Project-Level TMP US101: Youngs Bay Bridge - Neptune Drive 1. INTRODUCTION This report is intended to provide a set of coordinated transportation management strategies used to manage the temporary work zone impacts of US101: Youngs Bay Bridge - Neptune Drive. TMP Goals • To communicate the subject project construction footprint. • To maximize work zone safety for construction workers and travelling public. • To communicate and minimize work zone delay impact factors for freight mobility. • To convey the work zone traffic control means and methods of construction. • To manage intra/inter agency early project coordination. • To indicate the types of notifications and communications planned to involve the public. 2. PROJECT DESCRIPTION The primary purpose of this project is to resurface/restore/rehabilitate (3R) the pavement on US 101 from MP 5.31 to MP 6.84. MP 5.31 is the southern end of New Youngs Bay Bridge and the start of the New Youngs Bay Bridge causeway and MP 6.84 is a pavement joint on the SW leg of the T intersection between US 101 and Neptune Ave. Because this is a 3R project, additional mandatory design features include ADA/Sidewalk Ramp upgrades and existing guardrail upgrades (HDM 6.4.10). 3. EXISTING CONDITIONS Project Length • Oregon Coast Highway (US101), MP 5.31 – 6.84, 1.53 miles. Traffic Volume and Functional Classification • Oregon Coast Highway (US101), within the limits indicated, AADT = 14,000 — 21,200. • This section of US101 is classified as a statewide OHP highway. • This section of US101 is a Federally Designated Truck Route, but is not designated as part of the OHP Freight Route. • This section of US101 is a National Scenic Byway. • This section of US101 is designated as part of the National Highway System. Project-Level TMP US101: Youngs Bay Bridge - Neptune Drive Project Stakeholders • ODOT Region 2, as owner, has a vested interest in the long term success of this project. • The Cities of Warrenton and Astoria are stakeholders due to local traffic use of the state highway system. 4. WORK ZONE IMPACTS Lane Closure Restrictions Oregon Coast Highway (US101), (M.P. 5.31 - M.P. 6.42): One Traffic Lane may be closed when allowed, shown, or directed during the following periods of time except as indicated in 00220.40(e)(2): • Nightly, Sunday night through Friday morning, between 9:00 p.m. and 5:00 a.m. Oregon Coast Highway (US101), (M.P. 6.42 - M.P. 6.83): One or more Traffic Lanes may be closed when allowed, shown, or directed during the following periods of time except as indicated in 00220.40(e)(2): • Nightly, Sunday night through Friday morning, between 8:00 p.m. and 6:00 a.m. All Traffic Lanes and pedestrian facilities will be kept open during the following periods: a. Holidays - Between noon on the day preceding a legal holiday or holiday weekend and midnight on a legal holiday or the last day of holiday weekend, except for Thanksgiving, when no lanes may be closed between noon on Wednesday and midnight on the following Sunday. Legal holidays are as follows: • New Year's Day on January 1 • Memorial Day on the last Monday in May • Independence Day on July 4 • Labor Day on the first Monday in September • Thanksgiving Day on the fourth Thursday in November • Christmas Day on December 25 When a holiday falls on Sunday, the following Monday shall be recognized as a legal holiday. When a holiday falls on Saturday, the preceding Friday shall be recognized as a legal holiday. b. Special Events - Between noon on the Day preceding and midnight on the final Day of the special event. Page|2
Project-Level TMP US101: Youngs Bay Bridge - Neptune Drive Special events are as follows: • 2022 World Athletics Championships (from July 13, 2022 to July 26, 2022) Traffic Control Narrative There are two segments on this project that will require different forms of traffic control. MP 5.31 to 6.42 is a constrained 2-lane causeway section. There is limited space for traffic and the work zone to share. Lane closure restrictions in this section are also restrictive to limited nighttime hours only. There will be two alternatives for completing work along this section. A nighttime detour route will be provided which will allow a full closure of the causeway section. This closure will be a benefit for both work zone safety and for faster completion of the paving work. Single lane closures utilizing flaggers will be the alternate option for this section. A combination of the two methods is likely and will provide the contractor the opportunity to select the best method. MP 6.42 to 6.83 is a section that consists of 2 through lanes but also has turn lanes, signals, and a driveway access. This section will be paved using single lane closures at night. Flaggers will be required to control traffic during lane closures and signal shut-offs. There will also be right turn lane widening on US101 SB at Harbor Dr. A temporary closure of the existing southbound right turn lane will be required to accommodate the widening work. Work will be staged as follows: Stage I: This stage will consist of widening work for the southbound US101 right turn lane at Harbor Dr, ADA level landing construction, and signal work. The north leg of the intersection at Harbor Dr does not currently have a crosswalk. A crosswalk will be added at this location. The addition of a crosswalk will also enable the closure of other crosswalks for subsequent stages. The southbound US101 right turn lane will be closed during this stage to allow for the construction of a widened lane. Stage II: During