Key Dates Registrations Open 6th February 2021 Team Entries Close 21st April 2021 Dispensation Applications Close 27th April 2021 Club Days Deadline to MRU 21st April 2021 Season Start Date 8th May 2021 Season Finish Date 14th August 2021 Small Blacks Courses If clubs wish to hold have a Small Blacks course held at their club please notify MRU by the 15th March with a scheduled date. All (if not most) coaches of the club will be required to attend on that day. o Please note that clubs cannot prior to the 6th of February 2021 start any advertising for people to join their club, this is a rule set by the Junior Rugby Board. o Season is 12 weeks long, no play Queen’s Birthday weekend. However, teams will play the very first weekend of school holidays (schools finish on the 9th of July, teams play the 10th of July). Rugby returns post school holidays on the 31st of July. 4|Page
JUNIOR RUGBY BY-LAWS These Competition By-Laws are to be read in conjunction with the Small Blacks Development Model and the World Rugby Laws of the Game. Competition Formats Competitions formats are set by the Manawatū Junior Rugby Board (MJRB) and Manawatū Rugby Union (MRU). MJRB and MRU reserve the right to amend formats throughout the course of the season in the best interests of the competitions where necessary. For the 2021 season all grades are ‘non-competition’ where no scores or standings are recorded. All grades include Under 6, Under 7, Under 8, Under 9, Under 10, Under 11 and higher grades. Classification of players Players must play in the correct grade for their team which corresponds to their age on 1st January 2021. Players may only play down one grade or up two grades following successful application for dispensation to the MRU. As per NZ Rugby Community Rugby Policy any dispensated down player must comply with the upper weight limit stipulated by the MJRB in addition to medical and ability stipulations set out by the MJRB. Players may only take the field for one team in the one grade that they are registered to play in (or dispensated to play in) throughout the course of the season unless prior approval has been granted by MRU. Registration of Coaches and Players Each Junior Player must be registered prior to taking the field in a game. This entails completing an ’Online Junior Player Registration Form’ and this form being approved online by the club administrator prior to that player taking the field. Any Coach that fulfils an active coaching role with a team on game day must have completed an online coaching registration form and attended a Small Blacks Coaches course 2021. A team cannot play on game day without a registered coach present. Coaches Box All coaches in the Under 10 grade and above grades are required to stand in the designated coaching box behind the dead-ball line for the duration of the game. Coaches must stand behind their own attacking line and should switch ends at half time. Coaches can go onto the field to address an injury and at half time. Coaches can make all substitutions from the coaching box; therefore, all players are to be behind the dead ball line also. 5|Page
Score Blowouts If they game is resulting in an excessive score difference, apply the excessive score policy and follow the suggested steps. Referees The home team is responsible for providing the Referee. Teams may, upon mutual agreement, arrange for an alternative person to take control of the game. The Referee must either: be a registered Coach having attended a Small Blacks course for 2021, be an Associate Referee, be a fully qualified Referee. All teams registered in the Under 11 or Intermediate grades are required to have an associate referee. In Intermediate games the Referee must conduct a pre-game scrum directive with each team. Where a Referee is appointed by the Manawatū Rugby Referees’ Association, this will be indicated on the weekly draw on the Manawatū Rugby Website. All Referees in all grades are required to wear the APPLAUD bibs supplied by the MRU. The Small Blacks APPLAUD Programme & Spectator Behaviour Each participating Junior Rugby team can subscribe to the Small Blacks APPLAUD programme via the ‘Small Blacks’ website www.smallblacks.com The Coach(es) and Manager(s) of teams are responsible for fostering and maintaining a positive sideline environment that supports their players, the referee, the opposition players and their supporters at all times. All registered players and their parent/caregiver as part of their registration are also required to complete the 2021 Sideline Behaviour Agreement prior to taking the field. Serious Injuries & Concussion Where a player requires hospital treatment as the result of an injury sustained in practice or in a game, the Coach is required to submit a ‘NZRU Serious Injury Form’ to the MRU within 48hrs of the game or practice. Any player suspected of suffering from concussion must go to hospital or a doctor immediately and cannot resume training or playing rugby until cleared to do so by a doctor and has observed the minimum stand down period of 23 days as per the Manawatū Rugby Union Concussion Policy. 6|Page
