February 2022 City Manager's Message Our Community Services Department is excited to announce a transition to a new, more vibrant, and user-friendly registration module! Beginning February 1st, in order to register for City classes, programs, activities, or facility rentals, you'll need to create a new account at www.RSMconnect.org. State Mandated Organics Recycling - SB 1383 The City is working with our waste hauler, CR&R, to provide information for residents and businesses to comply with the requirements of an organics collection program mandated by the State of California's SB 1383. Households are now asked to separate organic waste (such as food waste) from other trash and non-organic recyclables. Organics, or food waste, can easily be disposed of in your green bin. Our goal is to help residents and businesses in the City get into compliance as we navigate together through implementation. In September 2016, Governor Brown signed SB 1383 into law, establishing methane emissions reduction targets in a statewide effort to reduce emissions of short-lived climate pollutants (SLCP) in various sectors of California's economy. In addition, SB 1383 establishes targets to achieve a 75% reduction in the level of the statewide disposal of organic waste by 2025.

The City's Passport Acceptance Office accepts your application for a passport and forwards all forms and documents to the United States Department of State for processing. Visit travel.state.gov to learn the requirements and procedures for obtaining a passport. Additional information is available on our website. Public Works and Engineering Construction Project Updates Annual Concrete Repair and ADA Ramp Projects
Through March 2022 Construction will begin this month to remove and replace damaged sidewalk segments in various locations throughout town. This project is done periodically to enhance the safety of all sidewalks within the City. Additionally, curb ramps at various intersections will be upgraded to current ADA standards in preparation for asphalt overlay projects. For more information, call Public Works at (949) 635-1800. Orange County Sheriff's Department Crime Prevention Protect Yourself From Scammers Mail Theft Criminals are targeting stand-alone mailboxes and are “fishing” mail out of the mailbox. When they can obtain envelopes containing checks, the criminals are removing the Pay to the Order of name and changing it to another name to be cashed, which is commonly known as check washing. It is recommended to use a gel pen when writing checks to combat check washing. If you are a victim of check washing, contact your bank immediately. Example of a call generated in RSM: Victim reported an unknown suspect walked into a credit union in Las Vegas and cashed a check associated with one of her closed bank accounts. It is unknown how the suspect obtained a check associated with that respective account. The check was cashed in the amount of $7,400 but the victim did not incur any loss as the bank accepted her claim and deemed the transaction fraudulent. Grandparent Scam Individuals are calling the senior citizens of Orange County and telling the victim their grandson or granddaughter has been arrested. The individual on the phone tells the grandparent they need to wire money or obtain gift cards to bail out their grandchild from jail and/or to pay for a lawyer. The caller will attempt to keep the victim on the phone until the transaction has been completed. You should NEVER wire money or purchase a gift card and provide the information to anyone on the phone. To prevent this scam, hang up and call your grandchild to ensure their safety. New Crypto Payment Scam Someone might call pretending to be from the government, law enforcement, a local utility company, a romantic interest met online, or someone with information on winning the lottery. The caller will remain on the phone to direct the victim to withdraw money at a store with a cryptocurrency ATM. The caller then instructs the victim to insert money into the ATM, buy cryptocurrency, and receive a QR code with their address embedded in it. Once the cryptocurrency is purchased, the caller directs the victim to scan the QR code, so the money gets transferred to them. Example of call generated in RSM: The victim reported that he received a phone call from someone claiming to be a rep of Coinbase where he holds a crypto account. The caller asked the victim to log into his account, and when he did, he was immediately locked out. The victim witnessed all $127,000 being transferred from his Coinbase account and into another unknown account. Please call the Orange County Sheriff's Department at (949) 770-6011 to file a report if you believe you are the victim of a scam. The City Council will receive the full redline of the Housing Element Update that incorporates HCD's requests for changes and additional information for adoption at their regular meeting on February 9, 2022. It will be resubmitted to HCD after the City Council hearing, with the goal of HCD certifying the adopted Housing Element. While adoption of the revised Housing Element Update will complete the City's obligation to have an adopted 6th Cycle Housing Element by February 12, 2022, additional revisions may be requested by HCD. ZeroTrash RSM First Saturday, Monthly ZeroTrash is an all-volunteer community organization dedicated to ridding city streets and wilderness areas of trash, reducing waste, supporting local business, and taking personal responsibility for the community and the environment! ZeroTrash meets on the first Saturday of every month in the courtyard across from City Hall and beautifies our community from 10:00 a.m. to Noon. All are welcome to join in and help Pick It Up. Low-Cost Pet Vaccination Clinic will return March 2, 2022 The February Vaccination Cilinc is postponed due to COVID by our friends at HEART. Healthcare & Emergency Animal Rescue Team (HEART) is a non-profit 501(c)(3) organization dedicated to saving lives and improving pet and wild animal health, safety, and welfare. Mobile care clinics are held every first Wednesday monthly on a drive-through, reservation-only basis. Clinics are hosted by the City of Rancho Santa Margarita in the Bell Tower Regional Community Center parking lot. OC Health Care Agency The OC Health Care Agency (HCA) continues to host a COVID-19 hotline with information regarding vaccinations, guidance, and statistics. Community Services Age Well Senior Services Meals on Wheels (Ages 60+) Meals on Wheels provides nutritious daily meals for seniors aged 60+ who are unable to shop or prepare meals for themselves. Deliveries run Mondays through Fridays and include one breakfast, one hot lunch, and one frozen dinner. Congregate Lunch at the Bell Tower Regional Community Center (Ages 60+) Age Well Senior Services is proud to host their Congregate Lunch program on weekdays at the Bell Tower Regional Community Center! A registered dietitian creates lunches to ensure they meet nutritional needs. Enjoy a hot or cold meal with friends Monday through Friday, excluding holidays. A contribution of $5.50 is requested, though no one eligible for the program is turned away for inability to pay. Senior Pet Pantry (Ages 60+) Pets are family too! Meals on Wheels and Congregate Lunch participants may now receive cat or dog food for their furry friends at no cost. your taxes for free. Assistance is available by appointment in Rancho Santa Margarita. The VITA (Volunteer Income Tax Assistance) is back this year at locations throughout Orange County, including San Francisco Solano Church in Rancho Santa Margarita. Tax preparation is performed under the auspices of the United Way of Orange County and the Internal Revenue Service (IRS). While the primary sponsor is San Francisco Solano Catholic Church and the majority of the trained volunteer tax preparers are members of the parish, services are available at no cost to all members of the community, regardless of religious affiliation. Please call (949) 546-8127 for more information or to schedule an appointment. Appointments are held Wednesday evenings and Saturday mornings. RSM Cares Food Pantry The RSM Cares Food Pantry takes place on the first and third Wednesday of each month from 2:00 to 4:30 p.m. All are welcome; no prequalification is required. Drive through to obtain a box of groceries for you, your family, or a neighbor in need! Located in the parking lot of Shepherd of the Hills United Methodist Church, 30605 Avenida de Las Flores, the pantry is supported solely by donations from generous private donors, local churches, and businesses. The Belltower Art Hub is a small but growing group of local artists who meet to get acquainted, share resources and opportunities, show off paintings, drawings,
and other visual artwork and offer one another tips and advice!
