First and foremost, we would like to thank you all for returning and/or joining us in what is a going to be a fantastic Season. For any matters not covered by the handbook, please contact the office. The most effective way to communicate is via email or call the office. Competition Formats - Rārangi Whakataetae Premier Our Premier One competition will be played on a Monday night and is a combined Club and Secondary school grade. Entry is automatic to the top four seeded teams from the previous year. The grade will play Open Day (optional) and then a round robin followed by semis and finals. Premier One games will be played at 6.00pm or 7.45pm, the doors will be open by 5.00pm and this season there will be no door charge fee. Games will consist of 4 x 15- minute quarters with 3-5-3 breaks. Our Premier Two competition is played on a Saturday and is a combined Club and Secondary school grade. Premier Two will operate on the same format as Premier One with a round robin followed by semis and finals. The winner and runner up of Premier Two will earn the right to contest a promotion / relegation match against the bottom two teams of Premier One in 2021. Premier One Dates Premier Two Dates Page | 6
Saturday Club / Secondary School Grades Saturday Club grade, the teams will then play Open Day, grading day then a round robin followed by semis and finals. School Grades Year 1-4 Future Ferns start each game with a 20 minutes skills sessions run by the team coach. Years 1&2 play 4 a side on 1/3 court with no position format. Years 3&4 play 5 a side on 2/3 court with a A-A, C, D-D position format. Years 5&6 play 6 a side on a full court with a A-A, C-C, D-D position format. Games will consist of 4 x 5-minute quarters with 2-3-2 breaks. Umpires - Ngā Kaiwawao All teams except Premier One and Premier Two are required to provide umpires. Schools and clubs are encouraged to work together and help each other out to cover games. All umpires regardless of experience, qualification or grade, are encouraged to wear a white top and either a black or white skirt / shorts. If umpiring, in the rain, a white rain jacket is best as dark colours make it difficult to quickly recognise umpires. Wearing white, has nothing to do with umpire qualification. We are team white and it is our uniform. We have a number of senior umpire coach volunteers out and about on Saturdays supporting our developing umpires and encouraging all umpires to push themselves to be the best that they can be. Fees& Affiliation - Utunga A maximum of 12 players are included in the above cost per team Player Registrations Changes Player registrations close on Friday the 16th of April and then the 2021 Player Registration database will be generated and finalised for weekly registration checks. Changes can be made but will incur a $20 administration fee to update the Player Registration database. ➢ Any players being removed from team lists must not have taken the court this season. ➢ Any player being added must not have taken the court for any other team this season. ➢ Players added over and above the maximum of 12 per team must be added as Casual players. If the casual player is also a transfer, then a transfer fee of $25 must be paid. If the player is listed as un-financial, they may not take the court until they have cleared their debt with their previous school, club or the centre. Late Payment Penalties 5% on the outstanding balance of any invoice as at the due date and monthly thereafter on the outstanding balance remaining until all monies due have been paid in full. Rules, Regulations & Guidelines - Ngā Ture Player Registrations Player registrations are recorded from the first Grading Day. A player can play in a higher graded team within their club or school twice. On the third occasion, they must stay up in that higher graded team. Players cannot play in a team graded at the same or lower level than what they are registered in. This will result in a loss of points for the team. Example of Same Grade Situation: Club Sample have two teams in Senior 1st – their A and B team. Players from the B team cannot fill in for the A team and vice versa regardless of where they are seeded. A player must have played 3 games for their club/school to be eligible to play a semi- final or final. Players taking the court and all substitutes MUST be written on the scorecard before the start of the game with first and last names – no nicknames, no initials. If a player does not take the court, a line must be drawn through their name. Playing Across Centres / Zones Netball NZ ruling identifies that a player can play for more than one team within a zone (ie; can play in Manawatu and Whanganui). A player cannot play for more than one team within our Centre (with the exception of student exemptions to play for a school team on Saturday and a Club Premier team on Monday) or in more than one Zone (ie; Central and Mainland). Un-financial Players Schools and clubs are able to register un-financial players from previous seasons with Netball Whanganui. These players will not be eligible to play for anyone else unless they pay the monies owing to the club or school. These players will also not be eligible to trial for representative teams. Competition Points Win – 4 points Loss within 3 – 1 point (Saturday netball) Draw – 2 points Loss within 5 – 1 point (Monday night Premier One netball) Semi-finals and finals of all grades require an outright winner. If the game is a draw at