Government of Newfoundland and Labrador Program Guidelines Immigration, Skills and Labour Version 1.3 Please read this entire Program Guidelines document. The information contained in this guide will become part of the agreement with the Province of Newfoundland and Labrador for the delivery of the Essential Worker Support Program. INTRODUCTION The Newfoundland and Labrador Essential Worker Support Program (EWSP) program will provide a temporary wage top-up to essential workers employed during the COVID-19 pandemic. The COVID-19 pandemic has placed particular demands on workers in certain sectors, including those on the front-line in hospitals and nursing homes, those ensuring the integrity of the food supply, or providing essential retail services to Canadians. In Newfoundland and Labrador, the EWSP program will be a one-time payment based on a 16-week eligibility period from March 15, 2020 to July 4, 2020. Eligible individuals can receive up to a maximum of $1,500 under this program regardless of how many employers they may have. Upon receipt of a complete application and required supporting documentation, payment will be provided for disbursement to eligible employers and their eligible essential workers. Applications will be received up to February 26, 2021. More information on the EWSP can be found at https://www.gov.nl.ca/aesl/essential-workers-program Further details on employer responsibilities, obligations and program eligibility criteria can be found in the Terms and Conditions. The EWSP program is administered by the Department of Immigration, Skills and Labour using the Labour Market Programs Support System (LaMPSS). LaMPSS is an online system used to administer the department’s labour market programs, including EWSP. REGISTERING FOR EWSP All new employers are required to be set-up as a government vendor so payment can be issued. Once you are a vendor, you will be set up in the LaMPSS system and will be able to apply online. Please complete your registration on the Employer Registration page. After registering, a LaMPSS password and user ID is provided (if you do not have one already) in order to log into the LaMPSS System. It is recommended employers complete this step as soon as possible to avoid delays. Employers who have previously applied under the original EWSP are not required to register or submit a new application. The employer will only be required to submit a new Declaration and a new Employee Template. These completed documents should be emailed to essentialworkers@gov.nl.ca. Please reference your LaMPSS organization ID or your agreement number when sending your email. 3

It provides details on which internet browsers work with the LaMPSS application and what version of Adobe is required (link to free download provided on page 8). COMPLETING EMPLOYEE TEMPLATE Before you apply online, an Employee Template will need to be completed and attached to your application. APPLYING ONLINE Once registered as a LaMPSS user, you can apply for funding online using the self-serve capability through your organization’s Home Page using: your supplied Organization number, User ID and Password. Simply go to: https://lampss-org.aes.gov.nl.ca/login/login to log in and apply. If you are having difficulty with the process or unable to complete an application for funding online, please contact 1-833-771-0696 or EssentialWorkers@gov.nl.ca. Once you have logged into LaMPSS: 1. Click on Organization Home on the left menu bar; 2. Click on Programs and Services under Apply for Funding on the left menu bar; 3. Click on Essential Worker Support Program from the list of available programs in the center of the page; 4. Click Apply Now; 5. Click on Download EWSP Program App Form.pdf; and 6. Click Open. Completing an Application Form This section provides specific information that you will need to complete the application form outlining required content. Any fields with an asterisk are required and cannot be blank. Organization Information The name and complete mailing address for your organization, will be pre-populated from the information submitted in the LaMPSS registration process. Details Please provide the following – the dates entered are for agreement processing purposes only: Title Enter: Essential Worker Support Program (EWSP) Agreement Start Date Enter: January 7, 2021 Agreement End Date Enter: March 15, 2021 Past Agreements Not applicable for this program, go to the next field. Description In this section please enter the following, Essential Worker Support Program. Please note the contact(s) should be an individual(s) empowered to negotiate this agreement on behalf of your organization and someone the department can contact to answer any questions or provide additional information if required. Location(s) If this field is not pre-populated with the correct mailing address where you want the payment forwarded, please update as necessary. Only one location is required. Participants Expected Number of Participants - Enter the total number of employees applying for the essential worker support program. Expected Number of Participants by Target Group - Enter the number of your essential worker employees that fall within each group: Employed or Self-Employed. Activities The table below outlines required information under the program. Activity Type Select: Work Experience from dropdown menu Activity type definition This field will automatically populate. Start Date This field will automatically populate based on the dates that were provided at the beginning of the application End Date This field will automatically populate based on the dates that were provided at the beginning of the application Provide a brief description of this activity Enter: A temporary wage top-up to essential workers employed during the COVID-19 pandemic. Expected results Enter: N/A Where does this activity take place? Select: All Locations from the dropdown menu Expected number of Participants Enter the total number of employees applying for the Essential Worker Support Program. Sector To determine the North American Industry Classification System (NAICS) associated with your company, click on the NAICS website to determine the three digit sector for your organization/business. First click on the applicable two-digit code for your organization (e.g., Code 44-45 Retail Trade). Then locate the applicable three-digit subsector category for your organization - enter that three digit code in your registration form (e.g., 445 Food and beverages stores). Add an Activity – Not applicable, do not click on this filed, move to Budget section. Budget The table below outlines the eligible cost categories for the EWSP program. On your application form, enter the total cost of Wages and MERC (Mandatory Employment Related Costs). See example below. Wages: Enter the total amount from the Employee Template into both the Projected Cost and Requested Amount fields. This is the total cost of the top-up for all of your essential workers. In the example below $7,500 is entered. (See page 10 for detailed instructions on how to complete the Employee Template) 5

