Business Items 5.1 Aurukun Community Safety Plan presented by Dr. Chris McLaughlin – Culturev8 Chris provided a link to Aurukun Community Safety Plan and explained full details of this plan to Council members and responded to numerous questions. RESOLUTION: 21.6855 That Council notes the draft Aurukun Community Safety Plan and places this on public exhibition for period of 30 days for comments from Government agencies, stakeholders and residents of Aurukun. 5.2 Have Your Say Day 18 March 2021 at Wo’uw Ko’alam Community Centre The following format was suggested: - Council explains to community what they are doing. - Community question and answer session. - Competitions, Refreshments, BBQ Displays: 1. Master Plan 2. Community Safety Plan 3. Reviewed Corporate Plan 4. Employment Information RESOLUTION: 21.6857 That Council 1. approves the suggested arrangements for the proposed Aurukun Have Your Say Day on Thursday 18 March 2021 from 10am until 2pm at Wo’uw Ko’alam Community Centre. 2. considers holding pop up Have Your Say Day information stalls at three locations, in the dry season – May to August. MOVED: Councillor Jayden Marrott SECONDED: Councillor Delys Yunkaporta CARRIED 5.3 Cultural Endorsement for Housing Allocation Decision was deferred from December Ordinary Council meeting on the following recommendation as Council did not have a quorum. 5.4 COVID-19 Update Face mask continue to be mandatory on all domestic flights in Australia. NOTED 5.9 Rainfall for December 2020 For the month of December 2020 Aurukun Shire recorded a total of 5.6 mm of rain. The largest rainfall was 3.2 mm recorded on 27 December 2019. NOTED 5.10 Facebook for December 2020 For the month of December 2020 there were 23 posts, 9 notices and 2 shares. The page now has 3,665 followers. NOTED 5.11 Executive Assistant Karen Sterck has been appointed as the Executive Assistant and will be working from the Cairns office for the next three months. NOTED 5.12 Correspondence 5.12.1 Email received from Peter Fletcher, Senior Project Officer, Finance and Funding, Department of State Development, Infrastructure, Local Government and Planning. 5.12.2 Letter received from Dr Chris Sarra, Director-General, Department of Seniors, Disability Services and Aboriginal and Torres Strait Islander Partnerships (refer attachment 5.12.2) As you are aware, the Queensland Government has committed to the Local Thriving Communities (LTC) reform in response to the Queensland Productivity Commission’s (QPC) Inquiry into service delivery in remote and discrete Aboriginal and Torres Strait Islander Communities. LTC provides a clear, long-term whole-of-Government reform agenda to build Government capacity to work with Queensland’s remote and discrete communities, Councils, community leaders, and other stakeholders to co-design, implement, evaluate, and respond to community needs and priorities and bring decision making closer to communities. NOTED 5.12.3 Letter received from Martin Wright, Associate, Preston Law (refer attachment 5.12.3) Regarding Native Title Determination Application QUD 673/14 – Cape York United #1 – Update. Corresponding Appendix A Outlines Orders made by the Court on 3 December 2020 which includes the timetables progressing the matters towards Consent Determination. NOTED 5.12.4 Email received from Fiona Jose, CEO, Cape York Partnership: In response to Bernie’s email last week asking if the Opportunity Hub is to cease operations the answer is “No we are not”. The OHub and a range of Opportunity Products have had over the years funding commitments by both the State and Commonwealth for different programs being delivered and overseen by the OHub Leader. DATSIP currently only fund the OHub Leader position since they ceased funding the Strong Families (Parenting Program) in 2019. This contract is due to end 31/12/20 and we are in negotiations with DATSIP regarding this contract. All other programs are funded by the Commonwealth Government and will continue. We have put forth a plan to DATSIP for community to provide feedback on the OHub service being provided to it along with a range of stakeholder and client surveys as we champion local input and decision making into what services are valued by community members and those currently accessing services verse a particular government body making these decision separately. 5.12.5 Letter received from Dave Stewart, Director-General, Department of the Premier and Cabinet, State of Queensland (refer attachment 5.12.5). I encourage you to nominate public service employees for the Public Service Medal (PSM) by COB 5 February 2021. The PSM acknowledges extraordinary service by employees of federal, state, territory, and local governments. The PSM is a high-level honour and in the Order of Australia precedence is placed above the Medal of the Order of Australia, but below the Member of the Order of Australia. NOTED 5.12.6 Letter and General information pack on community recovery, received from Leeanne Enoch MP, Minister for Communities and Housing, Minister for Digital Economy and Minister for the Arts. (refer attachment 5.12.6) As we are now in the 2020/2021 storm and cyclone season, it is important that communities are prepared for disasters and ready to respond, if required. To assist your awareness of the human social recovery arrangements, I have attached a copy of the Community Recovery General Information Pack, which provides comprehensive material on human and social recovery supports available to people affected in the event of a disaster. The pack includes useful contacts, key messages and general advice on disaster recovery, personal hardship grants, housing assistance and a range of social and emotional support services. I know from personal experience, that at times of a disaster, this information will be very useful to you and your staff. 