of the League.
WHAT WE DO Students compete in public speaking, debate, and interpretive events on a local level all year. The season culminates in a national championship tournament, the NCFL Grand National Tournament, held over Memorial Day weekend. The tournament attracts approximately 3,000 high school students in grades 9-12 (ages 15-18) and nearly 2,000 coaches, judges, and chaperones. In order to compete at the NCFL Grand National Tournament, students must qualify based on achievement at local qualifying tournaments in their geographic area.

The NCFL is committed to hosting the safest tournament possible while still providing an in-person forum for competition which so many of our students have not had for the past two years. NCFL Nationals 2022 DC will adhere to the following mandates: COVID UNIVERSAL MASKING PROTOCOLS Universal masking for all persons when in official NCFL spaces (the Convention Center, competition spaces, tournament offices, work rooms, and meeting rooms) except when actively eating or drinking, or, in our case, actively performing or presenting a speech. Students are welcome to wear masks during performances or speeches if they prefer and will not be penalized. The use of KN/N 95 masks is strongly encouraged. PROOF OF VACCINATION OR NEGATIVE PCR OR ANTIGEN TEST Proof of full vaccination or a negative COVID PCR or Antigen test result that is fewer than 24 hours old. While not currently required, booster shots are strongly encouraged. If providing a test result, the attendee must also provide documentation of a medical exemption or attestation of a sincerely held religious belief.
Accordingly, the NCFL will require proof of vaccination or documentation of a medical exemption or an attestation of a sincerely held religious belief by May 1, 2022 for all participants. NCFL will be using VaccineCheck, a HIPAA compliant portal, to verify vaccinations and track exemptions and test results . All participants will receive instructions on how to submit vaccination documentation and COVID exemption applications. Should a participant be granted an exemption based on a PROTOCOLS medical condition or a sincerely held and attested religious belief, they will receive information on how to submit proof of a negative COVID PCR or Antigen test. To enable decision making by our member schools, teams, and their families, and ensure the safest possible event, the NCFL will not decrease these mandates regardless of the state of municipal mandates at the time of the tournament. The NCFL commits to enforcing at least these mask and vaccine mandates throughout the tournament and will enforce any additional mandates required by the city of Washington, DC and/or the tournament venues at the time of the tournament in May, 2022.
The NCFL is committed to providing participants, judges, coaches, and volunteers the opportunity to pursue excellence in their endeavors. This opportunity can exist only when each member of our community is assured an atmosphere of mutual respect. COMMUNITY The NCFL prohibits all forms of harassment and discrimination. Accordingly, all STANDARDS forms of harassment and discrimination based on race, color, religion, sex, gender identity or expression, sexual orientation, marital status, citizenship, national origin, age, disability, genetic information, or any other characteristic protected by any applicable federal, state, or local law are prohibited, whether committed by participants, judges, coaches, volunteers, and/or observers. The NCFL reserves all rights to subject violators to the full range of sanctions, up to and including removal from the tournament premises and referral to appropriate authorities. Any individual or group of individuals who believes they have been a victim of harassment and/or discrimination should report it to the Equity Advocate Team or appropriate authority immediately.
