Councillor Jane Stroud’s Update
I wanted to give residents an update on some RMWB projects going forward in
Gregoire Lake Estates, Anzac, Janvier and Conklin. The plan is for construction
for high-speed internet (fibre optic), to start in 2022. The Rural Water and Sewer
Service Connection Plan has started for Janvier and Conklin. The connection
plan for Anzac and Gregoire Lake Estates should start in June of 2022.
Please note that the June 2022 dates are tentative at this time and may be
revised following a review at the conclusion of the 2021 construction season.
The paving of roads and walking paths in Anzac and Conklin will continue.
Egress roads will be built in Janvier and Anzac. Construction is scheduled to start in 2023.
In May, I put forth a motion for Mayor Scott to invite provincial officials to discuss the Keyera Project,
and the impact of the project to Highway 881 and the railroad running through Conklin. The Mayor’s
office informed Council that Minister McIver, MLA Laila Goodrige and MLA Tany Yao would meet with
us. However, a further notice was received indicating that the provincial officials have since declined
meeting with us.
This term, Council’s strategic plan includes working on the Truth and Reconciliation Commission’s Calls
to Action, Advocate for Rural and Indigenous Communities, Indigenous Consultation, and Inclusion and
Partnerships with rural communities.
Some progress has been made in Truth and Reconciliation Commission of Canada (TRC) initiatives
including mandatory RMWB training for all staff, a United Nations Declaration on the Rights of
Indigenous Peoples (UNDRIP) workshop for RMWB Senior Leaders, a TRC sharing Circle, the
formation of the Reconciliation Advisory Circle (RAC), and supporting Indigenous-led initiatives and
projects such as the McMurray Métis Cultural Centre. RMWB motions passed include the flying of the
Métis flag at the Anzac Firehall and the Placemaking area, and the placement of a sign on Highway 63
and 881 recognizing Treaty 8 and unceded Métis territory.

The pictures below are of the Graduation Class from Bill Woodward School, as well as James Richards,
who attended Kindergarten to Grade Nine at Conklin school then moved to Fort McMurray to complete
high school and graduated this year.
Bill Woodward School also had a Traditional Ceremony of Achievement for the Indigenous Graduates
of 2021. Included in the picture below are Elder Mary McKenzie and Joan Neeahnymahoo who

conducted a prayer and a smudging ceremony for the graduates. Elder Robert Cree made a video on
Eagle Feathers. Teachers Lance Bouchier and War Cry put on drumming performances.
A big thank you to everyone involved to make the Graduation Classes of 2021 take place in our region,
and congratulations to the graduates!!!

The Regional Municipality of Wood Buffalo continues to monitor the on-going COVID-19
pandemic and follow the direction of Alberta Health Services (AHS) and the Chief Medical
Officer of Health.

Alberta’s Vaccine Program
Alberta’s Vaccine Program is well underway. Currently, any Albertan 12 years of age or
older is eligible to receive the first dose of the COVID-19 vaccine.
Second doses of the COVID-19 vaccine are now being offered in stages. As of June 21, 2021,
Albertans who received their first vaccine in March, April or May are now eligible to book
their second dose appointments.
Anyone who is eligible is strongly encouraged to get vaccinated. All approved COVID-19
vaccines are safe, effective, help prevent serious illness and save lives.

Alberta’s Open for Summer Plan
Alberta enters Stage 3 of the Province’s Open for Summer Plan on July 1, 2021.
The plan aims to ease COVID-19 restrictions in three stages as vaccination targets are
reached and hospitalizations decline.
Stage 3, the final stage in the plan, will see the easing of most province-wide restrictions.

Municipal Face Covering Bylaw no longer in effect
On June 22, 2021, Council voted to repeal the
Municipal Face Covering Bylaw (No. 20/024),
meaning this bylaw is no longer in effect.
However, masks are still required on public
transit and in taxis or rideshare cars.
Alberta’s Open for Summer Plan
As of July 1, 2021, the province is in Stage 3 of the Government of Alberta’s Open for Summer
Plan and most COVID-19 restrictions and guidelines have now been eased. This includes the
general indoor provincial mask mandate. However, masking is still required in specific settings,
as determined by the Government of Alberta. This includes acute and continuing care settings,
as well as on public transit and in taxis or rideshare cars.