Stage II the south leg of the intersection of US101 at Harbor Dr will be constructed. ADA level landings will be constructed along with signal work during this stage. Stage III: The north leg of the intersection of US101 at Neptune Dr will be constructed during this stage. ADA level landings will be constructed along with signal work. Stage IV: The south leg of the intersection of US101 at Neptune Dr will be constructed during this stage. ADA level landings and sidewalk will be constructed along with signal work. During this stage, the right turn lane on Neptune Dr will be closed to allow space for construction and the TPAR. Paving work and guardrail replacement may occur concurrently with the staged work at the intersections or it may happen at another time. Most of these components of the work are independent of one another with the exception of coordinating paving work to tie-in with the work at the intersections. Page|3
Project-Level TMP US101: Youngs Bay Bridge - Neptune Drive Pedestrian & Bicycle Mobility No sidewalk exists on this section of Oregon Coast Highway (US101). Pedestrians will be expected to use the existing facilities except in active work areas, where an appropriate TPAR will be provided according to the stage of work. Concrete pedestrian landings will be added at the intersections of Harbor Dr and Neptune Dr to meet ADA requirements for access to the push buttons. During paving work, pedestrians and cyclists will be accommodated by using flaggers to stop and hold traffic. During the US101 causeway closure, a pedestrian transport vehicle will be on site to transport any pedestrians or cyclists needing to use the highway. Bicycles will need to use the same travel lane as other vehicles and will be accommodated using standard “Bikes on Roadway” signage. Stage I: The crosswalk on the north side of the Harbor Drive intersection will be closed during this stage. Pedestrians will not be able to use the southbound US101 shoulder during this stage. Pedestrians will be directed to cross to the east side of US101. A temporary walk will be constructed around the ADA landing work on the east side of the highway. Stage II: The crosswalk on the south side of the Harbor Drive intersection will be closed during this stage. A temporary walk will be constructed around the ADA landing work on the east side of the highway. Stage III: The crosswalk on the north side of the Neptune Drive intersection will be closed during this stage. There is sufficient shoulder space available at this intersection to allow pedestrians to pass through without constructing a separate walkway. Stage IV: The crosswalk on the south side of the Neptune Drive intersection will be closed during this stage. The sidewalk along the south side of Neptune Drive will be kept open by using a temporary curb ramp. Pedestrians will use the closed right turn lane and shoulder space as the TPAR. Freight Mobility This section of the Oregon Coast Highway (US101) is a Black Route on the MCTD Freight Mobility Daylight Width Map. This route allows load up to 14’ wide by annual trip permits and sees extensive use for loads greater than 14’ wide by single trip permit. Standard Truck Freight Mobility will be maintained for US101 throughout the project construction. Mobility for over-dimensional loads up to 14 feet wide will be maintained throughout the project as well. Mobility for over-dimensional loads wider than 14 feet would benefit with the use of advance notification. Without advance notification, longer clearance delays can be expected. Page|4
Project-Level TMP US101: Youngs Bay Bridge - Neptune Drive Detour Paving work on US101 from MP 5.31 to 6.42 will be completed using a full road closure of the causeway and New Youngs Bay Bridge. Traffic will be detoured using state highways US101 Business and OR202. Access will be cut off at the north end at the existing roundabout north of the New Youngs Bay Bridge. All southbound traffic will be required use OR202 (Marine Dr). OR202 leads to US101 business where traffic will use the Old Youngs Bay Bridge. US101 Business connects back to US101 either at Fort Stevens Hwy Spur or Marlin Ave. All northbound traffic will be required to use US101 Business which will connect to OR202 and US101 back at the roundabout north of the New Youngs Bay Bridge. Seasonal Work Oregon Coast Highway (US101) sees higher traffic volumes during the summer months due to its connections to coastal destinations and summer recreational areas. These volumes are accounted for in the lane restriction analysis and this is the reason lane closures will only be allowed at night. Also, due to the coastal weather patterns, prime construction season coincides with peak tourist season. Environmental Factors This project triggers stormwater treatment which will be treated offsite near Perkins Lane. The project turn lane encroaches on a wetland in front of Walgreens that will need to be delineated and mitigation for the wetland will be at a local wetland bank approximately $20000. The Project will require an Archeological pedestrian survey with an estimate of $50000. Public outreach will be needed. Sediment Control BMPs will be placed behind the work areas to control sediment and construction debris from entering the wetlands. Soil disturbed by construction will be reseeded with a native seeding. 5. WORK ZONE STRATEGIES This section provides an overview of various strategies employed to improve the safety and mobility of work zones and reduce the work zone impacts on communities and businesses.
