Under the Pakatan Harapan government, the Ministries of Education and Higher Education were merged into a single Ministry under YB Dr Maszlee Malik, who’s run as a minister was cut short with his resignation on the very first day of the 2020 schooling calendar. His successor, the Former Prime Minister Tun Mahathir himself saw his own run cut short with barely enough time to show any changes before being ousted during the political events at the end of February 2020. Education in Malaysia finds itself back in the land of uncertainty with the education ministries being restored back into two entities with two new faces as ministers. These political developments have taken much of the public’s focus has been taken away from the efforts already undertaken, overshadowed by political developments. With Pakatan Harapan’s short stint as the government before the installation of the new Perikatan Nasional government, the dust has still yet to settle on the changes brought from the previous administrations, clouding the ability to gauge the level of effectiveness and appropriateness of recent education policies. It is unknown if policies will be retained, introduced, reverted or even see the introduction of a completely new education direction under the new leadership. With Malaysia finally in its long-awaited Vision 2020 moment, it is an apt time to reflect if its progress of education has indeed reached the level of those in developed nations or if is still lagging behind. The 2020 National Education and Learning Summit provides an opportunity for those with a passion for education to provide their insights on current progress and obstacles faced by Malaysia’s education sector. It is a unique opportunity for stakeholder from the private sector, public sector, and the third sector to deliberate matters concerning education to devise a new path forward.

The consequence of such changes has led to a level of uncertainty and instability in how education is practiced. This panel will discuss whether or not the appropriate policies are in place to allow positive changes. Have changes to the UUCA been adequate? What new policies need to be introduced and what needs to go? How do we bring out the best in teaching potential in our educators and how to we create the ideal learning environment? 11.30am SESSION 2: VICE CHANCELLORS PANEL: ENSURING THE RELEVANCE OF TERTIARY EDUCATION IN AN INDUSTRY 4.0 WORLD The 21st century has seen substantial changes in how the medium of education is carried out. Multiple revolutions in technology has not only changed the classroom, but also the destinations of which students will end up. The rapidly changing workplace puts the spotlight on course contents, if they have been updated to account for changes brought about by Industry 4.0. Often, students find jobs that do no match their area of training, leading to a wastage of time and resources. Some scholars are debating if the role of universities is diminishing as members of the younger generation are able to obtain knowledge more effective over the internet. Are the present and current conventional forms of education meeting the needs of tomorrow? This has been highlighted since the 11th Malaysia Plan, which identified the need for skilled-workers among the local workforce to be increased from the current 28% to 25% by year 2020. To meet the requirements of the industry, the annual intake of TVET students has to be increased gradually from 164,000 in 2013 to 225,000 by 2020. Are there enough Malaysians trained to fill the human resource needs of the local industry? Has learning incorporated content to allow workers to perform in an Industry 4.0 environment? Has it become industry-driven enough? Are its subjects practical and relevant? It is the desire of any parent to provide the best possible form of education for their children to give them the best chance of success in life. However, quality education in Malaysia is no longer universal due to several factors such as infrastructure, proficient educators, and administration. With dilapidated schools still existing in rural and interior areas of both Sabah, Sarawak and even Peninsula Malaysia, why are we not seeing the impact of allocations towards such schools? How can the potential of educators be further unlocked to focus on the preparation of quality content and teaching? How is quality determined? Should there be a revamp of the curriculum to enhance the quality of national schools to be in line with today’s needs? What else can be done to close the gap?
