Kingborough Sports Centre The Kingborough Sports Centre is owned and operated by the Kingborough Council and is one of the largest indoor sporting facilities in Tasmania. Located at Kingston View Drive, Kingston the Centre offers a wide range of fitness, sport and recreational facilities including a well-equipped fitness centre, group fitness room, sports stadiums, table tennis centre, martial arts and judo rooms, circus studio, basketball shot-lab, squash courts and gymnastics facilities. The Sports Centre is the home base for the high participation sports of basketball and netball via the Kingborough Netball Association and its affiliates, the Kingborough/Huon Basketball Association, the Hobart Chargers basketball club and Tasmania’s new NBL basketball team, the Jack Jumpers. The Centre also has a unique partnership with the Kingston High School. The Fitness Centre, located within the Sports Centre, provides a wide range of services including Group Fitness classes, quality strength, conditioning and cardio equipment, and personalised fitness mentoring and an Evolt 360 body scanner. The Fitness Centre is staffed by qualified group fitness personnel and personal trainers and is currently open 7 days a week. Position Advertisement OPERATIONS MANAGER KINGBOROUGH SPORTS CENTRE The Kingborough Sports Centre is operated by the Kingborough Council and offers a wide range of recreational facilities including a well-equipped fitness centre, aerobics room, sports stadiums, squash courts and gymnastics facilities. An exciting opportunity is available for an experienced Manager to lead the Sports Centre team. As Operations Manager, you will be responsible for all aspects of the operations of the Centre, including its business development and strategic direction. The successful applicant will need to be able to demonstrate: • Qualifications and/or experience relevant to the management of an indoor sporting facility; • Experience in business development, including marketing and promotions; • Experience in managing, motivating, and mentoring a multi-disciplinary team of fitness professionals and administration staff; and • Strong relationship management skills and the ability to work with a broad range of stakeholders. Further details: The position is full time and a salary in the range of $91,110 to $103,269 per annum, plus 12.5% employer superannuation contribution and 5 weeks annual leave. POSITION DESCRIPTION OPERATIONS MANAGER, KINGBOROUGH SPORTS CENTRE POSITION DETAILS Position No. 000050 Department Governance & Community Services Employment Status Ongoing full time Location Kingborough Sports Centre Unit Sports Centre Classification Sports Centre Executive Officer Level 1 POSITION OBJECTIVE The position is responsible for the efficient operation of the Kingborough Sports Centre, ensuring that it continues to meet the needs of the community by providing a variety of indoor recreational and sporting activities. KEY FUNCTIONS AND RESPONSIBILITIES Centre Operations Oversee the operations of the Centre and ensure that all activities, programs and events have a business development focus and are conducted in line with Council’s strategic aims. Develop and maintain a strong culture of quality customer service, continuous improvement and efficient work practices within the Centre. Ensure the implementation of Council policies and procedures with respect to human resources, asset management, workplace health and safety and risk management. Prepare and submit budget estimates, implement approved budgets, monitor expenditure and report on exceptions. Prepare and implement building maintenance and asset replacement plans for the Centre and its equipment. Oversee agreements for leased facilities within the Centre. Risk Management and Work Health and Safety Ensure that regular risk and safety inspections of scheduled to ensure safety compliance. Ensure all work by staff and contractors is undertaken with compliance with WH&S policies and duty of care obligations to staff, the public and Council. Where WHS non-conformance is identified, take appropriate action to make the worksite safe and rectify unsafe or substandard work practices. In consultation with the WHS Advisor, investigate incidents to ensure appropriate follow up action is taken. Report all public liability and insurance claims to the Manager Finance. Ensure that workers are provided with relevant WHS information and that they are trained and competent in the relevant safety procedures as required. Ensure that the Centre is well maintained and ensure appropriate induction and supervision of contractors working onsite. Business Development Pursue opportunities to maximise the usage of the Centre and its income generating potential. Drive the implementation of strategic initiatives that improve the performance of the Centre as a business. Monitor the performance of the Fitness Centre to ensure that it remains competitive within