Substitutions All players are required to play a half of a game. Small Blacks Rugby will be played in quarters and all players are to get two quarters of game time. There will be no rolling substitutions of any kind. Disciplinary Where a player is temporarily ordered off (yellow card) or ordered off (red card), the Referee must complete the relevant ‘Temporary Ordering Off Report’ or ‘Ordering Off Report’ and submit this to the Manawatū Rugby Union within 48hrs of the game. A citing complaint (where the Referee did not detect the foul play) may be made against a player in writing via a Junior Rugby Club Convenor and submitted to the MRU within 48hrs of the game. MRU has a disciplinary process for dealing with foul play or misconduct by Junior Players, Coaches, Managers, or team officials as outlined in the NZ Rugby Disciplinary Rules known as ‘The Black Book’. Any complaint of foul play or misconduct must be submitted to MRU within 48 hours of the completion of the fixture. If a complaint is made regarding sideline behaviour convenors, please follow the sideline behaviour plan and if required fill out the incident form. Complaints/ Protests When an individual, team or club wishes to make a complaint against another individual, team or club, this must be done in writing via a Junior Rugby Club Convenor and submitted to the MRU within 48hrs of the game. MRU has a process for dealing with general complaints in association with the MJRB. Defaults A team unable to commence its fixture with the required playing numbers 5 minutes after the scheduled kick-off time then defaults the game to the opposition. Coaches should then arrange to play a friendly fixture with the available players. Penalties for non-compliance with Competition By-Laws Where an individual, team or club fails to comply with the above By-Laws, and the MJRB and MRU decide that a penalty is appropriate, they may elect to suspend an individual or team. 7|Page
Junior Rugby FAQ’s What happens if there is a parent on the sideline that is making others uncomfortable by what they are saying about players or the ref? The best approach is for the Manager or Coach of the team that person is “supporting” to approach that person and ask them to please ensure they are encouraging the children or ref by applauding. It is important that you deal with the coach or manager of the team that person is supporting. The message will have more impact if it comes from one of their peers rather than an opposition coach or supporter. Post-match contacts your club’s convenor explaining the incident, your club convenor will follow the process and take the appropriate steps, to ensure the behaviour does not continue. Are we playing quarters or halves? All Small Blacks games will be played in quarters. At quarter time the ref should stop the game for a brief substitution break, this is where changes can be made, this isn’t an opportunity for teams to have a huddle and a team talk. The same will happen at three- quarter time. These stoppages are only to put reserves on to ensure everyone plays two quarters of a game. Who should ref the game? The home team should nominate someone to ref the game that has either done the Small Blacks Course or Associate Referee Course. What grades should have Referee Bibs? All grades have the Green Referee Bibs and should be worn by the referee. What should I do if my team is losing by a lot? Apply the excessive score policy and follow the suggested steps. What do I do if I have a concern about opposition/other teams conduct? Contact your own club’s junior convenor and discuss this accordingly. If this is not possible, please note down the issue and again raise it with your club contact. Is there Junior Rugby in the School Holidays? No, there is no Junior Rugby in the school holidays. There will not be Rugby on Queen’s Birthday weekend in 2021 either. 8|Page

Under 8 o Tackle (first year tackle) o 2021 Under 8s will trial the proposed format by NZR -2021 TRIAL- o 8-aside o No line out and scrums o Focus is on tackling and hands-on ball o Fields size is 10m-5m Under 8/9 Rippa Rugby o Normal Rippa Rugby Rules apply o 7 a-side o Field size the same as Under 7s Rippa. Under 9 o Tackle (traditional form of tackle rugby). o 10-aside o Field Size = Goal to 10m (across the field). Under 10 o Tackle (traditional form of tackle rugby). o 2021 will see U10s revert to 10-aside. o Field Size = Goal to 10m (across the field). o Focus is giving kids more opportunities to get hands on the ball Under 11 o Tackle (traditional form of tackle rugby) o 12 -aside o Full Field length, 50m field width Under 12/13 o Tackle (traditional form of tackle rugby) o 15 -aside o Full Field o Opportunity for clubs to join