1 Tēnā koutou katoa – Welcome Welcome to you all, players, coaches and management, supporters and whanau to the 2019 Ellis Shield Invitational Junior Rugby Tournament. The Ellis Shield Rugby Tournament is an annual Junior Rugby tournament run by the three Bay of Plenty Rugby Junior Rugby Committees. The tournament originally involved Eastern, Central and Western Bay Under-11, Under-12 and Under-13 representative teams compete for age grade trophies and the Ellis Shield. However, since 2018, the tournament has comprised Eastern and Central vying for the Ellis Shield and an invitational sub-union to contest the tournament. The age grade winners will win trophies including the Liam Messam Trophy (U13), Tanerau Latimer Trophy (U12) and the Rob Shaw Trophy (U11) – named after those who have made a great contribution to rugby in the Bay of Plenty. The region that wins the most games across three grades wins the Ellis Shield. Eastern Bay of Plenty Junior Rugby teams made history in 2014 by being crowned the Ellis Shield Champions for the first time ever in the 22 years that the competition has been played. This year Eastern has pleasure in welcoming Thames Valley Under-11s and Under-13s to compete in the tri-way tournament being held at Rugby Park in Whakatane. The tournament is about getting our best junior players from each of our sub-regions, in the older age groups, to play and be competitive at a representative level, and to experience the tournament and its history. It’s a great opportunity for them to really test their abilities, raise it to another level, and it's also a time where the younger players can watch their tuakana and aspire to play at that representative level one day as well. Responsibilities BOP Rugby Union Support the tournament and appoint referees Distribution of Ellis Shield Handbook with draws, results and rules Update website and Facebook Ensure trophies and Ellis Shield is available for presentation at each venue Host Venue Appoint an Event Manager to be responsible for the overall running of the day and ensure the following On site First Aid (at discretion of host venue – see H&S section) Ensure fields are marked Man power to dress and undress grounds including post pads, flags and side-line ropes Access to Change rooms prior to first game starting Ensure visiting teams and referees are met on arrival and understand the location/venue Each of the host venues to provide two parents to be act as Crowd controllers and running the day Facilitate the presentation of Shield and speeches after the final game Provide each team an aftermatch (BBQ or similar) Take a photo of the Paper Team and send to the Tournament Administrator reception@boprugby.co.nz Ideally the venue will have food available for public sale i.e. simple sausage sizzle (at discretion of club and subject to manpower) Sub Union Committees Appoint coaches and management teams Provide playing apparel Provide training equipment as required 5. Health & Safety There will not be a medical presence at the venue. In case of emergency dial 111. Any potential hazards will be pointed out to visiting teams by the Event Manager.
6. Tournament Rules The Tournament: 1. This tournament is open to the Under 11, Under 12 and Under 13 Representative teams from the following Sub-Unions: - CBOP and EBOP. 2. The Tournament shall be held annually. 3. The Tournament shall be held at each Sub Union on a rotational basis unless otherwise agreed. 4. The hosting Sub-Union at their discretion can invite additional Sub Unions to compete: 2019 – Nau Mai Haere Mai Thames Valley 5. Each hosting team will organise the draw, referees, provide changing sheds and an after-match function to present the Ellis Shield and Invitational Cup. Teams: 1. Each Sub-Union shall select no more than 25 players per team. 2. Each Sub Union will send to the BOPRU a team sheet with Names of the players, Date of birth, Club name 3. To participate at the Tournament, the player must be: Under 11, 12, 13 years of age on 1st of January the year of the tournament and play in the correct age grade. 4. A current NZRU registered rugby player. 5. Tai Mitchell representatives are permitted to play in this tournament. Tournament Rules: 1. Competition will be played under the NZRFU Small Blacks Rules. Players must play at least half a game. 2. Points shall be allocated: 4 for a win, 2 for a draw 3. The Sub Union which has accumulated the most points between Central and Eastern Bay will be awarded the Ellis Shield. 4. The Sub Union that accumulates the most points overall between all the games, will be awarded the Invitational Tournament Winners. 5. If there is a tie at the end of the day, the winner will be determined by point’s differential over all grades over the whole day. 6. Grades playing multiple games, will play 22-minute halves with 5 minutes for half time. The Under 12 grade will compete in 25-minute halves with 5 minutes at half time. 7. Substitutions must be made in accordance with the NZR Small Blacks rules, subs will be made at quarter, half and three-quarter time and will be controlled by the referee. Players to play a minimum half game. 8. Ball size – All grades will use size 4. 9. All team reserves, coaches, managers and water carriers must remain within the confines of the technical zone during the match. Medics and water carriers must be clearly identified and are the only personnel permitted to enter onto the field of play during stoppages (tries, injuries, other stoppages). No entry to field of play unless allowed by referee. 10. Any other Tournament Rules will be clarified prior to the commencement of each game in consultation with the Refs and Coaches. 11. Technical Zones / Ground Set-up (where possible) all club rugby games from Bay wide Premier to U11, technical zones are to be prominently marked with control barriers, ropes, painted lines or cones.

Tournament Prizegiving: Immediately following the last round, there will be a short prizegiving where the Ellis Shield will be presented to the winning sub-union between Eastern and Central. The invitational tournament shield will be presented to the overall winner of all three sub-unions and grades. Also, age-grade Tournament teams ‘paper teams’ to be announced and photographs taken. [Coaches to nominate a maximum of 8 players for their respective age-grade tournament team.] Following the tournament, a shared late lunch will be provided for all the visiting and host teams. *If time allows, an earlier sausage sizzle for the Under-12 Eastern and Central players following their game.