the industry and that there is a balance between its business and community focus. Review operating systems at the Centre and implement contemporary venue management practices. Promote the Centre as a venue for a diverse range of indoor events. Undertake marketing of the Centre through a range of mediums, including social media. Seek external sources of revenue for the activities of the Centre and upgrade of its facilities, including sponsorship and grants. Assist in the coordination of Centre activities within the broader operations of the Kingborough Sports Centre Precinct. Other Duties • Assist in the planning, establishment and operation of the Sports Centre as an Emergency Evacuation Centre as required. • Provide an after-hours contact for Tas Fire Service and security. • Undertake other duties as required/directed from time to time. An employee may be directed to carry out such duties as are within the limits of the employee’s skills, competence and training. Work Health and Safety: To take reasonable care that your acts and omissions do not adversely affect the health and safety of yourself or others in the workplace, to comply with any reasonable instructions given to you by the Council and to comply with the requirements of any and all WHS policies and procedures. Authority and accountability: Employees at this level have management accountability for the effective management of the Sports Centre and Precinct. Judgment and problem solving: Employees at this level have a high level of independence and determine and/or oversee the framework for problem solving or set strategic plans. The position represents the employer in the resolution of problems relating to the operations of the Centre and the Precinct. ORGANISATIONAL RELATIONSHIPS Reporting Relationships 1. Internal - This role will work predominantly with Sports Centre employees and liaises regularly with Council employees providing support services to the Centre, e.g. Finance Department and Governance and Community Services. 2. External - This role will communicate with Centre members, patrons, Sporting Clubs, event organisers, consultants, contractors, businesses, State and Federal Government agencies and visitors to the Sports Centre. 3. Direct Reports - This role reports to the Director Governance, Recreation & Property Services or a delegated representative. The position directly supervises the Fitness Centre Team Leader and Customer Services staff. 4. Indirect Reports - This role has overall management responsibility for all employees working at the Kingborough Sports Centre. A copy of the Agreement is available on the Fair Work Commission website, www.fwc.gov.au Classification and Salary: This position is classified under the Enterprise Agreement as KSC Executive Officer Level 1. Employment Checks: To be employed in this position applicants must undergo an employment-related background check/s and be assessed as suitable to be able to ethically perform the inherent requirements of this position. Applicants must undergo a pre-employment functional assessment and be assessed as being able to meet the functional requirements of the position. A National Police check and Working with Vulnerable People check are required. The duties of the position have the potential for the incumbent to be 'at risk' as detailed in Council's Employee Immunisation Administrative Policy. As a result, the incumbent is required to be immunised in accordance with Council's Staff Immunisation Program. (Vaccinations for this role include Tetanus and Hepatitis A). Hours of Work: The position is offered on a full-time basis of 38 hours per week on a roster basis. The Sports Centre operates Monday to Sunday and employees may be required to work their ordinary hours on any seven days of the week between 6am and 11pm. Leave Full time KSC employees are entitled to 5 weeks annual leave and 10 days personal/carer’s leave per annum. Thirteen (13) weeks long service leave is available after 10 years’ service and is transferable between Tasmanian Councils. Our employees may also ‘purchase’ an additional two week’s annual leave. Paid parental leave entitlements are available – 12 weeks for the primary care giver and two weeks for the non-primary carer giver after 12 months service. Paid leave is also available for employees involved in voluntary emergency services and for employees experiencing family violence. Superannuation Council meets the requirements of the Superannuation Guarantee Act and currently contributes 12.5% as the employer superannuation contribution to eligible employees. Health and Wellbeing Council supports and encourages an active and healthy work environment and offers a workplace health and well-being program. The program includes staff discounts at the Kingborough Fitness Centre, free flu vaccinations, ergonomic assessments, health and well-being presentations, as well as a focus on mental health awareness and support.