Visiting other communities
While the RMWB Face Covering Bylaw is no longer in effect and the province-wide mask
mandate eased, there may be First Nations and some municipalities in Alberta and Canada

Engineering/Construction Updates-Anzac & GLE
Anzac Lagoon Expansion – Design
The Municipality has partnered with a consultant to develop a design to expand the capacity of the existing
Anzac Lagoon. The design scope kicked off on June 1, 2021 and it is expected to be completed within an eight-
month period. The lagoon expansion will increase the level of service of the existing Anzac infrastructure for
Anzac and support the RMWB’s Rural Water and Sewer Servicing (RWSS) program.
Anzac Contract 1 – Sanitary Lift Stations
The project has achieved substantial completion on May 04, 2021. All lift stations are operable and are in use.
Landscaping activities set to resume June 25, 2021 which includes final landscaping, final paving activities,
fence installations, site cleanup, etc.
Anzac Contract 3 – Roads, Water and Sewer Works
2021 Phase 1 – Willow Lake Road & Gilmore Drive
Water main commissioning, asphalt paving to gas station and landscaping has been completed.
2021 Phase 2 – Oak Court
Base lift asphalt paving and landscaping has been completed. Top lift asphalt paving is scheduled to be
completed summer 2022 to allow for settlement and deficiencies to be resolved, if any exist.
2021 Phase 2 – Singer Drive
Road structure construction is taking place. Asphalt pavement works is to take place. Construction of a
new asphalt trail is ongoing. Ditching has been finalized, with topsoil rough grading taking place. Final
landscaping remains outstanding.
2021 Phase 3 – Stony Mountain Road
Base lift asphalt on east bound lanes has been completed. Base lift asphalt to be completed on west
bound lanes in gravel sections. Driveway paving is ongoing and landscaping has been completed. Asphalt
milling of vertical asphalt joint to take place fall 2021 prior to winter shutdown in order to remove hazard
for snow plows.
2021 Phase 3 – Park Drive
Sanitary Sewer main installation has been completed. Sanitary and water main service installation is
ongoing. Culverts, driveway construction and road reconstruction to take place. Ditching and drainage

improvements along Park Drive to take place. Paving base lift asphalt on eastern portion of Park Drive is
ongoing. Base lift asphalt on remaining portion of Park Drive tentatively scheduled between July 29 and
August 24, 2021.
2021 Phase 4 – Cheecham Drive (south of 209 Cheecham Drive)
Hydrants have been installed. Water Main Commissioning and connections have been completed. Sanitary
sewer main installation has been completed from Park Drive to Gregoire Drive. Sanitary and water services
remain outstanding. Driveway culverts, driveway construction, road reconstruction, ditching and
landscaping to take place.
2021 Phase 5 – Donovan Drive
Road impacts will be observed on Donovan Drive at the utility right of way between 119 Donovan Drive
and 127 Donovan Drive. Sanitary Main Installations will be continuing on Donovan Drive towards
Cheecham Drive and Gregoire Drive. Sanitary and water service installations to take place following
completion of the sanitary main installations. Road improvements will follow once service installations are
completed. Ditching, culvert and drainage improvements will follow road improvements. Asphalt paving to
take place following completion of the above (tentatively scheduled between August 27 and September
16, 2021.)
2021 Phase 6 – Gregoire Drive
Construction impacts anticipated to begin July 23, 2021 (tentative date)
2021 Phase 7 – Cheecham Court
Road impacts anticipated to begin June 21 – construction notices are being issued. Temporary service
roads will be constructed to ensure access to resident homes. Sanitary sewer main installation will occur,
followed by sanitary and water service installations to property line, driveway culverts and driveway
reconstruction, etc.
2021 Phase 8 – Cheecham Drive (north of 209 Cheecham Drive)
Construction impacts anticipated to begin July 15, 2021 (tentative date)
Gregoire Lake Estates to Anzac Sanitary Forcemain Contract
Contractor completed the installation and testing of the entire forcemain except for the Highway 881 crossing
and connection to Anzac forcemain. Drilling under Highway 881 located south of Singer Drive remains to be
completed to allow connection from the Gregoire Lake Estates system to the Anzac system; scheduled for
June/July. Access Road construction activities to resume once weather conditions become warmer; scheduled
between July-Sept.

Construction Work Hours
The Municipality would like to remind all residents that construction season has started. As
per Bylaw No. 21/010, Part 4, regarding noise control, construction is permitted between 7
a.m. and 10 p.m. Monday through Friday and 9 a.m. to 10 p.m. on Saturday, Sunday or a
statutory holiday.

The Municipal Census 2021 has been extended until July 31, 2021 to provide residents more time to complete.

Warmer weather is in the air throughout the Regional
Municipality of Wood Buffalo and it’s time to cleanup our
region. The 2021 Community Cleanup Campaign launches
May 4 and runs through to October 28, giving us all the opportunity to pitch in and beautify our region.
The RMWB is once again able to provide residents with bags, gloves, and picker sticks to assist in your cleanup efforts.
To make this year’s process safer and easier, we’re encouraging groups of 10 or fewer to register through your local
Rural Contact Office by calling 780-334-2298. RMWB staff will register your group and cleanup location while also
coordinating a time to pick up with materials from the Rural Contact Office.
Check out our Community Cleanup map before choosing your potential area.
Please remember to follow local public health requirements and provincial guidelines with your group.
When your cleanup is finished, please contact your local Rural Contact Office to coordinate the return of the materials.
We encourage residents to share their community cleanup efforts on social media. Share your posts with others by using
the hashtag “#cleanupRMWB”.
Throughout the campaign, we encourage residents to visit rmwb.ca/cleanup to see which sites have already been

