Introduction • Objective is to ensure that our limited land for Places of Worship (PW) is allocated to religious groups that have a genuine need for space • Earlier tender framework for PW sites was based solely on price, with sites going to the highest bidder • Government embarked on review to refine tender process E.g. refine eligibility requirements, introduce non- price considerations 4

Pre-Qualification Criteria • Registered societies under Societies Act Registered for • Companies limited by guarantee under Companies advancement of religion Act • Registered or exempt charities under Charities Act • Provide evidence of regular religious activities, Stage 1 Community support and volunteer activities, and community events involvement organised that involve / benefit the wider community in Singapore over the past three years • Provide sufficient evidence to demonstrate need Need for space for a new site Adequate and • Provide sufficient evidence of sustainable sources Stage 2 sustainable sources of of local funding for acquisition, development and local funding operation of the site 9
Registered for Advancement of Religion Stage 1 • Tenderer must be established or constituted for the advancement of religion, and registered as one of the following entities: • a society registered under the Societies Act (Chapter 311); or • a company limited by guarantee incorporated under the Companies Act (Chapter 50); or • a registered or exempt charity under the Charities Act (Chapter 37). Submission requirements: • Name of organisation(s) • Society/Company registration number • Address 10
Community Support and Involvement Stage 1 • The tenderer should have organised regular activities that involve / benefit the wider community in Singapore over the past 3 years. This may include religious activities, volunteer activities and community events (e.g. inter-faith harmony events). Submission requirements: • Details, supported with evidence*, on three past activities organised by the tendering organisation in Singapore in the past three years, that best demonstrate the organisation’s involvement in the wider local community. • Objective and description of event • Date, duration of event, venue • Attendance figures • Impact of contribution that impacts the wider community e.g. number of beneficiaries impacted and funds raised • Average number of activities that involve / benefit the wider community in Singapore per year over past three years *e.g. photographs/videos, attendance lists, accounts of funds raised/donations received, letters of support 11 etc.
Need for Space Stage 1 • The tenderer should demonstrate the need for a new Church site, such as to cater to a growing number of followers or worshippers, or that its existing premises have been fully utilised. Submission requirements: Description of how the site being tendered out will be used for religious worship (activity, and allocated space for activity) • Written explanation, supported with evidence, of why the site is required to support the tendering organisation’s religious worship activities • Number of registered members in the past 3 years; • Average weekly/monthly attendance in the past 3 years; • Existing property(s) where religious activities are being conducted, whether they are owned/rented/leased, and how well they are utilised; • Attendance at major PW celebrations in the past 3 years (to indicate name of event, date); • Any other relevant evidence that demonstrates need for the site 12
Adequate and Sustainable Sources of Local Funding Stage 2 • The tenderer should demonstrate adequate and sustainable sources of local funding to acquire, develop and operate the proposed Church site being tendered out. Submission requirements: • Signed undertaking and statutory declaration*, to undertake the following: • Have adequate and sustainable sources of local funding to acquire the site and to develop the Church; • Will not fund the land bid and development cost of Church using foreign donations; • Will submit annual financial accounts, records of foreign and local donations (of amounts $10,000 and above) and statements of bank loan undertaken for the tender (if any) throughout the Relevant Period • Audited annual financial accounts for the three years preceding the tender • To the best of the tenderer’s knowledge, submit any known records of foreign funding for the three years preceding the tender • Proposed sources of funding to acquire, develop and operate the Church site • Projected development and operational costs for the Church *The Successful Tenderer will also be required to submit a statutory declaration at the end of the Relevant Period. 13
