Situation Report • National Public Health Emergency Declaration through January 31, 2022 • As of January 13, 2022… • Cases are rising sharply all over – but the Omicron variant is less severe… anticipate continued rapid rise, and hopefully, as seen in the NE, a decline • Idaho: Omicron surge continues, likely to implement crisis standards of care for hospitals soon, low vaccination rates across the state, no state mask mandate • Oregon: Omicron surge, good vaccination rates and statewide mask mandate, hospitals under major stress, vaccination mandates for state employees HCW and teachers • Washington: Omicron surge, hospitals are under major stress, good vaccination rates and statewide mask mandate, vaccination mandates for state employees HCW and teachers • PNW Tribes: Omicron surge causing some lock downs, moving back to telehealth, vaccination rates range, mandates vary
Incident Action Plan • Cases are undercounted but remain a valuable indicator of local conditions • Hospitalizations may say more about how stressed the system is than the severity of Omicron – unvaccinated are stressors • Focus on keeping schools safe and open, ensuring essential services are available – protecting workers, children, elders, and those who can’t be vaccinated • Vaccine mandates, indoor mask mandates, telework and telehealth where needed • Testing remains problematic, but federal gov’t making major purchases and requiring insurance to pay for home test kits • New CDC isolation and quarantine requirements – shortened time frames based on symptoms and emerging science, keeping essential services available and protecting critical infrastructure • New therapeutics are effective, especially Paxlovid antiviral
Incident Action Plan • Consider your COOP Plans as we manage this wave and hold our breaths for what may be next… • Public Health Priorities • OTC rapid home testing is beneficial for controlling spread • Because of testing scarcity and slow turnaround of labs – use testing for symptomatic and high risk to determine treatment modalities • Forego contact tracing; Prioritize case and contact investigation to those who are at high risk for complications/hospitalization and those with significant exposure histories (household contacts, congregate settings) • We must anticipate and adapt to the virus as we move to recovery phase

Emergency Coordinator Role • Intra-Action Reviews of Tribal & NPAIHB COVID-19 response efforts & Lessons Learned Reports • Assist Tribes with the development of recovery plans • Technical assistance for response • COVID-19 response - contact tracing, support for testing & outreach, data collection and analysis, medical countermeasures and points of dispensing, long- term vaccination planning, environmental health and infection prevention • Public information and risk communication • Building capacity to have permanent public health emergency preparedness and response capabilities at the Board