Residents with Private Cisterns and Septage Systems
The RMWB would like to remind residents that maintenance of private water and sanitary systems are the
responsibility of the homeowner. Alberta Health Services (AHS) recommends that systems be tested twice a
year and cisterns cleaned and disinfected once per year.
Septage tank maintenance
Septage tanks also require proper inspection and maintenance. Here are a few points to keep in mind:
• Have your septic tank checked annually for buildup that can reduce your tank’s efficiency. You may
need to have your tank pumped by a professional sewage hauler every couple of years to ensure
proper operation.
• Do not enter your septic tank. During the treatment process, sewage gives off dangerous gases. Always
hire a professional for tank maintenance tasks.
• Do not allow livestock, vehicles, or any type of pathway to cross over your disposal field at any time.
This practice helps prevent pipe breakage, soil compaction and excessive freezing due to compaction
during the winter months.
• Keep your treatment system area well-maintained. Trim grasses and other vegetation short.
• Always consult your operations manual provided by the septage tank installer for specific maintenance
guidance.
Water quality
All water supplied to residents comes from the water treatment plant and has been tested to ensure it meets
quality standards and is safe to drink. The Municipality follows rigorous safety and quality regulations,
including regularly submitting samples to an AHS laboratory.
Should residents note a concern with their drinking water, please follow the steps AHS recommends such as
testing the water, ensuring maintenance has been completed, and conducting visual inspections to rule out
abnormalities. Should these steps not result in resolution, please contact PULSE at 780-743-7000 or 1-800-
973-9663.

Know someone who could benefit from the VPR? Spread the word!
The Vulnerable Persons Registry (VPR) is a free, voluntary and confidential service that helps improve the safety of
vulnerable residents living at home during emergencies. If you know someone who is eligible, and could benefit from
having added support during emergencies, tell them about the VPR!
Who is eligible?
The VPR is available to residents in the region who experience any of the following:
• Mobility issues
• Visual or hearing impairments
• Developmental or cognitive impairments
• Challenges related to mental health
• Individuals who require electricity for life-sustaining equipment (life support, oxygen or dialysis)
Individuals registering for the Vulnerable Persons Registry must have a permanent address and at least one (1) valid
contact number on their application. Individuals who are unable to meet these criteria will not be eligible for the
registry.

The Northland School Division (NSD)
Board Highlights Regular Board Meeting – May 29, 2021
Board approved 2021-2024 Education Plan
The Board of Trustees approved the 2021-2024 Education Plan, as presented. The Education Plan
outlines Northland School Division’s priorities, outcomes, strategies and measures. The priorities,
outcomes, strategies and measures have been identified as a result of conversations with staff and school
communities. During the 2021-2022 school year, NSD will continue and increase engagement with the
communities we serve using video-conference, face to face when it's safe to do so and utilizing a new

NSD launching an online K-9 school for the 2021-2022 school year
A new learning environment is going to give Northland School Division (NSD) students another avenue
to accomplish academic success. NSD is pleased to announce that they will be operating an online
school for the 2021-2022 school year. The online school will serve students in grades Kindergarten to
Grade 9. The Board authorized Administration to proceed with developing an online school. Click on

Superintendent Highlights - Donated Chromebooks, Education Week and Principal Updates
In the latest Superintendent Highlights, Dr. Nancy Spencer-Poitras, highlighted a donation of
Chromebooks to NSD students, activities organized to celebrate Education Week and recent
principal appointments. Recently, eight NSD students received additional resources to excel in
online learning following a recent donation. The United Way of the Alberta Capital Region and
ATB donated $100,000 to get laptops to students in need across the province of Alberta.
Board approved the 2021-2022 Spring Budget
The Board approved the 2021-2022 Spring Budget. The budget is aligned with NSD’s priorities listed in the 2021-2024 Education Plan
and includes the following investments:
• Technology to support student learning. This investment supports student engagement in meaningful learning experiences
and aligns with NSD’s goal of enhancing and leveraging the use of technology.
• A dedicated Cree and Dene instructors at every school.
• A common professional learning calendar to leverage system priorities in numeracy and literacy.
• The School Food Services hot lunch program.
• Housing for teachers. The capital improvement plan, changes to both the maintenance approach and utility recoveries will
help with retention, attraction and sustainability.
• Dedicated investments to address learning loss due to COVID-19.

To better understand the odours in our region, the Wood Buffalo Environmental Association
(WBEA) is asking community members to check out our COMP app and share information
about the odours you are experiencing.
The WBEA launched the Community Odour Monitoring Program (COMP) and the COMP App
so people could anonymously submit odour observations and track odour events in the
RMWB. The collected information is then compared to the ambient air quality parameters
measured at the WBEA’s air monitoring stations to determine if there is a relationship
between regional odours and air quality. Submitted observations can be found at
comp.wbea.org, and findings are reported to the public in an annual report. The 2020 COMP
Annual Report can be found here.
Please share your odour observations on the COMP app (available for iOS and Android
devices) and help us better understand the odours in our region!