full time a 2 goal advantage must be attained except for the Grand Final of the Premier One competition where teams will be advised of the process. Scorers Each team is required to provide a scorer. Scorers are required to stand at the half way point of the court and be accessible to umpires. The scorecard result is the official result, therefore it is highly recommended that each team have a scorer present at all times. Premier Teams need to provide a Scorer for their games on Monday nights. Netball Whanganui will provide training for those that need it. Rostered Team Duty Each week teams are rostered on duty and are required to pick up rubbish at the end of the day, from the top car park, top courts, bottom courts and bottom car park. Once rubbish is collected, wheelie bins need to be emptied into the orange skip in the bottom car park. The empty wheelie bins are then lined up with the lids open on the left hand side wall of the main toilets for our cleaners to wash out and replenish the bags. Goal post covers do not need to be brought in. Failure to complete your rostered team duty will result in the team losing 2 game points or a fine of $50. Game Deferrals & Requests There is no option to request game deferrals. In the event of natural disasters preventing travelling teams from being able to physically get through to games, an exception will be granted. Due to the mixing of club and secondary school team games this year, Netball Whanganui will make every attempt to avoid clashes that have been noted in the online Sporty registrations but no guarantees can be given. Please refer to the draws once they are released and plan accordingly. Seeking Clarification of Rules & Regulations Netball Whanganui engages the services of volunteers to run all our competitions. We do not employ staff on weekends to run Saturday netball or Monday nights to Page | 12
run Premier One netball. Schools and clubs are asked to seek clarification on rulings / regulations and bylaws Monday to Friday. Email is the best option if staff are not available to take your call in person. That way, you also have a written record of your enquiry and the advice given. If there any player registration breaches (ie; cards not completed, unregistered players, casual players not financial or unregistered etc) teams will not be advised or chased after on the day. The Duty Officer will verify and record any issues and these will be followed up by staff on Monday mornings (or Tuesday mornings for Premier One) and the appropriate penalties applied. Incidents & Complaints Please refer to the complaints procedures in the Netball Whanganui Regulations. Uniforms Each school and club will register the colours and style of uniform (skirt and top, shorts and top or dress) to be worn by each registered team. A school or club may apply for a new/altered uniform by submitting a written request to the Netball Whanganui office prior to registration. A photo / picture of the new uniform must be submitted so that an assessment can be made to ensure it does not conflict with another school / club’s current approved uniform. All team players shall take the court wearing the registered club/school. Any player not in correct uniform (without approval for dispensation) will not be permitted to take the court. Headwear or head coverings as well as tracksuit pants, compression tights or long pants are not to be worn unless this dispensation has been granted. Any under garment must not be visible outside the playing uniform when the player is standing. No item of jewellery except a wedding ring and/or a medical bracelet shall be worn. If either or both are worn, each item shall be fully concealed by strapping tape. Please refer to Netball NZ guidelines. If a player cannot comply with any of these regulations because of cultural, religious, medical or other valid reasons they must request a dispensation. This request must be in written form (either email or handwritten not verbal) to the Netball Whanganui office. Page | 13
PLEASE NOTE: Polypropylene tops are allowed to be worn on very cold/wet days but must be consistent with the school / club colours and must all be the same colour (ie one player can’t wear black, another white and another blue). They should be worn under the team uniform. Cancellations Netball will only be cancelled if conditions are such that it causes a danger to players. Netball is a winter sport, therefore we will from time to time need to endure unpleasant conditions. It is extremely unlikely that Intermediate, Secondary and Club netball will be cancelled. The likelihood of Future Ferns being cancelled due to poor weather is more likely. Cancellations will be posted on our Netball Whanganui Facebook page and website. Times will vary depending on the programme / competition. For after school games the call will generally be made by 1pm. Member Expectations Member Schools and Clubs are expected to ensure that all volunteers involved in the administration and coordination of teams are fully conversant with the rules and regulations required to be followed and that these volunteers are given every opportunity to attend development and upskilling programmes / courses offered by Netball Whanganui. Member Schools and Clubs are also expected to ensure attendance / representation at annual meetings including Forums, Annual General Meetings and Special General Meetings. Your participation is essential to the running of our sport. Page | 14
