Welcome Note On behalf of the Championship Committee of Rowing Ireland Coastal Rowing, I am delighted to be able to share with you the pre-event information bulletin. This publication outlines some key points that we feel will be useful to you in advance of the Championships which are taking place on the 14th and 15th of August next. Over the past 16 months COVID 19 has transformed the way we live and there is no doubt that it will have a bearing on how we move forward for the foreseeable future. We are delighted to be able to go ahead with these Championships and we would ask that everyone would follow the guidelines as set out by Rowing Ireland and referred to in this document. There has been a massive effort by all involved in putting these championships together this year and it is a credit to everyone involved that the event is shaping up to be a great success. I would like to thank the Championship Committee, Rowing Ireland, the National Rowing Centre Management and our Host Club, Portmagee Rowing Club who have put a trojan amount of work into ensuring this event is a massive success. COVID 19 As we all know COVID 19 has not gone away and we as an organising committee must ensure that we are in full compliance at all times in relation to the relevant guidance from the authorities. Our COVID Compliance Officer will be Denis O’Regan from Rowing Ireland and he will be on site throughout the event. In advance of the event clubs must make sure they have done the following: 1. Each club must appoint a covid officer for the event. Clubs must provide details of their covid officer including phone number and email to us no later than 5pm on Monday 9th August. This information can be sent to coastalchamps@rowingireland.ie 2. Each Club Covid Officer must ensure that every person attending the event with their club (rowers, coach, cox etc) has completed a COVID1 Document (see attached). This form must be completed and given to the Club Covid Officer for their file. 3. The club Covid Officer must complete a COVID 2 document (see attached) and this must be returned to the event covid officer Denis O Regan by 12pm on Friday 13th August. His email is denis.oregan@rowingireland.ie Please note that if any club fails to return this Form their club will not be permitted to attend. As you will be aware the NRC compound by the pontoons will be restricted to crews, coxes and coaches only. We would ask that clubs would ensure that only their crews that are coming in from a race or going out to a race would be in this area at any time. The wearing of face masks in this area is required at all times. REMEMBER
Spectators As per Rowing Ireland guidelines there are not to be any spectators at the event. We would ask that clubs would pass this message onto their members. Venue Access The National Rowing Centre will be accessible for clubs from 6 pm onwards on Friday 13th August. If clubs are planning on coming beforehand this can certainly be arranged. We would ask that you would contact David Hussey from the host club on 087-2844509 in advance to arrange access. Vehicles towing boat trailers will be permitted access to the event centre itself and when you arrive you will be given a vehicle pass. The stewards will write your registration number on the pass and it is essential you have this pass on your vehicle at all times The only vehicles that will be able to access the main centre will be those with the access passes and emergency vehicles. Parking All parking will be based in the adjoining Coillte Car Park which is just adjacent to the National Rowing Centre. Parking costs €5 euro per day. There is a pathway which leads to the National Rowing Centre from the Coillte Car Park. Please Note that the Car Park is the private property of Coillte and neither the organiser or host club accept any responsibility in relation to the car park. There is to be no parking on the road side or at the entrance to the National Rowing Centre. You are asked to obey stewards directional at all times.
Disabled Parking There are limited disabled parking spaces on site. You must notify the event orgainsers in advance so as that they can arrange access. To do this please email coastalchamps@rowingireland.ie Boat Storage All boat trailers will be parked along the pathway leading into the Coillte Woods which overlooks the rowing course. Clubs are asked to ensure their boat trailers and equipment are kept neat and tidy at all times. Club Gazebos Clubs may erect a club gazebo in the dedicated areas on site. The main area of this will be down directly in front of where the boat trailers are being kept. We would ask clubs to ensure that their do not cause an obstruction by erecting the marquee. If you are unsure as to a location, you have picked please consult with a host club steward on site and they will be delighted to assist / advise you. Clubs are reminded to ensure that their marquee / gazebo is left in a safe and secure position when not attended. We would remind you that social distancing must be maintained at all times. Overnight Camping Unfortunately, no overnight camping is permitted at either the National Rowing Centre or in the Coillte Car Park. Barbeques / Naked Flames Considering that this year’s venue is a predominantly wooded area under no circumstances can a naked flame be used on the site either at the National Rowing Centre or the Coillte Wood. This would also include barbeques, Gas Burcos etc. This is a requirement by Coillte. Results We are going to have a real time result system in place for the event. Boat Landing / Crew Changeover Areas This year all of the boat landing and crew changeovers will take place on the pontoons located in front of the main National Rowing Centre