                                      Participation Agreement
Dear Principal,

It is our privilege to invite your school to participate in the Houston Urban Debate League (HUDL) program which
is administered by the UIL Academics Department here at HISD. The program is a public-private partnership that
includes HISD, the HUDL 501(c)3 and the National Association for Urban Debate Leagues (NAUDL). The HUDL
501(c)3 is governed by a board of community leaders working together to promote and fully fund academic debate
in Houston high schools. Since 2008, HUDL has partnered with HISD to reach thousands of students in over 30
HISD high schools. Debate gives students who may not flourish in traditional academic settings an opportunity to
thrive. In order to provide the benefits of debate to even more students, HUDL programs are provided free of
charge to HISD schools.

HUDL offers students numerous opportunities to build skills in public speaking, analysis, organization, research,
teamwork, and critical thinking—proficiencies and behaviors that competitive debate naturally fosters. As a
member of HUDL, your school will have access to summer training institutes for students, monthly tournaments,
program mentors from the community, and research briefs to help students prepare for competition.

In 2021, A remarkable study of HISD debate students demonstrated that participation in academic debate boosts
student performance and improves college readiness. The authors of the study, Dr. Briana Mezuk and Tomohiro M.
Ko of the University of Michigan, analyzed data on 35,788 students in HISD, including 1,145 students who
participated in debate over the years 2012-2015. The study observed that debaters, in comparison to other
students of similar caliber, had on average: +0.66 higher GPAs, +52/+57 math/reading SAT scores, and a
greater likelihood of achieving college readiness benchmarks.

We are enclosing several documents with this introduction, two of which need to be signed and returned: A Debate
Coach Stipend Agreement and a Letter of Intent. The Letter of Intent establishes school leadership and must be
signed by at least one teacher serving as the coach and the principal. The Debate Coach Stipend Agreement
establishes the expectations teachers will be expected to fulfill as HISD-HUDL coaches. Once these documents are
signed and returned, your school will become a HISD-HUDL member and will begin working with the league to
bring this excellent opportunity to your students.

Guidelines for Establishing a 2021-2022 HISD-HUDL Debate Team

To participate in the HISD-HUDL program, schools are required to review this document and return two forms a (1) Letter of
Intent and (2) Debate Coach Stipend Agreement (located at the end of this document) signed by your principal and
participating debate teacher-coaches. This commits your school to the following:
    Identifying one or two coaches, both of whom are a regularly assigned teacher in the building. Each coach that meets the
    requirements of this document will receive up to a $2,500 stipend.
    Each coach must attend four of the six HISD-HUDL tournaments during the year. Attendance at the City Championship is
    mandatory and counts as one of the required four tournaments.
    If a school has two coaches, participation by at least ten students is expected.
    Agreement to host one HISD-HUDL tournament or seminar during this year’s debate season (not all schools will need to
    host).
    Debate is a public activity. Coaches must obtain media releasees for participating students as images from HUDL
    sponsored activities may be shared online for promotional purposes.

 Stipend Payment Criteria
 Each school year, a coach can earn up to $2,000 for completing the general requirements plus an extra $500 for extra
 activities totaling $2,500. Stipends are paid in two installments, one in the fall and one in the spring. General requirements
 for receiving this stipend are as follows:
      • 4 tournaments required (City Championship prelims must be one of the tournaments)
      • Coach Training/Beginning of Year Coach Meeting
      • CPR, AED, EpiPen & First Aid Certificate
      • HUDL Practice Logs (sign-in sheets with date and students in attendance)
      • Turn in Student Media Releases
      • Turn in Student Extracurricular Code of Conduct
      • Turn in Senior College List

 Extra Activities: Once a coach has met the general requirements for the base stipend, they can earn an extra
 $250 (once per semester/stipend installment). Extra activities include.
     •    Run a large team of 30+ (30+ Students must participate in multiple tournaments to count)
     •    Participate with Students in an extra HUDL tournament (can be done twice)
     •    Participate in two extra non-HUDL tournaments. TFA or UIL count. Other tournaments require approval (can be
          done twice)
     •    Teach at a seminar (can be done twice)
     •    Participate in two online scrimmages (per semester)
     •    Work a time intensive tournament position (can be done twice)

Debate Coach Stipend Agreement: 2021/2022 Debate Season
I agree to be the HISD-HUDL coach for the 2021-22 school year at ____________________ High School.
I understand that to receive my stipend, I am obligated to fulfill the following requirements:
                                    (This agreement is in addition to other district policies)
     • Review the information contained in this packet
     • Return completed Participation Agreement
     • Have a HUDL coach led practice at least once a week after school during the debate season
     • Inform the HISD staff of your regular practice times and turn-in practice logs
     • Participate and attend at least 4 tournaments
               o The City Championship prelims must be one of the 4 tournaments
               o For schools with two coaches, each coach must be present for at least 4 entire tournaments
               o Students must participate a given tournament for that tournament to count toward a coach’s stipend
               o It is each coach’s responsibility to sign in and out at each tournament
     • Have an average of 10 students per tournament (This requirement only applies to schools with 2 paid coaches)
     • Judge or assist at tournaments as needed
     • Meet the registration and bus request deadlines
     • Follow HISD guidelines
     • Supervise students
               o Keep and maintain emergency info and permission slips
               o Ride the bus with the students
               o Stay at the tournament with your students (from start to end of event)
               o Verify any student leaving early is picked up by parent or approved guardian
               o No coach can leave the event if you have a student waiting for a parent or approved guardian
     • Attend one of the orientation meetings
     • Turn in required paperwork regarding student participation
               o Media release
               o Extracurricular code of conduct for every student
                   (Students without forms will not be able to participate)
     • Turn in a senior college list
     • Maintain a current CPR, AED, Epipen & First Aid Certificate from the start of the debate season
               o (Schools who show up to an activity without a CPR, AED, Epipen & First Aid certificate will be sent home,
                   for student safety.)
Coaches must be Full-Time teachers to receive the stipend. Any exception must be approved by the UIL Academics
Department before the individual starts coaching. It is your responsibility to notify the UIL department of any change
in job title or status within two weeks of a change. Job title or status changes may impact your ability to receive a
stipend.

All paperwork as well as the fall and spring check list must be turned in to HISD-HUDL staff in order for stipend to be
processed. Once a stipend deadline is past, no stipends will be paid.

The HISD-HUDL application process consists of demonstrating that your high school will be an active participant in the
League, based on your commitment to the following implementation components (see Guidelines of Participation for details):
    1.   Selection of one or two qualified and dedicated teacher-coaches
    2.   Hold a weekly coach run practice
    3.   The schools’ team participates in at least 4 tournaments
    4.   The Coach fills out and turns in all required forms.