To calculate the MERC, multiply the amount recorded in Requested Amount under Wages by 10%. (e.g., $7,500 x 10% = $750.00) Less: Cash Contributions – Not applicable, Enter 0.00 Less: In-kind Contributions – Not applicable, Enter 0.00 All the remaining fields will automatically populate. Project Cash Flow Enter the total amount being requested into the last month of the projected cash flow. For example, with a start date of January 7, 2021 and an end date of March 15, 2021 (for agreement processing purposes only), enter the total amount being requested into the March 2021 field (e.g., $8,250 based on example below). Legal Signing Officers Provide the appropriate signing officers and legal signing officers for your organization. These individuals must have signing authority on behalf of the business / organization. How many and what combination of the above persons’ signatures are required on a legal document? Please enter the number of legal signing officers. Supporting Information The following documents are mandatory to attach to your application. Failure to provide these documents will result in delays in processing your application: • Letter of Attestation – please complete Declaration and attach signed copy; and • Supplementary Information – please complete the Employee Template and attach 6

Select the first type of document you want to attach from the drop down list, then click on Attach a Document, then add the appropriate file from your computers directory. SUBMIT APPLICATION Once you have completed the online application, including attaching all the mandatory documents, enter your Organization’s ID, Username and Password (this information was provided when your organization was registered in LaMPSS). Click Submit Application, the application is then submitted to the Department. Once submitted, a message will appear to confirm submission was successful and will provide you with a six digit agreement number. This number will enable you to check on the status of your application in LaMPSS. Employers can check the status of their application by logging into LaMPSS at https://lampss- org.aes.gov.nl.ca/login/login. Click on Organization Home on the left menu bar. There you will see a list of Active Agreements for your organization. Click on the blue hyperlink, this will bring you to the agreement homepage where you can review details. Once your application is verified as eligible, a payment will be made to you to provide to your employees through regular payroll remittance. The LaMPSS application works with the following Internet Browsers only: • Internet Explore Version 7, 8, and 9 (without compatibility view); • Internet Explorer 10 and 11 using (with compatibility view); • Firefox minimum Version 3.0; and • Safari minimum Version 5.0. Users will also require the following: • Adobe Reader 9.3.3 or newer (available for free at https://get.adobe.com/reader/Opens in new window ); • Web Browser Pop-up blocker enabled to allow pop-ups; and • Cookies and java script enabled in the Browser. To turn compatibility view off: • Click on Tools. • Select “Compatibility View Settings”. • If the “lampss-org.aes.gov.nl.ca” website is in the “Websites you added to Compatibility View” box – select it and then select “Remove”. • Uncheck all three boxes at the bottom. • Select “Close”. • Refresh the web page. • Log into LaMPSS. • If issue persists contact extorghelp@gov.nl.ca. To turn compatibility view on: • Click on Tools. • Select “Compatibility View Settings”. • If the “lampss-org.aes.gov.nl.ca” website is not in the “Websites you added to Compatibility View” box – type “lampss-org.aes.gov.nl.ca” into the “add this website” box and click add. • Select “Close”. • Refresh the web page. • Log into LaMPSS. • If issue persists contact extorghelp@gov.nl.ca. GUIDE TO CALCULATE AND COMPLETE EMPLOYEE TEMPLATE Before including employees in the application, you will need to confirm they meet all the eligibility criteria for the benefit. https://www.gov.nl.ca/aesl/essential-workers-program/ Please check Annex A of the Public Safety Canada’s Guidance on Essential Services and Functions in Canada During the COVID-19 Pandemic to confirm that the employee meets the definition of an essential workers as defined in the link. 8
Government of Newfoundland and Labrador Program Guidelines Immigration, Skills and Labour Version 1.3 Designated essential workers will be eligible for a lump sum payment based on the total number of hours they worked over the eligibility period of March 15, 2020 to July 4, 2020 and their gross monthly income. Employees are eligible to receive up to a maximum of $1,500 under this program regardless of the number of employers they have. To determine if each employee is potentially eligible for the lump sum payment you will need to calculate both their total hours and total monthly income. Based on your payroll records, calculate the total number of hours each employee worked over the 16 week period from March 15, 2020 to July 4, 2020. To calculate the monthly income for each employee, take the total gross income for the employee over the 16 week period (March 15, 2020 to July 4, 2020) and divide by 4. Example: John Smith worked a total of 315 hours from March 15 – Jul 4, 2020. John’s total gross income over the 16 week period was $5,400. To determine his monthly income, take his total gross salary of $5,400 and divide by 4 = $1,350. Based on John working 315 hours and his average monthly salary being $1,350, he would potentially be eligible for a $900 lump sum payment, as per the chart below. As John’s monthly income is less than the Maximum Monthly Income of $1,400, he is eligible for the benefit and would be included in your application. Please note however, had John worked the same 315 hours and his monthly income was $1,600 (which is above the Maximum Monthly Income of $1,400) he would not be eligible and would not be included in your application. When completing the Employee Template you are required to provide the name of the employee and their SIN. If this information is not received your application will be considered incomplete and will cause delays in processing. When indicating which benefit/amount each employee is eligible for please enter an X (as per example above). Please do not enter dollar amounts. 10
