4/04/2017 Message from Dr Jeannette Young Chief Health Officer VIDEO Outcomes of Intern2017 • 737 intern positions were recruited for 2017– 682 general interns and 55 rural generalist interns • At the close of applications, 9 hospitals were oversubscribed (number of first preferences exceeded the number of available positions for guaranteed candidates) 2
4/04/2017 Outcomes of Intern2017 Outcomes of Intern2017 • 90% of guaranteed offer graduates were allocated to their first preference via the ballot and ‘roll-back’ processes. • 6% were allocated to their second to fifth preference. • By commencement of 2017 medical year, 63 international students of Queensland medical schools were selected to an intern position – predominately at Rockhampton and Mackay Hospitals. 3

4/04/2017 Applicant Groups for 2018 Category Definition Eligible applicants Guaranteed Medical graduates ensured an offer of an intern position Group A offer in Queensland for their immediate postgraduate year^. graduates Allocation to intern positions may be automatic or via random ballot, based on hospital preferences nominated in the intern application form. Not Intern offers to medical graduates are determined via Group B guaranteed individual merit selection processes conducted by each offer participating Hospital graduates Group C Applicants who meet the criteria for Groups B, C or D are eligible to participate in these merit selection processes. Group D Guaranteed offer graduates GROUP A Medical graduates of Queensland universities who are Australian / New Zealand citizens or Australian permanent residents; and • Are seeking an internship commencing in the year immediately following graduation; OR • Received Review Committee approval from a previous intern campaign to defer commencement of internship 5
4/04/2017 Not Guaranteed offer graduates GROUP B Medical graduates of Queensland universities who are Australian / New Zealand citizens or Australian permanent residents who: • Do not meet the criteria outlined in Group A Medical graduates of Australian (interstate) or New Zealand universities who are Australian / New Zealand citizens or Australian permanent resident. GROUP C Medical graduates of Australian (Queensland or interstate) or New Zealand universities who are NOT Australian / New Zealand citizens or Australian permanent residents, who: • Currently hold a visa that allows them to work in Australia; or • Will need to obtain a visa to work in Australia GROUP D Medical graduates of AMC accredited universities located outside of Australia or New Zealand; or Medical graduates of international universities who have not completed an internship in Australia or another country and have either: • Obtained the AMC Certificate (and are eligible for provisional registration); OR • Successfully completed the AMC MCQ (and are eligible for limited registration) Intern Application Process Key dates Task Date Applications Open Thurs 18 May Applications Close Fri 2 June Ballot meeting Mon 3 July Offers released to all Applicant Group A Mon 10 July candidates 6

4/04/2017 Intern Application Process Preferences Intern Application Process Referees • All applicants must nominate 2 referees (seek permission) • Don’t have to be consultants – must be able to report on ability, capacity/motivation, rapport/cooperation • Request for report only sent to referees nominated by Applicant Group B - D • Hospitals may contact referees of Applicant Group A candidates 10

4/04/2017 Allocation Processes: Guaranteed offer graduates At the close of applications participating hospitals may be: • Equal in numbers: Group A first preferences = # of intern positions – all Group A automatically allocated to the hospital • Undersubscribed: Group A first preferences < # of intern positions – all Group A automatically allocated to the hospital – hospital may receive additional Group A via the ballot process • Oversubscribed: Group A first preferences > # of intern positions all Group A candidates who nominated the hospital as a first preference will participate in the ballot process Intern Allocation Processes The Ballot progresses as follows: 1) Random draw from oversubscribed hospital pool; 2) Random draw from candidate pool within selected oversubscribed hospital. 3) The candidate drawn is moved to their next available preference. The processes detailed in steps (1) to (3) repeats until all oversubscribed hospitals are equal in numbers. 12

4/04/2017 Joint Ticket • Eligible applicants must be: ¾ Group A applicants who meet the definition of a 'couple'; AND ¾ Be graduating at the same time; AND ¾ Are eligible to commence duty at the beginning of the medical year. • Supporting documentation is required • Both partners’ hospital preferences MUST be identical • Requests will be approved/declined by the Review Committee • Approved Joint Tickets are not exempt from the ballot process Exemption/Special Consideration Group A candidates MUST demonstrate and provide evidence for the potential for significant personal or family hardship as a result of a requirement to move. 4/04/2017 Exemption/Special Consideration RULES under which requests may be made: 1.Applicant is a member of a couple where a partner is in full time tertiary study, unable to be completed externally. 2.Partner (or applicant) owns and operates a non-transferable business 3.Have exceptional compassionate grounds or other exceptional reasons Conditions ¾Satisfactory supporting documentation is provided ¾Applicant group A must apply for exemption/special consideration to EITHER the 'South-east corner group' OR an 'individual regional hospital'. ¾Applicant group A cannot apply for both exemption/special consideration and joint ticket. Offer of position • Released via e-mail to all applicant group A candidates on Monday 10 July 2017 • By Wednesday 12 July 2017: ¾ Those allocated to their first preference must accept or decline the offer ¾ Those allocated to any other preference must either accept, tentatively accept or decline the offer 15
4/04/2017 Roll-back • Friday 14 July 2017 • Only for those who tentatively accept an offer • AIM: match Applicant Group A’s to a higher preference hospital • A one off process, dependent on # declining offer • Eligible candidates will be contacted via phone ¾ must decide to accept/decline new offer at time of call • You nominate a proxy to accept call and make decision on your behalf Applicant Group B - D Selection Processes • Position Status Report updated to reflect remaining vacancies (after Applicant Group A allocation final) • Applicant Groups B - D s can amend preferences from: 5pm Friday 14 July 2017 to 5pm Sunday 16 July 2017 • Individual hospitals will then conduct recruitment processes for any current/future vacancies • Formal offer to candidates will be released via e- mail from online application system 16

4/04/2017 Pre-employment requirements Registration Process • MBA Registration is a condition of employment • Failure to obtain registration by your agreed start date may result in a termination of your employment contract Pre-employment requirements Registration Process • MBA deadline for complete registration applications generally around early to mid-December ¾ Use correct form – either online (preferred) or hard copy ¾ Supporting documents must be true certified copies of the original. • Must disclose any suitability issues, as will be reviewed by MBA ¾ conditions/undertakings may be imposed 18
4/04/2017 Pre-employment requirements Registration Process – Criminal History • Must disclose complete criminal history, irrespective of timing and whether it occurred in Australia or overseas • Criminal history includes: ¾ every conviction of a person for an offence ¾ every plea of guilty or finding of guilt by a court of the person for an offence, whether or not a conviction is recorded for the offence, and ¾ every charge made against the person for an offence. Pre-employment requirements Registration Process – Impairment • Applicants MUST disclose any impairments • MBA may require applicant to undergo health assessment (at Board’s expense) • Actions by MBA on health assessment report may include ¾ Imposition of limitations ¾ Acceptance of undertakings 19
4/04/2017 Pre-employment requirements Registration Process – English Language • All new applicants must comply with the MBA English language skills Registration Standard • Recognised countries: ¾ Australia, New Zealand, South Africa, United Kingdom, Republic of Ireland, the United States of America or Canada • International English Language Testing System (IELTS) / Occupational English Test (OET) results ¾ obtained within two years before date registration application is lodged Pre-employment requirements Advising changes in circumstances • Contact employing hospital ASAP if you become aware post allocation that you will not be able to start at the beginning of the medical year. • Ability to accommodate late starts (i.e. no later than the beginning of Term 2) is driven by the service delivery needs of individual hospitals late starts are not automatically guaranteed 20