5.12.8 Letter from Baressa Frazer - PhD Candidate. Requesting permission to undertake research in Aurukun Community over next two years. RESOLUTION: 21.6860 That Council grants permission for Baressa Frazer to undertake her proposed research in Aurukun community over the next two years for purpose to analyse the historical, political, cultural and social factors, colonising practices which have influenced Aurukun’s transmission of the lingua franca Wik Mungkan through first language education programs and other influential factors within the community and region. MOVED: Deputy Mayor Craig Koomeeta SECONDED: Councillor Jayden Marrott CARRIED 5.12.9 Letter from Health, Communities, Disability Services and Domestic Family Violence Prevention Committee, calling for submissions to inquiry into the Queensland Government’s health response to COVID- (Attachment 5.12.9) NOTED CONFIDENTIAL ITEM: RESOLUTION 21.6861 That in accordance with Local Government Regulation 2012, Chapter 8 Administration, Part 2 Local Government meetings and committees, Council closes the meeting to the public for the following reasons: (e) contracts proposed to be made by it; or (h) other business for which a public discussion would be likely to prejudice the interests of the local government or someone else or enable a person to gain financial advantage. MOVED: Councillor Kemuel Tamwoy SECONDED: Deputy Mayor Craig Koomeeta CARRIED 5.12.10 Aurukun Supermarket Lease and Operations Tender T001/21 (refer attachment 5.12.10) Colin Stevenson Director Corporate Services explained that on 7 January 2021 Aurukun Shire Council invited Tenders from suitably qualified operators for the lease and operation of the Aurukun Supermarket located at 514 Wuungkam Street, Aurukun. Tenders must be submitted via the LG Tender Box by 5.00 pm on 29 January 2021. Canvassing of any Council staff or Councillors will disqualify Tenderers from the Procurement Process. A Selection Panel will be nominated to review all submitted Tenders. It is hoped the recommended successful tender applicant will be given to Council for review and adoption at February Ordinary Council Meeting. MOVED: Councillor Kemuel Tamwoy SECONDED: Councillor Jayden Marrott CARRIED 6.0 Guests Presentation by Alexander Taylor and Justine MacDonald As part of PCYC’s delivery of the Aurukun Youth Support Service, Alexander and Justine (Youth Support Officers) explained what the service is delivering locally to support young people in Aurukun. There are currently two vacancies – full training provided. Youth Support Programme – focused on 12 – 21year old participants, however younger siblings are welcome. Program runs 10am – 6pm and outreach on weekends. Supports young people at risk of being disengaged. Two types of service: 1. Short term (client left school who needs to re-engage – minor issues brief support) 2. Individual support for clients with high needs with ongoing risk assessment, develop plan structure, provide practical assistance, referrals, case management plans etc. 22 Access Clients, 27 Case Managed. Average is 27-108 clients. Some clients are out of age group and not included in statistics. B.McCarthy, CEO asked if the lights were being operated on Tuesday and Thursday evenings at the Sports Field. PCYC agreed to check times on and timer switch and report back to Council. 7. The department has also partnered with The University of Sydney and Queenslanders with Disability Network to develop the Disability Inclusive Disaster Risk Reduction framework and toolkit. This toolkit considers the functional capability and support needs of people with disability in the context of disasters and provides a mechanism to support individualised preparedness for people with disability, their families and carers. 5.12.7 Minutes of meeting between Ministerial Champion and Aurukun Shire Council Aurukun virtual meeting - Minutes Date: Friday 10 December 2020 – 9:00am Attendees: The Honourable Di Farmer MP, Minister for Employment and Small Business and Minister for Training and Skills Development (Ministerial Champion) Cr Keri Tamwoy, Mayor, Aurukun Shire Council Bernie McCarthy, Chief Executive Officer, Aurukun Shire Council Gus Yates, Director of Technical Services, Aurukun Shire Council Emily Taylor, Chief of Staff to Minister Farmer Apologies: Rachel Hunter, Under Treasurer, Queensland Treasury (Government Champion) Minute Taker: Stella Rey, Principal Project Officer, Queensland Treasury Topic Actions Welcome, Introductions and Overview Minister Farmer welcomed Mayor Tamwoy, Bernie McCarthy and attendees to the meeting. The meeting noted Rachel’s apologies who is currently travelling with the Premier. The Minister acknowledged the Sorry Business in the community and expressed her sympathises to the Mayor. The minutes of the previous meeting Tuesday 8 September 2020 were accepted. Matters Discussed Sorry Business The Mayor informed the Minister that the community are grieving for three people who have recently passed away. An Elder who was a displaced person in Pormpuraaw passed away yesterday. An Elder who had been sick for quite some time passed away in Townsville. And the passing of Sandy Whyte, General Manager of APN Cape York in late November. The Mayor is the Chair of APN Cape York and was able to attend the live streamed service yesterday. Displaced persons The Mayor informed the meeting that the committal hearing for the accused was held earlier in the week. The man has been committed to stand trial. The case of the other alleged young person arrested in this matter, has been adjourned to next week. Bernie stated that the Cairns Post on Tuesday reported the matters from the hearing. The Mayor said that focus is on supporting the whole community during this healing process which is a slow process and takes time. The Mayor advised that the majority of displaced families have come home and have been allocated housing through the Council’s cultural endorsement process. There are still a number of people however who do not want to return, who are living in Pormpuraaw, Cairns and Townsville, but who visit community from time to time. The Mayor explained that because some families are still concerned about safety and not returning