DISPELLING ARC MYTHS Dispelling ARC Landscape/Garden Myths Can I plant owers in my existing beds without an ARC request? Yes. Can I remove and replace the builder provided bushes in my front ower beds? This is a two part answer – yes, but changes to the plants/shrubs should be of similar size and color (once mature) to the original landscape of the home. If you want to use other plants/shrubs, send an email to arch@kwbresidents.com and ask if some type of plant/bush is allowed. An ACC member will provide a response and let you know what is allowed, or if an ARC request must be submitted. Can I add ower beds or enlarge my existing one without an ARC request? No, this would be considered a landscaping project under Section 3.0.3 of the Design Standards and requires an ACC Alterations and Additions Submittal Checklist to be submitted to the ACC for review and approval as it would be considered an exterior change or addition to your property. An ARC request, along with an annotated copy of your site survey, is also required. Can I change the pine straw in my front ower beds for mulch or stones without an ARC Request? Yes you can. The ACC prefers brown or black mulch, however, red is OK. For the stones they should be river rock with the colors being browns, tans, earth tones, etc. and no more that about 3 inches in size. No white marble or gravel is allowed. I want to add a border to my front ower beds. What is allowed? Do I need to submit an ARC request? Look at what you neighbors have done. The black plastic, metal, neutral color brick type pavers, larger stones are all OK. The only time you would have to submit a request is if you want to install a poured, curb type border (there is one in the neighborhood and it was approved). I want to add trees and bushes in my backyard to create some privacy. Do I need to submit an ARC request? Yes, as this would be considered a landscaping project. An ARC request, ACC Alterations form, and a copy of your site survey with the proposed locations marked on it are required. See Section 3.0.3. Why do I need to have my neighbors sign the ACC Alterations and Additions Submittal Checklist form now? I didn’t need it for a project last spring? The ACC wasn’t enforcing that requirement, and they should have been. Last summer an issue arose between neighbors when a project wasn’t clearly communicated, the ACC became the mediator to resolve the issue. Since then the ACC has required this form (See Section 3.0.3) for all projects. Your neighbors signature isn’t approval of your project, just acknowledgement that they have seen (or are aware of) what you want to do. They can provide a comment to the ACC if they wish, but that is not required. fl fl fl fl fl

This road in the Great Smoky Mountains was supposed to assuage a displaced community, but ended up a $52 million dead end. L o c a t i o n : B r y s o n C i t y, N o r t h C a r o l i n a The Road To Nowhere THE FONTANA DAM, RISING HIGH above the Little Tennessee River in western North Carolina, is the tallest dam in the eastern United States. It was a long and winding road to getting the dam built, and what was lost during the journey can be seen in the nearby “Road to Nowhere. Fontana Dam was built in 1941, on land given over to the Tennessee Valley Authority by the Aluminum Company of America (ALCOA). The United States’ entry into World War II meant a huge spike in the demand for aluminum for aircraft, ships, and munitions, so a deal was struck for the TVA to build the dam with ALCOA as the primary consumer. With a readymade customer in the U.S. War Department, the aluminum company stood to bene t from all that hydroelectric power coming in. The people that did not bene t were the ooded-out communities along the banks of the rising water. Where there had previously been small towns, villages, and homesteads along the north side of the river, there was now Fontana Lake, and the people who lived and worked there were either bought out or moved off. To assuage those being displaced, part of the dam deal was to build a road from Bryson City to Deals Gap along a route north of the river. It was intended not only to allow people to make the journey but to provide ongoing access to their ancestral lands and cemeteries. The road was to be cut through the newly created Great Smoky Mountains National Park. The people were moved, the water rose, and by the 1970s—30 years after the original agreement was made—only a small portion of the road was built. This small section, still there today, is about seven miles long and ends abruptly at a quarter-mile tunnel in the park, in the middle of nowhere. The road was never nished due to environmental concerns: someone noticed that snow akes melted unusually quickly on the newly exposed rock, as well as a strong smell of sulfur. The rock had the potential to turn runoff acidic, threatening wildlife in nearby streams. The only solution was to stop construction. The road sat un nished for decades, and nally, the U.S. Department of Interior agreed to pay a consolation prize of $52 million to Swain County in lieu of building the road. As of 2016 only $12 million had been paid, and the county led a lawsuit for the remainder of the promised money. In 2018, the last payment was made in the settlement; the funds are held by the state of North Carolina and Swain County receives interest on the settlement money. As for the road itself, it will remain as it is now: going nowhere. It’s no wonder one landowner has maintained a now-iconic sign “Welcome to the Road to Nowhere—a broken promise! 1943 - ? →” DIRECTIONS: From Bryson City, follow Everett Street/Fontana Road north out of town, and stay on Fontana Road until you come to the entrance to Great Smokey Mountains National Park. Once in the park, the road becomes Lakeview Drive East. Follow the winding road for about 6 miles until you cross a bridge over Nolands Creek, and there is a parking area next to a barricade. From there it’s a short walk to the tunnel, which is about a quarter-mile long—longer than it looks from the outside. It's dark in there, so bring a ashlight. “Nowhere” is on the other side, along with some beautiful trails and views. The abandoned site of Proctor is about a 10-mile hike from here; follow National Park Service trail maps for all trails and connections inside the park. fi ” fi fi fl fi fl : fi fi fl
Lunar Viewing The Moon is the largest natural satellite of and the closest major astronomical object to Earth. The Moon may be observed by using a variety of optical instruments, ranging from the naked eye to large telescopes. The Moon is the only celestial body upon which surface features can be discerned with the unaided eyes of most people. Contrary to popular belief, the Moon should ideally not be viewed at its full phase. During a full moon, rays of sunlight are hitting the visible portion of the Moon perpendicular to the surface. As a result, there is less surface detail visible during a full moon than during other phases (such as the quarter and crescent phases) when sunlight hits the Moon at a much shallower angle. The brightness of a full moon as compared to a phase where a smaller percentage of the surface is illuminated tends to wash out substantial amounts of detail and can actually leave an afterimage on an observer's eye that can persist for several minutes. First quarter (six to nine days past new moon) is generally considered the best time to observe the Moon for the average stargazer. Shadows and detail are most pronounced along the "terminator", the dividing line between the illuminated (day side) and dark (night side) of the Moon. Want to see what when the Moon phases are?