Building. Persons will only be permitted onto the pontoons if wearing a PFD (personal flotation device). We would ask that only those people essential to the crew changeovers would be on the pontoons and under no circumstances may any equipment be stored on the pontoons. Reminder that all persons entering the NRC Compound to get to the pontoons must wear a face mask. Catering Facilities Due to COVID restrictions the main restaurant at the NRC Building will not be open at this year’s event. There will be mobile catering units on site throughout the event. First Aid The Irish Red Cross will be providing first aid / medical cover for the event. They will be based beside the NRC Main Building. They will also be able to be contacted via Radio by all stewards. Crew Declaration Meeting A crew declaration meeting will take place at the National Rowing Centre on Friday evening the 13th August at 7.00 pm. At this meeting club captains will be asked to confirm that the crews they entered are all taking part. In the event that a crew is withdrawing, then the remainder crews will be moved up in the order so as to ensure no gap lanes. It is essential that every club is represented at this meeting to declare the final crews. We would ask all club captains to wear club colours. Social Media We would encourage you all to tag the event across Social Media Platforms using #coastalchamps21 Event Rules The event is run under the rules of Rowing Ireland. A copy of these are available for download from the rowing Ireland website or if you wish you can request a copy by emailing coactalchamps@rowingireland.ie Race Objection Fee The race objection fee for this year’s championships is €50.00
Rowing Course To ensure the safety of all crews we have set out the rowing course plan as per the diagram below: The Championship Course is exclusively for heats and racing. No boats should be on this course during the racing day unless that are in a race. While heat 1 is finishing the crews for heat 2 may wait in the Heat Waiting area but must always follow instructions of starter / stewards. The warm Up area is above the course and it is important that crews warming up do not interfere with the Olympic Rowing Course which is marked using lines of yellow buoys. No boats who are not in a race or waiting to start a heat may pass to the right of the red line on the above map. No boats may go on the water at the National Rowing Centre unless a safety boat is also present. This applies from the Friday onwards of the Championships. Club of the Championships Club of the Championships to be awarded to the club with the most wins in the Coastal four finals (excluding composite crews).
Progression System for heats In the event of races where we have heats the following is how the lane draw for the final will occur. For Heat 1 the winner will be allocated lane 5 and for heat 2 the winner will be allocated lane 6. In the example below the winner is from heat 1 so they have been allocated lane 5. Crew Substitutions As per Rule 6.7.14 Substitutions, every crew is entitled to substitute up to half the number of its oarsmen/women, and the coxswain, provided that the replacements are members of the same club (or clubs in the case of composite crew), and that each of them is qualified to row in that crew. An electronic substitution must be performed, or a completed substitution form must be presented to the Regatta Director at least one hour before the crew’s first race. After a crew has rowed a heat, a substitution may only be made in the case of a serious illness, certified by a doctor or medic. Exceptions may be granted for family emergencies and is at the discretion of the Regatta Director. You may make a substitution on Tracker up to Midnight on Thursday night after which point substitutions will be done by paper only system at the Regatta Office in the NRC Building. Merchandising This year we will have a more limited selection of merchandising than usual for the coastal championships. All orders can be placed via the Rowing Ireland Website www.rowingireland.ie and once in the website click on the shop section or you can visit www.greenblades.ie Personal Flotation Devices (PFD’s) The responsibility for ensuring that PFD’s are fit for purpose lies with each club. Please note that there will be sampling inspections carried out of PFDs during the Championships. This will be coordinated by the Regatta Event Team led by the Event Safety Representative Robert Dunne. Any personnel using the pontoons are required to wear PFD’s. Stewards Many thanks for the clubs for nominating their stewards. The steward’s rota will be issued in the coming days. All stewards must bring their own Personal Floatation Device with them. The stewards will be coordinated by our stewards co- ordinator Bernie O’ Donovan. We have arranged for an online zoom briefing for all stewards to attend at 9pm on Wednesday 11th August 2021. Details of this will be emailed out to all clubs and we would ask that you inform your stewards about this. Club Flags We would encourage Clubs to bring flags / bunting etc!
Swimming Under no circumstances is swimming permitted at the venue. Litter Collection Each club will be provided with bin bags and we would ask that they would keep their own area clean. There will be a skip at the NRC building and we would ask that clubs would bring their rubbish up and put it in the skip each day to help to keep this wonderful facility clean and tidy. Event Schedule Friday 13th August 6.00 pm Venue opens for access to all clubs. 7.00 pm Crew Declarations Meeting at the Marquee in the National Rowing Centre. Each club must be represented at this meeting. There will also be a safety briefing as part of this meeting.