to their homes overcrowding is occurring in a number of tenancies. Topic Actions The Mayor and Bernie informed the Minister that the Council have identified vacant land to potentially develop 12 or 13 new houses. By-election A by-election was held on Saturday 31 October 2020. Newly elected Councillor Jayden Marrott won the ballot with 75% of the vote. The Mayor stated that with the election of Councillor Marrott there are now two young people on the Council who are both keen to connect with community and are well respected by their Elders. School attendance The Mayor informed the Minister that there are some good stories of children who have never been to school before who are now attending and who have even graduated from Grade 6 recently. The Mayor also advised that the behavioural issues of some children at school needs to be addressed as this is deterring other children from attending. Bernie informed the meeting that the incident in January, COVID 19, the Job Keeper and Job Seeker payments and now Stolen Wages payments has led to an increase in gambling, drugs and alcohol which have had a massive impact on school attendance. The Mayor and Bernie both stressed to the Minister the importance of addressing school attendance in Aurukun which is one of the main reasons the Council and community need to be involved in the recruitment process of the new school Principal. Aurukun Community Safety Plan Bernie informed the meeting that the Council has engaged Dr Chris McLoughlin from Culturev8 to develop the Community Safety Plan. Dr McLoughlin has conducted interviews with stakeholders. Council is looking forward to the completion of the Plan due to Council on 27 January 2021 which will have a focus on issues and solutions. The Minister and Rachel will be provided with a copy once it is finalised. Waste Management Facility Gus Yates advised that the $4.3 million project is 80% completed. It is on a Rio Tinto lease and there is now a new Environmental Authority in place that the Council is preparing for. Confirmed Minutes Special Council Meeting - 27 Jan 2021 21
Topic Actions The project, which was tendered in December 2019, started in late October 2020 due to COVID delays and is expected to be completed early 2021. Airport Terminal Upgrades Gus Yates informed the meeting that the contractor started three weeks ago on site and the terminal has moved into a temporary location near the airport. It is a $3.9 million development which includes $1.9 million from COVID Works for Queensland funding. The contractor who has been based in Aurukun for the last six years employs locals in projects - there will be six to eight local people at one time employed on this project plus contractors as needed. Project is expected to be completed in May 2021. Council will invite Minister and Rachel to the opening. Other Matters Aurukun Community Events Bernie informed the Minister that the schedule for Community Events for 2021 which will be finalised on Tuesday 15 December 2020 and will be forwarded to the Government Champions. The Minister and Rachel are keen to visit Aurukun as soon as possible in 2021 and potentially a visit could be planned around community events. My PhD research project is titled ‘Ngaantam-ngeeyan: Remembering through the lens of colonising practice and change: Survival of the Language Leader decolonising the story’ and sits under the auspice of the Australian Research Council (ARC) project Starting young: Early years languages learning in Australia (DP190102514). What is the study about? If approved by Council: This study proposes to analyse the historical, political, cultural and social factors (colonising practices) which have influenced Aurukun’s transmission of the lingua franca Wik Mungkan through first language education programs and other influential factors within the community and region. The study will record and analyse the stories of community members, children, young people and in particular the teachers and past students who attended the Aurukun School bilingual program from 1950s-1990s in order to document the story of language leaders and learners in Aurukun. This research will be critical to supporting the co-design of meaningful community- developed programs to support bi-lingual learning from in- utero, to early years learning, to adult learning. Who will be the participants? If approved by Council I would like to work with the following groups of people - o Language Leaders (Elders) o individuals who were involved in the Bilingual Education Program, such as teachers, Summer Institute of Linguistics staff, Wik Mungkan teachers o past students of the bilingual era (current Aboriginal people in Aurukun who may be aged between 40-50 years old) o current children who may be or have been a student of the school, who have participated in the language classes o past teaching staff from Aurukun who may still be teaching or who now work as principals in schools throughout Queensland and Australia (these could be Indigenous or non-Indigenous participants). Approximately 15-20 individuals, across these categories, will be interviewed, using semi- structured ‘yarning’ interviews and focus group interviews. Participants will give permission to be audio recorded. Interviews/yarning circles will be held outside the Store or another part of the community as deemed appropriate to the Council. I will also start a Facebook Page about the Research, to assist engage participants. With Council support it would be advantageous to the research that a small Wik Language Advisory Group be established to support my research. Membership will be via Expression of Interest and reflective of all five Clan groups, this would be a non-paying group, until funds could be attracted to pay fees. The findings The findings of the study will be reported back to community via the Aurukun Shire Council in my doctoral thesis and individual information and results will be strictly confidential. Timelines Below is a proposed timeline of community-based research.