teams to ensure kids get to play. Coaching Compliance A New Zealand Rugby requirement is that all coaches must either complete a Small Blacks or a Rugby Smart Course. Small Blacks = All Junior Grades (U6 – U13) Rugby Smart = Secondary School and Senior The Small Blacks course is a 1.5-hour theory and practical course which will provide coaches and parents with knowledge and skills to assist with coaching and refereeing at Junior Rugby. The practical coaching sessions will be spilt into the three age groups that make up Small Black Rugby: Beginning (Rippa), Learning (8-10), and Playing (11-13). These are an open forum where new coaches get the opportunity to learn from other coaches with experience in their field. Manawatū Rugby understand the commitment that is required from coaches, this year we will have a two-take approach to these courses, this meaning that there will be the status quo where dates will be set for Small Blacks courses and coaches can come along to the High- Performance Centre to get compliant. The other option is that Manawatū Rugby comes to your club, on a day organised by the convenor this is an opportunity for coaches to not only be Small Blacks compliant but also learn from our specialised coaching staff. Prior to attending any Small Blacks Course, coaches must have registered using clubs coaching registration link. Another resource available in 2021 is referee courses. Referees are key components of the game who do not deserve to receive abuse of any sort. We want referees to feel confident and competent. The courses will be for anyone who would like to upskill, ask questions, or gain understanding. Manawatū Junior Rugby Board - Excessive Scores 2021 Overview: Junior Rugby in New Zealand is very much a development programme, over being a competition. If the spirit of the game is upheld, the chances of Rugby being a positive and enjoyable experience for all, will be enhanced. Any team in rugby that is good enough to win should be allowed and encouraged to do so. However, little can be achieved for sides involved in a match that ends up being an uneven contest. Humiliation is something which is felt strongly by children. And children that are humiliated by one sided result, become disengaged and/or show a lack of interest in participating. This lack of interest and disengagement make it difficult for parents or coaches to motivate children to be active in and around Rugby. Positive, pro-active, coaching should include and consider the advantages (and enjoyment) that come when children are involved in a fair and even contest. Children can learn much more in general about a loss in a tighter fixture, as opposed to losing in an uneven contest or humiliating fashion. Guideline: When at half time the difference in score between the two teams is 35 points or more, the coach of the team that is winning MUST work with the opposition coach to ensure the game is evened up. Both coaches must take active steps to even-up the remainder of the game to ensure it is a fair and even contest, along with the referee. Suggested Steps: The following steps are suggested for coaches and referees alike may agree to take and implement: • Swap players: The notion that children will not swap teams is generally something that is generated by adult views. There may be a few selected players (test your own team to see how they cope with playing against some of their own OR Swap forward packs or backlines with the other team. • Change positions: Move some selected players to see how well they cope with playing in another position. • Subbing: Sub-off some key players. • Wind advantage: Be willing to give away any wind-advantage that may exist. 16 | P a g e
• Kick-offs: The weaker team restarts play with a tap and pass rather than the usual kick. OR the scoring team kicks-off to the weaker team. • Depower: Depower scrums, non-contested - non-contested lineouts Conversions: • Conversions: No conversions or change your kicker to an untried player. • Start of play field position: Instead of the traditional kick-off from halfway, suggest that the dominant team kick-off from their own 22 metre line to advantage the opposition. • Start of play options: Suggest a lineout or scrum as a start of play option as opposed to a kick-off restart. • Breakdown contests: Suggest a match change where the dominant team does not contest every ruck. For example, this can set a new focus on defence and defensive line set up to contest the breakdown every 3rd or 4th phase and buy some continuity for the attacking team. Follow Ups: If excessive scores do continue as a theme, Club Convenors and/or coaches (of both teams) may be approached to explain what measures were put in place during the match in question, in order to even out the match and at what stage. After the follow up process, it will be decided if any sanctions will be imposed against clubs and/or coaches. 17 | P a g e
